Analysis of the Operation Efficiency and Influence Factors of Local Welfare Facilities for the Disabled -Focusing on Housing Facilities of the Severely Disabled in Jeolla Region- (지역 장애인복지시설의 운영효율성 및 영향요인 분석 -전라지역 중증장애인 거주시설을 중심으로-)

  • This research analyzed the operation efficiency and influence factors of housing facilities for the severely disabled in Jeolla region by using the DEA model. First, the analysis of efficiency for 2012 was carried out using the CCR model. As a result, 12 DMUs were proved to be efficient, and the average efficiency of CCR was 0.85, confirming that the efficiency of all DMUs were satisfactory. Second, regression analysis was carried out to analyze the factors affecting the efficiency of the DEA model by using the Tobit model. In this case, the inputs and calculated variables were set as independent variables whereas the efficiency as the dependent variable. As a result, the detailed variables had a low significance; the overall input variables showed a negative influence while the calculated variables tended to be a positive influence. In terms of operation efficiency, there was no meaningful result in input variables besides the number of workers. Instead of expanding the input variables, the following should be made for housing facilities of the severely disabled; more efforts should be put in to improve welfare service delivery system and operating environment and structure, and the program must be supplemented as well.

A Study on Consumer Protection Measures and Actual State of Consumer Complaints in E-Commerce (전자상거래 소비자 피해실태와 소비자보호 대책에 관한 연구)

  • The electronic commerce continues to grow dramatically. Also, consumer complaints and damages related to e-commerce grow rapidly. The analysis of consumer complaints showed that consumer of e-commerce tended to buy the various product categories including cloth and home appliance. The damages of delivery problem rapidly rose by 1,185.3%. In categories of transaction including of 'internet shopping mall', 'internet contents' and 'internet auction', about 90% of consumer damages was related to 'internet shopping mall' but consumer damages of 'internet contents' was anticipated to be increased in the near future. The major goods and services of damages was 'digital camera', notebook PC', 'internet game service' etc. Therefore, it is required to establish consumer protection measures to be prevent consumer fraud such as internet shopping mall, Halfplaza.com, and major goods and services of damages. Also, it is need to establish system of spontaneous consumer protection improving consciousness of e-commerce companies.

Accessibility to the Central City and the Development of Backward Regions : Towards a New Spatial Strategy (중심도시 접근성과 낙후지역 발전방안 : 새로운 공간전략의 모색)

  • This study, by focusing on the concept of accessibility to the central city, analyses its importance for understanding baward regions and aims to investigate a new spatial strategy for developing backward regions in Korea. The study investigates the EU accessibility case study and formulates the methodological framework for the analysis, which is applied to the case of Jeonnam-do and Gyeongbuk-do in order to evaluate the backwardness of the regions in terms of the accessibility to the central city. Finally, this paper discusses a new spatial strategy for developing backward regions based on the concept of the accessibility to the central city, which includes the creative expansion of rural public services and promoting efficient delivery system, improving public and private service provision through the accessibility to the central city and securing long-term development potential through investing in regional human capital.

Smart Grid Cooperative Communication with Smart Relay

  • Many studies have investigated the smart grid architecture and communication models in the past few years. However, the communication model and architecture for a smart grid still remain unclear. Today's electric power distribution is very complex and maladapted because of the lack of efficient and cost-effective energy generation, distribution, and consumption management systems. A wireless smart grid communication system can play an important role in achieving these goals. In this paper, we describe a smart grid communication architecture in which we merge customers and distributors into a single domain. In the proposed architecture, all the home area networks, neighborhood area networks, and local electrical equipment form a local wireless mesh network (LWMN). Each device or meter can act as a source, router, or relay. The data generated in any node (device/meter) reaches the data collector via other nodes. The data collector transmits this data via the access point of a wide area network (WAN). Finally, data is transferred to the service provider or to the control center of the smart grid. We propose a wireless cooperative communication model for the LWMN.We deploy a limited number of smart relays to improve the performance of the network. A novel relay selection mechanism is also proposed to reduce the relay selection overhead. Simulation results show that our cooperative smart grid (coopSG) communication model improves the end-to-end packet delivery latency, throughput, and energy efficiency over both the Wang et al. and Niyato et al. models.

Fecundity and egg viability of house fly exposed to insect growth regulators (성충에 처리한 IGRs계 살충제가 집파리의 산란과 불임에 미치는 영향)

  • Two-day old house fly adults were exposed to six insect growth regulators, flufenoxuron, teflubenzuron, triflumuron, diflubenzuron, methoxyfenozide, tebufenozide, as a feed additive (milk+5% sugar+chemical) in the laboratory for 6 days. The number of eggs deposited by the exposed-adults, viability of the eggs, and $F_1$ larval development were checked. All the IGRs tested were found to have no adverse effect on the reproduction of house fly, except methoxyfenozide (210ppm). The most effective inhibitor to egg hatch was flufenoxuron, followed by teflubenzuron, triflumuron, and diflubenzuron. Exposure to flufenoxuron (over 5ppm), teflubenzuron (over 25ppm), triflumuron (over 125ppm), and diflubenzuron (over 125ppm) reduced egg hatchability to 0 to 1.3%, but lower concentrations of these IGRs were less effective (6.3 to 46.3% egg hatchability). Almost all the larvae emerged from eggs deposited by the adults exposed to diflubenzuron (62.5ppm) and teflubenzuron (12.5ppm) failed to develop into pupae, causing total mortalities of 98% and 100%, respectively. However, two IGRs, methoxyfenozide and tebufenozide, did not inhibit egg hatch and $F_1$ larval development, except methoxyfenozide (210ppm) treatment These results suggest that these 4 IGRs may be used in the development of autosterilization system for house fly control. However, further work is required to develop delivery systems capable of transferring an effective dose to the fly under field conditions.

  • This research aims to analyze the importance-performance among multiplex cinema selection attributes. Therefore, we collected data for visitors who visited the multiplex cinema and want to watch movies. Of the various multiplex cinema selection attributes, four factors were deduced that includes: major services, human services, physical environment, auxiliary services using exploratory factor analysis. In the quadrant I, the area of 'Concentrate Here' was 'diversity of screening time', 'diversity of movie genre', 'convenience of mobile app use', 'size and convenience of parking facility'. In the quadrant II, 'Keep up the Good Work' area was 'convenience of website booking', 'discounts through card partnerships', 'employee friendliness', 'accurate employee information delivery', 'comfortable seating', 'screen size', 'cinematic sound quality', and 'convenience of traffic' etc. The quadrant III, 'Low Priority' appeared to be 'membership system', 'tidiness of staff attire', 'resting space for waiting time', 'accessibility to the neighboring area', 'diversity of the snack corner', and 'overall cleanliness' etc. The quadrant IV, 'Possible Overkill' was 'appropriateness of the auditorium temperature' and 'service proficiency'.

The Hangul 4 State Bar Code System for the Automatic processing of Mail Items (우편물 자동처리를 위한 한글 4 State 바코드 시스템)

  • This paper describes a 4-state bar code called HANGUL 4 ST that has been specifically designed for automatic processing of the letter mails, A HANGUL 4 ST bar code is a necessary data base that is applied data capture and data carrier with it all the information necessary for sorting, the amount capture for transportation of mail items, and valued-added services such as indicia, tracking and trace. The 4-state bar code information contents are composed of a postal code, delivery point, customer information including customer identification number and name, and parity bits for error detect and correct. The data density capability of HANGUL 4 St allows all useful sorting data and customer data to be encoded on one label. This supports better automatic processing in mail items, higher level of customer service and more efficient operation.

  • Micron-sized dextran particles, which now attract wide attention as a promising drug delivery systems, can be prepared via the supercritical anti-solvent (SAS) process. In SAS process, dextran particles are obtained as a result of recrystallization of dissolved dextran in dimethyl sulfoxide (DMSO) on addition of supercritical $CO_2$ as an anti-solvent. In this work, with an intention to provide information on the feasible operating conditions of the process, the phase behavior of Dexran/DMSO/$CO_2$ is observed by measuring the cloud point in favor of a variable volume cell. From the experimental study, it is concluded that a feasible operating condition of the SAS process for preparation of dextran particles would be 300.15 K~330.15 K and 90 bar~130 bar, respectively, and solute concentration ranges from 5mg/ml to 20 mg/ml.

Classification of Traffic Classes for Application Services in Military Communication Networks (군 통신망 응용서비스를 위한 트래픽 클래스 분류 방법)

  • Traffic classification for application services in military communication networks is one of the core requirements to provide efficient resource management for NCW operations. Though several standards and organizations provided their own traffic classification methods, the methods have been mainly focused on commercial services, but not reflected military specifics. In addition, though various military application services have been emerged, some of those services have been classified into different traffic classes due to implicit criteria for the classification among organizations. In this paper, we propose a methodology to classify traffic classes and to determine delivery requirements for military application services based on various standards by DoD as well as several commercial standards based on Y.1541. The validation of the proposed methodology was carried out by comparing the results by proposed one with the traffic classification suggestions by existing commercial standards, DoD and FCS. We expect that the proposed methodology can contribute to achieve efficient operations of limited military network resources, since the proposed method can provide systematic and consistent way to assign traffic classes for new and existing military applications services.

  • Korean logistics industry have been focused on transportation business. However, with the expansion of the electronic commerce and on-line shopping, delivery service is now dramatically growing. Despite the expansion of logistics market, the domestic logistics industry have significant structural problems such as low productivity comparing with the advanced countries, relatively high cost and shortage of human resources and lack of professionalism of people in the industry. Logistics companies reallocate employees, use subcontractors, expand consignment and training the employees to overcome the labor shortages but it has some limits. In recognition of the importance of labor in the logistics industry, financial support and investment have increased. Logistics companies tend to hire consultants, set up logistics department or R&D center in order to establish highly productive logistics process and system so it is viewed that there will be considerable demands of human resources in the logistics industry. This study indicates implications and development direction of human resources in the logistics industry by looking into prospect and characteristic of the industry, employment status, training programs and qualification requirements.
