An analysis was conducted on landfill gas generation and surface emission by major routes for three landfill sites of S Landfill in the metropolitan area. LS1, which had a total landfill gas generation ratio of 10.9%, accounted for 49.4% of the total surface emissions. The total surface emission of methane alone was 13.6 Nm3/min in the three landfill sites. Among them, the surface emission of methane at LS1, LS2, and LS3 was 8.4(61.7%), 4.0(29.4%), and 1.2 Nm3/min(8.9%), respectively. By emission path in the upper, slope, and dike, it was 7.3(53.2%), 6.4(46.7%), and 0.02 Nm3/min(0.1%). The dike section of the major surface emission areas showed the largest oxidation rate at 87.5%, followed by the upper at 72.3%, and the slope at 71.8%. Based on methane generation, LS1 had the largest surface emission contribution rate, with 61.7% of the total by S Landfill. By major emission path, the slope section of LS1 accounted for 41.7% of the total, the upper section of LS2 24.4%, and the upper section of LS1 20.0%, which accounted for 86.1% of the total methane surface emission of S Landfill. Therefore, it is concluded that intensive management will be necessary.

Background: This study aimed to identify the relationship between regional health outcomes and the living population, which may reflect the characteristics of population migration in Seoul. Methods: This study used raw data on cause of death statistics from Statistics Korea's Micro Data Integration Service. To identify the independent variable, the living population, we used living population data provided by Korean Telecom for 25 districts of Seoul. The control variables were based on the four domains of SDoH (social determinants of health; economic stability, healthcare access and quality, neighborhood and built environment, and social and community context). Panel generalized estimating equations (GEE) analysis was used to determine the relationship between living population and regional health outcomes. Results: The panel GEE analysis showed that all mortality-related health outcomes (avoidable, preventable, and treatable mortality) had a statistically significant negative relationship with the living population. This indicated that an increase in living population had a positive effect on mortality-related health outcomes. Conclusion: The identification of a notable relationship between regional health outcomes and population density underscores the utility of incorporating living population metrics as key indicators in the development of policies aimed at mitigating health disparities. Moreover, this finding advocates for strategic expansions of local infrastructure, with a particular emphasis on areas characterized by low living populations.
Heat waves caused by climate change are rapidly increasing health damage to vulnerable groups, and to prevent this, the national, regional, and local governments are establishing climate crisis adaptation policy. A representative climate crisis adaptation policy to reduce heat wave damage is to expand the number of cooling centers. Because it is highly effective in a short period of time, most metropolitan local governments, except Jeonbuk, include the project as an adaptation policy. However, the criteria for selecting a cooling centers are different depending on the budget and non-budget, so the utilization rate and effectiveness of the cooling centers are all different. Therefore, in this study, we developed logistic regression models that can predict and evaluate areas with a high probability of expanding cooling centers in order to implement adaptation policy in local governments. In Incheon Metropolitan City, which consists of various heat wave-vulnerable environments due to the coexistence of the old city and the new city, a logistic model was developed to predict areas where heat waves can be cooling centered by dividing it into Ganghwa·Ongjin-gun and other regions, taking into account socioeconomic and environmental differences. As a result of the study, the statistical model for the Ganghwa·Ogjin-gun region showed that the higher the ground surface temperature and the more and more the number of elderly people over 65 years old, the higher the possibility of location of cooling centers, and the prediction accuracy was about 80.93%. The developed logistic regression model can predict and evaluate areas with a high potential as cooling centers by considering regional environmental and social characteristics, and is expected to be used for priority selection and management when designating additional cooling centers in the future.
Sevaral problems of administrative area sysem in Korea have been brought up for a long time. Because its frame has remained since Chosun and Japanese colonial period in spite of changing local administrative environment in accordance with rapid industrialization and urbanization. Recent reform of city (Shi)- county (Gun) integration is derived from this argument. But problems which permeate deeply overall system cannot be solved by partial reorganization of Shi-Gun. They may be rationalized only through the reform of the whole system. The aims of this study are to analyze problems of administrative area system entirelr and to discuss the direction of its reform from that point of view. Major problems of administrative area system are summed up into the followings. Firstly, it is found that administrative hierarchies are too many levels. Contemporary administrative hierarchical structure is 4 levels: regional autonomous government (Tukpyolshi, Jik'halshi, Do), local autonomous government (Shi, Gun), two leveis of auxiliary administrative area (Up, Myun and Ri). These hierarchies were established in late period of Chosun which transportation was undeveloped and residential activity space was confined. But today developing transportion and expanding sphere of life don't need administrative hierarchical structurl with many levels. Besides developing administrative technology reduces administrative space by degrees. Many levels of contemporary administrative hierarchical structure are main factor of administrative inefficency, discording with settlement system. Second problem is that Tukpyolshi and Jik'halshi - cities under direct control of the central government as metropolitan area - underbounded cities. Underbounded city discomforts residential life and increases external elects of local pulic services. Especially this problem is Seoul, Pusan and Daegu. Third problem is that Do-areas are mostly two larger in integrating into single sphere of life. In fact each of them consistes of two or three sphere of life. Fourth Problem is metropolitan government system that central city is seperated from complementary area, i.e. Do. It brings about weakening the economic force of Do. Fifth problem is that several cities divided single sphere of life. It is main factor of finantial inefficency and facing difficult regional administration. Finally necessity of rural parish (Myun.) is diminished gradually with higher order center oriented activty of rural residents. First of all administrative area system should corresponds with substantial sphere of life in order to solve these problems. Followings are some key directions this study proposes on the reform of administrative area system from that standpoint. 1. Principles of reorgnization -- integration of central dty with complementary area. -- correspondence of administrative hierarchical structure with settlement system. -- correspondence of boundary of administrative area with sphere of life. 2. Reform strategy -- Jik'halshi is integrated with Do and is under the contol of Do. -- Small Seoul shi (city) which have special functions as captal is demarcated in Seoul tukpyolshi and 22 autonomous distrcts of Seoul tukpyolshi is integrated into 3-4 cities. -- Neighboring cities (Shies) in single sphere of life are intrgrated into single city (Shj). -- Myun and Ri are abolished in rural region and new unit of local administrative area on the basis of lowest order sphere of life into which 3-4 Ries are integrated replaces them.

This study attempted to develop a model for selecting sites for ecologically effective, multi-functional wetlands during the environmental and ecological planning stage, prior to land use Planning. This model was developed with an emphasis upon the creation of a water circulation system for a newly-created city, dispersing and retaining the run-off that is increased due to urbanization and securing spaces to create wetlands that can promote urban biodiversity. A series of Precesses for selecting sites for wetland restoration and creation - watershed analysis, selection of evaluation items, calculation of weights, reparation of thematic maps and synthesis - were incorporated into the model. Its potentials and limitations were examined by applying it to the recently-planned WiRae New Community Development Area, which is located in the Seoul metropolitan region. At the watershed analysis stage, the site was divided into 13 sub-catchment areas. Inflow to watersheds including the area was $3,020,765m^3$ Run-off before and after development is estimated as $1,901,969m^3$ and $1,970,735{\sim}2,039,502m^3$, respectively. The total storage capacity required in the development area amounts to $68,766{\sim}137,533m^3$. When thematic maps were overlapped during the selection stage for wetland sites, 13 sub-catchment areas were prioritized for wetland restoration and creation. The locations and areas for retaining run-off showed that various types of wetlands, including retaining wetlands (area wetlands), riverine wetlands (linear wetlands) and pond wetlands (point wetlands), can be created and that they can be systematically connected. By providing a basic framework for the water circulation system plan of an entire city, it may be used effectively in the space planning stage, such as planning an urban eco-network through integration with greet areas. In order to estimate reasonable run-off and create an adequate water circulation system however, a feedback process following land use planning is required. This study strived to promote urban changes in a positive direction while minimizing urban changes in negative forms.
This paper intends to examine spatial patterns and regional variations of aging population in Korea based on census data for 163 areas during 1980~2010. It briefly investigates general characteristics of aging population in Korea from previous studies and clarifies spatial patterns of aging process at regional level with reference of population growth rate at different time periods. Cities in Korea are classified into several stages including aging society, aged society and super-aged society according to the percentages of aging population out of total population every five years. At the regional scale, the stage of aging society was revealed from 1980, while the stage of aged society was shown from 1995 and super-aged society was entered from 2000 in Korea. Eighty cities in the analysis were shown at the stage of super-aged society in 2010. The portions of aging population are highly related to city size and population growth rate. For instance, the cities both in small size and with low population growth rate are revealing high percentage of aging population. As of 2010, most rural areas are staged into super-aged society, while most cities within Seoul metropolitan area and mid-sized cities are kept in the stage of aging society. At regional scale, there are no significant statistical correlations between total fertility rate and aging population.

In order to understand the impacts of surface characteristics and the distance from the urban heat island center to suburban areas on the mean night time air temperature, we analyzed GIS and AWS observational data. Spatial distributions of mean night time air temperature during the summer and winter periods of 2004-2011(six years) were utilized. Results show that the temperature gradients were different by distance and direction. We found high correlation between mean night-time air temperature and artificial land cover area within 1km and 200m radii during both summer(R=0.84) and winter(R=0.78) seasons. Regression models either from 1km and 200m land surface data explained the distribution of night-time temperature equally well if the input data had sufficient resolution with detailed attribute including building area and height.
Many cartographers have for many years searched for a way to construct cartograms in which the sizes of geographic areas such as states, counties or census tracts are reseated in proportion to their population or some other socio-economic properties. While many techniques and algorithms for creating cartograms have been proposed, some of them are still extremely complex to generate in a proper manner, and many of them suffer either from this lack of readability or from seamless integration with GIS software. This paper, therefore, presents a simple population cartogam technique based on the Circular Cartogram Algorithm(CCA) by Dorling(1996) to tackle these drawbacks by drawing the areas as simple circles for use as a base map and linking the construction with GIS mapping processes. For an automated approach in the cartogram generation, this paper proposes a close coupling method of ArcView GIS 3.3. package in order for users to access to the cartopam algorithm. Then, they will be available through an interface that the ArcView GIS system allows user-written routines to be accessed easily. The CCA and its coupling architecture ensure to improve the potential applicability of the use of cartograms to census mapping at practical levels. As the cartogram examples, cartograms of population and property types in 2005 Korea census data sets are illustrated in the end, by which viewers can easily identify the residential concentration and their relative ratio in Seoul metropolitan area.

Park Geun-hye Administration has been leading HOPE Area(Living Happiness Sphere) policy as a part of strategy for the regional development. Recent study on HOPE Area policy mainly focuses on how to enhance cooperation among local governments or how to activate the HOPE area. However, as far as I found, the research on how HOPE area guideline as an institution is made and how HOPE area, the effect of the institution, is demarcated has not well been conducted. With based on these issues, this article aims to identify and examine the process of the HOPE area guideline-making and the designation of the HOPE area. For this purpose, new institutionalism is utilized for the analysis. The guideline was made through competition and compromise among a few parties concerned rather than a decision by unitary elite group, and the final outcome of the process reflected the balanced development strategy more than the growth pole development strategy. There was a tendency that the local governments try to make many HOPE areas by overlapping the HOPE areas, which are the outcomes of the bottom-up approach. In Seoul metropolitan area, a new type of HOPE area was introduced one year later than the other local regions.
Due to the great impact of private education expenses on many areas including economics and politics, reducing private education expenses is one of the key issues in Korea. In this paper, we analyze the data from a survey on private education expenses, conducted by Statistics, Korea, in 2008. We study the effect of some demographic variables on two dependent variables, the expenses for out-of-school private education (Private) and the expenses for after-school programs (Afterschool), by using a multiple linear regression model. The analysis results show that 'residential area' and 'school level' variables have a significant effect on the two dependent variables. 'Private' increases in the order of small town, middle town, or metropolitan city, and Seoul, by about 7%. On the other hand, 'Afterschool' are about the same for all areas except for the small town. In terms of the effect of 'school level', 'Private' for high school students is about 17% larger than all other students including professional high school students. This shows a strong correlation between university admission and private education, in Korea. 'Afterschool' is larger for high school and elementary school students and decreases in the order of professional school students and middle school students. It seems that after-school programs are alternatives to expensive private education programs for elementary school students, and that high school students are attracted to after-school programs to get a good GPA, which is important for university admissions.
