본 연구에서는 시내버스 준공영제 제도 아래에서 효율적인 시내버스 노선 운영 개선 방안을 도모하기 위해 버스 노선의 유형별 적정 서비스 제공 수준을 결정하고자 하였다. 이를 위해 시내버스 준공영제 특성을 반영하는 공공성 개념을 도입하고, 수익성과 잠재성을 동시에 고려하여 시내버스의 노선 유형을 분류하는 방법을 제안하였다. 이 같은 노선 유형 분류 방법을 활용하여 부산에서 실제 운행되고 있는 시내버스 113개 노선을 8개 유형으로 분류하였고, 노선연장, 운행횟수, 도심통과 유무 등 9개의 노선별 운행특성을 고려하여 유형별 시내버스 노선 운영 개선 방안을 제시하였다. 버스 노선의 운영 개선 방안을 도출함에 있어, 9개의 노선별 운행특성자료를 주성분 분석으로 3가지 운행특성 자료로 축약하여 비교 검토함으로써 유형별 시내버스 노선의 운영 개선 방안을 보다 효과적으로 도출할 수 있었다.

본 연구는 내항여객운송서비스의 공영제 및 준공영제 확대실시를 위한 정책우선 순위를 선정 평가하는 것을 목적으로 하였다. 연구 방법론은 전문가 지식을 효과적으로 추출할 수 있는 CFPR(Consistent Fuzzy Preference Relations)법을 사용하였다. 내항여객서비스 준공영제 확대를 위한 정책과제 분석결과 "대중교통 요금체계 구축"이 0.160으로 가장 중요하게 평가되었다. 다음으로는 0.136의 중요도를 보인 "보조항로를 중앙정부에 의한 공영체제로 전환"이 차지하였으며, "국가 및 지자체 간 예산의 적절한 배분을 통한 지원"이 3위 (0.119)를 차지하였다. 본 연구결과는 내항여객운송서비스 공영제 및 준공영제 확대실시를 위한 정책 수립시 우선순위를 제시하였다는 점에서 실무적 시사점을 갖는다.

Cities should be developed and managed deliberately since reckless development and selfish expansion deteriorate the quality of life in the cities by creating various problems in transportation, residence and environment. In particular, the semi-agricultural zones have been designated in order to address such problems as the overpopulation caused by the influx of people into the cities and promote balanced regional development and eco-friendly cultivation of the land across the nation. But the problems of metropolitan areas, such as the overpopulation and lack of infrastructure, are spreading even to the semi-agricultural zones, which should be the last areas to be developed into cities. We should blame the indolence of our policies on land first, rather than the selfish cities that slip from the grip of the law. This study concludes that the self-agricultural zones should be developed and managed with plans by the public sector rather than the autonomous development by the private sector.

본 연구에서는 시내버스 준공영제를 시행하여 좋은 성과를 이루고 있는 부산시를 통해 부산시 시내버스 준공영제가 시내버스 교통사고 및 시내버스 운전자의 운전태도 변화에 미치는 영향을 분석하였다. 본 연구의 결과를 정리하면 다음과 같다. 첫째, 시내버스 준공영제 시행 전 후와 시행 후 시간이 경과함에 따른 시간적, 공간적, 시내버스 교통사고 요인별 추이 및 특성을 파악한 결과 전체적으로 감소하는 것으로 나타났다. 둘째, 시내버스 준공영제 시행 전 후 시내버스 운전자의 교통법규위반감소 요인별 분석과 교통사고 감소에 가장 많은 영향을 끼친 요인으로 각각 안전운전의무불이행 위반 감소와 고용 안정으로 나타났다. 셋째, 시내버스 준공영제 시행 전 후 시내버스 운전자의 운전태도 변화정도와 변화 요인 분석을 파악하였다. 금번 연구를 통하여 시내버스 준공영제 시행 전 후의 사고저감 효과분석과 함께 시간경과에 따른 문제점 분석 및 대책을 마련할 수 있었다.

서울시는 지난 2004년 7월부터 버스에 준공영제(공공관리, 민영운영)개념을 도입한 후 노선별로 불필요한 운행을 최소화하고 승객편익 및 이용수요 증대를 위해 배차 최적화 모형을 연구. 개발하였다 본 연구는 이러한 노력의 결과물로서 서울시 버스 운영체계에 맞는 노선별 운행대수. 근로조건, 최대 재차인원. 최대/최소 배차간격 등을 제약 조건으로 하고 승객의 대기시간을 최소화하는 Heuristic 배차최적화 모형을 개발하였다. 모형의 적용성을 검증하기 위해 운행 중인 노선에 적용한 결과, 같은 운행대수라도 첨두시 배차간격이 좁혀져 승객편익이 증대되었다. 따라서 개발모형은 여러 제약조건을 고려한 최적 배차계획 수립 및 적용을 가능케 하여 버스운영 효율화에 기여할 것으로 판단된다.

부산시는 시내버스 준공영제 시행 후 적자노선에 대한 재정지원금의 부담이 점점 증가하고 있는 실정이다. 이는 지방 재정에 큰 부담으로 작용하고 있어, 이를 해결하는 것은 시내버스 시스템 개선을 위한 큰 과제이다. 도시교통에 있어 강우는 시내버스 수요에 큰 영향을 미치는 요인 중에 하나이다. 따라서 이 연구를 통해 강우가 시내버스 이용수요에 끼치는 영향을 알아보고자 한다. 실제 시내버스 이용자를 대상으로 강우에 따른 시내버스 이용실태와 강우량에 따른 시내버스 이용의식을 조사였다. 이를 바탕으로 순서형 프로빗 모형을 통한 강우에 따른 시내버스 예측모형을 구축하였으며, 강우량에 따른 시내버스 이용탄력도에 대하여 분석하였다. 본 연구의 결과는 시내버스 이용활성화를 촉진할 수 있는 자료로 사용될 것이며, 향후 시내버스 시스템 개선에 있어 중요한 기초자료로 활용될 것으로 기대한다.

Along with industrial development, various architectural structures have become bigger and higher, leading to an expansion in the size and capacity of construction equipment. And with the development of public transportation, the use of subways as a means of transportation in the city center is increasing, so that vibrations and structural noises are emerging as a new environmental issue. Considering that architectural structures may be used from several decades to hundreds of years after the time of construction, they can be seen as semi-permanent. Due to changes in the vibration-proof polyurethane mats installed in the foundation of these structures, settling may occur and vibration reduction may become inadequate. Therefore, in view of service life, it is necessary to have a high-level standard of reliability and stability. In accordance with this, the Floating Floor System, which uses soft polyurethane foam and can be constructed within a relatively short period of time, has excellent vibration resistant characteristics. It is presented as a great alternative solution to the issue of vibrations caused by subways, railways and building structures. At present, vibration-proof polyurethane mats have been developed up to the same product level as in other advanced countries. However, in the construction of structure foundations, the physical properties of this product and its shape incur changes. If they are installed as such in the structure of a building, it may cause significant impact on stability, requiring that this cause be urgently identified and improved.

부산시는 2007년 시내버스 준공영제 시행 이후 버스 서비스 향상을 통한 이용활성화를 도모하고자 노력하고 있다. 이를 위해 시내버스 이용자를 대상으로 서비스 만족에 영향을 미치는 주된 요인을 살펴보고자 하였다. 본 연구에서는 시내버스 서비스 20개 항목을 기본적 서비스, 안전운행, 노선정보, 쾌적도, 청결도 및 편의시설의 상위 6개 영향요인으로 구분하고, 각 세부 서비스에 대한 선호의식을 분석하였다. 그리고 시내버스 이용자의 일반적 특성(성별, 연령), 교통 행동(이용횟수, 탑승시간)과 교통환경(기온, 강수)에 따른 다양한 조건에서의 버스 서비스 만족 영향을 도출하였다. 이 연구결과는 기후변화에 대비하는 버스 정책과 버스 이용활성화를 위한 운영계획 수립 시 중요한 의사결정 기초자료로 활용될 것이다.
