Housing benefits service that was implemented according to the National Basic Livelihood Security Act in 2002 has been changed with the enactment of "Housing benefits Law"(2014.1.24). Though the service was conducted for 13 years to improve the living environment of recipient households and create self-supporting jobs for low-income, there was a limit to ensure the efficiency due to variations in the administrative act and implementation in local governments. For that reason, the sales account and the profits of self-supporting enterprises and their cooperative in housing welfare sector that played a pivotal role had gone through many ups and downs and that is why the national coalition of self-supporting enterprises that were newly formed are forced to take self-effort and play a leading role for the improvement of future beneficiaries' satisfaction, namely to develop the level of service to keep the decent jobs consistent for low-income while responding institutional policy change and the demands for improving the home-amelioration system. Accordingly, this article has attempted to supplement existing research on housing-benefits service and determine how the field can keep pace with the new institutional environment. As a result, first, Central self-supporting enterprises provide high specialized-quality services to low-income families, second, central self-supporting enterprises induce to transition customized service agencies for improving the quality of residential housing benefits, Third, Housing self-supporting enterprises should correspondence with institutional change through the provision of explicit guidelines in relating to housing-service amelioration, the last, business practical process shall be accompanied by a consistent basis for innovative and procedural standards.
This study aims to examine life experiences of single mothers according to three types of single parent families, divorced, widowed and unmarried and how they cope with their difficulties to become self-reliant and to identify strengths promoting self-reliance. The researchers analyzed personal, environmental and life factors by using the strengths perspective and discovered distinctive features of three types of single mothers that promote self-reliance. Data were collected by in-depth interviews with 20 single mothers, 4 widows, 8 divorced mothers and 8 unmarried single mothers. The results show that participants defined their experiences of self-reliance as a process to increase capability to accomplish their responsibilities as a mother, rather than as a completed goal. Increasing capability not only means achieving economic self-sufficiency, but also gaining psychosocial strengths that are developed by embracing one's own life, having sense of control and empowerment. This study identified commonalities and differences of strengths and resources and unique experiences of participants and proposed implications for policy and practice related to the roles of service delivery and support system.
There have been various studies being conducted to prepare for aging society due to the recent trend of rapid aging. The silver industry such as wellness, senior monitoring and support service, and emergency medical assistance services for the elderly is growing fast. However, due to economic problems, limited services are being provided. In addition, the problem of residence of elderly people and care of elderly patients are also becoming important issues to be solved. Aging in Place is emerging as an alternative to solve the problem of local deviation, controlled communication, and loss of self-sufficiency in the process of residents residing in the facility. In this paper, we propose IoT environment construction for ICT based Aging in Place information extension support. By building an IoT environment for Aging in Place support, users can be provided with services that can meet their needs in a familiar environment. The proposed method builds an environment that can be self-supporting based on the user's information and provides medical, transportation, and life support services for the elderly.

In this study, we constructed a process simulation model for an agricultural by-products based Solid Oxide Fuel Cell (SOFC) combined heat and power generation system as part of the introduction of technology for energy self-sufficiency in the agricultural sector. The aim was to reduce the burden of increasing fuel and electricity consumption due to rapid fluctuations in international oil prices and the expansion of smart farming in domestic farms, while contributing to the national greenhouse gas reduction goals. Based on the experimental results of 0.3 ton/day torrefied agricultural by-product gasification experiment, a model for an agricultural by-product-based SOFC cogeneration system was constructed, and optimization of the heat exchange network was conducted for SOFC capacities ranging from 4 to 20 kW. The results indicated that an 8 kW agricultural by-product-based SOFC cogeneration system was optimal under the current system conditions. It is anticipated that these research findings can serve as foundational data for future commercial facility design.

This study is a design study related to the application of 3D printer technology for garment printing. Knitting, which used to be a home industry in the early days, originally comes from hand-knitting. This evolved with various personal devices as a small job for the self-sufficiency of early European housewives. In addition, since the Industrial Revolution, mechanical production entered the mass production mass supply system, and various apparel products were provided to consumers in accordance with mass standardized dimensions. This is similar to the development process in Korea. In addition, it has formed a considerable market with the situation that it can produce and supply apparel products at low labor costs of first-generation Namdaemun and Dongdaemun merchants. As the production shifted to the Southeast Asian region due to the increase in labor costs in the domestically developed social situation, the production of garment products in Korea is now almost 5%. As a result, apparel-related production facilities and related companies are constantly moving to other countries to move production facilities sensitively due to rising labor costs. Recently, smart factory automation has been planned to explore new possibilities. In addition, in recent years, with the evolved appearance of consumers, the appropriate supply of the right amount of production has appeared, and the 3D printer applied to personal garment output has attracted considerable interest in the customized market. Therefore, in order to become a new hope and a small addition to various clothing workers, this study conducted related research on the following 3D printers for clothing output and attempted to proceed with a new design.

To improve the performance of blanket: maximizing the tritium breeding rate (TBR) for tritium self-sufficiency, and minimizing the Dose of backplate for radiation protection, most previous studies are based on manual corrections to adjust the blanket structure to achieve optimization design, but it is difficult to find an optimal structure and tends to be trapped by local optimizations as it involves multiphysics field design, which is also inefficient and time-consuming process. The artificial intelligence (AI) maybe is a potential method for the optimization design of the blanket. So, this paper aims to develop an intelligent optimization method based on an improved multi-objective NSGA-III algorithm and an adaptive BP neural network to solve these problems mentioned above. This method has been applied on optimizing the radial arrangement of a conceptual design of CFETR HCSB blanket. Finally, a series of optimal radial arrangements are obtained under the constraints that the temperature of each component of the blanket does not exceed the limit and the radial length remains unchanged, the efficiency of the blanket optimization design is significantly improved. This study will provide a clue and inspiration for the application of artificial intelligence technology in the optimization design of blanket.

The current mandatory domestic biodiesel blending ratio is 3.5%, which is planned to be gradually increased to achieve carbon neutrality by 2050. The aim of this study was to improve domestic self-sufficiency in biodiesel raw oil by conducting a technical review on the possibility of utilizing waste oils, such as soup oil, chicken oil, and leather oil, as biodiesel feedstocks. These waste oils have an acid value that is too high to be converted directly into biodiesel. Therefore, a pretreatment to reduce the acid value is necessary. The neutralization process was examined as a potential technology for reducing the acid value. The oil recovery rate of the soup oil after neutralization was significantly low at 37.6 wt%. The oil recovery rates of leather oil and chicken oil were 66.49 wt% and 79.08 wt%, respectively. Based on biodiesel conversion experiment using waste oil with a reduced acid value, the conversions were analyzed as 89 wt%, 91.1 wt%, and 90.5 wt% for soup oil, leather oil, and chicken oil, respectively. Thus, it is technically possible to use soup oil, leather oil, and chicken oil as raw materials for producing biodiesel.

In order to increase timber self-sufficiency, Korea's 6th Basic Forest Plan aims to increase the density of forest roads to 12.8 m ha-1 by 2037. However, due to rapid re-forestation, current management infrastructure is insufficient, with just 4.8 m ha-1 of forest roads in 2017. This is partly due to time and cost limitations on the process of forest road feasibility evaluation, which considers factors such as topography and forest conditions. To solve this problem, we propose an eco-friendly and efficient forest road network planning method using a geographic information system (GIS), which can evaluate a potential road site remotely based on spatial information. To facilitate such planning, this study identifies forest road construction priorities that can be evaluated using spatial information, such as topography, forest type and forest disasters. A method of predicting the optimal route to connect a forest road with existing roads is also derived. Overlapping analysis was performed using GIS-MCE (which combines GIS with multi-criteria evaluation), targeting the areas of Cheongsong-gun and Buk-gu, Pohang-si, which have a low forest-road density. Each factor affecting the suitability of a proposed new forest road site was assigned a cost, creating a cost surface that facilitates prioritization for each forest type. The forest path's optimal route was then derived using least-cost path analysis. The results of this process were 30 forestry site recommendations in Cheongsong-gun and one in Buk-gu, Pohang-si; this would increase forest road density for the managed forest sites in Cheongsong-gun from 1.58 m ha-1 to 2.55 m ha-1. This evaluation method can contribute to the policy of increasing timber self-sufficiency by providing clear guidelines for selecting forest road construction sites and predicting optimal connections to the existing road network.

Generally speaking, the metropolitan agricultural regions have some advantages from the high accessibility to markets. But agriculture inevitably rests on the biological process. This study shows what characteristics of the agricultural management are found in these less favored metropolitan areas with bad natural conditions and how farm household live there. From the view point of farm household, the quality of labors they can get is quite low, and insufficient in quantity. The shortage of labor can be made up for the farming on Trust Farming System And the relatively less favored agricultural conditions prevent people from immigrating into these kind of areas, if they don't have any relationship with there. With bad natural conditions, the farm households usually cultivate relatively small areas for the purpose of self-sufficiency, and with smaller cultivating units(Baemi) of the land than in open fields. The scale of the agricultural management is largely affected by the ages of agricultural managers. The more aged the managers are, the smaller scale of the agricultural management. How to use lands is determined in accordance with the natural conditions such as percentage of sunshine and accessibility to drainage facilities -the two major factors- and more. Either owner-run farmlands or leased farmlands doesn't show any difference in each growing crops. Depending on the conditions of the lands, rice paddy is used for growing rice and field is used for growing self sufficient plants including vegetables for the farm household. Although the lack of infrastructure causes the inconvenience of living, and there exist less favored agricultural conditions, this kind of life and agricultural management style -self-sufficiency type- seems to be sustained quite longer. The less favored natural conditions for farming keeps the agricultural management style from being developed to be the level of commercialization. And the poor economic situation of farmers are continuing again and again. With the result of this study, there should be two conditions to be established previously if they want to develop these regions. First, each farm household should get to know of the importance of commercialization and try to spread it. The commercialization. should be attained through the expansion of the environmental friendly agriculture and the improvement of the previously established distribution system of the crops. Secondly, there should be a support from the government. The support will include the expansion of the infrastructures for fanning to improve the fanning conditions and the compensation system directly from the government to the farmers.

This paper is the second part of a research which aims to look into the regional development process and the quality of life of Youngnam area. and to suggest a prospect and tasks for the future development of the region. All cities and regions including Youngnam area seem to be involved in a rapidly changing process of conditions for development, because of a recent economic and political transformation in the national and global scale. It can be thus said that, taking such a process into consideration seriously, each city or region needs to establish a long-term prospect and goal, and to set up and practicize its development plan. From this point of view, this paper reconsiders the changing process of conditions for development of Youngnam region, and suggests an alternative development plan. At the first, the changing conditions of regional development are investigated in economic, political, social, cultural and environmental aspects. Secondly, some actual planning practices in this regions are examined and their problems are pointed out. Thirdly, an alternative model for regional development is suggested and development tasks in each aspects are discussed in relation to each other. Finally some regional development strategies are provided in the spatial as well as the sectoral dimision. As a results of this research, it is argued that the development of Youngnam region should pursue both an improvement of socio-cultural and ecological institutions for ensuring humane life of dwellers within the region, and a enforcement of economic and political self-sufficiency in an organic relation between regions and to the whole society. This kind of argument can be applied to every city or region. But it would more significant for Youngnam region, because this region, which once experienced a rapid economic growth but now is fallen into a serious economic stagnation, tends to contrive material plans to redevelop regional economy, while ignoring social plans to improve quality of life.
