Collisions of nearby ships are reported frequently because of bad weathers. A lot of efforts, using radar warning or other navigation security devices, were given to reduce the collisions, but the number of accidents could not be reduced. The main cause is that the ship personel are not watching carefully. In the paper, we propose a novel technique estimating the locations of nearby ships from their whistle blast and delivering the location information using mobile phones. We realized the technique using LabVIEW and showed its usefulness.

Cloud computing has evolved into a core computing infrastructure for the internet that encompasses content, as well as communications, applications and commerce. By providing powerful computing and communications capabilities in the palm of the hand everywhere with a variety of smart devices, mobile applications such as virtual reality, sensing and navigation have emerged and radically changed the patterns people live. The data that is generated is getting bigger. Cloud computing, on the other hand, has problems with system load and speed due to the collection, processing and control of remote data. To solve this problem, fog computing has been proposed in which data is collected and processed at an edge. In this paper, we propose a system that dynamically selects a fog server that acts as a cloud in the edge. It serves as a mediator in the cloud, and provides information on the services and systems belonging to the cloud to the mobile device so that the mobile device can act as a fog. When the role of the fog system is complete, we provide it to the cloud to virtualize the fog. The heterogeneous problem of data of mobile nodes can be solved by using mDBaaS (Mobile DataBase as a Service) and we propose a system design method for this.

While the conventional vehicle's Head-Units played relatively simple roles (e.g., control of heating ventilation and air conditioning, the radio reception), they have been evolving into vehicle-driver interface with the advent of the concept of Connected Car on top of a rapid development of ICT technology. The Head-Unit is now successfully extended as an IVI (In Vehicle Infotainment) that can operate various functions on multimedia, navigation, information with regards to vehicle's parts (e.g. air pressure, oil gauge, etc.). In this paper, we propose a platform architecture for IVI devices required to achieve the goal as a connected car. Connected car platform (CoCaP) consists of vehicle selective gateway (VSG) for receiving and controlling data from major components of a vehicle, application framework including native and web APIs required to request VSG functionality from outside, and service framework for driver assistance. CoCaP is implemented using Tizen IVI and Android on hardware platforms manufactured for IVI such as Nexcom's VTC1010 and Freescale's i.MX6q/dl, respectively. For more practical verification, CoCaP platform was applied to an real-world finished vehicle. And it was confirmed the vehicle's main components could be controlled using various devices. In addition, by deriving several services for driver assistance and developing them based on CoCaP, this platform is expected to be available in various ways in connected car and ITS environments.

Robots for construction sites, although not deeply widespread, are finding applications in the duties of project monitoring, material movement, documentation, security, and simple repetitive construction-related tasks. A significant shortcoming in the use of robots is the complexity involved in programming and re-programming an automation routine. Robotic programming is not an expected skill set of the traditional construction industry professional. Therefore, this research seeks to deliver a low-cost approach toward re-programming that does not involve a programmer's skill set. The researchers in this study examined an approach toward programming a terrestrial-based drone so that it follows a taped path. By doing so, if an alternative path is required, programmers would not be needed to re-program any part of the automated routine. Changing the path of the drone simply requires removing the tape and placing a different path - ideally simplifying the process and quickly allowing practitioners to implement a new automated routine. Python programming scripts were used with a DJI Robomaster EP Core drone, and a terrain navigation assessment was conducted. The study examined the pass/fail rates for a series of trial run over different terrains. The analysis of this data along with video recording for each trial run allowed the researchers to conclude that the accuracy of the tape follow technique was predictable on each of the terrain surfaces. The accuracy and predictability inform a non-coding construction practitioner of the optimal placement of the taped path. This paper further presents limitations and suggestions for some possible extended research options for this study.

Underwater images carry information that is useful in the fields of aquaculture, underwater military security, navigation, transportation, and so on. In this research, we transmitted an underwater image through various underwater mediums in the presence of underwater turbulence and beam attenuation effects using a high-speed visible optical carrier signal. The optical beam undergoes scintillation because of the turbulence and attenuation effects; therefore, distorted images were observed at the receiver end. To understand the behavior of the communication media, we obtained the bit error rate (BER) performance of the system with respect to the average signal-to-noise ratio (SNR). Also, the structural similarity index (SSI) and peak SNR (PSNR) metrics of the received image were evaluated. Based on the received images, we employed suitable nonlinear filters to recover the distorted images and enhance them further. The BER, SSI, and PSNR metrics of the specific nonlinear filters were also evaluated and compared with the unfiltered metrics. These metrics were evaluated using the on-off keying and binary phase-shift keying modulation techniques for the 50-m and 100-m links for beam attenuation resulting from pure seawater, clear ocean water, and coastal ocean water mediums.
Around the middle of the ninth century the strict bone-rank system of Silla frustrated many people who had political ambition but lacked nobility. They had to seek other ways, including maritime trade. Such an undertaking reflected and also increased their economic and military power. Trade prospered with T'ang China and with Japan as well. The threat of piracy to Silla's thriving maritime trade caused to create a succession of garrisons at important coastal points. Chonghae Jin (Chonghae garrison) was regarded as the most important of these. It was established in 828 by Chang Pogo. Chonghae Jin was on Wando, an island just east of the southwestern tip of Korea and a key place at this time in the trade between China, Korea, and Japan. From this vantage point Chang Pogo became a merchant-prince with extensive holdings and commercial interests in China and with trade contacts with Japan. Although piracy was rampant in East Asia at that time, either the Chinese or Silla government was not able to control it due to inner political strife and lack of policing resources. Infuriated by the piracy and the government's inability to control it, Chang Pogo came back to Silla to fight against the pirates and to protect maritime trade. He persuaded the king of Silla and was permitted to control the private armed forces to sweep away the pirates. In 829 he was appointed Commissioner of Chonghae-Jin with the mission of curbing piracy in that region. Chang's forces were created to protect people from pirates, but also developed into traders among Silla Korea, T'ang China, and Japan in the 9th century. This was geographically possible because the Chonghae Garrison was situated at the midpoint of Korea, China, and Japan, and also because Chang's naval forces actually dominated the East Asia Sea while patrolling sea-lanes. Based on these advantages, Chang Pogo made a great fortune, which might be collected from a charge for protecting people from pirates and the trades with China and Japan. Chang's forces could be termed the first private security company in the Korean history, at least in terms of historical documents. Based on historical documents, the numbers of private soldiers might be estimated to exceed tens of thousands at least, since Chang's forces alone were recorded to be more than ten thousand. Because local powers and aristocratic elites were said to have thousands of armed forces respectively, the extent of private forces was assumed to be vast, although they were available only to the privileged class. In short, the domination of Chang's forces was attributable to the decline of central government and its losing control over local powers. In addition it was not possible without advanced technologies in shipbuilding and navigation.
The International Maritime Organization(IMO) which is responsible for measures to improve the safety and security of international shipping and to prevent marine pollution from ships is a specialized agency of the United Nations. It is involved in legal matters, including liability and compensation issues and the facilitation of international maritime traffic as well. But the ROK has not been actively coping with the environment of the shipping industry because of the absence of the organization or researching bodies that specialized in the field related to IMO. Therefore this paper investigates the maritime administration system of the major countries such as the USA, japan and the UK. And particularly by conducting IMO research and responding system, this study gathers relevant materials from those countries for the comparison and analysis with the purpose of providing the ROK with the assistance in forming the responding measures in the shipping and shipbuilding industries.

Hebei Spirit Oil Spill that happened in 2007 had prompted the need of revisiting the coastal safety. In response to this, Korea had made an effort to implement VTS in every coastline in the country. There are a lot of theoretical studies on VTS function nowadays, but coastal VTS are less frequently studied. In this paper, performance analysis results and accident prevention activities of Jindo Coastal VTS center were summarized and the Coastal VTS function are investigated. Jindo Coastal VTS covers relatively wide area and various places with various maritime traffic characteristics are the major navigation vessels, which means that it is important to control these vessels. Since the probability of accidents due to human error is relatively high in coastal area due to negligence tendency of crews during coastal area navigation, coastal VTS has to provide sufficient assistance to navigating vessels. Like most harbour VTS, Coastal VTS provides not only main information service, navigational assistance and traffic organization services but also various services related with advanced search-and-rescue assistance, marine national security, maritime crime prevention, oil spill response, traffic services for non-service vessel, and safety supervision for water leisure boats.
The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents.
