In the twenty-first century, one of the most controversial issues concerns neoliberal policies and its results. In particular, since the mid-1980s, the United States and international financial institutions have imposed their programs on Latin American countries. The result is a deepening social inequality in Latin America that puts an emphasis on financial stability instead of social security. Consequently, social inequality is worsened and an imbalance in income distribution took place. Because of the flexibility of labor, the middle class is destroyed. For the poor person deprived of the opportunity to rise, violence is a common occurrence in daily life. Thus, in this context, Eduardo Galeano raises the necessity of a critique concerning the values that neoliberalism regards as important. Furthermore, Galeano is also wary of the "militarization of neoliberalism." This is because the neoliberal multinationals motivate a war without borders under the guise of peace. Neo-liberal policies also contribute to environmental pollution. However, environmental vandalism, which happens in partnership with large and international organizations, is not readily apparent to the public because those perpetrators wore a "green mask." Hence, Galeano assiduously endeavors to undercover the false consciousness hiding behind the green mask. Thus, in brief summary, Galeano represents in his works a depiction about Latin America where violence often happens in daily life.
The digital revolution has brought about both positive expectations and negative concerns. Many experts predict that the current technological revolution, so-called "Fourth Industrial Revolution", which is expected to increase productivity in a disruptive way, has significant implications on employment and the labor market. In subsequence, the possible demise of the traditional employment system could markedly undermine the comtemporary welfare state. As a result, basic income has emerged as an alternative. However, little welfare state research has conducted the systematic review on the impact of the present technological revolution on employment and welfare states. In this paper, we will start to review the gist of the digital revolution and critically review recent studies on its effects on employment and welfare states together with actual case studies. In particular, we will investigate the experiences of platform economies of Uber and Amazon Mechanical Turk, and the German experience from 'Work 4.0'. Finally, we will discuss key issues of future welfare state reforms. This research argues that the effects of the technological revolution on employment and welfare state policies would be enormous, but they will be most likely to be mediated by domestic political and policy institutions. It emphasizes the importance of high-quality social investment that would enable individuals to flexibly adapt technological changes and support creative human capital resource. But, high-quality social investment could not be sustained without the decent social protection system that universally provides security to people.
Canada became the first OECD/DAC member state that legislated the ODA Accountability Act in 2008, which prescribe Canada ODA policies to meet the guidelines and norms of international human rights while other OECD/DAC member states was just emphasizing the importance of abiding by the international human rights norms. Paying attention to the Canadian case, this article critically examines under what structural environments and process this Act was passed. This article argues that the legislation of the ODA Accountability Act is closely related with Canada's international position as middle power and diplomatic strategies. Bring up the human security issues as a niche market, Canada demonstrates the characteristics of middle power state by emphasizing human rights agenda as new foreign policy strategies. Reflecting on the negative outcomes from neoliberal aid policy of structural adjustment and promoting the new aid norms in post cold war era would also help foster the enabling environment for the value-oriented aid policies and enactment of the Accountability Act. Civil society organizations were also playing catalyst role in constructing Canada's state identity of human rights defender.
In this study, we examine the concept of social value which is the main philosophical foundation in government innovation pursued by Moon Jae-In government and analyze the case of government innovation which was promoted by specific local governments. The purpose of this study is to discuss the implications for the government innovation through the case study of local autonomous organizations. The studied local government is an institution that has received excellent evaluation of government innovation for the realization of social value by Ministry of Public Administration and Security. In this study, we conducted in-depth interviews with local governments and youths and examined the success factors of government innovation through active participation in community issues. First of all, institutional support such as ordinances is important for encouraging the participation of community members. It is also important for local governments to lead their own change and listen to their voices from a consumer perspective, not from a supplier perspective. In addition, significant importance of the incentive system that could induce continuous participation in community problems was found. In this way, it is possible to establish a continuous system to approach the problem of local community as consumer perspective, not supplier perspective, and solve the problem together.

The Maritime Labour Convention, 2006, (MLC) aimed to ensure decent working conditions for seafarers and entered into force on August 20, 2013. It was considered as the fourth pillar in the maritime sector. This paper evaluates how the MLC has been implemented in the field and what issues were addressed in the shipping industry. To achieve this, statistical analysis was conducted using inspection data of Port State Control (PSC) carried out by the Paris MOU and the Tokyo MOU during 2010-2012 and 2014-2016 for deficiencies under the MLC and International Labour Organization (ILO) No. 147 Convention. This study compared pre-2013 and post-2013 deficiency data according to ship's age, size (gross tonnage) and type. The results showed that, although the deficiencies reported by the Tokyo MOU during 2014-2016 were nearly double those from 2010-2012, the deficiency share against total deficiencies for the Tokyo MOU remained two thirds of those for the Paris MOU. This study suggests that the Tokyo MOU should strengthen its inspection efforts on MLC and ILO should provide clear references, such as guidelines and a unified interpretation for national discretions under the MLC for the purpose of harmonized PSC inspections. Additionally, it would be desirable to consolidate the deficiency coding system for the MLC by deleting the codes for the ILO No. 147 Convention, which was incorporated into the MLC. It would also be beneficial to add new deficiency codes for social security, including seafarers' leave and repatriation.
The advent of the full-fledged Internet of Things era will bring together various types of information through Internet of Things devices, and the vast amount of information collected will be generated as new information by the analysis process. To effectively store this generated information, a flexible and scalable cloud computing system is advantageous. Therefore, the main determinants for effective client system acceptance are viewed as motivator factor (economics, efficiency, etc.) and hindrance factor (transitional costs, security issues, etc.) and the purpose of this study is to determine which detailed factors play a major role in making new system acceptance decisions around harm. The factors required to determine the major priorities are defined as the system acceptance determinants from the technical point of view obtained through the literature review, and the questionnaire is prepared based on the factors derived, and the survey is conducted on the experts concerned. In addition, the AHP analysis aims to achieve a final priority by performing a bifurcation between components for measuring a decision unit. Furthermore, the results of this study will serve as an important basis for making decisions based on acceptance (enabling) of technology.
The content of the information age does not simply convey content but includes all the transactions that arise from its interaction. The types and forms of information being traded through this interaction are recognized differently from the contents that have been passed on to mankind so far by creating new meaningful content. Because the distribution of interactive content transcending the concept of time-to-time in the network environment is an important component of access to added value in the new world, unlike the content of simple concepts seen in the products of communication so far. In this study, the purpose of this study is to recognize the current status and problems of the Korean digital content industry and to seek ways to revitalize the Korean digital content industry to lead the global market in the future. Specifically, first, we want to learn about the concept of digital content. Second, we would like to look at the industrial trends of digital content at home and abroad. Third, we present a plan to streamline digital content. Fourth, derive research results and implications. In this work, the following results are derived: First, in order for Korea to enter a digital content powerhouse, each government department must first break away from the selfishness of the ministry and actively cooperate to efficiently establish and implement various policies. Second, e-books should be introduced just as current paper and CD-ROM titles are exempt from VAT, and security solutions, related technology development, and copyright issues should be urgently addressed to revitalize the market. Third, the demand for high-quality content should increase as information infrastructure such as high-speed information and communication networks and satellite broadcasting is established.
Due to the coronavirus pandemic and diplomatic disputes, governments are actively developing a policy to revitalize·reshore manufacturing and to diversify international cooperations. In order to develop such a policy, it is very important to compare and analyze domestic·international geospatial information. Over the decade, the US·EC governments have conducted a series of national researches to build data-based tools that can monitor·analyze regional geospatial information driven by government R&D investments. In the case of the EC system, it can compare geospatial information in domestic and international(including Korea) regions. Compared to US·EC cases, Korean examples of national researches with available data analplatform need future improvements. Current study is investigating an automated analysis methodologies using "National Institute of Science and Technology Information (NTIS)" DB, which was national security data until recently. Research on data-mining regional geospatial information can contribute to support policy fields that need to discover new issues in response to unexpected social problems such as recently faced corona and trade disputes.
In 2017, the government of Duterte, in the second year of the ruling, more strongly promoted peace and order policies and expressed independent diplomacy as the chairman of ASEAN. He continued to fight against drugs and tried to increase his political legitimacy through the punishment for corrupt officials. He also declared martial law in the Mindanao region because of the dissolution of the Maute group, a Muslim terrorist organization, and strengthened counterterrorism cooperation externally. In addition, as to Communist militants, he took the initial reconciliation gesture and promoted peace negotiations, however, concluded the peace tide and started the suppression operation due to a series of bloodshed. He still has a strong drive in peace and order issues, backed up by high support rate, but it is becoming a factor of anxiety as the socioeconomically underprivileged and minority groups are increasingly alienated. As the chairman of ASEAN, Duterte has a certain distance from the United States, which is a firm ally, but has turned to increase familiarity with China and Russia, which can take substantial economic benefits. Through diversifying the external economic support and increase of tax revenue, the priority task was to establish the infrastructure. Although the Philippines, which has a high economic growth rate, has a strong expectation that it can establish a solid infrastructure, tax reforms should be successfully completed in order not to repeat the previous failures, which has traditionally increased foreign debt burden by relying on external resources. It seems that it is necessary to find the meeting point of the foreign policy of Duterte and new Korean government's New Southern Policy, and to find possible economic cooperation policies to improve Philippine infrastructure.
Part-time jobs in Sweden are highly feminized yet are in fair conditions in terms of job security, earnings, and collective representation. Three points are considered to be important to understand why part-time work in Sweden carries such positive characteristics. First, the part-time work in Sweden is widely spread not as a result of employers' need for labor flexibilization but as means to enhance the work-life balance, a value pursued within a broader social policy package to change the breadwinner model. Second, discrimination against part-time workers is restrained in Sweden because the boundary between part-time and full-time is not conspicuous. Most of part-time jobs are occupied by regular workers who exert the right to part-time work, hence may go back to the full-time status any time. Third, the regulation on overtime work of part-time workers as well as full-time workers is strong. It is largely agreed among researchers that part-time work contributed greatly to an increase of female employment rate in Sweden. Since the 1970s, the increased availability of part-time jobs induced married women who used to be economically inactive to the labor market and maintained them to be economically active throughout the child rearing period. From the gender perspective, one may still raise issues regarding part-time work in Sweden such as persistent feminization and strong occupational sex segregation. However, the observed trend shows that the part-time work in Sweden has functioned more as a stepping stone to the full-time work for women than as a women's trap.
