The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation of current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and processes its improvement scheme to secure the safe operation of vessels.

With the rapid interest in Geographic Information System (GIS) contents, a large volume of valuable GIS dataset has been distributed illegally by pirates, hackers, or unauthorized users. Therefore the problem focus on how to protect the copyright of GIS vector map data for storage and transmission. At this point, GIS security techniques focusing on secure network and data encryption have been studied and developed to solve the copyright protection and illegal copy prevention for GIS digital map. But GIS vector map data is very large and current data encryption techniques often encrypt all components of data. That means we have encrypted large amount of data lead to the long encrypting time and high complexity computation. This paper presents a novel selective encryption scheme for GIS vector map data protection to store, transmit or distribute to authorized users using K-means algorithm. The proposed algorithm only encrypts a small part of data based on properties of polylines and polygons in GIS vector map but it can change whole data of GIS vector map. Experimental results verified the proposed algorithm effectively and error in decryption is approximately zero.

Over the years a password has been used as a popular authentication method between a client and a server because of its easy-to-memorize property. But, most password-based authentication services have focused on a same password authentication scheme which provides an authentication and key exchange between a client and a server with the same password. With rapid change of communication environments in the fields such as mobile networks, home networking, etc., the end-to-end security allowing users to hold different password is considered as one of main concerns. In this paper, we consider a new authentication service of how each client with different own password is able to authenticate each other, which is a quite new service paradigm among the existing services. This new service can be used in the current or next generation network environment where a mobile user in cell A wants to establish a secure end-to-end channel with users in ceil B, C, and D using only their memorable passwords. This end-to-end security service minimizes the interferences from the operator controlled by network components. To achieve this end-to-end security, we propose an authentication and key exchange service for group users in different realm, and analyze its security in a formal way. We also discuss a generic construction with the existing authentication schemes.

Trust for the data created, processed and transferred on e-Science environments can be estimated with provenance. The information to form provenance, which says how the data was created and reached its current state, increases as data evolves. It is a heavy burden to trace and verify the massive provenance in order to trust data. On the other hand, it is another issue how to trust the verification of data with provenance. This paper proposes a fast and exact verification of inter-domain data transfer and data origin for e-Science environment based on PKI. The verification, which is called two-way verification, cuts down the tracking overhead of the data along the causality presented on Open Provenance Model with the domain specialty of e-Science environment supported by Grid Security Infrastructure (GSI). The proposed scheme is easy-applicable without an extra infrastructure, scalable irrespective of the number of provenance records, transparent and secure with cryptography as well as low-overhead.

e-Trade Payment system has been transformed by quickly and effectively. The e-trade Payment system such as TradeCard System, Bolero Surf, Identrus Eleanor and e-Escrow and e-letter of Credit issued by SWIFT System enable partly sellers, buyers and service providers. This paper studies for SWIFT, Surf, TradeCard, Eleanor, e-Escrow as international trade payment, As reason following : The First, Bolero is a neutral secure platform enabling paperless trading between exporter, importer, and their logistics service and bank partners, insurance company. The Second, TradeCard is to manage procurement-to-payment worldwide, that is exporter, importer and connected partners, paperless platform. The Third, Identrus is the global leader in trusted identity solutions, recognized by global financial institutions, commercial organizations and bank partners around the world. The Forth, Escrow payment have effect to L/C issue and enter into electronic contracts in internet bank. Trader practice use Escrow Bank as the same bank that rules to Issuing Bank and Advising Bank and payment, acceptance. This paper of these electronic payment have studies new international trade payment to approach such as eUCP rules and TradeCard System, Surf of bolero, eleanor of Identrus, SWIFT.

VANET(Vehicular Ad-hoc Network) is a kind of ad hoc networks consist of intelligence vehicular ad nodes, and has become a hot emerging research project in many field. It provide traffic safety, cooperative driving and etc. but has also some security problems that can be occurred in general ad hoc networks. Also, in VANET, vehicles shoul d be able to authenticate each other to securely communicate with network-based infrastructure, and their locations and identifiers should not be exposed from the communication messages. This paper proposes V2I(Vehicular to Infra structure) authentication protocol that anonymity and untraceability of vehicular using Error Correcting Code that ge nerate encoding certification using generation matrix. The proposed scheme based on ECC resolves overhead problems of vehicular secure key management of KDC.

In this paper, dual-polarized antenna for UHF RFID reader has been described. Feeding network and antenna structure have been designed, such that both port isolation between transmitting and receiving port and cross-polarization be maximized, and overall antenna size be minimized as well. In addition, sequentially rotated feeding scheme has been adopted to secure axial ratio bandwidth in the circular polarization. Test results show 2.35 dBi antenna gain in 900 to 928 MHz frequency range and 150 MHz axial ratio bandwidth, respectively. And, the proposed antenna has a port isolation of -40 to -38 dB and a cross-polarization of -40 to -30 dB.

In the present maritime traffic conditions of Gwangyang harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution. To mitigate the danger to vessels in Gwangyang harbor and to secure the safety of maritime environment, we established one way traffic between No.3 Route and No.4 Route, Designed of deep water line on No.3 route, Extended one-way route for Myo-Do Passage etc.

Compared to Korea's recently expanding art distribution market, the difficulty of securing the authenticity of art is hindering the healthy development and growth of the market. In this regard, the current situation of the emotional system in the UK and France's art distribution process are examined as excellent cases in foreign countries. In the UK, there is a full autonomous appraisal system by art experts without state intervention. In France, the judiciary and the administration of art have an appraisal system for art works, so the appraisal work has reliability and objectivity. Through the above system, this study suggests measures to strengthen transparency in art trade and to break unfair practices in order to secure the authenticity of the domestic art distribution market. In addition, this study proposes the establishment of a professional appraisal system and the improvement of administrative law regulations to explore the possibility of ensuring fairness through mediation through the example of an international arbitration body.
