An Expert Seasonal Prediction System for operational Seasonal Outlook (ESPreSSO) is developed based on the APEC Climate Center (APCC) Multi-Model Ensemble (MME) dynamical prediction and expert-guided statistical downscaling techniques. Dynamical models have improved to provide meaningful seasonal prediction, and their prediction skills are further improved by various ensemble and downscaling techniques. However, experienced scientists and forecasters make subjective correction for the operational seasonal outlook due to limited prediction skills and biases of dynamical models. Here, a hybrid seasonal prediction system that grafts experts' knowledge and understanding onto dynamical MME prediction is developed to guide operational seasonal outlook in Korea. The basis dynamical prediction is based on the APCC MME, which are statistically mapped onto the station-based observations by experienced experts. Their subjective selection undergoes objective screening and quality control to generate final seasonal outlook products after physical ensemble averaging. The prediction system is constructed based on 23-year training period of 1983-2005, and its performance and stability are assessed for the independent 11-year prediction period of 2006-2016. The results show that the ESPreSSO has reliable and stable prediction skill suitable for operational use.
In order to utilize 6-month precipitation forecasts (6 months at maximum) of Global Seasonal Forecast System version 5 (GloSea5), which is being provided by KMA (Korea Meteorological Administration) since 2014, for water resources management as well as other applications, it is needed to correct the forecast model's quantitative bias against observations. This study evaluated applicability of bias-correction skill in GloSea5 and selected an optimal method among 11 techniques that include probabilistic distribution type based, parametric, and non-parametric bias-correction to fix GloSea5's bias in precipitation forecasts. Non-parametric bias-correction provided the most similar results with observed data compared to other techniques in hindcast for the past events, yet relatively generated some discrepancies in forecast. On the contrary, parametric bias-correction produced the most reliable results in both hindcast and forecast periods. The results of this study are expected to be applicable to various applications using seasonal forecast model such as water resources operation and management, hydropower, agriculture, etc.
This study is to assess the applicability of the Extreme Forecast Index (EFI) algorithm of the ECMWF seasonal forecast system to the Global Seasonal Forecasting System version 5 (GloSea5), operational seasonal forecast system of the Korea Meteorological Administration (KMA). The EFI is based on the difference between Cumulative Distribution Function (CDF) curves of the model's climate data and the current ensemble forecast distribution, which is essential to diagnose the predictability in the extreme cases. To investigate its applicability, the experiment was conducted during the heat-wave cases (the year of 1994 and 2003) and compared GloSea5 hindcast data based EFI with anomaly data of ERA-Interim. The data also used to determine quantitative estimates of Probability Of Detection (POD), False Alarm Ratio (FAR), and spatial pattern correlation. The results showed that the area of ERA-Interim indicating above 4-degree temperature corresponded to the area of EFI 0.8 and above. POD showed high ratio (0.7 and 0.9, respectively), when ERA-Interim anomaly data were the highest (on Jul. 11, 1994 (> $5^{\circ}C$) and Aug. 8, 2003 (> $7^{\circ}C$), respectively). The spatial pattern showed a high correlation in the range of 0.5~0.9. However, the correlation decreased as the lead time increased. Furthermore, the case of Korea heat wave in 2018 was conducted using GloSea5 forecast data to validate EFI showed successful prediction for two to three weeks lead time. As a result, the EFI forecasts can be used to predict the probability that an extreme weather event of interest might occur. Overall, we expected these results to be available for extreme weather forecasting.
There are 34 mega-cities with a population of more than 10 million in the world. One of the highly populated cities in the world is Seoul in South Korea. Seoul receives $1,140million\;m^3/year$ for domestic water, $2million\;m^3/year$ for agricultural water and $6million\;m^3/year$ for industrial water from multi-purpose dams. The maintenance water used for water conservation, ecosystem protection and landscape preservation is $158million\;m^3/year$, which is supplied from natural precipitation. Recently, the use of the other water for preservation of water quality and ecosystem protection in urban areas is increasing. The objectives of this study is to develop the seasonal forecast method of environmental water in urban areas (Seoul, Daejeon, Gwangju, Busan) and to evaluate its predictability. In order to estimate the seasonal outlook information of environmental water from Land Surface Model (LSM), we used the observation weather data of Automated Synoptic Observing System (ASOS) sites, forecast and hind cast data of GloSea5. In the past 30 years (1985 ~ 2014), precipitation, natural runoff and Urban Environmental Water Index (UEI) were analyzed in the 4 urban areas. We calculated the seasonal outlook values of the UEI based on GloSea5 for 2015 year and compared it to UEI based on observed data. The seasonal outlook of UEI in urban areas presented high predictability in the spring, autumn and winter. Studies have depicted that the proposed UEI will be useful for evaluating urban environmental water and the predictability of UEI using GloSea5 forecast data is likely to be high in the order of autumn, winter, spring and summer.
The performance of the newly designed Pusan National University Coupled General Circulation Model (PNU CGCM) Ensemble Forecast System which produce 40 ensemble members for 12-month lead prediction is evaluated and analyzed in terms of boreal winter temperature over South Korea (S. Korea). The influence of ensemble size on prediction skill is examined with 40 ensemble members and the result shows that spreads of predictability are larger when the size of ensemble member is smaller. Moreover, it is suggested that more than 20 ensemble members are required for better prediction of statistically significant inter-annual variability of wintertime temperature over S. Korea. As for the ensemble average (ENS), it shows superior forecast skill compared to each ensemble member and has significant temporal correlation with Automated Surface Observing System (ASOS) temperature at 99% confidence level. In addition to forecast skill for inter-annual variability of wintertime temperature over S. Korea, winter climatology around East Asia and synoptic characteristics of warm (above normal) and cold (below normal) winters are reasonably captured by PNU CGCM. For the categorical forecast with $3{\times}3$ contingency table, the deterministic forecast generally shows better performance than probabilistic forecast except for warm winter (hit rate of probabilistic forecast: 71%). It is also found that, in case of concentrated distribution of 40 ensemble members to one category out of the three, the probabilistic forecast tends to have relatively high predictability. Meanwhile, in the case when the ensemble members distribute evenly throughout the categories, the predictability becomes lower in the probabilistic forecast.

A dynamical downscaling system for seasonal forecast has been constructed based on a regional climate model, and its predictability was investigated for 10 years' wintertime (December-January-February; DJF) climatology in East Asia. Initial and lateral boundary conditions were obtained from the operational seasonal forecasting data, which are realtime output of the Global Data Assimilation and Prediction System (GDAPS) at Korea Meteorological Administration (KMA). Sea surface temperature was also obtained from the operational forecasts, i.e., KMA El-Nino and Global Sea Surface Temperature Forecast System. In order to determine the better configuration of the regional climate model for East Asian regions, two sensitivity experiments were carried out for one winter season (97/98 DJF): One is for the topography blending and the other is for the cumulus parameterization scheme. After determining the proper configuration, the predictability of the regional forecasting system was validated with respect to 850 hPa temperature and precipitation. The results showed that mean fields error and other verification statistics were generally decreased compared to GDAPS, most evident in 500 hPa geopotential heights. These improved simulation affected season prediction, and then HSS was better 36% and 11% about 850 hPa temperature and precipitation, respectively.

Over the past 60 years, Korean numerical weather prediction (NWP) has advanced rapidly with the collaborative effort between the science community and the operational modelling center. With an improved scientific understanding and the growth of information technology infrastructure, Korea is able to provide reliable and seamless weather forecast service, which can predict beyond a 10 days period. The application of NWP has expanded to support decision making in weather-sensitive sectors of society, exploiting both storm-scale high-impact weather forecasts in a very short range, and sub-seasonal climate predictions in an extended range. This article gives an approximate chronological account of the NWP over three periods separated by breakpoints in 1990 and 2005, in terms of dynamical core, physics, data assimilation, operational system, and forecast application. Challenges for future development of NWP are briefly discussed.
Sand and dust storm in East Asia, so called Asian dust, is a seasonal meteorological phenomenon. Mostly in spring, dust particles blown into atmosphere in the arid area over northern China desert and Manchuria are transported to East Asia by prevailing flows. An Asian dust event occurred on 6-8 May 2007 is chosen to investigate how sensitive the Asian dust transport forecast to the initial condition uncertainties and to interpret the characteristics of sensitivity structures from the viewpoint of dynamics and predictability. To investigate the forecast sensitivities to the initial condition, adjoint sensitivities that calculate gradient of the forecast aspect (i.e., response function) with respect to the initial condition are used. The forecast aspects relevant to Asian dust transports are dry energy forecast error and lower tropospheric pressure forecast error. The results show that the sensitive regions for the dry energy forecast error and the lower tropospheric pressure forecast error are initially located in the vicinity of the trough and then propagate eastward as the surface low system moves eastward. The vertical structures of the adjoint sensitivities for the dry energy forecast error are upshear tilted structures, which are typical adjoint sensitivity structures for extratropical cyclones. Energy distribution of singular vectors also show very similar structures with the adjoint sensitivities for the dry energy forecast error. The adjoint sensitivities of the lower tropospheric pressure forecast error with respect to the relative vorticity show that the accurate forecast of the trough (or relative vorticity) location and intensity is essential to have better forecasts of the Asian dust event. Forecast error for the atmospheric circulation during the dust event is reduced 62.8% by extracting properly weighted adjoint sensitivity perturbations from the initial state. Linearity assumption holds generally well for this case. Dynamics of the Asian dust transport is closely associated with predictability of it, and the improvement in the overall forecast by the adjoint sensitivity perturbations implies that adjoint sensitivities would be beneficial in improving the forecast of Asian dust events.
This study aims to develop clothing sales forecast system using weather information. As the annual temperature variation affects changes in daily sales of seasonal clothes, sales period can be predicted growth, peak and decline period by changes of temperature. From this perspective, we analyzed the correlation between temperature and sales. Moving average method was applied in order to indicate long-term trend of temperature and sales changes. 7-day moving average temperature at the start/end points of the growth, peak, and decline period of S/S clothing sales was calculated as a reference temperature for sales forecast. According to the 2013 data analysis results, when 7-day moving average temperature value becomes $4^{\circ}C$ or higher, the growth period of S/S clothing sales starts. The peak period of S/S clothing sales starts at $17^{\circ}C$, up to the highest temperature. When temperature drops below $21^{\circ}C$ after the peak temperature, the decline period of S/S clothing sales is over. The reference temperature was applied to 2014 temperature data to forecast sales period. Through comparing the forecasted sales periods with the actual sales data, validity of the sales forecast system has been verified. Finally this study proposes 'clothing sales forecast system using weather information' as the method of clothing sales forecast.
Even though state-of-the-art general circulation models is improved step by step, the seasonal predictability of the East Asian summer monsoon still remains poor. In contrast, the seasonal predictability of western North Pacific and Indian monsoon region using dynamic models is relatively high. This study builds canonical correlation analysis model for seasonal prediction using wind fields over western North Pacific and Indian Ocean from the Global Seasonal Forecasting System version 5 (GloSea5), and then assesses the predictability of so-called hybrid model. In addition, we suggest improvement method for forecast skill by introducing the lagged ensemble technique.
