Pollution Characteristics of Leachate and Underground Soil of the Landsfill Site and Possibilities of Landfill Site using Clay Layer of the Sea Shore (일반폐기물 매립장의 침출수에 의한 하부토양의 오염과 해안점토층을 이용한 폐기물 매립장의 건설 가능성)

  • Pollution characteristics of leachate and underground soul of the two landfill states were Investigated Domestic wastes were dumped In the two adjacent landfill states. Only small portion of S landifill site was filled with domestic wastes at the first stage of dumping, and most portion of the site was filled with construction wastes. However Y landfill strate was filed with mostly domestic wastes. Higher concentrations of organic pollutants including VOCs were measured In Y landfill site leachate than In S tendon site. Underground souls of the two linam states were analyzed by the two kinds of leaching methods, KEP (Korean Extraction Processl and Acid Digestion. Underground souls of the both landfill states were not polluted by leachates. Underground soils of the two were composed of firie salty material. Thus It Is fecund that fine silty soul layer of the sea shore may be used as a landfillsite.

  • Air pollution associated with the SOx emission from the shipboard propulsion and generation engines is becoming one of the major environmental concerns these days. Lead by the international organizations including IMO and European Union, a significantly strengthened air pollution related regulations have been introduced and they are becoming in practice as scheduled. Such rules are basically giving the guidelines for permissible SOx emission which can be only met by using high quality fuel oils with less sulfur content or operating scrubbing systems aiming at reducing SOx at the engine exhaust. Since both countermeasures can lead to the cost increase in ship building and operation, Korean shipbuilding industries, leading the world's market, need to be well aware of the ever changing regulations and be prepared with proper solutions. Here, we briefly summarize such latest rules and regulations on the air pollution at sea, and review some technical issues on the scrubbing systems available with some suggestions.

  • This paper describes the development of moving watched chamber. For the most part, the watched chamber have been located in the inner-bay. But, there are many problems of sea-water pollution. Therefore, the watched chamber must be relocated to undeveloped coastal area. The watched chamber which is located in the bay has a bit of damage by bad weather. But, the moving watched chamber would be exposed to bad water. It is desirable to improve the system of chamber. If we make a good design of the moving watched chamber with studying of waves and hydrodynamics, it would be possible to culture fish at the coastal sea area. When a fixed system is changed into a movable one, we can obtain the following advantages: 1. The possibility of diminishing the sea water pollution, easying the overcrowded state in a inner-bay farm, and relieved of limitation caused by bad conditions such as waves, red tides and terrains. 2. It would be easy not only to move the watched chamber system in accordance with weather conditions or occurrence of red tides, but also to select good sites for watched chamber fishes. 3. Transportation and good supervision with the automated design system can results with the effectiveness which increases the amount of aquatic products.

Estimating chlorophyll-A concentration in the Caspian Sea from MODIS images using artificial neural networks

  • Nowadays, due to various pollution sources, it is essential for environmental scientists to monitor water quality. Phytoplanktons form the end of the food chain in water bodies and are one of the most important biological indicators in water pollution studies. Chlorophyll-A, a green pigment, is found in all phytoplankton. Chlorophyll-A concentration indicates phytoplankton biomass directly. Therefore, Chlorophyll-A is an indirect indicator of pollutants, including phosphorus and nitrogen, and their refinement and control are important. The present study, Moderate Resolution Imaging Spectroradiometer (MODIS) satellite images were used to estimate the chlorophyll-A concentration in southern coastal waters in the Caspian Sea. For this purpose, Multi-layer perceptron neural networks (NNs) were applied which contained three and four feed-forward layers. The best three-layer NN has 15 neurons in its hidden layer and the best four-layer one has 5 in each. The three- and four- layer networks both resulted in similar root mean square errors (RMSE), 0.1($\frac{{\mu}g}{l}$), however, the four-layer NNs proved superior in terms of R2 and also required less training data. Accordingly, a four-layer feed-forward NN with 5 neurons in each hidden layer, is the best network structure for estimating Chlorophyll-A concentration in the southern coastal waters of the Caspian Sea.

A Study on the Marine Environmental Protection of Northeast Asian Seas in International Law (국제법상 동북아해저환경보존에 관한 연구)

  • The protection of the marine environment is one of the main international legal problems in recent years. In parallel with the industrial development, a great quantity of chemical materials were used and in consequence, mass transportation of oil and other dangerous materials was required on the one hand, and discharge of industrial wasters drew also the attention on the other hand. Furthermore, oil tankers accidents, mass use of nuclear materials, sea-bed exploration and exploitation stimulated further deep human concern on the marine environment. The expansion of international concern to new and more dangerous sources of marine pollution regarded more strict and legal control on the Oil Tanker(DWT 95, 000tons, Cb=0.805) model. Calculation results are compared to the international, especially regional level. In particular, this study is concerned with the preservation of the Northeast Asian Seas surrounded by Japan, the Russian Far East, South Korea, North Korea, China and Taiwan. These adjacent countries must intensify cooperation regarding the prevention, reduction and control of the contamination of the sea. And this cooperation between the States concerned should, as much as possible, be aimed at maximizing the effectiveness of measures to prevent or abate transboundary environmental pollution. To achieve this purpose, States concerned should be imposed upon duties such as duty to assess the environmental impact, duty to inform, duty to consult and duty to assist on the basis of general principle of international law, international customary law and other various resolutions of international bodies. Depending on the nature and extent of actual or potential transboundary pollution with the use of a natural resource or the environment in general the establishment of some form of institutionalized cooperation between the States concerned may become useful or indispensable. The functions of this Organization are, inter alia, to keep the implementation of the Convention and the protocals under continuous observation, to make recommendations on regional or sub-regional rules and standards to be elaborated and on measures to be taken by the Contracting Parties, to be notified of any grave and imminent danger from pollution or threat of pollution by the Contracting Parties and to promote in close cooperation with appropriate governmental bodies additional measures to protect the marine environment of the Northeast Asian Seas, and so on. Above mentioned countries, first of all, are located within the Northeast Asian Seas geographically and, therefore, take responsibilities of preserving the clean sea against marine interferences regardless of any difference of the social, political and economic systems. They must be followed under the UNCLOS and other marine conventions. Under the present circumstances, Northeast Asian Seas will become dead seas in case that there is no instant and prompt action against pollution. Hence we have an absolute obligation to promote the development of the mandatory international environmental law, which in turn can faciliate more effective implementation of the regional cooperation by the neighbouring states within this area.

  • The sea environment must be preserved for maintaining various coastal resources. In order to preserve the sea environment, this study is to find problems in the process of producing photocatalyst materials, which can purify sea pollution, and to develop the heuristic algorithm satisfying those problems. The heuristic algorithm of this paper is developed through constructing the mathematical model and analyzing the mathematical structure of variables and constraints in that model. The algorithm developed in this paper consists of the first process of initializing, the second process of lot combination and the third process of improving solutions. Some experimental results are given to verify the effectiveness of the heuristic algorithm developed in this paper.

Study on the Prevention and Combat System of Oil Pollution in Germany (독일의 해상유류오염 예방 및 방제체계 고찰)

  • In Germany, North Sea and East Sea possess significant meaning in many aspects. North coast has an important economical significance to North Sea Gulf States. There are a number of harbors and manufacturing facilities in this area. Agriculture is also developed. East sea, where sea water and river water mingle. has a problem that it can not control harmful substances as fast as the North Sea due to its geographical location of being connected with the North Sea as a narrow water. To protect from big and small ship accidents and pollution sources, East Sea and North Sea have enacted HELKOM Convention and OSPAR Convention, respectively. Moreover, Denmark and Germany have made cooperation on tugboats in the occurrence of shipment accidents through the LethGer-Plan and DenGer-Plan. In 1998, after the Pallas accident that occurred near Bremen, the need to improve cooperation among each states on usable resources for ocean security has been increased in Germany. Consequently, the federal government and gulf state governments associated and organized the so called, "Havarie-Kommanando Ship Accident Measure Unit". Haravarie-Kommanando is a federal-state associated organization that deals with affairs that controls national operation and mobilization of ship accident related organizations unitively when serious ship accidents occur. Moreover, federal and state participant organizations, each shipping agencies and Wiking-Helicopers-Services, a helicopter agency, are cooperating well. Also, mutual assistance with the most prominent passenger agency called Scandlines, ARGE Kuestenschutz(Germany-Denmark shipping agency) is making progress as well.
