  • Multicast addresses cannot be permanently assigned to particular application or group combination, but need to be available for re-use. So, this requires a dynamic multicast address allocation and release mechanism. For a dynamic multicast address allocation and release mechanism, we must consider low blocking probability, low delay, low control traffic overhead.   • "Ubiquitous sensor network" definition is this-Someone attaches electro-magnetic tag everything which needs communication between man to man, man to material and material to material(Ubiquitous). By using attached every electro-magnetic tag, someone detects it's native information as well as environmental information such as temperature, humidity, pollution and infiltration information(Sensor). someone connects it realtime network and manage generated information(Network). 21st century's war is joint combined operation connecting with ground, sea and air smoothly in digitalized war field, and is systematic war provided realtime information from sensor to shooter. So, it needs dramatic development on watch reconnaissance, command and control, pinpoint strike etc. Ubiquitous computing and network technologies are essential in national defense to operate 21st century style war. It is possible to use many parts such as USN combined smart dust and sensor network to protect friend unit as well as to watch enemy's deep area by unmanned reconnaissance, wearable computer upgrading soldier's operational ability and combat power dramatically, RFID which can be used material management as well as on time support. Especially, unmanned watch system using USN is core part to transit network centric military service and to get national defense efficiency which overcome the dilemma of national defense person resource reducing, and upgrade guard quality level, and improve combat power by normalizing guardian's bio rhythm. According to the test result of sensor network unmanned watch system, it needs more effort and time to stabilize because of low USN technology maturity and using maturity. In the future, USN unmanned watch system project must be decided the application scope such as application area and starting point by evaluating technology maturity and using maturity. And when you decide application scope, you must consider not only short period goal as cost reduction, soldier decrease and guard power upgrade but also long period goal as advanced defense ability strength. You must build basic infra in advance such as light cable network, frequency allocation and power facility etc. First of all, it must get budget guarantee and driving force for USN unmanned watch system project related to defense policy. You must forwarded the USN project assuming posses of operation skill as procedure, system, standard, training in advance. Operational skill posses is come from step by step application strategy such as test phase, introduction phase, spread phase, stabilization phase and also repeated test application taking example project.

북한의 외국인투자법과 대외경제중재법의 적용범위 (The Scope of Application of North Korea's Foreign Economic Arbitration Act and Foreign Investment Act)

  • The Scope of Application of North Korea's Foreign Economic Arbitration Act and Foreign Investment Act This article examines whether the Foreign Economic Arbitration Act and the Foreign Investment Act of North Korea apply to South Korean parties or companies. This article analyzes laws and agreements related to economic cooperation between South Korea and North Korea. Furthermore, this article compares and evaluates laws related to foreign investment and enacted in North Korea. Now, North Korea's door is closed due to economic sanctions against it, but it will be opened soon. Thus, this article prepares for the future opening of North Korea's markets. Is there a rule of laws in North Korea or just a ruler? Are there laws in North Korea? North Korea has enacted a number of legislation to attract foreign investors, referring to those Chinese laws. For example, North Korea enacted the Foreigner Investment Act, the Foreigner Company Act, the Foreign Investment Bank Act, the Foreign Economic Arbitration Act, the Foreign Economic Contract Act, the International Trade Act, and the Free Economy and Trade Zone Act, among others. Article 2 (2) of the Foreign Investment Law of North Korea states, "Foreign investors are corporations and individuals from other countries investing in our country." It is interpreted that South Korea is not included in the "other countries" of this definition. According to many mutual agreements signed by South Korea and North Korea, the relationship between the two Koreas is a special relation inside the Korean ethnic group. An arbitration between a South Korean party and a North Korean party has the characteristics of both domestic arbitrations and international arbitrations. If the South Korea and North Korea Commercial Arbitration Commission or the Kaesong Industrial Complex Arbitration Commission is not established, the possibility of arbitration by the Chosun International Trade Arbitration Commission, established under North Korea's Foreign Economic Arbitration Act, should be examined. There have been no cases where the Foreign Economic Arbitration Act is applied to disputes between parties of South Korea and North Korea. It might be possible to apply the Foreign Economic Arbitration Act by recognizing the "foreign factor" of a dispute between the South Korean party and North Korean party. It is necessary to raise legislative clarifications by revising the North Korea's Foreign Economic Arbitration Act as to whether Korean parties or companies are included in the scope of this Act's application. Even if it is interpreted that South Korean parties or companies are not included in the scope of North Korea's Foreign Economic Arbitration Act, disputes between South Korean companies and North Korean companies can be resolved by foreign arbitration institutes such as CIETAC in China, HKIAC in Hong Kong, or SIAC in Singapore. Such arbitration awards could be enforced in North Korea pursuant to Article 64 of North Korea's Foreign Economic Arbitration Act. This is because the arbitration awards of foreign arbitration institutes are included in the scope of North Korea's Foreign Economic Arbitration Act. The matter is how to enforce the North Korean laws when a North Korean party or North Korean government does not abide by the laws or their contracts. It is essential for North Korea to join the New York Convention (Convention on the Recognition and Enforcement of Foreign Arbitral Awards) and the ICSID Convention (Convention on the Settlement of Investment Disputes Between States and Nationals of Other States).

한중 원격의료 정책비교 및 원격의료 발전 방안 (Comparison of Telemedicine Policy and Development of Telemedicine in Korea and China)

  • Due to COVID-19, the non-face-to-face era has arrived, and telemedicine has become a demand of the times in the medical community. Accordingly, this study aims to present a way to supplement Korea's telemedicine policy by comparing and analyzing domestic telemedicine policy and China's telemedicine policy, and analyzing the success factors of Chinese telemedicine. Domestic and foreign literature was explored to compare and analyze telemedicine policy cases of Korean, Chinese. Domestic and foreign national legal databases and web DBs were used, and literature were restricted between 2009 and 2022. Prior to COVID-19, the scope of telemedicine was very narrow in Korea, and only some pilot projects were operated. After COVID-19, the scope of telemedicine temporarily expanded, but no specific policies or systems were prepared. On the other hand, in the case of China, related policy institutional discussions on telemedicine have been actively conducted since the past, and accordingly, specific scope of application and related management norms and systems have been prepared. For the development of telemedicine in Korea, it is necessary to supplement the definition of telemedicine, ensure the accuracy and safety of non-face-to-face care through telemedicine, and solve the concentration phenomenon of large hospitals through limited conditions for hospital-level medical institutions.

서비스 분야의 IT 아웃소싱의 도입요인이 도입성과에 미치는 영향 (A study on the effect on IT adoption results by adoption factors of IT Outsourcing in the services industries)

  • 본 연구는 국내의 금융 등 서비스 산업을 중심으로 IT 아웃소싱의 도입요인으로 기업요인, 아웃소싱의 범위요인, 위험요인을 독립변수로 하고 도입성과를 종속변수로 하여 도입요인이 성과요인에 미치는 영향을 분석하였다. 분석 결과를 요약하면 다음과 같다. 첫째, IT아웃소싱 도입에 있어서 기업요인과 관련된 산업경쟁력과 최고경영자 지원은 아웃소싱 도입성과에 긍정적인 영향을 미치는 것으로 나타났으나, 서비스의 기술적인 환경변화는 유의한 영향을 미치지 못하는 것으로 나타났다. 둘째, IT아웃소싱 도입에 있어서 아웃소싱 범위요인과 관련된 인프라아웃소싱, 애플리케이션 아웃소싱, 토털 아웃소싱은 아웃소싱 도입성과에 긍정적인 영향을 미치는 것으로 나타났다. 셋째, IT아웃소싱 도입에 있어서 위험요인과 관련된 안전성의 위험, 비용증가의 위험, 자율성 상실의 위험은 아웃소싱 도입성과에 긍정적인 영향을 미치는 것으로 나타났다.

물리치료 바이오피드백의 정의 및 범위와 활용법: 체계적 문헌고찰 (Definition, Scope, and Applications of Physiotherapy Biofeedback: Systematic Reviews )

  • PURPOSE: The definition and scope of biofeedback are broad and lack a clear framework. Therefore, efforts are needed to clearly understand the exact range and definition of biofeedback based on the research and development conducted to date. Thus, the purpose of this study was to arrive at the definition and scope of biofeedback through a literature review and analysis of its application methods. METHODS: This study is a systematic literature review conducted to understand the various types and effects of biofeedback. International databases such as Google Scholar and PubMed were used. Domestic databases utilized for keyword searches included the Research Information Sharing Service (RISS) and the National Digital Science Library (NDSL). Quality assessment of the selected studies in the selection process was done using the Cochrane risk of bias, and the research was analyzed according to the population, intervention, control, and outcomes (PICO) format. RESULTS: Studies conducted between 2019 and 2021 were selected, with 4 papers falling under physiological classifications and 7 under biomechanical classifications. The quality assessment results showed that random sequence generation, allocation concealment, performance bias, and reporting bias were unclear. Detection bias was moderate, and attrition bias and other biases were low. Out of the 11 papers, 9 dealt with physical function outcomes, 5 with daily life activities, and 3 with mental functions. CONCLUSION: Physiological biofeedback tended to influence psychological factors more than physical functions, while biomechanical biofeedback tended to have a positive impact on physical functions.

민자 SOC사업의 시공단계 업무체계 개선방향 (The Improvement of Work Structure in the Private Investment SOC Project)

  • 국내 건설산업은 국가 경쟁력과 생산성의 확대를 위해 민간자본을 유치하여 SOC시설을 확충하고 있다. 하지만 민간주체가 발주자의 역활을 수행하는 민자 SOC사업의 수행과정 중 시공단계에서 기존의 재정사업과 같은 업무체계의 적용으로 인해 민자 SOC사업의 장점이 충분히 활용되지 못하고 있으며 참여 주체들 사이에 비효율적인 업무 부담이 발생하고 있다. 본 연구에서는 현재 수행 중인 2개 민자 SOC사업의 시공단계를 대상으로 관계법령과 실시 협약서를 분석하여 각 참여주체들간의 계약구조와 업무범위 및 수행체계를 분석하고 문제점을 파악하였다. 민자 SOC사업의 문제점을 개선하는 방향으로서, 감리자의 업무 범위와 체계를 개선하여 과중한 업무부담을 줄이고 주무관청의 총체적 사업관리를 위해 감리를 대신할 전문조직을 설치하여 최적의 업무체계를 구축할 것을 제시한다.

SW정보화 사업 범위관리 역량 강화를 위한 실증적 연구 -중견·중소사업자 중심으로 (An Empirical Study for Enhancing Scope Management Capability of SW Informatization Project)

  • 본 논문은 4차 산업 등 최근의 SW 개발의 복잡성으로 중견 중소사업자의 프로젝트 관리 중 범위관리의 어려움을 해소하기 위한 방안으로 요구공학 적용과 Redmimn 적용을 통한 그 효과성을 프로젝트 적용하여 검증하였다. 이러한 공학적 기법을 중견 중소 SW개발 사업에 적용하였다. 15개의 SW개발 사업에 대한 감리 수검을 통해 검증해 본 결과 요구공학 적용 전 보다 약 30%의 관련 지적사항 감소의 효과를 보았다. 또한, 중견 중소기업이 참여하는 SW개발사업에 Redmimn 도입한 결과 요구사항관리 및 추적관리를 통해 납기를 단축하는 효과가 있음을 검증하였다. SW시스템 개발사업의 안전성을 확보하기 위해서는 요구 공학적 기법과 도구 적용이 필요하며 이를 수행할 전문인력 양성이 지속적으로 이루어져야 한다.

서비스사이언스의 연구 영역에 관한 3계층 입체 참조 모형 (An 3-Layer Dimensional Reference Model on the Service Science Research Scope Framework)

  • 본 연구는 서비스사이언스에 관한 제 연구영역을 모형화하기 위해서 시도되었다. 제안된 모형은 3계층의 입체적 참조모형이다. 첫째 축은 서비스의 수명주기 관점의 차원이며, 두 번째 축은 서비스 관련 연구 성격의 차원, 그리고 세 번째 차원은 서비스 시스템 구성요소의 차원이다. 서비스 수명주기는 서비스 전략, 서비스 개발 그리고 서비스 실행 또는 운영을 포함한다. 서비스 관련 연구 성격은 기초연구, 응용연구 그리고 융복합연구를 포함한다. 마지막으로 서비스 시스템 구성요소는 서비스 수요자의 욕구, 서비스 역량 그리고 서비스 자원 요소를 의미하고 있다. 본 연구에서 제안된 서비스사이언스 3계층 입체 참조모델에서는 서비스사이언스와 관련된 다양한 연구주제들을 융통성있게 모두 수용할 수 있으며, 연구자 및 실무자 관점에서 원형을 변형하거나 적절히 적용할 수 있는 장점이 있다. 즉 본 연구에서 제시된 모형을 참조하여 개선된 모델들이나, 본 참조모델을 근거로 한 기업에서의 서비스사이언스 관련 적용사례들이 많이 제시될 수 있을 것이다.

패션디자인 개발을 위한 스캠퍼 기법의 적용 연구 -스캠퍼 문항 개발을 중심으로- (A Study on the Application of SCAMPER Techniques for the Development of Fashion Design -Focusing on the Development of the SCAMPER Questions-)

  • The purpose of this study was to develop questions for fashion design development, by applying 7 elements of the scamper to the fashion design elements, and to present a scamper checklist of fashion design elements, and item structures. In this study, the scope of research was limited to clothing design among various fashion products, and among various design development stages. Fashion design development focusing on design sketching, was limited to the research scope. The research method was based on an empirical study that derived scamper questions through FGI (Focus Group Interview), consisting of 5 fashion experts. Fashion design elements applied to development of scamper questions consisted of silhouettes, constructive lines, structural details, decorative details, patterns and textures of fabrics, and item structures, derived by applying these elements to the individual 7 elements of the scamper: substitute, combine, adjust, modify, put to other uses, eliminate, and reverse. Results of the study included 7 questions for substituting, 8 questions for combining, 6 questions for applying, 15 questions for modifying, 4 questions for putting to other uses, 4 questions for eliminating, and 7 questions for reversal. The scamper checklist for fashion design elements and item structures drew to 5 lists of silhouette variations, 7 lists of constructive line variations, 11 lists of structural detail variations, 10 lists of decorative detail variations, 11 lists of fabric variations, and 9 lists of structural modifications of items.
