Analysis of School-based Mental Health Policy Stream based on Kingdon's Policy Stream Model (학교기반 정신건강정책의 흐름 분석: Kingdon의 정책흐름모형을 중심으로)

  • Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.

  • This study is to develop school library Policy model in accordance with guidelines suggested in policy science theories and to evaluate school library policy with application of "Activation Agenda for School Libraries". The guidelines on the evaluation of school library Policy were based on the models suggested in education policy and school library Policy theories. Selected guidelines were examined through survey distributed to evaluators and telephone interviews. Although overall evaluation results on school library policy were positive, it is suggested that more efforts for Policy improvement are needed.

  • According to the 7th education curriculum and advent of information society people expect the school library to do various things. Based on an evaluation model of education policy, the policy process of the school library was divided into an agenda setting, policy making and policy implementation. Then I developed a method of evaluation from an administrative and political point of view. Using this, I analyzed problems with school library policy and I categorized them. I suggested better solutions for Improving the school library policy.

  • The purpose of this study is to analyze the school autonomy policy based on the system thinking perspective using causal loop diagrams. School autonomy was the main educational policy concerning school domain during the last government and was the instrument for school-based management, but it was not implemented effectively in site. The school autonomy policy practically disappeared as an explicit policy agenda in the current government. This study displays causal loop diagrams about the policy's logic and contents of school autonomy, in terms of curriculum, human resource management, and a supportive system. The causal loop diagrams depicting the implementation of the school autonomy policy are suggested concerning excessive enforcement and the confirmative mechanism for policy implementation. The conclusion provides some research implications and future directions.

Development and Performance Analysis of Elementary School Health Promotion Policy Guideline (초등학교의 학교보건정책 지침개발 및 수행정도 분석 - WHO의 건강증진학교 지침을 중심으로 -)

  • Purpose: This study examined the development and performance of the school health promotion policy guideline that is applicable to Korean school health. Methods: 1. The WHO's guideline was translated into Korean and modified by school health experts 2. A questionnaire was conducted to assess the performance of school health policy on 207 nurses in elementary schools in Seoul and Cheonbuk. Result: The Korean version of the school health promotion policy guidelines were developed including 9 components and 36 checkpoints. Compared to that of WHO, the component 'school nursing teacher' was added and three components were eliminated: 'equitable access to school resources', 'control of helminth', and 'sun protection policy'. The performance degree of first-aid, closure of school in a calamity, and control of HIV/AIDS was very low. The performance degree of a healthy diet, and regular physical examination was quite high. This study was the first that developed the school health promotion policy guideline and examined the performance. Further research is needed to validate the guidelines developed by this study.

Autonomy, Incentives, and School Performance: Evidence from the 2009 Autonomous Private High School Policy in Korea

  • Improving the quality of school education is one of the key policy concerns in Korea. This paper examines whether providing schools with adequate autonomy and incentives can meet the policy goals by looking at a recent policy reform in Korea. In 2009, the Korean government granted autonomy to certain private high schools on the condition that no financial subsidies would be provided to the schools. Because the autonomous private high schools cannot receive a subsidy, they have a strong incentive to meet parental demands because schools failing to meet these demands will lose students and will have to close. Applying the value-added model to longitudinal data at the student level, I find that students entering these autonomous schools show faster growth in their academic achievement than their peers in traditional non-autonomous schools. These results suggest that providing schools with autonomy and incentives can be a useful policy tool for improving school education.

  • The purpose of this study is to suggest prevention policy by analyzing accident cases related with school facilities. The results of study are as follows: First, policy enforcement that follows disaster management process such as prevention, preparation, response and recovery is required for school safety policy. Second, in order to proceed with the effective safety policy through collection, analysis, interpretation of data and result monitoring against accident case, the systematic safety infrastructure such as injury surveillance system and the composition of policy consultative group among safety organizations should be established. Third, the school facilities should be installed and managed according to the safety design. Fourth, the systematic education is needed to done for the managers who are concerned with safety regarding the establishment of safety management plan for each school. Fifth, the evaluation and feedback system is required for the results of proceeding with safety policy.

  • The purpose of this study is to analyze the cases of Asan-si and Hongseong-gun in Chungcheongnam-do to derive the direction of development of the school meal support center and improvement of the school meal policy in connection with local food. We conducted a survey on the importance and performance of school meal support policy and local food supply policy for nutritionists in two areas. In addition, we identified the issues to be improved intensively and the issues to be continuously managed over the medium to long term, and suggested directions for improvement using IPA. As a result of the importance-performance analysis of school meal support policy and local food supply policy, both Asan-si and Hongseong-gun. focused on improving the price and quality of local food.

A Study of Teachers' Perception on the School Autonomy Policy (학교자율화 추진계획에 대한 교원의 인식 분석)

  • The purpose of this study was to see teachers' perception on the School Autonomy Policy and to give some suggestions for better settlement of the policy. To achieve the above aim, we used survey method to 390 teachers and analyzed 363 responses with SPSS program. The research findings are as follows. Most of teachers supported the intent and aim of the School Autonomy Policy, however, the respondents showed conflicting responses on the contents, process, core subject according to their interests. In other words, respondents who have more teaching career including principals answered positively on the policy and it's process than lower career teachers. Lower career teachers expressed very negative recognition and little understanding for the policy itself. From the result of the survey, it could be suggested that the teachers' cooperation, especially lower career teachers' conciliation, is very important to settle down the School Autonomy Policy successively.

  • Objectives: The purpose of this study is to provide a basic structure for the establishment of the direction of school health programs, an overview of the historical changes of school health programs and their results, and a conceptual framework on school health programs. Methods: The data analysis has been done using a statistical almanac, relevant laws and regulations, operation handbook of the program, theses, reports, records of public hearings, and other reports as a technical research primarily based on evidence. The methodology of this research classifies the development and growth transition of school health programs during a historical period through the investigation of regulations, organization, manpower, and its program via its development process and to provide a basic tool to design a solid school health policy. Results: A The growth and development of school health programs The development of school health programs was classified into three different periods including the forthcoming period (1945~1967), the completion period (1967~1993), and the actualization period based on the establishment of legislation for School Health Law, other relevant legislation, and the contents of school health programs (1993~present). B. Policy direction of school health programs School health programs have reestablished their goals and range based on basic direction, and developed the W1it model of information structure for school health program management and its basic structure. Finally, the stepwise support system through the building of the school health support center is recommended. (1) The basic direction of school health programs has proposed 7 basic goals to reestablish the policy direction of health improvement based on total health. (2) The W1it model of information system and the school health information system for school health program management has been developed to utilize positive management. (3) School health policy through the study of the health laws and systems has been developed. The necessity of school health support center for the policy support, functional support and operation support has also been proposed. Conclusions: It is necessary to build a school health support center that consists of health professionals in charge of policy support, functional support, and program support of school health programs in order to realize and develop new policy.
