This study examined the dangerous elements in primary science textbooks and had some suggestions for the minimization of safety accidents in the science class experiments. The research results are as follows: 1) The rate of accident in the primary science experiments was not high, but potential for the outbreak of safety accidents was always present. 2) it is necessary to include safety contents on science textbooks. The survey revealed that only 18 percent of safety education materials include on science textbooks. 3) It will be desirable for science experiment lessons to include safety education materials for safety experiments. This could also help the students develop the right recognition and attitude regarding safety. 4) There was lack of safety devices those were required to be kept at science labs. The survey showed that about 20 percent of the schools had the experimental clothing. 5) Safety training is often conducted in an overly simplified manner, and no special time is allocated to it. In conclusion, to improve the problems pertaining to school safety accident, courses on safety training are essential as textbooks and teachers. Constant and systematic instructions on safety should be done in order to prevent potential safety accidents.

This study compared, analyzed, and verified the accident rate and accident fatality rate (per 10,000 workers) of workplaces that perform safety management on behalf of a safety management institutions designated and registered in accordance with the OSHAct and workplaces that perform safety management. According to the research results, the significance was confirmed that the group with a low accident rate was the workplaces that self-appointed safety managers, workplaces with self-appointed safety managers in size with less than 300 employees, and workplaces in the industrial accident insurance industry in the manufacturing and transportation, warehouse, and telecommunications industries. The groups with a low accidental death rate were workplaces with less than 300 employees, workplaces where safety management was performed on behalf of safety management institutions, and workplaces with selfappointment for other medical businesses. In this study, it was confirmed that the accident rate in the safety management agency's workplaces was higher than that of its own appointed workplaces, and that there were some differences in the accident fatality rate depending on the size and industry. Therefore, since the current safety management agency system cannot ensure the effect of preventing accidental deaths, there is a need for comprehensive improvement of the agency system and improvement of the system to strengthen expertise in preventing industrial accidents.

The purpose of this study was two-fold. Firstly, it investigated the current state of the 34 specific policies of school safety-accident prevention that were implemented at K-12 public schools in accordance with the $1^{st}$ School Safety-Accident Prevention Plan established in December 2015. Secondly, it prioritized the policies based on the outcomes from the investigation to make policy recommendations for future improvement. For this purpose, we surveyed 614 school teachers and staff from 24 school-safety research schools across the nation on their perception of the current policies for preventing school safety accidents. Specifically, they were asked about the degree of realization and the necessity of expansion of the policies. Based on the survey results, the Borich index as a needs measure was computed for each policy and a list of policies prioritized in descending order of the index was presented. The results of the study showed that school teachers and staff's perception of the improvement of school safety since the policies took effect was highly positive in general. It was also shown that the policies perceived as best-implemented were, in descending order, "first-aid education for teachers and staff", "safety management of school meals", "prevention activity of student traffic safety-accident", and so on. The majority of survey respondents said that the policies were being implemented well and that they should be expanded and enhanced. As a result of the Borich's needs analysis, it was found that "more collegial collaboration between the Office of Education and other relevant organizations in the community for school safety", "prevention education activity for water safety", and so forth should be more actively implemented.
Background: Risk perception plays a crucial role in workers' unsafe behaviors. However, little research has explored why workers generate biased risk perceptions, namely underestimating or overestimating the risks of unsafe actions. Cognitive biases in risk perception arise from uncertainties about the dangers of unsafe behaviors. As a typical heuristic strategy, the anchoring effect is critical in decision-making under uncertain conditions. Consequently, this study empirically analyzed the influence of anchoring effects on workers' risk perception. Methods: In 2022, a survey was conducted with 1,418 coal mine workers from Shanxi Province, China. The survey instruments assessed workers' risk perception of unsafe behavior, anchoring effects, need for cognition, and safety knowledge. Multivariable linear regression models were employed to analyze the associations among these variables. Results: The findings verified the proposed anchoring effects. Specifically, experimenter-provided high-risk anchors led workers to overestimate unsafe behavior risks, thus reducing their tendency to engage in such behavior. In contrast, experimenter-provided low-risk anchors and accident-injury experiences (self-generated anchors) decreased workers' risk perception, increasing their propensity to engage in unsafe behavior. Additionally, workers' safety knowledge and need for cognition significantly affected anchoring effects. Conclusion: This research enhances workplace safety studies by applying the anchoring effect from psychology to risk perception research. Suggestions for improving risk perception encompass implementing hazard warnings, fostering safety education, and providing training. Furthermore, managers should give special attention to workers with accident-injury experience and promptly correct their accident fluke mentality, thereby improving overall risk awareness.
Purpose: This study was aimed to develop a WBI(Web Based Instruction) program on safety for 3rd grade elementary school students and to test the effects of it. Method: The WBI program was developed using Macromedia flash MX, Adobe Illustrator 10.0 and Adobe Photoshop 7.0. The web site was http://www.safeschool.co.kr. The effect of it was tested from Mar 24, to Apr 30, 2003. The subjects were 144 students enrolled in the 3rd grade of an elementary school in Gyungju. The experimental group received the WBI program lessons while each control group received textbook-based lessons with visual presenters and maps, 3 times. Data was analyzed with descriptive statistics, and ${\chi}^2$test, t-test, and repeated measure ANOVA. Result: First, the WBI group reported a longer effect on knowledge and practice of accident prevention than the textbook-based lessons, indicating that the WBI is more effective. Second, the WBI group was better motivated to learn the accident prevention lessons, showing that the WBI is effective. As a result, the WBI group had total longer effects on knowledge, practice and motivation of accident prevention than the textbook-based instruction. Conclusion: We recommend that this WBI program be used in each class to provide more effective safety instruction in elementary schools.

As the scale of building construction is larger and more complex and the adaptation of new technology is increasing, the tendency of the risk serious accident cases is increasing now. Especially, the accident rate is below 10% at the building construction workers in Korea but among the total industrial accidents it exceeded by 35%. To prevent a construction accident, it is essential that not only to have a through grasp of the characteristic of safety problem but also to establish of efficient safety counter plan are required. According to the type and situation of building construction, the acquirement of necessary information is useful to prevent the hazard of work and establish the counter plan. Among the safety information it is a thing of especial importance that to estimate the hazard of work types for building construction to prepare the counter plan of safety. This study will analyze all of the1600 accidents of the building construction works from the data of KOSHA(Korea Occupational Safety &Health Agency) which were collected during 11 years(1992~2002) data relating to serious accidents of the building construction works, and suggest the counter plan according to the each work type in building construction works.

Maritime transportation is one of the most complicated and hazardous business fileds. Maritime accidents still occur despite several precautions since maritime is exposed to natural factors more than any other industries. In this harsh environment as a part of their job, marine pilots often embark/disembark to/ from vessels and confront life-endangering personal accidents. In the maritime field, several risk assessments are applied. However, all of them could not evaluate occupational accident risk for maritime pilot specifically. This paper performs specific risk analysis using the bow-tie method based on past accident records. This paper aims to qualify root causes and quantify root causes by importance level according to occurrence probability. As a result of analysis, occupational accident occurrence probability is found to be 14%, indicating that accident occurrence rate is significantly high. Hence, the probability of root causes triggering accidents and accident occurrence probability can be ascertained so that preventive measurements can be implemented. Besides theoretical achievement, this paper provides safety awareness to marine pilots, Marine Pilot Organizations, and ship crew who play a key role during marine pilots' transfer.
This study aimed to verify the validity of the evaluation items and weight determination of the indoor environmental safety area, which has the most frequent accidents, among the safety certification evaluations of educational facilities by the Ministry of Education of the Republic of Korea, which has been conducted since May 2021. As a preceding study, the evaluation items of the school safety evaluation checklist being implemented in the US state of Vermont were compared, and the causes of accidents judged by teachers in the accident experiences written by 200 Korean teachers were compared with the safety certification evaluation items belonged to the Ministry of Education. In addition, research literature using the AHP analysis technique on safety risks of elementary and secondary schools in China and safety evaluation index study cases of 539 elementary school children in Indonesia were analyzed. Through these preceding studies, measures to add and adjust evaluation items were derived and the validity and importance rankings of evaluation items were calculated through AHP questionnaires to teachers and safety experts. In addition, a survey was conducted on 104 ordinary people to verify the results of expert analysis. As a result of expert AHP analysis, 'safety education and disaster response training (.396)' was the highest priority for the relative importance of the first layer, followed by 'safety measures (.387)' and 'building materials'. Safety (.216)' was found to be the highest priority. In the overall importance ranking of the 13 second-tier screening items, safety accident prevention education had the highest priority and disaster preparedness training ranked second, proving that the Ministry of Education's review weight was underestimated. In addition, slip and collision accident countermeasures, which were not in the existing Ministry of Education review items, ranked 4th, laboratory practice room safety measures ranked 6th, and sanitation, cleanliness, hazardous substance management, and cafeteria/cooking room safety measures ranked 9th, indicating a significant level of importance. Referring to the importance ranking, which is the result of this study, it is suggested that it is necessary to review the weight of each review item again.

Despite the efforts for enhancing the safety record, construction industry has been suffered from higher fatalities than other industries. The poor record of safety in construction industry means that there is a clear need for an effective countermeasure. As mentioned in previous studies, it is important to identify the type of activities or risks that are likely to cause accidents and to develop appropriate safety measures. Considering the large number of accident cases on the temporary installations including work platforms and work passages, the temporary installations should be managed first. To support it, this study aims to analyze falling accident cases on construction working platforms and passages which can lead to develop proper safety measures. Through the analysis of 1663 accident cases in the perspective of cost, progress, activity, and type of workers, this study identifies how the recent accidents occur and what is the cause of the accident occurrence. The identified causes of accident occurrence will help us to improve current construction safety.
In 2019, a child died by a school zone traffic accident in Asan, Chungcheongnam-do, the Republic of Korea. Just after the accident, under the name of the "Minsik Law", the Road Traffic Act and the Specific Crime Aggravated Punishment Act were partially revised and went into effect in Korea on March 25, 2020. The new Korean law providing for harsh penalties is designed to reduce automobile accidents in school zones. However, the penalties under the new law seems to be unconstitutionally and unduly harsh. Under the new law, a negligent driver who kills a child at a school zone could be sentenced to indefinite imprisonment, or imprisonment for 3 years or more. The criminal responsibility of a negligent driver at a school zone is the same as serious intentional felonies such as rape, robbery, abandonment resulting in death. Also, even in the case of a school zone accident, if an accident driver complies with the speed limit and other traffic laws and it is impossible to avoid the accident, the driver should not be punished. So, in order to meet the principle of proportionality, the new Korean law should be revised again. In order to find out the appropriate level and punishment method for drivers who cause accidents in school zones, this thesis will compare and analyze the laws of Korea with those of the United States, Germany, and Japan. This paper also reviews the decision of the Constitutional Court of the Republic of Korea in February 2023 that the "Minsik Law" was constitutional. Based on these analyses, this thesis seeks the direction and amendments to properly revise Korean law. In addition, this thesis is intended to present exemplary measures to improve the school zone safety.
