Position Value for Relative Comparison of Healthcare Status of Korea in 2017 (2017년 한국 보건의료의 상대적 위치와 추이: 경제협력개발기구 국가와 비교)

  • The purpose of this study was to compare the health status of South Korea with those of Organization for Economic Cooperation and Development (OECD) countries and examine the trends. Position vAlue for Relative Comparison (PARC) was used as a gauge for comparison, and five sectors of the health care system were measured: demand, supply, accessibility, quality, and cost. The Mann-Kendall test was used as a statistical analysis method to examine trend of PARC values obtained from 2000 to recent years. According to the results, the demand, supply, accessibility, and quality sectors were higher than the OECD average, while the cost was lower than the average. However, there is a recent trend of sharp increases in health care costs. Some indicators: health employment, quality of primary care and mental health care were lower than the OECD average, and health determinants showed a worsening trend. Therefore, policy-makers need to take this into account and make efforts for sustainable health care.

  • The technological innovation is considered as an important factor and there is a positive externality in developing technology in the form of technology spillover. In this context, it is argued that government should play an active role in advancing technology development and several means have been introduced. This study attempts to analyze manufacturing firms' evaluation for the performance of government assistance programs to their R&D activities. Considering that the performance evaluation takes the form of a count outcome, we apply several kinds of count data models. Some interesting findings emerge from the analysis. For example, we found that a firm's sales amount, dummy for the firm's having an R&D department, dummy for the firm's being a venture one, and the number of the firm's innovative activities have positive relationships with the degree that the firm evaluates government assistance as being useful.

Photovoice as a research method and a strategy for community health promotion (지역사회 건강증진 연구방법 및 전략으로서의 포토보이스)

  • Objectives: This study aims to explain the process of photovoice, to review relevant research cases, and to discuss the issues in photovoice applications for community health promotion. Methods: Literature review is performed on photovoice manuals, systematic review literature on international photovoice research, and Korean photovoice studies. The review was based on 8 research papers and 6 practice manuals. Results: Photovoice so far has specified its orientation to participatory research. Its implementation includes photovoice training, photo taking and sharing, interviews and discussions, photo exhibit, and social action planning for policy change. SHOWeD questions and the like guide photovoice discussions while they face some challenges in application. Social action planning for policy change part of the photovoice needs attention in implementation and evaluation. Conclusions: Adherence to the participatory principles and action research orientation in photovoice requires persistent efforts. Process and impact evaluation with development of photovoice research infrastructure will enhance photovoice application.

The Research on Pedagogical Content Knowledge(PCK) Focused on Instructional Consulting for Secondary Beginning Teachers (학습자 이해에 관한 초임교사의 수학 수업사례 분석)

  • Recently there has been a high request for support for teachers' professional development and quality control to meet the demand of educational policy to introduce teacher evaluation, master teacher status, incentives for teacher competency, etc. It has been suggested that reeducation and support for professional development would be more effective to beginning teachers with a high developmental potential than to experienced teachers with routinized instruction. Since 2005, KICE-TLC has conducted research on the development of teacher supporting programs such as teaching consultation and pedagogical content knowledge(PCK) in school subjects. In line with the current education policy and previous research by KICE, this research has been conducted to meet the need for novice teacher induction by developing consulting program focused on PCK. The goal of this research was to (1) explore the in-depth meaning of PCK in light of teaching consultation, (2) conduct a preliminary study on how to develop teaching consulting programs for secondary beginning teachers, (3) develop teaching consulting programs focused on pedagogical content knowledge(PCK), and (4) suggest implications for educational policy regarding pre-service and in-service teachers' continuing professional development and support.

  • This paper have been knowing about policy background about Computer Science Education in UK. Every schools in UK have been teaching Computing as a subject matter from september, 2014. Department of Education in UK had replacement ICT to Computing subject. The institute have accepted that problems about ICT subject which school teacher recognised and the needs of academic sector, and the entrepreneur's needs for talented person of 21st century. We have known that Computing at School(CAS) had started grass root organization, which had been trying to changing the computer science curriculum. In the processes, it was corporation very closely among organizations, such as government, universities, entrepreneurs, awarding bodies for evaluation, and non-profit initiatives. Through this research, we have get some lessons for advancing of software education in South Korea.

  • In this study, an evaluation system for a water resources technology research and development project, which is one of the 21C frontier R&D programs sponsored by Korea Ministry of Science and Technology, is proposed. The purpose of this paper is to contribute in the implementation of an efficient R&D policy scheme and in the successful commercialization and diffusion of water resources technologies through proper evaluation of water resources technology R&D projects. The evaluation system is consisted of two levels of evaluation categories and attributes to reflect qualitative evaluation as well as quantitative evaluation of the water resources technology development. The weights of 4 evaluation categories and 26 attributes are calculated by using Analytic Hierarchy Process(AHP). To demonstrate the evaluation system, a numerical example of water resources technology evaluation is presented.

  • The Fingerprint recognition system is a system which identify the user's identify by verifying user's fingerprint and prepared data. The performance of fingerprint recognition system is dependent on 'fingerprint recognition time' and 'fingerprint recognition accuracy' and so on. In this paper, we developed a evaluation model about efficiency based on ISO quality evaluation standard for evaluating of quality level of fingerprint recognition system. We expect to contribute to construct and use of evaluation criteria based on quality evaluation standard by this study.

  • Recently, the interoperability has become more important to enhance the net-centric capabilities of the warfighter. DITA (Defense Information Technical stAndard) is the set of IT standards for improving interoperability, scalability, effectiveness, and efficiency. In this paper, we analyzed the standardizing process to derive the selection criteria and structurized the derived selection criteria using the KJ (Kawakita Jiro) method. Finally, we developed an evaluation model for selecting a standard for DITA using AHP (Analytic Hierarchy Process). As a result, we present eight selection criteria (maintainability, trend, stability, portability, effect of other standard, constraint of the network, and applicability to the systems). We also applied some examples that several IT standards to our selection model for validating the model. We expect our model to help to decide objectively whether the new standard can be listed in DITA.
