  • It is lately issued studies on EVMS(Earned Value Management System) throughout construction industry, which is management system integrating cost and schedule effectively. So identifying importance and circumstance of introducing EVMS, CPI(Cost Performance Index) and SPI(Schedule Performance Index), which are critical components on schedule introducing EVMS, calculate and it intends to analyze the trend and problem of cost and time throughout project management, applying various statistical data analysis method.

An Analysis of Effect and Limitation when Adapting Earned Schedule Method for Schedule Management and Estimation in Korean Defense Research & Development Projects (한국 국방 연구개발 프로젝트 일정 관리 및 예측을 위한 Earned Schedule 기법의 적용 효과와 한계 분석)

  • Earned Value Management(EVM) has been used to manage and forecast defense project schedule and cost over the last two decades in the world. However to support the lacking ability of schedule analysis in traditional EVM, earned schedule(ES) has been introduced as a tool to more accurately estimate schedule performance. This paper compares which method EVM or ES, provides more accurate schedule predictors in 32 Korean defense research and development projects. As a result of comparison, the ES method can predict the future schedule more reliably than the EVM method. We also analyze early warning function of schedule performance index considering project duration extension point. Through the analysis results, we confirm that both the EVM and the ES method lack the ability of the early warning in terms of the current schedule management criterion.

  • In recent years, interests and studies on the urban regeneration projects have been increased and largely conducted. It is a part of the effort that solves some social and economical problems occurred by deteriorated buildings and degraded infrastructures through new urban regeneration projects or redevelopment projects. However, the urban regeneration projects show the characteristics that can not guarantee in the project performance because the projects have various and complex stakeholders related to these projects and are exposed to lots of risks due to its huge scale. This study proposed the risk performance index method to improve the efficiency of the overall performance measurement for a mega-project by extending from the traditional cost/schedule based performance measurement system. The risk performance index method proposed in this study has a similar system to the EVMS, and makes possible to perform a three dimensional integrated performance measurement in cost/schedule/risk through 18 different indexes that compose the risk performance index.

  • Traditional project progress method(PPM) has been used for Korean defense research and development project management for the last 20 years. However, it is difficult to intuitively understand the performance in terms of the project schedule, because the PPM does not provide the function of managing and forecasting project schedule. Therefore, this paper proposes new schedule managing and forecasting function for the PPM using earned schedule management concept. We verify the effectiveness of the proposed functions through several defense projects and prove that it is possible to reinforce the schedule management function of the PPM.

  • Recently, a research of the urban regeneration has been performed very actively. This is one of the efforts to resolve various social and economic problems coming from the existing deteriorated building and facilities by new urban development or redevelopment. However, an urban regeneration has a characteristic to be unable to ensure the project performance due to the exposed numerous risks coming from the various and complex stake-holders, and its mega sizes. This paper proposes the method of risk performance index in order to improve an efficiency of performance measurement expanding to the risk view point from the existing integrated cost/schedule performance measurement. A risk performance index is compatible with the existing EVMS, and can make the performance measurement in 3 dimensions of the integrated cost/schedule/risk with 18 sub-indexes and variables.

  • Although enormous data have been collected in major cities (Korea) by APTS(Advanced Public Transit Systems), most of studies related to bus schedule management evaluation have confined to headway adherence and on-time performance. Therefore, bus operation management have been very lack of using APTS data. This study uses coefficient of correlation to evaluate bus company's schedule management level. However, direct application of coefficient of correlation has inequitable problem because of many limitation(number of vehicle, headway, etc). and so variable calibration method was developed and applied to cope with these problems. Thus, demand-elastic management evaluation index was developed. For verifying the equity of developed index, it is applied to Seoul bus routes. It is expected for the developed index to contribute into the demand-elastic management of bus schedule.

  • The main purpose of this study is to analyze the importance of the construction work of apartment buildings. The construction work operation was divided into five major tasks, which include: Schedule Control (P'1 - P5) Construction Management (C'1 - C'5), Environmental Management (E'1 - E'3), and Quality Management. Finally, this study derived major construction execution tasks through correlation between construction work and the original index and t-test.

  • To establish an infrastructure for technology and information in the domestic construction industry, several construction regulations pertaining to construction information have been institutionalized. However, there are major problems with the domestic information classification system, earned value management (EVM) and project management information system (PMIS). In particular, the functions of the current PMIS have consisted of a builder-oriented system, and as EVM is not applied to PMIS, the functions of reporting, analysis and forecast for owners are lacking. Moreover, owners cannot confirm information on construction schedule and cost in real time due to the differences between the EVM and PMIS operation systems. The purpose of this study is to provide a framework that is capable of operating PMIS efficiently under an e-business environment, by providing a proposal on how to establish a work breakdown structure (WBS) and an EVM - PMIS integration model, so that PMIS may provide the function of EVM, and stakeholders may have all information in common. At the core of EVM - PMIS integration is the idea that EVM and PMIS have the same operation system, in order to be an activity-based system. The principle of the integration is data integration, in which the information field of an activity is connected with the field of a relational database table consisting of sub-modules for the schedule and cost management function of PMIS using a relational database management system. Therefore, the planned value (PV), cost value (CV), actual cost (AC), schedule variance (SV), schedule performance index (SPI), cost variance (CV) and cost performance index (CPI) of an activity are connected with the field of the relational database table for the schedule and cost sub-modules of PMIS.

  • The change in environment of construction industry and the advancement of information technology require the improvement of construction project efficiency. However, construction industry still lacks performance-measuring tools that are the requirements of efficient project management system. In case of the schedule management system, schedule is usually being managed by result-oriented measurements such as completion time, spent cost, and progress rate, which are not good enough to control the overall continuity of work-flow. This research aimed to systemize the overall construction process and to develop the indicators for measuring performance of TACT activities during finishing work period that can contribute to the systemization of TACT management.
