균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발 (Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students. 대학도서관 시범 평가에 관한 연구 (A Research on the Pilot Evaluation of Academic Libraries)

  • 이 연구는 우리나라 대학도서관 평가에 적용할 수 있는 평가 모형과 평가 지표를 개발하고, 이들의 실제적용 가능성과 타당성을 검증하기 위한 목적으로 2010년 9월부터 11월 사이 대학도서관 시범 평가를 수행한 결과를 다루고 있다. 이번 시범 평가는 제1단계는 정량평가, 제2단계는 정성평가, 제3단계는 이용자 만족도 설문조사로 진행하였고, 총점 1,000점을 배점하였다. 모두 58개 대학이 지원하여 특성화 3개 부문, 대 중 소대학 규모별로 각각 우수대학 1개 및 전체 최우수대학을 선정하였다. 이번 시범 평가는 평가 방식의 유동성, 촉박한 일정, 상이한 대학 규모와 특성 반영 제한 등 문제점이 있었으나, 기존 통계 데이터의 활용, 대학도서관 현황의 객관적 분석 시도, 대학당국의 관심 제고 등의 효과를 볼 수 있었다.

주거환경의 삶의 질 향상을 고려하는 사회적 지속가능성 평가 지표 제안 연구 (A Study on Evaluation Indicator of Social Sustainability Considering Improvement of Quality of Life in Residential Environment)

  • In this research, an attempt was made to approach social sustainability of residential environments that have been studied thus far in community-oriented research in a broader perspective, with the aim to induce evaluation indicators for social sustainability of a residential environment that is oriented for enhancement of the residents' life quality. First, evaluation system of social sustainability of residential environments is divided into 6 areas that include regionality, diversity, fairness, satisfaction of diverse needs, social exchange, and participation and decision making. A subdivision was also introduced to account for evaluation properties by area. Second, regarding measurement of life quality in a residential environment, the scope of evaluation was divided into residential environment dimension, resident dimension, and management dimension which can incorporate both objective evaluation and subjective evaluation in consideration of the fact that it involves both physical environment and socio-psychological elements. Third, evaluation indicators by area were collected based on an analysis of preceding studies. For the purpose, a total of 193 indicators were extracted, including 28 items of regionality area, 26 items of diversity area, 28 items of fairness area, 58 items of satisfaction of diverse needs, 34 items of social exchange area, and 19 items of participation and decision making area. The kind of evaluation indicators have meaning in that it can be used as an evaluation tool of social sustainability that can be applied universally from the planning stage. It can be utilized as a basic data for enhancement of life quality and promotion of social values in a residential environment.

마을 관광협의체가 농촌관광 활성화에 미치는 영향에 대한 비교연구 (Comparative Study on the Effect of Tourism Council on the Activation of Rural Tourism)

  • 본 연구는 관광협의체가 농촌관광 활성화에 어떠한 영향을 미치는지 알아보기 위해 관광협의체가 구성되어 있는 농촌관광지와 관광협의체가 구성되어 있지 않은 농촌관광지를 대상으로 비교연구를 실시하였다. 비교지표는 관광객 수, 매출규모, 소득수준 등의 통계적 정량지표와 설문조사를 통한 만족도, 재방문, 구전의도의 정성지표로 구분하여 비교하였다. 연구결과 정량적 지표와 정성적 지표의 모든 항목에서 관광협의체가 구성되어 있는 농촌관광지가 활성화되어 있는 것으로 나타났다. 이는 관광협의체를 구성하는 구성원이 행정기관, 전문가, 관광운영자, 전문가 등으로 구성되어 다양한 의견과 독특한 축체 등 전략적 프로그램 등을 꾸준히 개발하고 있는 것에서 기인한다고 할 수 있다. 따라서, 향후 농촌관광 활성화를 위해 관광협의체 구성이 필요하다고 할 수 있으며, 구성시 각 분야의 전문가 및 주민이 고루 참여할 수 있도록 제도적 장치 등이 마련되어야 할 것이다.

사회적 통합.배제 지표 개발을 위한 연구 - 영구임대아파트 거주자를 중심으로 - (The Development of Social Inclusion.Exclusion Indicators - Focused on the Permanent Rental Apartment Dwellers -)

  • This study was to develop the indicators for understanding social inclusion exclusion of the dwellers living in permanent rental apartment, and to present a important base about priority order of national housing policy for social inclusion. The ultimate purpose of this study was to provide basic information for the development of permanent rental apartment renewal techniques. The first phase of the study was to review of the social inclusion exclusion indicators mentioned in the literature. The indicators of EU (2001, 2006), KIHASA (2005), and Jehoel-Gijsbers & Brooman (2007), which were applied in many studies about social inclusion, or included various items about dwellers' subjective attitudes, were selected to construct the framework for the study. On the basis of 3 kinds of indicators at the above, the dimensions of social inclusion exclusion were categorized as material deprivation and access to social rights in an economicstructural exclusion view, and social participation and cultural normative accommodations in a socio-cultural exclusion view. And then, the domains of social inclusion exclusion were decided as follows: income, employment, education service, housing, health, family networks and social networks. The detail contents of indicators were adopted from the prior studies as many as possible, and the dwellers' subjective attitudes and housing domains were intensified with reference to UN housing rights and the study of "residents' satisfaction of housing facilities living in permanent rental housing". The developed indicators were modified through the advisory committee that consist of the specialists from the various fields of studies. The final indicators that were overlapped or not able to be measured were eliminated, and added, in a housing domain, the standards of convenient facilities, the management condition, safety, location, crime and etc. in the apartment complex, which were required to complement in the advisory committee.

주거지 환경친화성 평가 지표체계 개발 (Estimation Indicator System for the Environmentally Friendliness of Residential Areas)

  • Recently, Environmental friendliness and sustainability become the main concern of residential area planning. This paper deals with the estimation indicator system for environmentally friendliness of residential areas. An interview survey was carried out for resident groups by the type of housing. 'Environmentally friendly residential site' is defined as 'A site of sustainable development with low undesirable impact on environment, friendliness to natural environments such as green areas and waters, and amenity, health & hygiene of residents' Totally, nineteen individual indicators, six categories and three principles(Low Impact, High Contact, Amenity & Health) were proposed as estimation indicator system. Residents showed high importance on principle of 'amenity & health'. Individual indicators such as 'garbage segregated collection', 'secure green areas' and 'cleanness of water and air' showed high weighting value by each principles. Satisfaction level of residents for individual indicators, such as 'garbage segregated collection', 'common gardens', and 'cleanness of residential areas', were comparatively high. By the result of factor analysis, the proposed model for indicator system was valid.

SERVICE QUALITY EVALUATION INDICATORS FOR ASP-BASED PROJECT MANAGEMENT INFORMATION SYSTEM

  • It is very important for performance of information system that we make an effort to raise user's satisfaction by continuously grasping user's requirement by evaluation of PMIS based on ASP service quality and reflecting this to information system. However, It is lack that developments of suitable evaluation index of PMIS based on ASP service quality. Hereupon, In this study, we propose the evaluation indicators. First, The evaluation area is classified by form the foundation of D & M IS Success Model (2003); system quality, information quality, service quality. Second, The detail evaluation item which include considerations which are gotten through investigation of the construction industry and PMIS based on ASP is grouping by form the foundation SERVQUAL which is a service quality evaluation tool proposed PZB(1988). It is suitable to evaluate PMIS based on ASP service quality in construction industry and able to evaluate various aspects.

The Impact of Property Management Services on Tenants' Satisfaction with Industrial Buildings

  • In the current competitive marketplace of real estate business, tenant satisfaction measurement is one of the important indicators to monitor competitiveness in industrial property development. It has become an industry standard to measure tenant satisfaction, commonly called customer satisfaction. Customer satisfaction has become the widely used metric to manage customer loyalty (Keiningham, Gupta, Aksoy, & Buoye, 2014). The aim of this research is to determine the impact of property management services on tenants' satisfaction with the three identified variables i.e. facility management, perceived quality and lease management. Structural equation modeling (SEM) is applied to build constructs and test the hypotheses with the collected survey samples. Of the three variables, facility management is the most influential factor that leads to tenant satisfaction with industrial buildings. Next, perceived quality is another important factor that contributes to tenants' pleasure. Compared with these two, lease management fares worse, having the least extensive effect on tenant satisfaction, and could be disregarded. The ultimate impact of tenant satisfaction is about tenant retention and recommendation. The overall findings of this research will potentially help real estate developers to develop a better property management system, leasing program and tenant retention strategy.

산림유전자원보호구역의 관리효과성 평가 적용 (Management Effectiveness Evaluation(MEE) in Protected Areas for Forest Genetic Resources)

  • This study aims to assess MEE(management effectiveness evaluations) on PAs(protected areas) for forest genetic resources which play an important role in biodiversity conservation, and then to suggest better ways to manage PAs for forest genetic resources. This study applies same indicators of the MEE on PAs as the ones described in the prior study(Ryu et al. 2011). The indicators applied are composed of five elements, thirty-two indicators which all would be grouped into one element by each traits. Overall indicators belonging to the element of output and outcome are comparatively low. Especially the ones related to the change of biodiversity, degree of ecosystem health, variation of civil complaint and visitor satisfaction are ranked mostly low. The element of input shows the low rank on the number of staff and budget. The score of indicators related to the identification of the threats of PAs and local communities' supports turn out to be low in the element of Context. The element of process, however, has scored low on Staff management, Education/Awareness programs and Governance, while the law enforcement, management regulation and capacity to prevent forest disasters have made relatively high score. Meanwhile, all indicators in the element of planning have scored relatively high as compared to the indicators belonged to other elements. This study suggests to strengthen a few constructive proposals, such as facilitating efficient management framework for PAs, developing local community cooperation program, establishing survey, research and monitoring system, and registering PAs to the WDPA(World Database on Protected Areas) according to the IUCN categories.

지역사회가 가족관계만족에 미치는 영향 : 한국 가족행복종합지수를 중심으로 (The Impact of Community on Family Relations Satisfaction : Focusing on the Family Happiness Composite Index in Korea)

  • 이 연구는 가족관계와 지역사회 환경의 관계를 살피고, 가족을 둘러싼 지역 환경을 객관적으로 비교함으로써 지역의 가족친화성 제고방안을 제시하고자 한다. 이를 위해 가족관계 만족도에 영향을 주는 사회문화적, 경제적 차원의 영역을 검토하였으며, 특히 지역사회지표로 개발된 한국가족행복종합지수(이하, 종합지수)를 활용하여, 지역별 종합지수 변화 추이를 분석하였다. 이 연구에서 활용한 종합지수는 국가통계포털의 「e-지방지표」에서 공시한 지역사회지표를 활용하였으며, 이 변수들은 가족관계만족도와 연관된다. 이에 본 연구에서는 가족행복종합지수의 7개 영역(인구가족, 건강문화, 교육, 소득소비, 고용노동, 주거 교통, 환경 및 사회통합)을 비교하여 10년간 추이를 검토하였다. 연구결과, 2008년도부터 2018년도까지 종합지수의 전국 평균점수는 점점 상승하고 있었다. 전반적으로 가족관계만족도에 영향을 주는 지역사회환경 역시 개선되고 있다고 볼 수 있다. 상위레벨에 속한 지역은 전남, 강원, 충남, 전북, 경북으로 비수도권 및 농촌권역이었다. 하위레벨에 속한 지역은 서울, 부산, 대구, 인천, 광주로 모두 특광역시로 대도시권역이다. 전반적으로 하위레벨에 속한 지역들은 인구 밀집 및 과밀도에 비해 관련 물리적 인프라가 충분하지 않았으며 조금씩 개선하고 있었으나, 지역민의 욕구를 반영하고 삶의 질을 개선할 수 있을 만큼은 아니었다. 향후 가족관계의 질을 향상할 수 있는 각 지역별 맞춤형 정책 마련을 위해서 보다 정기적이고 보완된 지표 개발이 필요하다. 또한 사회적 재난으로 인한 사회경제적 위기가 각 영역별, 지역별 미친 영향과 향후 변화추이를 지속적으로 검토할 필요가 있음을 제언하였다.
