  • A railway is a complex system integrated with a lot of technical elements such as rolling stock, power, signal control, communications, tracks, stations, operation control systems, and so on. As a mass transportation system, a railway could contain potential risks that may result in a high death rate and property losses. Accordingly, Railroad Safety Technology R&D Corps. is adopting the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective project management methods with Systems Engineering techniques. To support that, we propose the more effectual management method of constructing the Railway Safety Test Facilities applying the model-based systems engineering tool to the research.

  • This study is to review and re-establish LH disaster response and safety management system of the construction site and rental apartment complex in order to make an effective response and minimize damage in the face of disaster. I suggest directions for the improvement of disaster management systems. To achieve this, I reviewed the existing disaster response organization and accept opinions of the operating department in order to constitute effective organization which respond quickly and efficiently in emergency, and assigned new roles and responsibilities at each organization. Furthermore, I setup and suggested response manuals for each possible disasters.

  • 그동안 관심을 모았던 국제적인 안전보건경영시스템(OSH-MS : Occupational Safety and Health management System)이 국제노동기구(ILO)에 의해 개발되어 발표 되었다. 지난 6우러 "국제노동기구의 안전보건경영시스템 지침(ILO Guidelines on Occupational Safety and Health Management Systems)"이란 제목으로 국제노동기구에서 공개했는데, 이것은 작년부터 국제 노동기구가 2001. 6울에 확정 지침을 발표하겠다고 밝힌 이후 나온 것으로써 지난 2우러 공개한 '안전보건경영체제에 대한 기술지침 초안' (Draft ILO Guidelines on Occupational Safety and Health Management Systems)을 4.19~27일 전문가 회의를 개최를 통해 수정 발표한 것이다. 따라서 이번 호에서는 지난 2월 공개된 초안과 6월에 확정된 지침을 비교하면서 확정지침의 내용을 소개 한다.

  • The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behavior that determine the commitment, the style and proficiency, and an organization's health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.

An Investigation on the Recognition of Biosafety Regulation Systems for the Living Modified Organism (유전자변형생물체 안전관리제도 인식조사)

  • BACKGROUND: The present study is an exploratory research to establish national biosafety regulation systems through a survey on the recognition of safety regulation systems for the living modified organism(LMO). METHODS AND RESULTS: We have conducted a survey on an awareness of LMO safety regulation systems in scientific working groups. The data of 235 respondents were analyzed using various statistical methods. As a result, 72.8% of the respondents were male; 27.2% were female, and 43.4% of them work in the university. A total of 33.2% of the respondents majored in general biology, and their most common job position was the laboratory safety manager. The difference of an awareness on LMO law and regulatory system was not statistically significant by either work places or job positions. CONCLUSION: For the rapid settlement and the efficient implementation of LMO safety management policy, we conclude that it is required to reduce the gap between the recognition and fulfillment of safety management. Furthermore, the mutual exchanges of information among researchers are needed with the settlement of the safety management system and the harmony of policy with improvement of the absurd regulations. The ongoing and specialized training, inspections, and the strengthening of public relations are also required along with the efforts to improve the absurd regulations.

On Improving the Electrical Safety Systems based on the Systems Engineering Method (시스템 공학 기법에 의한 전기안전시스템 체계 개선에 관한 연구)

  • In this paper we discuss the problems related with the existing electrical safety system that is influenced by all the socio-technical factors including the electrical safety law, government organizations, and their practicing rules and regulations. Sometimes intangible practices also affect the safety issues. It is our intention to incorporate all those factors effectively and systematically in improving the electrical safety system. Since, the problem in nature is so complex, an approach based on the systems engineering (SE) method could be a good candidate. Specifically, as a first step of the SE process we performed the requirements analysis of all the factors mentioned above and some recommendations from the experts in the field. In the work environment utilizing a computer-aided SE tool, the requirements are verified and managed efficiently although the data base is complicated in general in tracking the changes. Next, by analyzing the verified requirements, a functional architecture is developed to achieve an improved electrical safety system. We also did the reverse engineering of the existing electrical safety system to explore potential problems there. The result can also help improve the existing one. Overall, a systematic approach to constructing electrical safety system based on SE is proposed for the first time in this paper. Note that the method described here can be adopted in the study of other safety systems.

  • Modern systems development becomes more and more complicated due to the need on the ever-increasing capability of the systems. In addition to the complexity issue, safety concern is also increasing since the malfunctions of the systems under development may result in the accidents in both the test and evaluation phase and the operation phase. Those accidents can cause disastrous damages if explosiveness gets involved therein such as in weapon systems development. The subject of this paper is on how to incorporate safety requirements in the design of safety-critical systems. As an approach, a useful system structure using the method of design structure matrix (DSM) is studied while reflecting the need on systems safety. Specifically, the effects of system components failure are analyzed and numerically modeled first. Also, the system components are identified and their interfaces are represented using a component DSM. Combining the results of the failure analysis and the component DSM leads to a modified DSM. By rearranging the resultant DSM, a modular structure is derived with safety requirements incorporated. As a case study, application of the approach is also discussed in the development of a military UAV plane.

As a mass transportation system, a railway could contain potential risks that may result in a high death rate and property losses. Accordingly, Railroad Safety Technology R&D Corps. is adopting the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective project management methods with Systems Engineering techniques. Recently, various systems engineering tools such as CORE or Cradle are applied to manage the system requirements and the project management process in the part of the aerospace engineering and automobile engineering so on. The railway industry also makes an effort to develop an efficient management skills using systems engineering tools as the railway system is multi-disciplinary. Therefore, we propose the more effectual management method of constructing the Railway Safety Test Facilities applying the systems engineering tool to the research.
