A Study on the Influence of Consumer Type on the Choice of Next-Generation Eco-Friendly Vehicle and Consumer Purchase Intention - Comparative Study on Japan and Korea - (소비자 유형이 차세대 친환경자동차선택속성과 소비자 구매의도에 미치는 영향에 관한 연구 - 한국 일본 비교연구 -)

  • In recent years, the development and market participation of major makers of next-generation eco-green vehicles has been accelerating. Consumer interest has also increased. Consumer characteristics, consumption type, characteristics of next-generation eco-friendly vehicles, and government policies on next eco-green vehicles. The results of this study are as follows. In Korea, there was no significant difference by gender, age, monthly average income, and consumer type. However, there was no significant difference in purchase intention by gender, age, and monthly income, Respectively. In the case of Japan, there was no significant difference by gender, age, monthly income, and consumer type. In Korea, on the other hand, images such as brand, color, and design have positive effects on eco-friendly vehicles. In the case of Japan, image and stability have a positive effect on consumers' purchasing behavior. Therefore, it is important for Japanese consumers to consider not only the image of purchasing an eco-friendly vehicles, but also the safety of the vehicles body, appear. In the case of Korea, the socio-environmental value-seeking type has a significant relationship with the purchasing intention. In the case of socio-environmental value-seeking type, the government's support policy such as carbon dioxide tax, direct support from the national or local governments, gasoline tax, Carbon tax and fuel related tax relief showed positive effects. In the case of Japan, the price-seeking type and the socio-environmental value-seeking type were found to have a significant relationship with the purchasing intention. Both the price-seeking type and the socio-environmental value-seeking type showed that the carbon dioxide tax, Direct support, gasoline tax, gasoline tax, and carbon tax, etc. have positive effects.

International Monetary System Reform and the G20 (국제통화제도의 개혁과 G20)

  • The recent global financial crisis has been the outcome of, among other things, the mismatch between institutions and the reality of the market in the current global financial system. The International financial institutions (IFIs) that were designed more than 60 years ago can no longer effectively meet the challenges posed by the current global economy. While the global financial market has become integrated like a single market, there is no international lender of last resort or global regulatory body. There also has been a rapid shift in the weight of economic power. The share of the Group of 7 (G7) countries in global gross domestic product (GDP) fell and the share of emerging market economies increased rapidly. Therefore, the tasks facing us today are: (i) to reform the IFIs -mandate, resources, management, and governance structure; (ii) to reform the system such as the international monetary system (IMS), and regulatory framework of the global financial system; and (iii) to reform global economic governance. The main focus of this paper will be the IMS reform and the role of the Group of Twenty (G20) summit meetings. The current IMS problems can be summarized as follows. First, the demand for foreign reserve accumulation has been increasing despite the movement from fixed exchange rate regimes to floating rate regimes some 40 years ago. Second, this increasing demand for foreign reserves has been concentrated in US dollar assets, especially public securities. Third, as the IMS relies too heavily on the supply of currency issued by a center country (the US), it gives an exorbitant privilege to this country, which can issue Treasury bills at the lowest possible interest rate in the international capital market. Fourth, as a related problem, the global financial system depends too heavily on the center country's ability to maintain the stability of the value of its currency and strength of its own financial system. Fifth, international capital flows have been distorted in the current IMS, from EMEs and developing countries where the productivity of capital investment is higher, to advanced economies, especially the US, where the return to capital investment is lower. Given these problems, there have been various proposals to reform the current IMS. They can be grouped into two: demand-side and supply-side reform. The key in the former is how to reduce the widespread strong demand for foreign reserve holdings among EMEs. There have been several proposals to reduce the self-insurance motivation. They include third-party insurance and the expansion of the opportunity to borrow from a global and regional reserve pool, or access to global lender of last resort (or something similar). However, the first option would be too costly. That leads us to the second option - building a stronger globalfinancial safety net. Discussions on supply-side reform of the IMS focus on how to diversify the supply of international reserve currency. The proposals include moving to a multiple currency system; increased allocation and wider use of special drawing rights (SDR); and creating a new global reserve currency. A key question is whether diversification should be encouraged among suitable existing currencies, or if it should be sought more with global reserve assets, acting as a complement or even substitute to existing ones. Each proposal has its pros and cons; they also face trade-offs between desirability and political feasibility. The transition would require close collaboration among the major players. This should include efforts at the least to strengthen policy coordination and collaboration among the major economies, and to reform the IMF to make it a more effective institution for bilateral and multilateral surveillance and as an international lender of last resort. The success on both fronts depends heavily on global economic governance reform and the role of the G20. The challenge is how to make the G20 effective. Without institutional innovations within the G20, there is a high risk that its summits will follow the path of previous summit meetings, such as G7/G8.

A Survey on the Consumer's Recognition of Food Labeling in Seoul Area (서울지역 소비자들의 식품표시에 대한 인식도 조사)

  • This study investigated consumer's recognition of food labeling in order to contribute to the development of food labels which are more informative to consumers. The questionnaires had been collected from 120 male and female customers living in Seoul with the age between 10's and 60's from November 2nd to November 7th 2009. For checking the food label at the time of purchase, 58.3% of the consumers checked the food label and the main reason for checking the food label was to confirm sell-by date (60.1%). Sixty percent of the consumers were satisfied with the current food labeling. Among those who are not satisfied, 30.6% complained about difficult terms to understand and 25.8% were dissatisfied with insufficient information. In every age group, most people were not satisfied with labeling on food ingredient and additives, followed by date of manufacture and sell-by date. 53.1% of consumers demanded to label date of manufacture and sell-by date together. For more clear information, consumers wanted use-by date (47.5%) rather than sell-by date (23.3%). 56.7% of consumers was dissatisfied with warning information such as allergic warning and the reasons for dissatisfaction were poor visibility (37.5%) and insufficient information (33.4%). Moreover most consumers (90.0%) showed little knowledge on irradiation. To improve of the food labeling standards into consumer-oriented standards, both amendment of the food labeling standards and consumer education will be necessary.

  • The term "accident" in the Warsaw Convention of 1929 and the Montreal Convention of 1999, which govern carrier liability in international air transport, is an important criterion for determining carrier liability. However, because there is no explicit definition of the term in the treaty provisions, the term is largely subjected to the judgment and interpretation of the courts. Although there have been numerous changes in purpose and circumstance in the transition from the Warsaw regime to the conclusion of the Montreal Convention, there was no discussion on the concept of "accident" therefore, even after the adoption of the Montreal Convention, there is no doubt that the term is to be interpreted in the same manner as before. On this point, the United States Supreme Court's Air France v. Saks clarified the concept of "accident" and is still cited as an important precedent. Recently, the CJEU, in GN v. ZU, presented a new concept of "accident" introduced in the Montreal Convention: that "reference must be made to the ordinary meaning" in interpreting "accident" and that the term "covers all situations occurring on aboard an aircraft." Furthermore, the CJEU ruled that the term does not include the applicability of "hazards typically associated with aviation," which was controversial in previous cases. Such an interpretation can be reasonably seen as the court's expansion of the concept of "accident," with a focus on "protecting consumer interests," a core tenet of both the Montreal convention and the European Union Regulations(EC: No 889/2002). The CJEU's independent interpretation of "accident" is a departure from the Warsaw Convention and the Saks case, with their focus on "carrier protection," and instead focuses on the "passenger protection" standard of the Montreal Convention. Consequently, this expands both the court's discretion and the carrier's risk management liability. Such an interpretation by the CJEU can be said to be in line with the purpose of the Montreal Convention in terms of "passenger protection." However, there are problems to be considered in tandem with an expanded interpretation of "accident." First, there may be controversy concerning "balance" in that it focused on "passenger protection" in relation to the "equitable balance of interests" between air carriers and passengers, which is the basic purpose of the agreement. Second, huge losses are expected as many airlines fly to countries within the European Union. Third, there is now a gap in the interpretation of "accident" in Europe and the United States, which raises a question on the "unity of rules," another basic tenet of the Convention. Fourth, this interpretation of "accident" by the CJEU raises questions regarding its scope of application, as it only refers to the "hazards typically associated with aviation" and "situations occurring aboard an aircraft." In this case, the CJEU newly proposed a novel criterion for the interpretation of "accident" under the Montreal Convention. As this presents food for thought on the interpretation of "accident," it is necessary to pay close attention to any changes in court rulings in the future. In addition, it suggests that active measures be taken for passenger safety by recognizing air carriers' unlimited liability and conducting systematic reforms.

A Study on the Necessity of Verification and Certification System of Inspection and Diagnostic Equipment for Infrastructure using Advanced Technologies (첨단 시설물 점검 및 진단장비 검·인증제도 도입 필요성에 대한 연구)

  • Purpose: While it is very important to maintain facilities recently, the introduction and its application of high technology in the facility maintenance industry has increased. It is necessary for high technology to secure reliability through the verification and certification system of diagnostic equipment to have an effective impact in the field, but there is difference between the industry's perspective and realistic level of technology apart from social demand for the system of the system. This paper dealt with the introduction of a verification and certification system for rational facility diagnostic equipment with the opinion survey on managers about the current situation. Method: Survey is carried out targeting managers in the maintenance and construction regarding the necessity and urgency of introducing a verification and certification system to promote the introduction and its application of high technology of diagnostic equipment and facility inspection. Also, the introduction to a verification and certification system was reviewed for advanced facility diagnostic equipment through foreign research about similar systems and comparative analysis of similar systems related to the certification of 21 domestic equipment. Result: It showed that, regarding the application of high technology, it is necessary for most managers to introduce high technology such as drones, robots, etc., in the maintenance industry, and when high technology is introduced, it will have a considerable effect in the field. On the other hand, the current technology level in Korea is relatively low, so it turned out to take a certain amount of time for the application of technology. Also, it was found that the management of reliable facility diagnostic equipment will be possible through the introduction of the verification and certification system for facility diagnosis equipment. Meanwhile, the survey is conducted on similar systems about foreign and domestic diagnosis and measuring equipment, etc., but there is no system to verify and certify equipment applied with high technology directly to facility diagnosis maintenance. However, because Japan has a system of verifying the performance of diagnostic equipment and South Korea has 21 similar inspection and diagnostic equipment certification systems among 186 certification systems, it is considered to be possible to design systems which utilize them. Conclusion: According to the managers' opinion, it seems that the introduction of the system supporting the application of 4th industrial technology for the equipment and the use of the equipment with high reliability has sufficient validity. However, because our high technology level is undervalued compared to the urgency, the system for checking high technology facilities and certifying diagnostic equipment should be to be implemented in form of escalation considering technical use and verification level. Apart from the introduction of the verification and certification system, it is necessary for special investment, support and efforts to promote advanced facility diagnostic equipment.

Reset of Cultivation Zones of Green Manure Crops under Paddy Field in South Korea: Focused on Minimum Temperature and Drainage Class (국내 주요 녹비작물 논재배 적지 재설정: 1월 평균 최저기온 및 배수등급을 기준으로)

  • Stable production of green manure crop is one of the critical factor for successful implementation of environmental-friendly agriculture in South Korea. Most green manure crops including hairy vetch cultivated in South Korea must be passed cold winter season. This study was conducted to establishment of cultivation zones on green manure crops under paddy field in South Korea using on minimum temperature and drainage class. In order to build the spatial distribution map, hairy vetch, triticale, barley, rye, and clover as green manure crop were selected and mean of daily minimum temperature and drainage class in paddy field were considered as limiting factor for stable growth of green manure crop. And cultivation zone on green manure crops was divided into two categories; 'Availability area' and 'Safety area'. Low limit temperature on green manure crops in this study was the following. Temperature on 'Availability area' was $-10^{\circ}C$, $-8^{\circ}C$, $-6^{\circ}C$, and $-20^{\circ}C$ for hairy vetch (including triticale), barley, clover, and rye respectively. And temperature on 'Safety area' was lower $-2^{\circ}C$ compared to that of 'Availability area' exception rye which was the same degree. Rye was expected to safely cultivated the almost whole paddy field (99.71%) of South Korea. 'Safety area' among the whole paddy field for hairy vetch, barley, and clover were 86.58, 53.06, and 15.76% respectively. The spatial distribution map of green manure crops reestablished in this study could be used the policy and agricultural management for environmental-friendly agriculture using green manure crops in South Korea.

A Comparison Study of Cost Components to Estimate the Economic Loss from Foodborne Disease in Foreign Countries (국외 식중독으로 인한 손실비용 추정을 위한 항목 비교 연구)

  • Foodborne outbreaks frequently occur worldwide and result in huge economic losses. It is the therefore important to estimate the costs associated with foodborne diseases to minimize the economic damage. At the same time, it is difficult to accurately estimate the economic loss from foodborne disease due to a wide variety of cost components. In Korea, there are a limited number of analytical studies attempting to estimate such costs. In this study we investigated the components of economic cost used in foreign countries to better estimate the cost of foodborne disease in Korea. Seven recent studies investigated the cost components used to estimate the cost of foodborne disease in humans. This study categorized the economic loss into four types of cost: direct costs, indirect costs, food business costs, and government administration costs. The healthcare costs most often included were medical (outpatient) and hospital costs (inpatient). However, these cost components should be selected according to the systems and budgets of medical services by country. For non-healthcare costs, several other studies considered transportation costs to the hospital as an exception to the cost of inpatient care. So, further discussion is needed on whether to consider inpatient care costs. Among the indirect costs, premature mortality, lost productivity, lost leisure time, and lost quality of life/pain, grief and suffering costs were considered, but the opportunity costs for hospital visits were not considered in any of the above studies. As with healthcare costs, government administration costs should also be considered appropriate cost components due to the difference in government budget systems, for example. Our findings will provide fundamental information for economic analysis associated with foodborne diseases to improve food safety policy in Korea.

Development of the Deterioration Models for the Port Structures by the Multiple Regression Analysis and Markov Chain (다중 회귀분석 및 Markov Chain을 통한 항만시설물의 상태열화모델 개발)

  • In light of the significant increase in the quantities of goods transported and the development of the shipping industry, the frequency of usage of port structures has increased; yet, the government's budget for the shipping & port of SOC has been reduced. Port structures require systematically effective maintenance and management trends that address their growing frequency of usage. In order to construct a productive maintenance system, it is essential to develop deterioration models of port structures that consider various characteristics, such as location, type, use, constructed level, and state of maintenance. Processes for developing such deterioration models include examining factors that cause the structures to deteriorate, collecting data on deteriorating structures, and deciding methods of estimation. The techniques used for developing the deterioration models are multiple regression analysis and Markov chain theory. Multiple regression analysis can reflect changes over time and Markov chain theory can apply status changes based on a probabilistic method. Along with these processes, the deterioration models of open-type and gravity-type wharfs were suggested.

Investigation of Factors Contributing to Childhood Soft-Tissue Injuries in the Face (소아의 안면 연부조직 손상에 관한 연구)

  • The purpose of this study was to retrospectively investigate the contributing factors in facial soft tissue injuries among children. A record-based analysis was carried out on 126 patients with facial lacerations who visited I hospital in the dept of plastic surgery from April 2010 to May 2011. Through all age group showed a significant difference in incidence rate for male and female.(p<.05). Overall, 49% of injuries occurred outdoors and the most frequent cause of injury was slip-down (42%), followed by being struck (40%). In general, the frequency of injuries peaked summer(30.2%) and increased between 12pm and 4pm. 105 patients (83.3%) arrived at the emergency room within an hour. The forehead(26%) was the most commonly injured area. The depth of soft tissue injuries was mostly subcutaneous(54%), and 1~2cm was the length of injury with the highest incidence(46%). Most children (40%) needed local anesthesia and only 4 children (1.53%) suffered associated fractures. Facial injuries require special attention because of their potential threat in inducing permanent scar or disfigurement. For the safety of children, the preventive measures to reduce facial soft tissue injuries must be improved.

A Framework to Develop Safe and Reliable SaaS Certification Systems (안전하고 신뢰할 수 있는 SaaS(Software as a Service) 인증제도 개발을 위한 프레임워크)

  • The recent appearance and evolution of cloud service including IaaS(Infrastructure as a Service), PaaS(Platform as a Service) and SaaS(Software as a Service) is potentially one of the major advances in information and communication technology. While a lot of studies are currently taking place in the technology itself, there is an equally urgent need for understanding and researching the business-related issues surrounding cloud service. As more and more individuals and companies use the cloud service, their concerns are beginning to grow about just how safe and reliable an environment it is. This paper focus on SaaS as an one of the important cloud service. For successful implementation of SaaS service, it is necessary to establish the certification systems to ensure safety and reliability of SaaS. This paper provides the safe and reliable framework for systematic SaaS certification systems. In order to develop it, the critical issues related to service quality and certification of SaaS service are identified and the systematic framework for certification systems of SaaS service and service provider domains are developed. An evaluation methodology for the developed certification systems is also proposed.
