An Analysis of Domestic Research Trends in Safety Culture Level Scale (안전문화 수준 척도의 국내 연구동향 분석)

  • With the implementation of the "Critical Disaster Punishment Act" in 2022, the safety and health management system within the organization is being established and awareness of the importance of safety culture is spreading. Measuring the level of safety culture in an organization can grasp the perception and attitude of members about safety. You can also identify the safety-related problems and improvements of the organization. In this study, prior studies on the safety culture level scale were considered, focusing on domestic literature studied from 2001 to 2021. Domestic literature was analyzed by research period, research field, author, core terms, and constituent factors of scale. The implications of the research trend analysis results of the safety culture level scale were derived.

A Comparative Study on the Safety Management Level of Construction Companies (건설회사의 안전관리수준에 관한 비교연구)

  • In order to prepare effective safety management program, the evaluation of safety management level must be implemented. But research efforts on the safety management in Korea are limited to evaluate large construction companies. This study is initiated with the purpose of understanding safety management system in medium- and small-sized construction companies. The study performed questionnaire survey with 54 large companies, 46 medium- and small-sized ones. Employing 'Management Safety Health Index' of Maekyung Economic Institute, 34 questionnaire items were chosen by 9 associated experts. Based on the questionnaire survey, analyses were performed to compare safety management level between large companies as well as medium- and small-sized ones.

Improvement Index and Characteristic for the Safety Management Level of Domestic Construction Companies (국내 건설회사의 안전관리수준 향상지수 및 특성 분석)

  • In order to present basic data for the balancing improvement of safety management level in domestic construction companies the improvement index and characteristic of safety management level are offered by comparing the year 2006's safety level with the year 2001's one. The companies under concern are classified into 51 large scale companies and 61 middle and small scale ones. The safety management level of both head office and construction sites is improved for all companies without regard to the scale. Specially, the improvement index of middle and small scale companies shows the higher rate than large ones and head office higher than construction sites.

  • This study was conducted to analyze the degree and characteristics of the improvement of the safety management level of mid-sized construction companies by identifying the current safety management level for domestic mid-sized construction companies and comparing it with the past safety management level. As a result of the study, the current safety management level of domestic mid-sized construction companies by group has improved more than in the past, compared to group 2 and group 1. The current level of safety management is relatively good, with the first and second groups almost similar, and the level of safety management at the headquarters and the site is also similar. Each group of mid-sized construction companies in Korea analyzed measures to improve the safety management level, and proposed measures to improve the safety management level of mid-sized construction companies in Korea.

  • Especially because of the distinctiveness that new experiments and research provoke coexistence of various risk factors, the researchers in university laboratory are being exposed to incidents that are difficult to predict. Due to the fact that the numbers of accidents that occur at the university laboratory are increasing, the necessity for laboratory safety management is on the rise. Most laboratory accidents are caused by the ability that can detect risk factors such as unsafe behavior or unsafe condition but is not working perfectly. In order to prevent researchers in advance from unsafe behavior or unsafe condition, effective safety education, systematic safety management, safe research environment, continuous safety check and proper measures after accident are the most important factors. In this study, survey was conducted in university laboratory to identify the factors that affect on safety management and to measure the safety management level. As a result, effective measures are proposed for the improvement of the safety management level.

An Empirical Study on the Level of Ship Safety Management in View of Seamen's Safety Activity (선원의 안전활동측면에서 본 선박의 안전관리 수준에 관한 실증연구)

  • In this study, the writer embodies factors influencing on ship safety management by an empirical survey. In the empirical survey, the writer used a questionnaire. 1, 271 proper data was obtained from 4, 240 Korean seamen working in 152 domestic and 60 foreign merchant ships. Reliability was tested by Cronbach's Alpha and a conceptual validity by Factor Analysis. Hypotheses established in this study were tested by Correlation and Multiple Regression Analysis. Results of analysis are as follows: Firstly, three levels(i.e. planning, doing, and evaluation) of safety management and satisfaction level of shipboard life correlate significantly with level of ship safety management and between them(P<0.05) Secondly, satisfaction level of shipboard life, evaluation and planning levels of safety management influence significantly on level of ship safety management(P<0.05).

  • The government operates autonomous safety management activities in the regulated safety management in order to prevent industrial accidents. On the other side, companies are promoting safety management in the workplace, such as improving the safety level of the safety system, but the major reason for the accidents is safety ignorance in the event of big accidents. This study aims to improve the safety culture level by analyzing the difference in safety culture among six workplace sites in the manufacture of food products and drawing the improvement point. The main result is as follows. In order to enhance the safety level of the safety system, it is necessary to minimize the number of systems to be implemented, and to strengthen the small safety management activities that workers participate directly in the workforce, and the incentive policy for the promotion of the safety management activities should be coordinated by each group. Due to the high proportion of female workers, the proportion of female workers should be encouraged to actively participate in the safety of women, thereby improving safety culture levels and improving safety awareness through customized safety education. By learning work procedures through theory and practice, the level of safety culture should be increased. Employees voluntary safety participation activities should increase the level of mutual safety culture. Depending on spontaneous safety participation activities, one should promote safety culture enhancement activities by enhancing the safety level of the safety culture and enhance safety culture through safety awareness, and promote safety culture and procedures for improving safety culture.

Effect of Occupational Safety and Health-related Communication in Manufacturing Industry on Safety and Health Management Level - The Number of Supervisors as Mediating Factor - (제조업의 산업안전보건 관련 의사소통이 안전보건경영 수준에 미치는 영향 - 관리감독자 인원의 매개효과를 중심으로 -)

  • Objectives: The purpose of this study is to identify the general characteristics of manufacturing workplaces and the characteristics of safety and health organizations, and to determine the impact of safety and health-related communication within these organizations mediated by supervisory safety and health management personnel. Methods: This study is based on the Korea Occupational Safety and Health Agency's 2018 Occupational Safety and Health data targeting 1,486 manufacturing sites. Data were analyzed using descriptive statistics, t-test and ANOVA, and mediator variable regression analysis using SPSS 25.0. Results: The average score on communication levels related to safety and health was 11.20 out of 15. The average score of the safety and health management level was 31.04 out of 40. As a result of mediation regression analysis, it was found that safety and health-related communication had an effect on the safety and health management level (𝛽=0.434), and the number of safety and health supervisors was found to mediate the effect of this variable (𝛽=0.069). Conclusions: The level of safety and health-related communication affects the level of health and safety management, and the number of supervisors mediates this influence. Therefore, the role of the supervisor is important in safety and health communication. It is expected that the level of safety and health management can be improved through management and supervisors.

Development of Evaluation Indicators for a Children's Dietary Life Safety Index in Korea (한국 어린이 식생활 안전지수의 평가 지표 개발)

  • This study was performed to develop a children's dietary life safety index required by the Special Act on Safety Management of Children's Dietary Life enacted in 2009. An analytical hierarchy process was used to obtain initial weights of dietary life safety evaluation indicators. The Delphi method was applied to develop the weights along with 98 food and nutrition professionals. Three representative policy indicators, nine strategy indicators, 11 main evaluation indicators, and 20 detailed evaluation indicators were selected for the children's dietary life safety assessment. Three policy indicators and nine strategy indicators were the following: children's food safety indicator (support level of children' safety, safety management level of children's favorite foods, and safety management level of institutional food service), children's nutrition safety indicator (management level of missing meals and obesity, nutrition management level of children's favorite foods, and nutrition management level of institutional food service), and children's perception and practice level indicator ("Dietary Life Law" perception level, perception, and practice level for dietary life safety management, perception, and practice level for nutrition management). Weights of 40%, 40%, and 20% were given for the three representative policy indicators. The relative importance of nine strategic indicators, which were determined by the Delphi method is as follows: For children’s food safety, support level of children's safety, safety management level of children's favorite foods, and safety management level of institutional food service were given weights of 12%, 9%, and 19%, respectively. For children's nutrition safety, the missing meals and obesity management level, nutrition management level of children's favorite foods, and the nutrition management level of institutional food service were given weights of 13%, 11%, and 16%, respectively. The "Dietary Life Law" perception level, perception and practice level of dietary life safety management, and perception and practice level of nutrition management were given weights of 4%, 7%, and 9%, respectively.
