The purpose of this paper is to derive priorities and implications for the organic resource conservation policy in the livestock sector. We conducted a survey on the importance-performance of the organic waste resource reclamation of livestock sector using a 5-point Likert scale. The importance average for the resource recycling of livestock organic waste was 3.63 and the average of performance was 3.04. As a result of the IPA on livestock manure recycling measures, it is necessary to improve feed quality, establish a local recycling system, increase demand for compost and liquid, enhance customer linkages, and develop cost reduction technologies. It requires intensive support for promoting the spread of odor reduction technologies and integrated management of biomass. It is necessary to introduce mid- and long-term measures such as the revival of feed in tariff, promote by-product feeding, establish solid fuel process management standards, create hygiene safety standards, develop eco-beads and promotion of feed conversion. It is required to strengthen support for the development of odor reduction technologies and prepare consultative organizations among related departments, develop eco-friendly solid fuel technology, and support policies for renewable energy certification.

Risk management is essential for preventing accidents arising from uncertainties in TBM tunnel projects, especially concerning managing the risk of TBM tunnel collapse, which can cause extensive damage from the tunnel face to the ground surface. In addition, prioritizing risks is necessary to allocate resources efficiently within time and cost constraints. Therefore, this study aimed to establish a TBM risk database through case studies of TBM accidents and determine a risk priority for TBM tunnel collapse using the Bayes theorem. The database consisted of 87 cases, dealing with three accidents and five geological sources. Applying the Bayes theorem to the database, it was found that fault zones and weak ground significantly increased the probability of tunnel collapse, while the other sources showed low correlations with collapse. Therefore, the risk priority for TBM tunnel collapse, considering geological sources, is as follows: 1) Fault zone, 2) Weak ground, 3) Mixed ground, 4) High in-situ stress, and 5) Expansive ground. In practice, the derived risk priority can serve as a valuable reference for risk management, enhancing the safety and efficiency of TBM construction. It provides guidance for developing appropriate countermeasure plans and allocating resources effectively to mitigate the risk of TBM tunnel collapse.

Coastal topographic information is crucial in coastal management, but point measurment based approeaches, which are labor intensive, are generally applied to land and underwater, separately. This study introduces an efficient method enabling land and undetwater surveys using an unmanned aerial vehicle (UAV). This method involves applying two different algorithms to measure the topography on land and water depth, respectively, using UAV imagery and merge them to reconstruct whole coastal digital elevation model. Acquisition of the landside terrain is achieved using the Structure-from-Motion Multi-View Stereo technique with spatial scan imagery. Independently, underwater bathymetry is retrieved by employing a depth inversion technique with a drone-acquired wave field video. After merging the two digital elevation models into a local coordinate, interpolation is performed for areas where terrain measurement is not feasible, ultimately obtaining a continuous nearshore terrain. We applied the proposed survey technique to Jangsa Beach, South Korea, and verified that detailed terrain characteristics, such as berm, can be measured. The proposed UAV-based survey method has significant efficiency in terms of time, cost, and safety compared to existing methods.
The ozone has the oxidizing power which is powerful the fluorine and the antimicrobial spectrum of wide scope. Researches were carried out to use the merits that ozone has in various fields including the food industry, and many studies are also conducted nowadays for more efficient use of ozone. The ozone was permitted legally as a food additive and was practically used in the United States, Australia, Japanese etc. In November 2007, ozone water was permitted as a food additive in Korea and the interest in the use of ozone water has been on the rise in the Korea's food industry. As a olisinfectant method, ozone has many advantages. The maintenance and management expenses of ozone are lower than the installation cost at early stages and no by-products are generated after use it compared to others. Recently the demand of ozone as a olisinfectant method is increasing drastically. Although ozone water is popularly used to sterilize raw foods like fruits, vegetables and meats, the cases are still limited and were verified by the survey results. However, the use of ozone water is gradually being increased and is focused on food services. Ozone water refers to a state where ozone is dissolved into water to more conveniently use ozone. Accordingly, ozone water should be managed in regards with the amount and time of water-dissolved ozone, and the control of discharged ozone concentration is required for safe use of ozone water. The items to control mentioned above are directly related to the performance of the devices, and therefore, it is required to newly establish the performance criteria of ozone water manufacturing devices.

In order to increase the production efficiency of the ship and shorten the production cycle, it is important to evaluate the accuracy of the ship components efficiently during the drying cycle. The accuracy control of the block is important for shortening the ship process, reducing the cost, and improving the accuracy of the ship. Some systems have been developed and used mainly in large shipyards, but in some cases, they are measured and managed using conventional measuring instruments such as tape measure and beam, optical instruments as optical equipment, In order to perform accuracy control, these tools and equipment as well as equipment for recording measurement data and paper drawings for measuring the measurement position are inevitably combined. The measured results are managed by the accuracy control system through manual input or recording device. In this case, the measurement result is influenced by the work environment and the skill level of the worker. Also, in the measurement result management side, there are a human error about the lack of the measurement result creation, the lack of the management sheet management, And costs are lost in terms of efficiency due to consumption. The purpose of this study is to improve the working environment in the existing accuracy management process by using the augmented reality technology to visualize the measurement information on the actual block and to obtain the measurement information And a smart management system based on augmented reality that can effectively manage the accuracy management data through interworking with measurement equipment. We confirmed the applicability of the proposed system to the accuracy control through the prototype implementation.

Urban parks are important spaces of ecological and socio-cultural value to citizens who lead busy lives in increasingly complex and densely populated megalopolises. However, creating and maintaining city parks takes the will of the authorities to put it into practice and provide the attendant financial resources. That explains why we are focused on the budget aspects for the Seoul Metropolitan City in relation to creating park spaces. Our findings were as follows: 1) The overall city budget has steadily increased, but the budget allocated to Green Seoul Bureau and new park development has decreased since 2011. 2) As for elected officials, the budget grew during the time of the first, third, and fourth mayors as the creation of parks was considered to be a major priority, but after the sixth popularly elected mayor, the budget was sharply cut. 3) About 10% of the budget was allocated to the parks managed by the self-governing districts, compared to the ones under the direct management of the city. Furthermore, the analysis of the average annual budget for each park and how long (in terms of year) the budget for each park is invested showed that it was classified into three different types of category. Local governments adhere to the principle that their budget must be compiled and expended for a single year, which makes it hard to establish and push ahead with a long-term plan. However, as parks and green areas should not be approached from a short-term perspective for performance but from a long-term perspective, securing the consistent amount of budget is essential. This study has significance in that it attempted to analyze the budget issues related to parks, which has not been studied in depth so far, but the subject in this paper was limited to the budget for Green Seoul Bureau. Therefore, further research is needed because the parks managed by the self-governing districts were not considered.
The Assembly plenary session on December 3, 2017 passed a Product Liability Amendment bill that introduced clauses concerning consumer burden of proof and punitive damage reimbursement. More specifically, these newly approved provisions will reduce the burden of proof placed on consumers and levy triple punitive damage on suppliers. Significant increases in the number of product-liability lawsuit and the number of related insurance contracts are expected. Since military aircraft are designed for operational purpose(seeking greater combat effectiveness over greater safety) and used in high-risk environment, it is practically impossible to obtain an affordable product-liability insurance, Without having any backup plan, military aircraft manufacturers directly face all sort of liability risks under Product Liability Act, Warrant Liability Act and Non-Performance of Contract Act. The U.S. experienced similar problems when they first implemented their product-liability law in 1970s. There had been a big dispute among legal practitioner, insurance professionals and scholars concerning military aircraft manufacturer's liability. In order to settle the issue, the U.S. Supreme Court has established a new precedent of Government Contractor Defense(GCD). The U.S. government also included an indemnity clause for military aircraft manufacturers in their FMS Contract with the Korean government. Likewise, Korean military aircraft manufacturers should 1) clearly understand their current position that they cannot afford expensive product-liability insurance and the cost is not accounted in the military procurement calculation, 2) estimate potential liability risks with the ongoing overseas export expansion in mind, 3) set up appropriate risk management measures through regulatory reform and policy development.

Canola is a crop globally used for production of oil and biofuel. Cultivation area and import volume of living modified (LM) canola have been increasing every year. As canola import dependence has reached 100% in Korea, efforts have been made for safety management of LM canola and ecological risk assessment. We developed a set of multiplex PCR method for simultaneous detection of 5 LM canola events (Topas 19/2, Rf3, Ms8, RT73 and T45) approved in Korea. The multiplex PCR assay developed allows amplification of estimated products of 5 LM canolas from event specific primer sets. Primer extension time was skipped for a time-consuming process and two annealing steps (20 cycles at $55^{\circ}C$ and 20 cycles at $60^{\circ}C$) were performed for yielding the best result which was sufficient to distinguish five LM canolas. Our results suggest that multiplex PCR method provides a cost and time-effective approach for LM canola detection.
These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.
Korea's agricultural reservoir is one of the country's major infrastructures and plays an important role in people's lives. However, aging reservoirs are a risk for life and property. Currently, large and small dams and reservoirs have been constructed nationwide for more than 40 years of aging. Dams and reservoirs built nationwide are managed by various institutions. Therefore, it is difficult to manage all dams and reservoirs due to cost and time. Managers in the field with less management personnel and lack of expertise should be able to quickly identify risk factors for multiple reservoirs. In this study, risk factors such as seepage, leakage, settlement slide, crack and erosion were selected. To assess the risk of the items, we used the analytical hierarchical process (AHP), one of the Multi-Criteria Decision Making (MCDM) methods. The analysis showed that seepage has the greatest impact on reservoir collapse. It is judged that the priority of detailed diagnosis can be determined by evaluating the risk of dam reservoir collapse in a convenient way in advance using the calculated weight.
