철도시스템의 안전운영 검증을 위한 Safety Case 사례연구 (A Case Study on Safety Case for the Verification of Railway Safety)

  • Railway safety case is an important measure for demonstrates operating company's capability, commitment and competence in accordance with Railway Regulation 2000 in UK. Safety case describes the scope of operation, definition and boundary of activity, risk analysis, system safety activity, annul safety plan. Relationships between' these components and company's policy, organization, human resource, control measure, investment plan are also included. A case study for Network Rail (infrastructure manager)'s safety case is described in this paper for the construction of safety rule and safety planning.

화학공장의 안전 설비 투자를 위한 비용$\cdot$편익 분석 시스템 개발 (Development of the Cost-Benefit Analysis System for the Investment of Safety Facilities in Chemical Plant)

  • 본 연구에서는 화학설비의 취약점을 파악하여 안전성을 경제적으로 확보할 수 있는 대안에 대한 설비별 안전투자비용과 그에 따른 편익을 산출하고, 분석함으로써 경제적인 안전 투자 대안을 제시할 수 있는 시스템을 개발하였다. 이를 위해 화학설비의 위험성을 정량적으로 평가하기 위한 사고 빈도 분석 모듈과 사고 피해 예측 모듈을 개발하고, 중대산업사고 사례 및 선진국(네덜란드, 호주, 미국, 영국, 독일 등)의 사회적 위험성을 비교 $\cdot$ 분석하여 국내 현실에 반영할 수 있는 사회적 위험성(societal risk : F-N Curve) 기준을 제시하였다. 또한, 현장 방문을 통하여 공정에 대한 투자비용과 그에 따른 편익 항목을 분석$\cdot$선정하여 앞의 결과들을 통하여 화학설비에서 발생하는 비용$\cdot$편익에 대한 안전투자대안의 순현재가치(NVP, Net Present Value)를 도출하여 안전성을 향상시킬 수 있는 대안들을 분석하고 비교할 수 있는 시스템을 개발하였다.

건설업체의 정성적·정량적 안전경영활동과 근로자의 안전의식이 안전행동에 미치는 영향에 관한 연구: 조직신뢰의 매개 효과를 중심으로 (The Influence of Qualitative and Quantitative Safety Management Activities and Employees' Safety Awareness on Safety Behavior in the Construction Company: Focusing on the Mediating Effects of Organizational Trust)

  • 본 연구는 최근 안전을 중시하는 사회적 분위기 속에서 건설업체의 안전경영활동과 조직구성원의 안전의식이 실질적으로 안전행동에 미치는 영향에 대하여 연구하였다. '안전경영'에 대한 개인과 기업들의 인식이 바뀌고 있다. 산업현장에서 안전에 대한 물질적, 의식적 투자가 무의미한 비용이 아니라, 기업 경쟁력을 높이는데 꼭 필요한 요소라는 인식이 확산되고 있다. 최고경영자들은 일선 현장을 찾아 경영의 최우선 가치로 안전경영을 내세우고 있다. 이에 본 연구는 산업현장의 근로자들로부터 받은 설문지 300부를 분석하였다. 분석결과 첫째, 기업(건설업체)의 안전경영활동, 근로자의 안전의식은 조직신뢰에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 조직신뢰가 근로자의 안전행동에 긍정적인 영향을 미치는 것으로 나타났다. 셋째, 기업(건설업체)의 안전경영활동, 근로자의 안전의식은 안전행동에 긍정적인 영향을 미치는 것으로 나타났다. 넷째, 기업(건설업체)의 안전경영활동과 안전행동, 근로자의 안적의식과 안전행동에 조직신뢰의 매개효과가 나타났다. 이와 같은 연구결과를 보면 기업(건설업체)의 안전경영활동과 개인의 안적의식이 안전행동 간에 영향을 미치는 것이 확실하므로 기업(건설업체)의 안전에 대한 투자 등의 경영활동을 지속적으로 이어나가야 한다.

전기설비사고예방을 위한 온라인진단기술 개발의 경제성 분석 (A Study on Economic Analysis of Development of On-line Diagnosis Technique for Preventing Electrical Accidents)

  • In the last couple of decades industrialization and technological development has not only increase in the scale of electrical facilities and it has become more and more complicated and diversified. Furthermore, fires in the electrical transformers, like those that have knocked out power in the country in the past years, are likely to become more common as utility systems begin to show their age. The importance of preventing electrical accidents can never be overemphasized and for this reason, supply of on-line diagnosis system combining information and communication technology(ICT) for the customer's electrical facilities has been increasing recently. The major advantage of on-line diagnosis system is that the device's potential problems could be detected early before a serious deterioration or breakdown occurs. In this paper, We estimated the benefit from the investment in the right of present value of sales, success rate of commercialization regarding R&D investment for development and commercialization of on-line diagnosis technology targeting customer electrical facilities. As a result, the net value added of 29.7 billion won and the increased profit by roughly 7.52 precent are expected.

확률적 예산 제약을 고려한 주기적 재고관리 정책에 대한 연구 (A Study on Periodic Review Inventory System under Stochastic Budget Constraint)

  • We develop an optimization algorithm for a periodic review inventory system under a stochastic budget constraint. While most conventional studies on the periodic review inventory system consider a simple budget limit in terms of the inventory investment being less than a fixed budget, this study adopts more realistic assumption in that purchasing costs are paid at the time an order is arrived. Therefore, probability is employed to express the budget constraint. That is, the probability of total inventory investment to be less than budget must be greater than a certain value assuming that purchasing costs are paid at the time an order is arrived. We express the budget constraint in terms of the Lagrange multiplier and suggest a numerical method to obtain optional values of the cycle time and the safety factor to the system. We also perform the sensitivity analysis in order to investigate the dependence of important quantities on the budget constraint. We find that, as the amount of budget increases, the cycle time and the average inventory level increase, whereas the Lagrange multiplier decreases. In addition, as budget increases, the safety factor increases and reaches to a certain level. In particular, we derive the condition for the maximum safety factor.

  • Comparative analysis to secure safety of Blockchain Many investors have invested in virtual currency such as bit coins as a new investment due to increased popularity of virtual currency around the world. Also, virtual currency such as bit coin has a security technology and it has been relatively proved. popularity of virtual currency is rising as a new investment alternative because of this reason. This paper focused on the block chain's transparency and security of distributed ledger technology, which is relatively safe without third party's intervention. Many governments and companies around the world are developing and working on block chain technological development to introduce due to these reasons However, there are some suggestion that block chain has minor risks to its security. In this paper, it will examine security vulnerabilities from importance of security of Blockchain which relates to transactions of Bitcoin which stored by governments and companies around the world. This paper will propose measure which will improve safety and efficiency of Blockchain technology such as the existing Blockchain method, Blockchain proposal, traceability and awareness about hacking.

  • Safety accident rate of small-medium construction site is high. because of lack of safety management system, lack of safety management capacity, lack of investment for safety, Owner's insufficient awareness about safety. In order to improve this, Currently in Occupational Safety and Health Act, Construction site of amounts more than 300 million won less than 120 billion (architectural),150 billion won(civil) mandatory subject to the technical guidance on construction accident prevention. Context of construction accident causes with construction accident rate relationship analysis and case analysis of technical guidance, through a survey of stakeholders in the technical guidance drawn the problems of the construction accident prevention technical guidance system and ways to improve on this.

  • The government has done much investment and its efforts to prevent the accident in the construction industry owing to the high rate of accident and the dangerous factors, but it is not improved the level of safety activities as desired. On the contrast, after adopted quality management system and environment management system in the advanced countries, they are developing the safety management system consequently and achieving high efficiency in this field. Although Korea executed the KISCO 2000 program by Korea Industrial Safety Corporation since July 1, 1999, it was excepted to the construction industry. Therefore, it is urgent matter to be developed the safety management system being applied to the construction industry. In this study, it was developed the safety management system in the construction industry, and suggested its documentation and an executive method according to the construction safety works.

  • In this study, actual status of safety management for the objects of 173 university, government research institution, and corporate affiliated research center was carried out through questionnaires. For unexpected accident status according to kinds, scale, and types of laboratories, frequency analysis using cross analysis and multiple replies analysis was used. The result of this study is judged to be used for laboratory safety education prevention programs, laboratory environment improvement, investment or improvement of laboratories through the actual safety management status of laboratories such as vulnerable works for generation of unexpected sudden accidents according to kind, scale, and type of laboratories, period of occurrence, prevention education, necessity for preliminary test, and cause of laboratory accidents.

  • A government needs the investment expansion for the industrial accident prevention of the disadvantage group workers in order to improve the external phase and reliability. In this study, we analyze the current status of the development for safety and health material which is necessary for education of the disadvantage group workers. Firstly we find the problems that may occur when applying in domestic safety and health management system and then we'll propose a new method for safety and health material development and supply.
