Development of a Real-Time Video Image Tracking Algorithm for Incident Detection

  • The current VIPS are not effective in safety point of view, because they are originally developed for mimicking loop detectors. Therefore, it is important to identify vehicle trajectories in real time, because recognizing vehicle movements over a detection zone enables to identify which situations are hazardous, and what causes them to be hazardous. In order to improve limited safety functions of the current VIPS, this research has developed a computer vision system of monitoring individual vehicle trajectories based on image processing, and offer the detailed information, for example, incident detection and conflict as well as traffic information via tracking image detectors. This system is capable of recognizing individual vehicle maneuvers and increasing the effectiveness of various traffic situations. Experiments were conducted for measuring the cases of incident detection and abnormal vehicle trajectory with rapid lane change.

  • The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.

  • This study has purpose of minimizing damage from fire incident as analyzing the fire characteristic about fire incident of multi-use hostels, which is increasing recently. For this, CFAST, a verified analysis program for the fire incident was employed to prove the logicality of the study by comparing with a established result of the research work and working the fire simulation for an apartment house. On the basis of this, the study will help to improve safety of fire by analyzing the fire characteristic of Karaoke and Gosiwon which are typical model of multi-use hostels and by establishing how to deal with the fire incident.

Fire fighters' Asphyxiation Incidents during Confined Space Rescue in Korea (소방공무원의 비화재 밀폐공간 구조·구급 활동 중 질식 및 중독재해 사례 분석)

  • Objectives: This study was conducted to prevent asphyxiation of firefighters during confined space rescue. The specific purpose was to identify the magnitude of the problem, identify the cause of the accidents, and suggest measures to ensure safety of confined space rescues. Methods: We collected data from National Fallen Firefighters Memorial, press releases, and other sources In order to identify the current situation of asphyxiation incidents among firefighters from 1945 to 2019. In addition, an incident investigation was conducted for each case, and the processes, causes, and control measures of the incidents were described as a narrative data entry. Results: Over the past 73 years, eight incidents involving firefighter in Korea have occurred. In these incidents, five firefighters were killed, and eight were injured. The confined spaces incidents occurred were water supply tanks, wastewater treatment tanks, pickling pits, septic tanks, and more. The causes were three cases of hydrogen sulfide poisoning, one of oxygen deficiency, one of carbon monoxide poisoning, and three unclassifiable asphyxiations. The people in need were all workers in various industries. Conclusions: The number of firefighters' deaths and injuries during rescues in confined spaces was severe and the risks have not been completely eliminated. By establishing and implementing a precise incident investigation system, according control measures should be initiatedin order to prevent a recurrence of the same type of disaster and reflected in the SOP. In particular, due to the high risk of occurrence at workplaces, cooperation between fire and rescue authority and relevant agencies such as the Ministry of Employment and Labor and the KOSHA should be strengthened.

Analysis of Fire Characteristics based on the Thickness and Incident Heat Flux of Wood (합판류 목재의 두께별 입사열유속에 따른 연소특성 비교 연구)

  • This study tested the wood used in building interiors; each type had various incident heat fluxes based on their thickness. The combustion characteristics measured were effective heat of combustion, heat release rate peak and arrival time, maximum average rate of heat emission, and piloted ignition temperature. The wood specimens used in the experiment were 4.8 to 18 mm thick. 25, 35, 50, and 60 kW/㎡ were applied to the incident heat flux that the wood specimens were exposed to. The wood specimens tested were two types of medium-density fiberboard (each with a different density), treated red pine, particle board, and plywood. A comprehensive comparison of different fire characteristics was conducted to analyze the fire patterns corresponding to each type of wood in this way, the risk of fire was studied. The risk of fire was particularly high for particle board. The results of quantifying the fire characteristics of the types of wood studied could function as important input data with which to calculate the fire load of composite combustibles.

A Study of the Standard Structure for the Social Disaster and Safety Incidents Data (사회재난 및 안전사고 데이터 분석을 위한 표준 구조 연구)

  • Purpose: In this paper, we propose a common dataset structure which includes the incidents investigation information and features data for machine learning. Most of the data is from the incidents reports of the governmental part and restricts on the social disaster and safety areas. Method: Firstly, we extract basic incidents data from the several incident investigation reports. The data includes the cause, damage, date, classification of the incidents and additionally considers the feature data for the machine learning. All data is represented by XML standard notation. Result: We defined the standard XML schema and the example for the incidents investigation information. Conclusion: We defined the common incidents dataset structure for the machine learning. It may play roles of the common infrastructure for the disaster and safety applications areas

  • In this paper, it has implemented the design for the K-Line Operations Safety Audit(K-LOSA) designed to provide a proactive snapshot of system safety and flight crew performance before an incident and accident. It introduces the a LOSA and ten operating characteristics that have come to define LOSA methodology. According to the LOSA methodology, we explain the conceptual and detail design and implement the prototype for the data collected with LOSA collection tool.

The Correlation between Work Ability Index and Workplace Injuries of Semi-Industrial Classification around North GyeongBuk Area (제조업 중업종별 재해율과 작업능력지수에 관한 연구 -경북북부지역을 중심으로-)

  • As S. Korea is becoming an "aged society", workers in the country would be exposed to higher risk of workplace injuries due to their reducing work abilities as they are getting old. To identify the relationship between the work ability and the incident rate of workplace injuries, the work ability index (WAI) scores were surveyed from 409 workers occupied in different manufacturing industries reside on north GyoengBuk area. The workplace injury statistics in the year of 2010 for the corresponding industries were analyzed and summarized with the WAI scores by age groups, years of service, and sizes of business. The results showed the WAI scores of the workers occupied in the higher risk of workplace injury was lower than that of the workers of the lower risk. It means the lower the WAI score, the higher the chance of being injured during the task. It is concluded that appropriate correlation exists between the WAI scores of workers and the incident rate of workplace injury. It is recommended to administrate individual work abilities of aged workers in order to keep low rate of workplace injuries in upcoming aged and highly aged society.

  • Pilots are always exposed to unpredictable risks of the marine environment because they are boarding the ship through pilot ladders or gangways at sea. Since the pilot plays an important role in securing the safety of ships entering or departing from the port, the injury of the pilot greatly affects the overall safety of the ship. The purpose of this study is to analyze pilot incidents and predict accidents. For this purpose, the pilot injury accident cases are analyzed and potential situations are identified through a survey. And the pilot injury accident was predicted. The results can be used as basic data for prevention of pilot-related accidents.
