Development of Marine Consulting Business in Advanced Shipping Countries -Use of Simulation for Safety Management as Part of an Effort toward the Revival of Maritime Society-

  • It has already been two decades or more ever since the shipping and its related industries began to mature in advanced shipping countries. During that period, such countries have made various attempts for the survival of the industries. The advent of the so-called flags of convenience in a big way for the purpose of replacing crew members of their own expensive seamen by those of developing countries and the emergence of ship management companies, which are literally engaged in the management of ships, are the results of such movements. Some countries have been making efforts, as measures for the continued existence of the maritime industries, to create new marine-related businesses without regard to the traditional concepts of the industries. The movement toward the restructuring of a maritime society in Norway is well known as a typical example of such endeavors. The business of marine consultancy relating to maritime safety management field in our country is also a business that came into existence in such a stream toward the revitalization of the maritime society. In this paper, as well as placing in focus the current picture and problems of marine industries in our country, we would like to present approaches to tackle these problems employed by advanced industrial nations in the West, that is, moves toward the revival of maritime communities. Next, we propose, as one of the answers to solve such problems, the further development of a consulting business which takes advantage of simulators. Lastly, we show specific examples of application of a simulator to the consulting business, while commenting on the effects of its use.

  • In this study, 1,474 effective patents were derived for quantitative analysis of five major countries, including Korea, China, Japan, the United States and Europe, for marine space policy simulator technology used as a support for integrated marine space management means, and domestic technology competitiveness and domestic and foreign technology trends were identified through annual and national patent application trends and word cloud analysis. This diagnosed the need for active policy support for research and development of marine space policy simulator technology at the government level and preparation through linkage strategies such as patent application consideration and standardization preoccupation for surrounding technologies to prepare for China-led market monopoly and preoccupation.

  • Neighboring construction becomes mainstream of Ground excavation in downtown area. This causes the displacement, deformation, stress condition, etc of the ground surroundings. Therefore Neighboring construction have an effect on Neighboring structure. All these years a lot of Neighboring construction carried out, and the accumulation of technology also get accomplished. But earth retaining structure collapse happens yet. Types of earth retaining structure collapse are 12. 1. Failure of anchor or strut system, 2. Insufficiency of penetration, 3. H-pile Failure on excessive bending moment, 4. Slope sliding failure, 5. Excessive settlement of the back, 6. Deflection of H-pile, 7. Joint failure of coupled H-pile, 8. Rock failure when H-pile penetration is rock mass, 9. Plane arrangement of support systems are mechanically weak, 10. Boiling, 11. Heaving, 12. Over excavation. But field collapses are difficult for classification according to the type, because collapse process are complex with various types. When we consider the 12 collapse field, insufficient recognition of ground condition is 4 case. Thorough construction management prevents from fault construction. For limitations of soil survey, It is difficult to estimate ground condition exactly. Therefore, it should estimate the safety of earth retaining system, plan for necessary reinforcement, according to measurement and observation continuously.

  • Smart City operates with the purpose of solving urban problems. The important thing in smart city operation is that spatial information must be managed at a high level. In addition, it has the characteristics of being managed by one platform. This study presented the core value dimension of smart city based on analysis of various domestic and overseas smart city operation cases. Smart cities are basically operated based on spatial information, and the higher the level of spatial information, the more smart city services can be connected and managed in an integrated manner. The performance dimension of smart city core values presented in the study includes prosperity, personalization, convenience, accuracy, sustainability, safety, environment, integration, etc., and there is a connectivity dimension, a concept that can be managed in an integrated manner. This study will be useful for empirical research on smart city performance dimension design and surveys based on case studies. It will also help field managers who develop, operate, and manage smart cities when quantifying performance dimensions.

  • The special organization that our military service is conscripted by the duty of national defense purposes to the period of military service. So couple of soldiers are think as the corresponds to college, or some knowledge layer from the operating management discarding period, lifetime value. But, now a day changed of the military life, it is when the individual soldiers can have some self-development and the lifelong education in terms of a period, and can changeing the footsteps of the new life that the function as a 'bridge' to activate production of barracks life. So that it can be supported themselves need to strive for human resource development. This study is being discussed on the correlation of military human resources and qualified operating and sustainable and promising future eligibility for qualified by taking advantage of the Boston Consulting Group Matrix(Boston Consulting Group Matrix).

  • Purpose: In the course of the domestic environmental impact assessment, the current status survey was improperly conducted, and the issue of false and inaccurate environmental impact assessment reports has been raised several times recently through media reports. Research design, data and methodology: There is a continuous demand for improvement measures for the current status measurement method, such as having difficulties in securing a normal measurement date in consideration of equipment operation and rainfall days in the field. Results: In addition, in order to grasp the general air quality status of the evaluation target area, it is necessary to check the various current status concentrations by season and time series per year. However, there is a problem that is currently being carried out based on limited results such as measurement for 1 day or 3 days. Conclusions: Therefore, in this study, based on the national atmospheric measurement network, an inverse distance weighted (IDW) interpolation method was applied to calculate the current state concentration. This study suggested a method to use it in preparing the air quality item in the environmental impact assessment report.

  • The International Atomic Energy Agency (IAEA) entails independent decision-making for the safety supervision of civil nuclear facilities. To evaluate and review the safety of nuclear facilities, the national regulatory body usually consults independent institutions or external committees. Technical Support Organizations (TSOs) include national laboratories, research institutions, and consulting organizations. Support from professional organizations in other countries may also be required occasionally. Most of the world's major nuclear power countries adopt an independent nuclear safety supervision model. Accordingly, China has continuously improved upon the construction of such a system by establishing the National Nuclear Safety Administration (NNSA) as the decision-making department for nuclear and radiation safety supervision, six regional safety supervision stations, the Nuclear and Radiation Safety Center (NSC), a nuclear safety expert committee, and the National Nuclear and Radiation Safety Supervision Technology R&D Base, which serves as the test, verification, and R&D platform for providing consultation and technical support. An R&D system, however, remains to be formed. Future endeavors must focus on improving the technical support capacity of these systems. As an enhancement from institutional independence to capability independence is necessary for ensuring the independence of China's nuclear safety regulatory institution, its regulatory capacity must be improved in the future.

A Study on the Effective Method of Fire Safety Management of Geriatric Hospitals (요양병원 소방안전관리의 효율화 방안에 관한 연구)

  • Currently many geriatric hospitals have been built in Korea because increasing aging rapidly. However the increasing geriatric hospitals make the increasing safety accidents. Therefore this study is conducted by survey and face-to-face talk with the fire safety managers for analyzing safety problem of geriatric hospitals which number is twelve among 15 geriatric hospitals in the north of Chung-buk area. The result of this study is that geriatric hospitals are very old. Fire safety managers holding the fire safety license are a level 2 issued by the Korea Fire Safety Association(KFSA). And the fire safety inspection ability of them is normal (58%). Furthermore a fire safety budget ratio is 83% (A little) in the company yearly budget. And ratio having the fire inspection equipment in the building is 42% (A little) and 33% (Nothing). Satisfaction ratio of their duty is 66% and they also get stress from heavy duty and heavy responsibility. In conclusion, CEO needs to invest and interest the improvement of job performance, satisfaction ratio and fire safety facility. Also government needs the improvement of system to support and supervise the fire safety of geriatric hospitals consistently.

The Impact of Organizational Safety Culture on the Resilience Ability : Focused on the Construction Industry (조직의 안전문화가 레질리언스 역량에 미치는 영향 : 건설업을 중심으로)

  • The construction industry is considered to be a fatal accident industry, accounting for 28.5% of the total industrial accidents in 2017, as the number of industrial accidents in the construction industry has steadily increased over the past decade. So it is necessary to consider introducing Resilience Engineering, which is actively applied to risky industries around the world, to drastically reduce construction accidents. Although Resilience Engineering, which has emerged as the next-generation safety management centered on Hollnagel since the 2000s, claims the importance of strengthening Resilience abilities considering organizational structure and culture, most studies focus only on developing evaluation indicators. The purpose of this study is to analyze the impact of an organization's safety culture on its Resilience abilities in the construction industry. Specifically, it conducted empirical analysis on the impact of safety culture consisting of 'communication, leadership and safety systems' on the Resilience abilities(responding ability, monitoring ability, learning ability, anticipating ability), and the mediation relationship between leadership, communication, and safety system. The survey was conducted on construction workers, and an empirical analysis was conducted on the final 154 responses using SPSS 25 and Smart PLS 3. The results showed that the safety system had a significant impact on all Resilience Abilities, and communication had a significant impact on the remaining three except for anticipating ability among Resilience Abilities. On the other hand, leadership has been shown to have a significant impact on anticipating ability only. In the verifying of the mediation relationship between leadership, communication and safety systems, it was found that leadership affects all Resilience abilities by means of safety systems, but communication can only affect responding ability. This study has practical significance in that it suggests the need for policy-level efforts to introduce and apply Resilience Engineering and then expanded the effective safety management assessment of the construction industry in the future. Moreover, the academic implications are important in that the study attempted to expand the academic scope for a paradigm shift in the future as the safety culture has identified its impact on the Resilience abilities.
