A Study on Automatic Surveillance System using VHF Data Link Protocol (해상이동통신에서 VHF 데이터링크 프로토콜을 이용한 자동감시시스템 연구)

  • In this paper, We analysed the technical characteristics of a automatic identification system that will introduce in aviation and marine radio stations. IMO's Marine Safety Committee approved revision of chapter V of the Safety of Life at Sea(SOLAS) Convention in 73rd meeting. According to this, AIS will become a mandatory carriage requirement by 01 July 2002. AIS as a surveillance system continuously receives its own position from the GNSS and then repeatedly broadcasts it on a VHF data link for avoiding traffic conflicts and possible disasters. VHF data link is organized so that a specified number of time slots make up a repeatable frame. Each radio station can autonomously allocate and deallocate slots within the frame using selection algorithm which is called SOTDMA(Self-Organized Time Division Multiple Access). The results can be an aid in the continued of understanding technical characteristics for AIS as a broad surveillance system.

  • A use of Asbestos onboard was banned by the provisions of SOLAS since 1 January 2011. And this provision was also implemented by the Rule for Ship's Facilities in Korea. However, these provisions were only declaration and there were no detailed measures for detect, removal and confirmation. In this study, by reviewing the Ship Recycling Convention, IMO circulars and Asbestos Safe Management Act, the following strategies for each concerned parties were proposed. The administration and class society should establish the provisions for appointment of subject vessel which to be inspected for asbestos, criteria for asbestos management and appointment of handling expert. The shipbuilder and equipment manufacturer should make written confirmation that asbestos was not used in their product. And shipowner and ship manager should establish procedure for onboard control of asbestos in the ship's safe management system.

  • Through the 106th session of the International Maritime Organization(IMO)'s Maritime Safety Committee(MSC), a mandatory safety training requirement for all personnel transferred or accommodated for offshore industrial activities was established and adopted under the name of SOLAS Chapter XV, IP(Industrial Personnel) Code. This regulation mandates pre-boarding safety training to enable individuals to anticipate and mitigate hazardous risks in navigation and operational environments. Consequently, the IP Code includes provisions regarding the training content for industrial personnel and regulations for the refusal of master who has a full responsibility for individuals who have not completed the required training(non-qualified industrial personnel). Referred to as the IP Code, this agreement is set to enter into force in July 2024, necessitating the establishment and operation of safety education for industrial personnel boarding ships before that date. Accordingly, this paper reviews the legal requirements related to training within IP code and analyzes the details of models including training objectives, target audience, duration, and course structure of safety trainings such as STCW, OPITO, GWO training, and other delegated training related to current ships. Additionally, it aims to propose a curriculum model for IP training courses which consists of a total of 16 hours over 2 days, offered by the Korea Institute of Maritime and Fisheries Technology, including teaching objectives, duration, and course structure.

  • The most important thing in the ship is safety. In this paper, we discussed a development of the education system on various equipments concerned to safety. It may increase the effect of the education for the equipment by showing the details of safety equipments, general account, a manual, LSA(Life Saving Appliance) Code and SOLAS convention through an image on a screen.

  • 본 보고는 금년 1원 11일부터 15일까지 영국 런던에서 개최된 SLF 37차 회의 결과를 중심으로 선박의 손상 복원성과 관련된 최근의 IMo의 동향을 소개하여 국내 관련업계에 최신정보를 제공하고 향후의 대처방향을 논의하기 위함이다. 앞으로의 국제협약에서의 손상 복원성 규칙은 점차 확률론적인 방법으로 바뀌어 가는 추세이며 이러한 IMO의 의도를 구체적으로 반영한 실례가 SOLAS 92이다.

  • It is very important to protect life, property at sea and marine environments from any pollution. AIS, which has been carried out July 1st, 2002 by SOLAS ch. 5, is an communication system to enhance navigational safety by transmitting and receiving vessel information automatically. In this paper. we investigated the positive factors expected by introducing AIS. For this, ship's collision accidents were analyzed. Finally. we suggest methods to solve several problems related to operation in AIS.

  • Ships of 500 gross tonnage and upwards constructed an or after 1 July 2002 shall have an automatic tracking aids according to SOLAS V/19 but existing ships less than 10,000 gross tonnage constructed before 1 July 2002 have potential collision risks due to the lack of automatic plotting devices like as an ATA. This paper aims to provide a homemade ATA by developing the tracking algorithm for ATA and to prevent collision incidents by distributing ATA system to coasters.

  • Recently, one of important resolutions of IMO MSC is an adoption of AIS in SOLAS Chapter 5. The AIS, which is a communication system to enhance safety of navigation by transmitting and receiving vessel information automatically, entered into force on July 1st, 2002. This paper provides guidelines for utilizing AIS effectively and successfully in VIS or all ships. For this, we investigated technical characteristics of AIS, the regulations related to AIS, marine accidents.

  • Recently NMEA 2000 protocol is familiarized as a standard real time instrument network of SOLAS ship. This paper is studied to develop NMEA 2000 based two-dimensional ultrasonic anemometer which is core device for navigation as a sensor of wind speed and direction using ultrasonic including temperature and barometer. Developed system is connected to NMEA 2000 network which is composed of various kinds of merchandised NMEA 2000 device such as depth gauge, speed gauge, GPS device etc. to test connectivity with other NMEA 2000 device and functional test are carried out as weather station in comparison with other merchandised weather station which are developed advanced foreign company to ascertain usability as a weather station on board.

  • The goals of the Global Maritime Distress and Safety System (GMDSS) that initiated by the IMO and supported by IALA, IHO, ITU, IEC and manufacturers are to provide more effective and efficient emergency and safety communications and disseminate Maritime Safety Information (MSI) to all ships on the world's oceans regardless of location or atmospheric conditions. Much of the GMDSS is built on technologies more than 20 years old; some work well; others do not. While GMDSS requirements apply only to SOLAS vessels, there are many other vessels on the water. So some considerations are necessary for non-SOLAS vessels including fishing ships, leisure boats and small boats. This paper describes the analysis of IMO, ITU and IEC meeting results held on recently. Also it gives the trends of the international marine radio standards and its technologies.
