Development of Hull Thickness Management System for Ship Management System (선박 유지보수를 위한 선체 두께 관리 시스템 개발)

  • The specific goal of the SMS (Ship Management System) is to increate ship safety and decrease maintenance fee. Equipment of ship is managed by PMS (Planned Management System), subsystem of SMS. But hull has not managed by ship manager. So, the Classes have developed the system for hull maintenance. Recently, the ship maintenance system has been developed for satisfying operator's requirements such as managing maintenance data as integrated platform, intuitive manipulation and design for ease of use. To reflect such requirement, 3D Model based maintenance system was introduced for ship in operation stage. Hull items that have to be inspected, repaired, replaced, are stored in integrated data platform with drawing, reports, and etc. and completely linked to 3D product Model. This system is specially developed for measurement and maintenance of hull thickness.

  • In an effort to decrease aviation accident worldwide, development of aviation safety management has been sought through aviation index and standardization, both by establishing SMS(Safety Management System). It also needs to be done in the domestic. both study on SMS which ICAO recommends and setting the top priority safety goal, each differently classified by nations. Accordingly, defining safety index and developing continuous monitoring approach. Aircraft accident reporting system in Air Force does not operate in a open approach method due to its uniqueness related to mission achievement. Therefore, limits of utilizing the recent worldwide aircraft data sharing and analyzing results to prevent accident is inevitable. This paper introduces an overview of ECCAIRS 5 which become the standard for the recent worldwide aviation safety reporting and data exchange system. Also using ECCAIRS 5, aircraft accident cases of the Air Force are classified such as accident type, year, month, occurrence category, and flight phase. The result of the study will provide a guide line for utilizing the civil system in prevention of future military aviation accidents.

  • The Chicago Convention in 1944 made important contributions to aviation safety improvement, building an aviation safety monitoring system for its signatory countries. As ICAO is now on the verge of changing its supervision system from self-reporting to preventive Continuous Monitoring Approach(CMA) in 2013, we also expect our own safety system to make a progress accordingly. The government is pushing ahead with plans to build an integrated safety management system at government level that satisfies international standards and reflects domestic features. To this end, this report proposes the most effective system-building model, by analyzing the current status of the system that is in use and meets the requirements of international aviation agencies.

  • The International Maritime Organization (IMO) issued 2017 Guidelines on maritime cyber risk management. In accordance with IMO's maritime cyber risk management guidelines, each flag State is required to comply with the Safety Management System (SMS) of the International Safety Management Code (ISM) that the cyber risks should be integrated and managed before the first annual audit following January 1, 2021. In this paper, to identify cyber security management targets and risk factors in the maritime sector and to conduct vulnerability analysis, we catagorized the cyber security sector in management, technical and physical sector in maritime sector based on the industry guidelines and international standards proposed by IMO. In addition, the Risk Matrix was used to conduct a qualitative risk assessment according to risk factors by cyber security sector.

  • 항공 사고는 첨단 항공 기술의 발달로 꾸준히 감소해 왔지만, 여전히 발생하고 있다. 조종사는 목적지 공항까지 안전하고 효율적으로 비행하기 위해 위협과 오류를 관리해야 한다. 조종사에게 영향을 미치는 위협은 환경적 위협과 항공사 위협으로 나눌 수 있으며, 환경사위협에는 객실 위협이 포함된다. 조종사와 객실 승무원은 정상적인 운항 중에는 협력이 필요하며, 비상시에는 안전한 비행을 위해 효과적인 협력이 절대적으로 필요하다. 조종사가 비행 중에 간섭이나 작업 흐름의 중단이 발생할 때 에러를 할 가능성이 높아진다. 항공사들은 안전 운항을 방해할 수 있는 객실위협의 종류를 적극적으로 식별하고 분석하여, 조종사들이 안전한 비행을 유지하기 위해서 위협을 관리하도록 절차 및 훈련을 개선해야 한다. 본 연구는 안전관리시스템(SMS)의 안전도구인 LOSA(Line Operation Safety Audit)를 기반으로 기내위협의 유형을 파악하고, 항공사들에게 조종실위협 관리를 체계적으로 개선하는 데 필요한 객실위협과 간섭에 대한 자료를 제공하고자 한다.

  • Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.

  • Up until now, the government has propelled various projects to establish and stabilize the Safety Management System(SMS). Now it is time for companies to diagnose and evaluate the safety management system to see if it is being operated in accordance with the situations of the companies. Therefore, this study has proposed to develop a model that can monitor the safety management system and evaluate operational achievements and an implementation supporting module that can operate the safety management system.   • The first tram in korea was commended the operation from 1899 to 1968 as a core role of public transportation. However, tram recently is being recognized as an alternative against a traffic congestion, a super-aged society and an environmental pollution problem. Because of these advantages, we are trying to introduce tram in korea. The efforts to introduce trams have focused on the economic analysis for tram construction. But we must be interested in tram operational safety. Early opening tram accidents could affect a negative impact on the additional tram introduction. We are trying to introduce trams in Daejeon, Wi-Rye and Su-won. In this paper, I want to check the safety issues in tram operation phase.

  • The flight deck crew must manage complexity during daily flight operations. The Airline may obtain data regarding threats and errors through LOSA(Line Operations Safety Audits) on normal flights as predictive safety tool in Safety Management System of the Airline to actively improve the systems such as SOP(Standard Operation Procedure), training, evaluation and the TEM(Threat and Error Management) for the flight deck crew. The flight deck crew make errors when they fail managing threats. The crew mismanage around ten percent of threats and commit errors. The major mismanaged threats are aircraft malfunction, ATC(Air Traffic Communication), and wether threats. The effective countermeasures of TEM for manageing threats are leadership, workload management, monitor & cross check, Vigilance, communication environment and cooperation of the crew. It is important that organizations must monitor for the hazards of threats and improve system for the safer TEM environments.

A Study on the Identification and Improvement of Risk Factors by Region through Case analysis of Safety report in the ROKAF Integrated Air Conrtrol Management System (공군 항공관제통합관리체계 내(內) 안전보고 사례분석을 통한 지역(기지)별 위해요인 식별 및 개선 연구)

  • This study aims to analyze safety reports received through the recently added SMS safety self-report in the Air Force's "integrated air control management" system, identify hazards, present improvements by region (base), and lay the foundation for future data-based safety management. To identify risk factors, it was first classified by base based on data classified into 16 groups in the autonomous reporting system, and second classified in detail based on the type and description. Risk factors were analyzed for the most reported control cooperation (306) items, and improvements were derived by dividing risk factors into information sharing, regulations, procedures, education, training, and equipment items based on the analysis results. It was confirmed that risk factors and specific improvements vary by base (12), which is important data that can present statistical analysis and the direction of safety management in the flight control field by base (region). In addition, since there is no data-based risk factor analysis study for each specific base (region), it can be used in the future as basic research data for data-oriented safety management.
