Alternative Labor Shortage Statistical Measures for Small and Medium Enterprises in Korea (한국의 중소 제조업체 노동력 부족의 개념과 측정)

  • Despite the fact that there are about 435,000 unemployed youth out there in 2003, small and medium manufacturing companies experience a shortage of labor in South Korea. Korean government has released the statistical data on labor shortage as well as unemployment. However, there is an inconsistency in the labor shortage statistics of the small and medium business sector released by two different government bodies: the Labor Demand Survey by the Ministry of Labor (MOL), and the Manpower Survey for the Small and Medium Business by the Small and Medium Business Administration (SMBA). This paper analyzes causes of the differences the conceptualization and measurement of labor shortage and the data collecting methods. This paper also suggests alternative statistical indicators to overcome the confusion.

  • The uncertainty of international financial market was increased suddenly, since 2008 September 15th Lehman Brothers bankruptcy. In spite of the money market stabilization management of various nations, the stock market of the world was visible the features which slump and sudden rise are insecure. The reliability about dollarization was depreciated suddenly in depression of American money market, and the dollarization was converted with important currency comparison bearish trend. Relates with this, this thesis analyzed press information about the policies which the authorities confronts since global banking crisis after Lehman situation. And it provided various current points. Despite these meanings, this research has several critical points. So this thesis refers the critical points and presets research direction In future.

Open Market Strategy of the Business Innovation Platform for SME Informatization based on Cloud Computing (클라우드를 이용한 중소기업정보화 경영혁신플랫폼의 오픈 마켓 전략 연구)

  • SMBA (Small and Medium Business Administration) and TIPA (Korea Technology and Information Promotion Agency for SMEs) have operated the Business Innovation Platform for SME Informatization based on cloud computing technology with the cooperation of seven industry cooperatives since 2013. This project will evolve into the open market platform where service providers and users voluntarily participate and transact. This research conducts the literature review about the concept of open market and the empirical analysis through survey for the software providers and the future users regarding the future operation methods. The policy about how the open market strategy for the business innovation platform needs to be designed and implemented are organized as the three differentiated government support strategies. The first is to provide free IT services including specialized core operation support S/W which is developed only for the small or home office group of firms which lack minimal informatization capability and budget. The second is to augment IT platform service through incorporating ERP supplier initiated commercial S/W sales window for those firms having medium level informatization capability. This includes to provide IT support for customization and system integration with existing government subsidized S/W. The third is to provide upgrading services of existing S/W functions to facilitate better system utilization. The results provide useful insight for government role to enhance SME competitiveness using IT.

  • It has been over a decade since the business consulting services by SMBA started in order to build up competitiveness through supporting small and medium enterprises under the business environment of globalization. No matter how there is no post empirical data of evaluation. Therefore, this study is focused on analysing the practical performance of Coupon System Management Consulting(CSMC) by comparing the financial condition for a few years before and behind since the companies have been involving in. As a result, the statistical significances of research hypotheses were rejected for the most part. Moreover, the growth rates of sales and total assets of which each of them is one of the indicators concerning growth and activity, are negatively significant, which means that CSMC the needs comprehensive consideration about its efficiency and in all its aspects.

  • The purpose of this paper is to develop an OLAP (online analytical processing) database system that supports the SMBA (Small and medium Business Administration) policy funding. A heterogeneous dimension schema will be central in staged support of policy funds. In this paper, therefore, we designed the FREQUENCY dimension table which has a heterogeneous dimension schema structure. In this paper, we made a model of measuring SME (small and medium-sized enterprise) size first. The model is composed of six determinants of firm growth such as sales, employment, own technology, the operating profit to sales ratio, the debt ratio, and the current ratio. We developed the OLAP database system by using three dimensions including the FREQUENCY dimension, and using the model of measuring SME size. Also we assessed past decisions on policy funding in the Small Business Policy Funds Support Project (2004-2007) by using the OLAP database system.

Effects of Iron and Silicon Additions on the Microstructures and Mechanical Properties of Aluminium Bronze (알루미늄 청동의 미세조직과 기계적 성질에 미치는 Fe 및 Si 첨가의 영향)

  • The effects of Fe and Si additions on the microstructures and mechanical properties of aluminum bronze have been investigated. In a bar-type specimen cast in a die mold, the addition of Fe promoted the dendritic solidification of the ${\alpha}$ phase. The hardness values increased slightly in the Fe-added specimen with heat treatment, while these values was increased significantly in the specimens with Si or with combined additions of Fe and Si. When a centrifugal casting bush with combined addition of Fe and Si was heat treated, the FeSi compound within the matrix was finely dispersed, and was observed to be the origin of cup-cone type conical dimple failure in the tensile fracture surface. The mechanical properties of the heat treated centrifugal casting bushes, whose nominal alloy compositions were (Cu-7.0Al-0.8Fe-3.0Si)wt%, exhibited tensile strength of $703-781N/mm^2$, elongation of 6.6-11.7% and hardness of Hv 222.6-249.2. These high values of strength and elongation were attributed to the strengthening of the matrix due to the combined addition of Fe and Si, and to precipitation of fine the FeSi compound.

  • The purpose of this study was to evaluate the effectiveness of the education program developed to raise the potential of entrepreneurial capabilities of senior citizens under the supervision of SMBA and investigate the effects of educational contents and environment on program satisfaction and entrepreneurial intention. The sample of this study was composed of 44 trainees who participated in the education program implemented by H University. Data were collected using self-administered questionnaires and analyzed employing paired-sample t-test and path analysis techniques. The study found that the program was effective in strengthening the potential of entrepreneurial capabilities of senior citizens and that educational content and environment had positive effects on program satisfaction, which in turn, positively impacted on entrepreneurial intention. The practical implications of the findings were discussed and the future directions for research were suggested.

Development on R&D Performance Measurement by the Type of Projects (프로젝트 유형별 R&D 성과측정 개발)

  • This study studied on innovation and R&D performance measurement, and especially the dimensions of measuring performance. The Empirical study is based on the opinions of 169 experts from a R&D group with a career for SMBA's support. The results reveal that what the most optimal and appropriate measures of project-level success are will depend on the type of innovation involved and the development project type and the relatively low significance of financial measures for innovation projects in general. Additionally, measurability is not major significance factor for selecting measures, whereas the level of innovativeness were to be selected as important factor. The roles of the evaluators are affected. It is expected to help make government policy for R8D performance evaluation.

Impact on AIS Process and Firm Performance of Accounting Information System Based on Dynamic Capabilities Framework (DCF에 근거한 회계정보시스템이 AIS프로세스와 기업성과에 미치는 영향)

  • Accounting information systems (AIS) capture and process accounting data and provide valuable information for decision makers. However, in a rapidly changing environment, continual management of the AIS is necessary for organizations to optimize performance outcomes. I suggest that building a dynamic AIS capability enables accounting process and organizational performance. Using the dynamic capabilities framework (Teece 2007). I propose that a dynamic AIS capability can bedeveloped through the synergy of three competencies: having (1) a flexible AIS, (2) a complementary business intelligence system, and (3) accounting professionals with IT technical competency. Using survey data, I find evidence of a positive association between a dynamic AIS capability, accounting process performance, and overall firm performance. The results suggest that developing a dynamic AIS resource can add value to an organization. This study provides guidance for organizations looking to leverage the performance outcomes of their environment.

An Empirical Study on the Regional Characteristics of Venture Business (벤처기업의 지역적 특성에 관한 연구 - 수도권과 지방의 비교.분석을 중심으로 -)

  • In this paper, we tries to investigate whether there are some differences of the characteristics between venture business in the metropolitan area and in the local area. We set up some hypotheses on the regional characteristics of venture business and test those using the raw data of Small and Medium Business Administration (SMBA) survey on the management of venture business. Our main findings are as follows: First, we analyze the industrial composition of ventures by region and find that in the metropolitan area high-technology venture business which is belong to software, or information, or communication industries is given much weight. But in the provinces, ventures belong to traditional manufacturing industries is given much weight. Second, we compared the characteristics of business network by region and find that the ventures in the metropolitan area are active in technical cooperation among companies and want strategic tie-ups in marketing field, whereas the ventures in the provinces are active in technical cooperation with university and want strategic tie-ups in technical development field. Third, ventures in the metropolitan area are more excellent in technical development and management than ventures in the provinces.
