Having Efficient Contracting Laws and Regulations is one of the critical success factors for SI (System Integration) industry growth. This paper explores problems in contracting systems for SI business. Two perspectives have been used in this analysis. One is on law itself perspective, the other is on industry growth perspective. A comprehensive survey on contracting practices has been done, and the structure of SI industry has been analysed. Also, characteristics of SI contracting processes have been analysed. A framework for efficient contracting laws and regulations for SI industry has been discussed based on the characteristics of SI business and SI industry. Future research will be needed to expand the current framework and to examine the effectiveness of the proposed framework.

SI 산업에서 SI 프로젝트 개발 수행 작업의 80% 이상을 차지하는 외주 협력업체와의 협력관계 향상은 생산성 향상과 원가절감을 위한 SI 업체의 핵심과제에 위치하고 있으며, 이러한 인식을 바탕으로 대형 SI 업체들을 중심으로 우수 협력업체 육성, 협력 및 상생 관계 강화에 집중하고 있다. 그러나, 기존 SI 산업의 협력업체 관리는 협력업체 선정, 평가 반영 과정에서 객관적인 시스템 및 정보공유, 의사소통 등의 부족으로 장기적 협력관계의 단계로 나아가지 못하고 있는 실정이다. 본 연구는 SI 업체와 외주 협력업체와의 협력관계 향상을 통한 생산성 증진을 도모하기 위해 협력관계이론에 기반한 새로운 전략적 파트너십의 성공요소를 제시하고, 이를 바탕으로 협력 업체 평가 및 관리모델을 제시하였다. 또한 이 모델을 실제 대표적인 SI 업체인 A사의 평가 시스템으로 활용하여 신규 프레임워크 모델의 적용가능성을 타진하였다.

The creation of knowledge is a major concern for knowledge management practice. In particular, effective knowledge creation is one of the critical success factor in SI(System Integration) industry. This paper designs a framework of effective knowledge creation methods for organizations in SI industry. First, we give a comprehensive survey on knowledge creation and discovery methods. And the structure of SI knowledge has been analysed. Also, characteristics of knowledge management processes of SI industry have been surveyed and analysed. A framework for effective knowledge creation of SI organization has been discussed based on the characteristics of SI knowledge and knowledge management processes. Organizational issues and theoretical issues of the methods have been discussed. Future research will be needed to expand the current framework and to examine the effectiveness of the proposed framework.

SI(System Integration) Projects need more efficient project processes. Having efficient contracting laws and regulations is one of the critical success factors for SI industry growth. Former researches developed a framework for efficient contracting laws and regulations for SI industry based on the characteristics of SI business and SI industry. However, the effectiveness of the proposed framework has not been analyzed. This paper tests the validity and effectiveness of the proposed framework. Emprical analysis has been performed to show consensus of each interested parties. Developers and outsourcers have some conflicts in several critical issues of SI project processes. However, comprehensive analysis shows overall consensus among interested parties.

To support speech information technology industry it is vital to create and distribute standardized speech corpora to be used for the development of products and technologies. In this article we introduce speech corpora created by Speech Information Technology & Industry Promotion Center(SiTEC) during its 1st and 2nd fiscal years (2001/5/1-2003/4/30) and plans for those corpora which is being created currently or will be created in near future. We introduce the corpus for car application to expand speech information technology to the field of traditional industry, the corpora for foreign languages to support exportation, the corpus for basic research for the sake of application in the industry, the corpora for common use, and others.

The success of 2002 Korea Japan Worldcup became a good opportunity to give the message of revival to the people of Korea. With the effect of it, the national brand image has risen. Nevertheless, in order to maximize the chance of time, the most necessary thing that need to be done is to find the strategic counterproposal of the Post Worldcup. Especially, to find the more active plan in the respect of economy. In this research, we have studied the IT industry(especially SI industry) of the economy in order to look into the strategic counterproposal to get the development effect after the Worldcup. We mainly analyzed the SI industry in the respect of economy, because it is not only a high-value added industry of the integration of knowledge and technology but also a high-tech industry which has a spreading effect on the related industries. To implement the analysis of SI industry, derive and verify the strategy, and get the activating plan, we studied with 4 stages. Firstly, analyze the exterior environment and the interior strength with the Competitive Strategy Model(Specially, 7 Force Model & Value Chain Model). Secondly, get the strategy with SWOT analysis. Thirdly, verify the Strategy with interview and survey. Fourthly, classify the SI industry activation plan into 5 kinds after Worldcup through panel discussion and seminar with the data which we got through interview and survey.

국내 소프트웨어산업의 진흥을 위하여 공공 System Integration(이하 SI) 시장에 대기업 참여를 전면적으로 제한하는 소프트웨어산업진흥법 개정안이 발효됨에 따라 공공 SI 시장이 중소기업위주로 개편되어야 할 상황에 놓여 있다. 그러나 공공 SI 시장은 중소기업이 감당하기에 무리가 따르는 대형 SI 프로젝트가 다수여서, 대형 SI 프로젝트를 발주해야 만하는 발주기관은 당혹해 하고 있고, 어느 중소기업도 자신의 한계를 넘는 대형 프로젝트 수주를 위해 적극적으로 뛰어들지 못하고 있다. 본 논문은 중소기업위주의 SI 시장 활성화를 위하여 취해야 할 접근 방법을 제안한다.

Due to their unique combination of properties, Si-based ceramics, such as silicon carbide (SiC), silicon nitride ($Si_3N_4$) and silicon oxide ($SiO_2$ as fused silica), have a range of industrial applications in fields such as the chemical industry, aluminum manufacturing, oil and gas production and solar cell production. For each materials group, examples of typical applications from various industry sectors are presented while taking into account the property fingerprint.

2009년 초 정부전산센터 사업 등 정부에서발주한 일부 대형 SI사업에 응찰기업이 없어 유찰되는 현상이 발생하고 있다. 사업의 수익성은 고사하고 발주사업의 예정가 대비 제안 원가를 맞추기도 어렵기 때문에 입찰에 참가하지 않고 예정가가 늘어나든지 아니면 사업범위가 축소되기를 바라며 기다리는 것이다. 또한 공공/금융분야의 외부 SI사업에서 수익이 나지 않아 원가절감을 위하여 잦은 야근과 휴일근무가 반복되어 SI산업에 종사하는 임직원의 근무환경과 동기부여가 열악하게 됨에 따라 SI산업을 4D(difficult, dangerous, dirty, dreamless) 산업이라고 부르기도 하며, 첨단 기술 산업이라기 보다는 노동집약적 산업이라고 비아냥거리기도 한다. 그러한 소문 때문인지 대학에서 전공을 선택할 때에 일부 우수한 두뇌들이 컴퓨터 공학과를 기피하는 안타까운 현상도 발생하고 있다. SI산업에서 정책/제도변화, 사업구조개선, 사업수행역량 향상 등을 통해 적정수익이 창출되고 과감한 R&D 투자가 지속되어야 SI산업에 고급 두뇌들이 자발적으로 몰려들어 첨단 SW가 개발되고 해외SW수출이 확대되어 국가 SW경쟁력을 높일 수 있다고 본다. 이러한 상황에 대하여 SI사업의 정책개선과 SI업체의 경쟁력을 강화하자는 여러 가지 의견이 개진되고 있으며, 이러한 다양한 의견은 척박한 국내 SI산업을 발전시킬 수 있는 좋은 기회라고 생각한다. 본 연구는 SI업체의 외부 환경개선과 내부 역량확보 측면을 동시에 고려하고 있으며, 연구방법은 국내 대형 SI업체인 A사에서 공공/금융사업의 총괄임원으로 재직한 연구자의 지식과 경험을 바탕으로, 실행연구 방법론(action research method)을 채택하여, 수익성 향상 분야를 설정하고 이에 대한 제안 및 시사점을 바탕으로 수익성 혁신을 제안하는 연구 흐름을 갖는다. 수익성 향상 방안은 (1) 정책/제도 개선, (2) 사업구조 혁신, (3) 영업 역량 강화, (4) 사업수행 역량 강화, (5) 비용관리의 혁신 측면 등 5개의 분야에 11개의 제안, 7개의 정책건의와 21개의 세부 실행방안들을 포함하는 연구 프레임워크를 갖는다. 공공/금융분야 SI사업의 수익성을 향상시키기 위하여 제시한 프레임워크의 제안과 세부 실행방안을 성공적으로 추진하는 데는 3년 정도 소요되며, 이러한 변화가 성공적으로 완료되면 수익율이 종전보다 추가로 10%가 개선될 것이라고 전망한다. 여기에 제시한 프레임워크, 제안 및 수익성 향상 방안들은 SI사업의 수익성이나 경쟁력을 강화하고자 하는 다양한 SI업체들에게도 실질적인 도움이 될 것으로 기대하며, SI사업의 경쟁력 강화를 위한 연구기관과 학계의 가설 및 검증 수립에도 도움이 될 것으로 생각한다. 후속 연구에서는 본 연구에 포함된 제안들에 대하여 정량적인 가설과 검증을 통해 보다 확정된 결과가 있기를 기대하며, 본 연구를 확장하여 국내 기업과 글로벌 기업간 SI사업의 경쟁력과 수익성은 어떠한 차이가 있는지에 대한 연구는 SI 학계와 산업계에 큰 관심이 될 것이다.
