우리나라 과학기술인력의 경력이탈 현황 분석 (An analysis of the deviation from S&T workforce career-path in Korea)

  • 본 논문은 전 생애주기에 걸쳐 나타나는 우리나라 과학기술인력의 경력이탈 규모와 현황을 추정하는 데 일차적인 목적이 있다. 이를 위해 먼저 과학기술인력의 경력이탈에 대한 조작적 정의를 내리고 이를 분석할 수 있는 기본틀을 크게 인재확보 단계와 활용단계로 구분하여 구축하였다. 이 틀에 입각하여 경력이탈 현황을 진단해 본 결과, 우리나라 과학기술인력의 경력이탈은 주로 활용단계에서 나타나고 양적 이탈보다는 창조경제시대를 이끌어갈 우수 인재의 이탈이라는 질적 이탈 문제가 심각한 것으로 나타났다. 마지막으로 생산가능인구 감소시대를 맞이할 경우 이러한 질적 이탈 문제는 더욱 심각해질 수 있으므로, 좋은 일자리 확보와 경력개발 경로 구축 등의 정책을 우선적으로 추진할 필요가 있다는 대안을 제시하고 있다.

Building Science, Technology, and Research Capacity in Developing Countries: Evidence from student mobility and international cooperation between Korea and Guatemala

  • Developing countries face numerous challenges in the process of building science, technology, and research capacity; in particular, the formation and accumulation of skilled S&T workforce. The lack of organized and sustainable higher education options (Master and Doctoral programs), nonexistent or low-quality academic programs, and the absence of research-oriented study options are some of the strong contributors for talented students to emigrate to developed countries. At the same time, the consolidation of a global knowledge economy, the internationalization of higher education, and the competition to attract foreign talent in industrialized countries present challenges for underdeveloped nations to retain their already scarce skilled human resources. In this context, student mobility has been used as a policy mechanism to cope with S&T workforce shortages in S&T laggard nations. It has also enabled opportunities for international cooperation to play a key role. While significant literature has been devoted to studying the gains of developed nations with the arrival and potential migration of the mobilized students, few scholarly inquiries have addressed the benefits and losses experienced by their countries of origin. More importantly, limited research can be found on policy options and policy implications for developing countries to deal with the dilemmas presented by the brain-drain/brain-circulation debate. The goal of this article is to study empirical evidence of an international cooperation initiative for student mobility between the Republic of Korea and Guatemala (implemented during 2009-2015). The paper analyzes this particular international cooperation experience from the perspective of the different actors involved and attempts to draw policy implications and policy options for developing countries to deal with potential risks and gains derived from international mobility for their S&T capacity building.

학습과 망각에 대한 작업자들의 이질성 정도가 시스템 생산성에 미치는 영향 (The Effect of Worker Heterogeneity in Learning and Forgetting on System Productivity)

  • Incorporation of individual learning and forgetting behaviors within worker-task assignment models produces a mixed integer nonlinear program (MINLP) problem, which is difficult to solve as a NP hard due to its nonlinearity in the objective function. Previous studies commonly assume homogeneity among workers in workforce scheduling that takes account of learning and forgetting characteristics. This paper expands previous researches by considering heterogeneous individual learning/forgetting, and investigates the impact of worker heterogeneity in initial expertise, steady-state productivity, learning and forgetting on system performance to assist manager's decision-making in worker-task assignments without tackling complex MINLP models. In order to understand the performance implications of workforce heterogeneity, this paper examines analytically how heterogeneity in each of the four parameters of the exponential learning and forgetting (L/F) model affects system performance in three cases : consecutive assignments with no break, n breaks of s-length each, and total b break-periods occurred over T periods. The study presents the direction of change in worker performance under different assignment schedules as the variance in initial expertise, steady-state productivity, learning or forgetting increases. Thus, it implies whether having more heterogenous workforce in terms of each of four parameters in the L/F model is desired or not in different schedules from the perspective of system productivity measurement.

Fostering growth: The impact of STEM PBL on students' self-regulation and motivation

  • There is an increasing concern in the United States regarding the workforce's ability to maintain a competitive position in the global economy. This has led to an increased interest in effective science, technology, engineering, and mathematics (STEM) education. The purpose of this study was to investigate the effect of STEM project-based learning (PBL) on students' self-regulation and motivation to learn. Secondary students (n = 60) participated in a STEM summer camp in which STEM PBL was utilized. Results showed that students increased their self-regulation skills (t = 2.83, df = 59, p = .004) and motivation (t = 2.25, df = 59, p =.004), with Cohen's d effect sizes of 0.395 and 0.404, respectively. Student-centered learning and peer collaboration while solving real-world problems were likely the greatest contributing factors to the outcomes. Educators should utilize the results to provide opportunities for students to experience STEM PBL.

무역전시회 참가업체 만족도에 관한 연구 (The Assessment Items of Exhibitor Satisfaction In Trade Show)

  • This study shows the following results. First, the assessment items of the whole exhibition operation, workforce, counselor's ability, facility and environment were important analysis factors for exhibition recognition, quality of human operation and quality of exhibition facility and environment. Second, exhibition recognition was found to be the most significant factor that influenced exhibitor's cognitive achievement, exhibition employee operation and exhibition facility. Third, exhibitors' satisfaction simultaneously increased as exhibition recognition and employee operation quality were raised. However, exhibition facility didn't strongly influence exhibitors' satisfaction. Fourth, high exhibition recognition, employee operation and exhibition facility resulted in high cognitive achievement and exhibitor's loyalty. Fifth, exhibition recognition is a highly influential factor to mediate exhibitor's cognitive achievement and exhibitors' loyalty. It implied that exhibitors' cognitive achievement and satisfaction were significantly related to the exhibition quality factor. Moreover, it indicated the effective and efficient operational method to strengthen promotional strategy, enhance the quality of employee operation, exhibition facility and environment. Thus, the results suggest a new method to evaluate exhibitor's satisfaction in the exhibition industry.

  • 가축 질병에 빠르게 대응하고 번식 성공률을 높이는 것은 농가의 생산성 및 이윤 향상에 기여한다. 농가 노동력 감소와 인구 고령화로 인해 인력 절감형의 효율적인 가축 건강 및 번식 관리가 필요한 상황이다. 본 연구에서는 IoT 기반의 경구 투여용 센서로부터 수집된 체온 데이터를 바탕으로 가축의 건강과 번식 상태를 모니터링 하기 위한 모바일 어플리케이션을 개발한다. 가축 건강에 이상이 발생한 경우 모바일 어플리케이션 경고 메시지를 통해 사용자에게 실시간으로 알리고 또한 가축의 번식 예정일을 제공해 사용자가 가축의 번식 시기를 놓치지 않고 대응할 수 있도록 한다.

Defining the Scope of the Internet of Things with a Particular Focus on Its Role in Healthcare: A Review Paper

  • Today's world is experiencing rapid technological advancement like never before. The ever-changing technology space has overwhelmed citizens with a substantial load of information, which has made it difficult for them to keep up with the technology awareness. This review paper is written to provide information about the Internet of Things in a way that technical along with nontechnical individuals can understand the definition, historical evolution, components, and scope of IoT technology. Relevant literature published between January 2009 and February 2023 was included in this paper. The applications of the Internet of Things in healthcare have been a special focus of this paper as IoT has massive potential in this field and healthcare professionals often face significant issues in keeping their technology knowledge up to date. Moreover, some of the most common issues associated with IoT introduction in healthcare are also discussed in the paper along with some suitable recommendations. Although, IoT can significantly transform our lives and can introduce convenience and efficiency, particularly in the healthcare sector. However, its adoption in healthcare is still a major task due to various challenges presented by the health workforce. Thus, in-depth empirical research is suggested to assist the IoT technology transition.

비접촉 IoT 링거 교체 자동 알림 시스템 설계 및 구현 (Design and Implementation of Non-contact IoT Ringer Replacement Automatic Notification System)

  • 의료기관에서 사용하는 링거는 몸에 수분을 공급하여 열이나 탈수 상태에 있던 몸의 상태를 회복시켜 주는데 도움을 주는 주사제 중 하나로 의료진이 해당 환자에게 처방된 링거의 양을 수시로 점검하여 링거의 교체 시기를 확인하여야 한다. 하지만 현재 간호사 인력은 매우 부족하고 부여된 업무량도 적지 않아 업무에 부하가 발생하게 되고 이로 인하여 환자 및 보호자에게 양질의 의료서비스를 제공하지 못하게 된다는 문제점이 발생하게 된다. 이러한 문제점을 해결하기 위해 본 논문에서는 비접촉식 센서와 WiFi통신방식을 이용한 IoT 디바이스와 OCS 연동을 통한 링거 교체 시기 관제 시스템을 설계하고 구현함으로써 의료진에게 해당 환자의 링거 자동 교체 타이밍을 알려 과거 비효율적이던 중간 단계를 생략함으로써 링거 교체 업무를 효율적으로 운영하고 환자 및 보호자에게 양질의 의료서비스를 제공할 수 있기를 기대한다.

구강보건인력의 예방치과진료에 대한 인식 및 교육요구도 (Awareness and educational needs on preventive dental treatment among oral health workers)

  • Objectives: The objective of this study is to provide basic data needed in developing an educational program designed to upgrade capacity and awareness of preventive dental treatment among oral health workers, by analyzing levels of awareness of preventive dental treatment and educational needs among dentists and dental hygienists. Methods: The collected data was analyzed with SPSS program ver. 19.0. The data was under t-test. Results: The frequency level of giving preventive dental treatment to patients among dentists and dental hygienists is below mid-point, 3 on the 5-point Likert scale. In terms of frequency level per item, scaling & polishing was ranked the highest, followed by periodontal maintenance, tooth-brushing instruction, and prescription and instruction of oral care product in descending order. On the questions asking how important preventive dental care they perceive to be, both dentists and dental hygienists perceived it to be highly important. When they were asked to rank those items by the importance of education, they considered periodontal maintenance as the most important one, followed by individual education of oral health, incremental oral health care, scaling& polishing, toothbrushing instruction, and prescription and instruction of oral care product. Respondents pointed out problems in running a preventive dental treatment program as follows: overwork, lack of dedicated workforce, un-fixed costs, and lack of necessary equipment. When they were asked to point out items needed to run such a program, the largest number of respondents indicated dedicated workforce placement, followed by improving awareness of the customer, and improving awareness of the dental workers. Conclusions: In order to effectively run a preventive dental treatment program, it is necessary for oral health workers to clearly understand the concept of it. It is also necessary to develop and operate an education program on preventive dental treatment targeting oral health professionals.

국내 IT중소기업의 개방형 기술혁신 수용에 관한 실증연구 (An Empirical Study on Adoption of Open Technological Innovation for SMEs based on Information and Technology)

  • Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.
