공동체 활동을 기반으로 한 스마트빌리지 기술개발 수요분석 (Demand Analysis of Technology Development for Smart Village based on Community Activities)

  • In this study, demands of smart technology development were analyzed for rural village communities. Questionnaire items were derived by grasping the current status of information and communication technology. 49 villages in 8 regions were selected and surveys and statistical analysis were conducted. The main results of the study are as follows. First, 92% of community leaders use smartphones, search for information (38%), communicate with the Internet (36%) using smartphones, use KakaoTalk (31%), and Facebook (24%). Second, in the rural and urban exchange activities, promote support information service (51%) and promote method suggestion service (48.5%) showed that the demand for services in promote field was high. It is linked to the creation of economic opportunities. Third, in the income and production activities, demand for distribution services technology (39.3%) was high in the field of production and distribution, and cold chains that help maintain freshness until food, such as meat, fish, and vegetables are delivered to consumers when agricultural products are distributed. The constant temperature control system needs to be actively introduced. Fourth, autonomy activities showed the highest demand for air conditioning and control systems (34.2%) of community building, and the lowest demand for electronic voting (9.4%) and videoconferencing (9.4%) services. Lastly, in the general activity area of the community, the demand for technology of emergency services (37.1%) and health self-diagnosis service (35.4%), which are technologies in the welfare sector, ranked first and second respectively.

農村地域의 郵政施設 立地問題 (A Reappraisal of Rural Public Service Location: the Case of Postal Facilities)

  • 본 연구는 농촌 지역의 공공 서비스 입지에 관한 시사를 얻으려는 취지에서, 局勢錄을 활용하여 전국 군 우체국의 이용 수준(1986-1992년)을 살피고, 경기도 김포군, 충청남도 홍성군, 전라북도 무주군의 사례 연구를 통하여 주민들의 우체국 이용 행동의 특성을 밝히려 시도하였다. 그 결과 읍과 시에 가까운 면에서 상위 중심지로의 지향성이 강하여 공공 서비스의 면단위 관할구역이 큰 의미를 지니지 못하며, 젊은 연령층에서도 이러한 경향이 뚜렷하여 주민들의 활동공간에 世代差가 나는 것으로 밝혀졌다. 연구 결과는 중심지 체계로 본 위계와 상위 중심지 인접 여부를 현행 농촌지역의 우체국 설치 기준에 덧붙여 쓸수 있음을 시사하였다.

농촌진흥법 개정방향 (Directions for Revision of Rural Development Law)

  • This study aimed at exploring new directions for revision of the Rural Development Law. Research and development for environmentally friendly agricultural technologies and localization of the extension offices and staffs were some of the important challenges to agricultural extension services in Korea. The study suggested new directions for revision of the Rural Development Law should consider new development and environmental concerns of agricultural sciences, and needs of farmers, local and central government. Some of major focus of the revised Rural Development Law should include the following; 1) Rural development programs should cover extended areas of newly developed concerns and target groups, 2) County and city administration should provide proper administrative and financial support for local agricultural extension center. 3) Areas for agricultural research and development should be extended to meet the needs of newly developed technologies and sustainable environment system at local level, 4) Monitoring and evaluation of extension efforts should be performed annually to support financially and to strengthen proper systematic linkage between national and local extension services.

未完工干拓地의 定住生活 實態分析 (III) - 部落의 生活環境 - (Analysis on the Settlement Conditions in the Troubled Reclaimed Areas Under State Control (III) - Living Conditions in Rural communities -)

  • In Korea, small-scale reclaimed areas have been suffering from many problems because of the lack of comprehensive developing strategy although considerable investments have been inputed by the public sector since 1970's. For 3 reclaimed sites in Chonnam Province chosen as case study areas, the analysis, the third attempt of widely-spanned studies on areal conditions, concentrated on their living conditions. Its results were as follows : 1. Although rural residents have increased their concern on health and medical services, the public sector can only serve basic and emergent level of them, and therefore, the private sector, which is mostly placed in urban areas and costed much higher than public one, has the dominant share of those services. So, because those costs are a great expense to rural residents, their supplying system should be planned with special reference to lightening the economic burden of them. 2. By the development of locally fitted programs and innovative systems, the rural education should be qualitatively improved to deal successfully with its small scale. That will result in increasing the schooling rate to schools in rural communities, lightening the economic burden of rural residents on education services and finally activating them to contribute the betterment of rural education. 3. Servicing level of water supply, sewerage and garbage disposal in the reclaimed areas has been remaining at the lower order even in other rural areas. In the design of rural water supply, average daily consumption per capita should be changed according to the composition rate of fishing households and variety of the source of water supply. 4. Most of rural residents in the reclaimed areas want to establish the welfare facilites for the infant, youth, aged and public bath However in the long-term basis, the cooperative production and processing facilities should be considered for modernized efficient farming.

지체 및 뇌병변 장애인의 보건 복지 서비스 요구도 조사 (A Study on the Needs of Health & Community Services Among the Disabled at Home in Rural Areas)

  • Purpose: This study was to investigate the needs of health & community services among the disabled at home in rural areas. Methods: The subjects were 146 persons with disabilities living in J-gun. The questionnaire was based on the needs of 8 categorical services. Data were analyzed using frequency, percentage, mean, standard deviation, minimum, maximum, t-test, one-way ANOVA and Scheffe test. Results: Among the respondents, 27.4% visited the public health center in community for rehabilitation therapy. The average score of need was $2.62{\pm}.79$: education services $(2.92{\pm}1.05)$; medical services $(2.81{\pm}.82)$ nursing care services $(2.75{\pm}1.08)$; connection services $(2.62{\pm}1.20)$;, housing services $(2.60{\pm}1.09)$; emotional services $(2.41{\pm}1.03)$; other services $(2.24{\pm}1.06)$; and support of self-sustenance service $(1.92{\pm}1.15)$. The items in highest need were medical checkup (70.7%), medication (62.1%), traditional oriental therapy (60.4%) and physical therapy (58.9%), and those of lowest need were device repair (8.7%) and guidance of facility admission (7.1%). Needs were significantly different according to age (F=4.751. p=.001), employment status (t=2.108, p=.037) and medical fee payer (F=5.061, p=.002). Conclusion: The needs of education & medical services were relatively high. Demographic factors were statistically significant in determining needs. For the disabled at home in rural areas, more various services or programs should be executed based upon the needs and characteristics of based upon the needs and characteristics of the subjects.

우리나라 일부 농촌지역의 모자보건 실태조사 (Survey for the Current Status of MCH Service in Rural Area)

  • The maternal and child health is a basis of national health, and indicates the level of social welfare and health of the country, because it is related with community welfare status, general cultural conditions, and medical and health sciences. This is a study carried out to identify the present practices of maternal and child health care programs implemented by the private clinics located in Guns(counties ; rural area) in Kyungsangnam Province and to propose alternatives to improve their current programs through a self-administrative questionnaire. The subjects were 90 private physicians who operated their own clinics since 1990 and were general practitioners, Obstertrician/Gynecologists or pediatricians: This survey was conducted by mail from 15 January to 25 February 1992. The response rate was 94.4 percent. 1) The major manpower for MCH programs of the studied clinics was physicians and nurseaids. 70.3% of physicians were general practitioners, 81.1% of nursing manpower were nurseaids. 31.1% of the studied clinics employed lab-technicians. 89.2% of them had MCH room whatever the size and the setting, and 84.4% of Ob/Gyn clinics installed laboratory equipments. 2) 55.4% and 63.5% of the studied clinics provided 151 or above consulting services and curative services of MCH per physician a month respectively and 33.8% and 25.7% of them provided 10 or less consulting services and curative services per physician a month. 91.9% of lab-technicians had 10 or less laboratory tests per technician a month. 3) There was a difference between Ob/Gyn and pediatric clinics in terms of services delivered : for example, 80% of Ob/Gyn clinics provided pre- and post- natal care services, while 84.6% of pediatric clinics provided vaccinations for children. It was also found that only a few of general practitioners involved pre-and post- natal care services. 4) There were no clinics which had opened regular health education session but 24.3% of them had opened the sessions irregularly. Ob/Gyn clinics put emphasis on maternity and pediatric clinics did on child health, but general practitioners touched with both maternal and child health. 21.6% of the studied clinics had some kind of educational materials for MCH programs. Most of the materials were pamphlets or small booklets. 5) Proteinuria/glucosuria, blood pressure and blood type were tested in 48.6~69% of the studied clinics ; tests for blood sugar and hepatitis B were provided in 39.2~41.9% of them, most of them were done in Ob/Gyn clinics. 6) 41.9% of physicians, 29.7% of nurses and 45.9% of nurses-aids wanted to receive on-job-training for MCH programs.

농촌마을의 비공식적 노인돌봄에 대한 사례연구 (Case Study on Informal Care for Rural Elderly by Neighbors in Korea)

  • Previous research on elderly care in rural areas has focused on inter-generational support, ignoring the possibility of elderly care among community members in the rural areas of Korea. This study attempts to explore the roles and potentials of community-based elderly care in rural areas where nearby family or formal services are unavailable. For this purpose, data was collected from the elderly in three Korean rural villages using qualitative case study methods. Each village was studied as a separate case study and in-depth interviews with the elderly in each village were conducted. All interviews were tape-recorded and transcribed verbatim for the analysis. The data was analyzed using the Reflective Qualitative Analytic Technique. Results showed that rural elderly in all three villages had lunch, talked, and played together; almost everyday in the winter. However, the nature of care among rural elderly varied depending on the characteristics of the rural community (the traditional rural, the rural mixed with the urban, and the neighboring rural with the urban). Specifically, the use of mutual aids (providing food, repairing housing, and checking personal safety by telephone or visit, etc.) was most consistent at the traditional rural village. Because both the rural village mixed with the urban and the neighboring rural village with urban have better access to many aids and programs from formal institutions, mutual aids among community members decreased compared with the traditional rural village. However, regular group activities such as sports, dancing or debate help to provide pleasure and integrate the community. These results suggest that community relationships as a substitution for social support provide by family or formal services can be utilized in rural areas.

일 도단위 농촌지역 재가노인복지사업 운영 실태조사 (A Study of Present Conditions of Domiciliary Elder Care Utilizing Public Health Care Institutions in Rural Area)

  • Purpose: The purpose of this study was to suggest new direction for domiciliary care for elders provided by public institutions in rural areas. Method: The participants in the study were elders using one of 11 public health care institutions, of which 8 operated day care services exclusively, and 3 operated both day care and short-term respite care services. A survey was conducted using a structured questionnaire that included items on general characteristics of the service users, conditions of the services, personnel, financial status, facilities, and perception of the tasks of the staff. Result: The service content of the day care centers included Western and Chinese medical service, physical services, activities of ADL, nursing care services, meal services and transportation services. Domiciliary care centers provided a wide variety of health and social welfare service for elders. Personnel consisted of 3 to 8 staff for day care centers and 7 to 10 for domiciliary care centers. Both types of centers rely on financial support from local government for operation. The perception of the staff was the need for operation of these centers by public health facilities such as public health centers and sub-centers. Conclusion: The result suggest a need to activate the function of public institutions to provide domiciliary care for elders. For this new change, the role as a social support system must be developed.

농촌 노인의 사회관계망이 생활서비스 필요도에 미치는 영향 (The Effects of Social Networks on the Need for Life Services for the Elderly in Rural Areas)

  • The purpose of this study was to identify the social networks used by the rural elderly and to analyze the effects of these social networks on the need for life services. The research subjects were 1,000 people aged 65 years and over living in the rural areas of Korea. Among the total 1,000 respondents, 979 elderly who have children were included in this study. The data were analyzed using frequency analysis, descriptive statistics, and multiple regression analysis. The results of this study were as follows. First, the frequency of contact with friends/neighbors was higher than that of children, whereas the social support of children was higher than that of friends/neighbors(excluding physical support). Second, the rate of use of home services and the elderly welfare center was very low. Promotion, a minimum cost burden, convenient transportation (circulation bus operation, etc.), and the provision of visiting services are examples of ways to be using them much more. Third, the elderly who do not live with their children have a higher need for life services. As well unlike the elderly who live with their children, in the case of the elderly who do not live with their children, the necessity for life services was influenced not only by their children but also by the relationship with their friends/neighbors and by home services. This implies that comprehensive social networks are important for the elderly who do not live with their children. Therefore, it is necessary to activate the social support of the community as well as of children and friends/neighbors.
