The Study of Community-oriented Welfare Service for the Rural Elderly - Focused on ′Villages Supported by Special Programs for the Rural Elderly′ - (농촌노인의 지역사회 복지서비스 이용실태 - ‘노인생활지도마을’을 대상으로 -)

  • In Korea, as the elderly population is growing, the quality of life of the rural elderly is becoming a major concern. By the way, social welfare services is less available and accessible to the rural elderly. And we have very limited information about community -oriented welfare services for the elderly. The lack of social welfare services in rural area resulted from mainly geographic isolation and economic deprivation. So, the present research aimed at; 1) to explore what the social welfare service is benefited from governmental or local assembly. 2) to explore what kind of community services is provided for the rural village and elderly. 3) to appear the political propose for the rural elderly. In South Korea, The Rural Development Administration currently operate 'villages which is supported special programs for the improvement of QOL of rural elderly' in 110 villages. It is a model governmental welfare service for rural area. For the purpose, the survey data is gathered from community level data per village (107 villages), individual survey data(881people) who live in the village and qualitative data. Two kinds of quantitative data is combined to form a data. The statistical methods used for data analysis are descriptive statistics, t-test and ANOVA. The major findings of this study were as follows : It was founded that the majority family type of the rural elderly is elderly-only households(75%). In case of poor elderly, they have very limited social insurance benefit and they can not get medical services with satisfaction. The result show that the welfare facilities per village and welfare service for the elderly is extremely low while the needs of welfare service is greate high. A distinctive characteristics in rural villages is that they receive a lot of services from private sectors, like as Women Farmers Union, Adult Union. They operate voluntary welfare services related to food supporting, education for the elderly, free haircut services and so on. In conclusion, the community care services from private sector has specialty in rural area. We conclude it is a distinguishing characteristic of rural community.

The Analysis of Using an Information Service for Supplying Information in the Rural Amenity Resources by Utilizing a Smart Phone (스마트폰을 활용한 농촌어메니티 자원 정보제공을 위한 정보서비스 이용실태 분석)

  • This study focused on developing various application services for smart phones in the rural amenity resources information service. By developing application services for smart phones, this study aims to stimulate rural tourism and increase the rural tourism economy. The main findings of this study revealed that 'information for reports/cultural/recreational facilities, etc', 'maps for rural villages(food, attractions, etc)', 'regional weather information', 'traffic reports for rural villages(public transportation, etc)' and 'introduction of rural experiences (festivals, exhibitions, events, etc)' are preferentially needed as the contents services of the rural amenity resources. Moreover, it has been found that the types of services firstly needed to offer information of rural amenity resources include 'searching the information around me(where I am)', 'wayfinding such as navigation', 'information sharing function with messenger and SNS, etc', 'taking and editing photography', 'searching information of rural villages about festivals, events, etc'. These are the items that can be utilized in developing application services needed by information services of rural amenity resources. It is expected that the future real-time smart phone services for rural amenity resources will be able to reinforce the competitiveness of rural tourism by giving urban dwellers the chance to utilize the customized information whenever they want.

The Present Conditions of Rural Youth Welfare Facilities and Policy Measures for Development (농어촌 청소년 복지시설의 문제점과 해결 방안)

  • Rural youth welfare was defined to provide the preventive services as well as the protective and curative services such as education, job training, youth activity, delinquency prevention, etc. for rural youth who live in rural society, including who go out to metropolitan city for study. Based on this concept, the rural youth related facilities and problems were investigated in the area of education, culture and leisure, career, and problematic behavior. The results were identified that the efforts of government and rural related institutions were in sufficient to establish and improve the facilities for rural youth, and the gap between rural and urban youth facilities was extended increasingly, in spite of seriousness of those rural youth problems. Some of policies and programs were proposed in order to improve rural youth welfare; 1) To establish at least one activity facility in every Eup ; 2) To convert the public culture facilities such as museums, fine art museums, exhibition facilities, etc. into the culture and art facilities for rural youth; 3) To establish rural youth job information center in the agricultural technology and extension center; 4) To convert school to rural youth education and cultural center; 5) To establish the comprehensive welfare facilities for rural youth in metropolitan city.

An Analysis of the Density of Basic Living Service Facilities in Rural Areas by Population Size (인구규모별 농촌지역 기초생활서비스 시설 밀도 변화 분석)

  • As South Korea faces a general decline in population, similar to other regions, its rural areas are also experiencing a downward trend. This study examines how the scale and shifts in population within rural towns(eup·myeon) are affecting the number of essential services such as hospitals, laundry shops, and beauty salons. Our analysis encompassed the populations of 1,403 towns, excluding nine areas due to lack of data as of 2020. Since the availability of basic services can vary with population size, we normalized the figures to reflect the number of services per 10,000 people, allowing for a comparative analysis across different population sizes. Generally, areas with more people showed an increase in the number of services per capita. Our review of changes from 2000 to 2020 revealed patterns in how service numbers adjust with population variations. Future research should delve into more detailed trends of these facilities and forecast the rural population's future to ensure that residents in areas where service sustainability may be challenging will have full access to necessary services.

Analyzing Migration Decision-Making Characteristics Based on Population Change Pattern and Distribution of Basic Living Services in Rural Areas (농촌지역 인구변화 특성 및 기초생활서비스 분포 특성을 고려한 이주 의사 결정 요인 분석)

  • Rural decline due to the decrease of the local population is an inevitable phenomenon, and a vicious cycle has been formed between a lack of basic living services and a population decrease in rural areas. Therefore, the study aims to derive the migration decision-making characteristics based on basic living service infrastructure data in rural areas. To do this, the population change over the past 20 years was categorized into six types, and the relationship between the classified population change types and the number of basic living service infrastructures was analyzed using decision tree analysis. Of the total 3,501 regions, 801 regions were the continuous decline type, of which 740 were rural areas. On the other hand, among 569 regions that were the continuous increase type, 401 regions were urban areas, confirming the population imbalance between rural and urban areas. As a result of the decision tree analysis on the relationship between population change types and the distribution of basic living service infrastructure, the number of daycare centers was derived as an important variable to classify the continuous increase type. Hospitals, parks, and public transportation were also found to be major basic living services affecting the classification of population change types.

Exploring Social Service Demand and Policy Implications of the Vulnerable in Rural Areas (농어촌 취약계층의 사회서비스 수요탐색과 정책함의)

  • This study sought to explore the demand in the social service sector and present policy implications, focusing on the vulnerable in rural villages exposed to worse conditions amid the Covid-19 crisis. To this end, the social service needs of vulnerable groups by household type were analyzed by utilizing the raw data of the 2018 Survey on Rural Well-Being. Analysis showed that the greatest demand social services for all rural villages, the elderly, the disabled, one-person, one elderly and low-income households were income support services, while in household that included children the demand was for childcare and education-related services. The second-highest social services in terms of demand were cultural leisure vacation support services for all rural villages, healthcare-related services for the elderly, the disabled, one elderly and low-income households, cultural leisure vacation support services for households including children and daily life support services for single-person households. Based on these results, a measure was proposed to support social services, tailored to vulnerable groups in rural villages. In addition, the government's lack of a consultation system between urban and rural welfare policies, such as a basic plan for health and welfare in rural villages, led this paper to discuss the need for a feedback function and dedicated formulation of mid- to long-term policies in rural villages. It also proposed the establishment of conditions for providing customized social services for rural villages.

A Study on Determinants Factors of Urban-to-rural Migrants (도시민 귀농결정요인에 대한 연구)

  • The purpose of this study was to analyze affecting factors to consider and make decision on the urban-to-rural migrants using survey data. In the consideration model of urban-to-rural migrants, it was found that the more interest in "urban-to-rural migrants concern" was, the higher probability to consider about urban-to-rural migrants. The lower the age and income level, the higher probability to consider about the urban-to-rural migrants. In the decision making model of urban-to-rural migrants, the more interest in "urban-to-rural migrants concern" was, the higher probability to decision making of urban-to-rural migrants. The higher of stable pension income and the lower of the expected living cost, the higher probability of decision on urban-to-rural migrants. The results of this analysis show that it is necessary to continuous education to increase "interests and information about rural areas", and A number of safeguards are needed to ensure stable income after urban-to-rural migrants to increase the population of the urban-to-rural migrants.

A Study on the Use of Rural Community Tourism Information Services via Smartphones -Focused on The Theory of Planned Behavior-

  • This study attempted to suggest a strategy for providing rural community tourism information services using smartphones. Study subjects were men and women among 300 who currently use smartphones. Empirical analysis was done on 249 of the 300 subjects. Upon verification of the effect factors of adults' smartphone usage and rural community tourism information services usage, they were both statistically significant based on Ajzen's(1991) Theory of planned behavior. Hence, behavior, subjective norms, perceived behavioral control should be augmented in order to increase smartphone usage behavior to access rural community tourism information services. Especially, behavioral intent and usage behavior was increased proportionately to behavioral control. We suggested that plans to provide applications free of charge and building a social consensus on utilizing rural community tourism information are important in achieving such status.

Analysis of Utilization and Expenses of Medical Care Services in a Designated Rural Areas (일부 농촌지역주민의 의료이용량 및 진료비분석)

  • The medical insurance system has been adopted in rural areas in 1988. Since then, the utilization of medical care services has increased rapidly in rural areas. According to the various study on medical care utilization, the people in rural areas used more curative care services than urban areas. The purpose of this study was to analyze the utilization and expenses of medical care services in designated rural areas : Choonseong Gun, Kangwon Province ; and Soonchang Gun, Cheonbuk province in Korea. Medical care utilization of medical care beneficiaries showed slightly increase, while there was a decrease of 18% and more for the medicaid. Regarding selection of medical care institutions, medical care beneficiaries used more hospitals and clinics than health center networks, but the health center networks was used more by the medicaid. However, the hospitalized Soonchang health center was able to provide more curative care to the people than the other two health centers. More than 50% of the patients treated by hospitalized health center were residents of the place in which health center was located.

  • The objectives of this study were 1) to review legal status of local agricultural extension services during the last fifty years, 2) to propose enacting the new law for local agricultural extension services in Korea. Since Rural Development Act was established, the legal status of extension services was weakened in spite of the most important factor affecting agricultural extension services. It would be necessary to enact the new law prescribed organizational structures and objectives and missions, financial supporting, professional pesonnel management, etc., for development of local extension services after localization.
