권상하(權尙夏)의 황강(黃江) 이주를 계기로 한 재지사족(在地士族)의 형성과 발전 (Forming and Developing Rural Neo-Confucian Literati after Gweon, Sangha's Move to Hwang-gang)

  • 조선 시대의 재지사족은 핵심적인 지배집단이었다. 그들은 전국적으로 분포한 중소 규모의 지주였으며, 유교적 소양을 보유한 지식인 집단이었다. 17세기 이후로는 곳곳에 동성마을을 형성하고, 현조(顯祖)를 내세우면서 지역 사회에 대한 영향력을 행사했다. 그 결과 지역에서의 실질적 주도권을 재지사족이 행사하는 예가 많았다. 이런 면에서 제천 지역의 황강(黃江) 신동(新洞)에 정착한 안동 권씨 화천군파(花川君派) 문중은 대표적인 재지사족이었다. 이 집단은 1675년에 이뤄진 권상하 형제가 이주하면서 형성되었다. 노론 정파의 지도자였던 송시열의 수제자인 권상하는 과거를 외면하고 황강에서 강학에 힘썼으며, 결국은 산림(山林)으로 초빙되어 좌의정으로 제수되기까지 하였다. 권상하의 사후에 그가 가르치던 곳에는 황강서원을 비롯한 기념 시설과 제사 공간이 설치되었다. 이러한 시설들은 권상하가 중시했던 삶의 가치를 후손들이 받아들이는데 이바지했고, 지역 사회에 숭명의리(崇明義理)에 토대를 둔 척사적(斥邪的)인 정서가 자리 잡도록 하는데 이바지했다. 화천군파가 제천 지역에서 재지사족으로 성장하는 과정에 결정적인 역할을 한 인물은 또 다른 인물은 권상하의 조카인 권섭(權燮)이었다. 그는 권상하를 위한 여러 기념시설을 건립하고, 문중의 발전을 위하여 여러 규칙을 제정하였다. 아울러 황강을 넘어서 제천의 신동에 새로운 거주공간을 확보하고, 청풍 단양 문경 등지에 별서(別墅)를 장만하며 거주공간을 넓혀 나갔다. 각각의 공간에는 조상을 모시기 위한 제사 시설도 설치했다. 그 결과 권상하와 권섭의 자손들은 제천 일대에서 대표적인 성씨 집단으로 수백 년간 위세를 누릴 수 있었다. 비록 그들은 서울에 남았던 이들에 비하여 많은 엘리트 관료를 배출할 수는 없었다. 그러나 이러한 재지사족의 성장은 지역 사회의 문화적 성장, 나아가 전 조선 사회의 발전을 가능하게 했다.

서울 시내 일 간호대학 입학생의 4년간 개인 및 대인가치관의 횡단적 조사 연구 (A four year study of the personal and interpersonal value systes of freshman nursing students at Yonsei University)

  • The purpose of this study was to determine the values of freshman nursing students and to determine changes each year over the four years of the study and to provide base data for curriculum and student guidance. The sample consisted of the freshman students who entered college of nursing from 1988 through 1991. The total sample was 358 students and data were collected during March of each of the four years. The data were analyzed using t-test, ANOVA and Pearson Correlation to examine the relationship between the subcategories of values and Duncan multiple range test to examine the relationship between the scores for each year and the demographic data. The instrument used in this study was the Survey of Personal Values and Interpersonal Values modified by UngYun Hwang and KyungHae Lee in accordance with L.V. Gordon's instrument. This tool provides scores on practical mindedness, achievement, variety, decisiveness, orderliness, goal orientation, support, conformity, recognition, independence, benevolence and leadership. The results of the study were as follows: 1. The nursing freshman students surveyed had the highest score for goal orientation (21.44) and the lowest for variety (17.13) on the SPY (Survey of Personal Values) and the highest score for benevolence (21.19) and lowest for leadership (17.00) on the SIV (Survey of Interpersonal Values]. In accordance with the standarized scores for Gordon's Spy for other' woman college students, the students in the study were between the 78% ile - 97 % ile and were in the 72 % ile 97%ile for the SlV. 2. When t-test scores were compared, no significant variation was found between the years for each of the values (P< .05). 3. A significant variation was found on variety, between 1989 and 1991 (P< .05), and between 1988 and 1991. The highest score was in 1991 in both comparisons. Supporting was also higher for 1991 than for 1988 (P< .05). 4. Religion and occupation of father did not show any significant differences (P< .05). There was no significant difference in values according to the student's religion or the occupation of their father. Students born in the metropolitan area had a higher score on variety than those from the rural area and vice versa on regulartiy (P< .05). The results of this study show that there is a higher score on values for'! University freshman than shown for freshmen in other universities reported from other research, To keep or promote values, it is very important that there be a systematic strategy of education and special educational programs.

1차보건의료와 바람직한 정책방향 (Primary Health Care and Desirable Policy Directions in Korea)

  • The World Health Organization and its member states, in 1978, declared that primary health care is a key to attain the goal of Health for All by the goal of Health for All by the yeas 2000. As a member state of WHO, the Republic of Korea has participated in the declaration of ALMA-ATA and committed to put national efforts for devedoping and implementing primary health care approach with the spirit and content of this Declaration. Since 1978, to translate the spirit of the Declaration into realization, Korean goverment has developed a new category of health manpower such as Community Health Practitioners serving people living in remote rural areas and Village Health Workers serving voluntarily their own village, strengthened the function of Health Centers and Health Subcenters through their reorientation and improved the infrastructure by their new construction or renovation. While primary health care is viewed as an essential health care in Korea, there are some circles who follow a narrow definition in referring to the health care at the periphey of a health system, which is erroneous. Considering the PHC is accepted as the best alternative approach to health care to solve problems that modern health systems are facing, we propose the followings as desirable health policy directions that modern health systems are facing, we propose the followings as desirable health policy directions which might translate the persopective into action at the national level after reviewing past and current PHC approach in Korea : 1. To improve the equity through the reduction of gaps between those who have access to health care and those who have not. 2. To reinforce multisectoral approach and intersectoral coordination through the re- establishment of the National Health Council or establishment of equivalent organization at the central level. 3. To stengthen community participation through lacal people's empowerment by leadership training, changing planning process from the top-down approach to bottom-up and giving the priority to human resources rater than technology, 4. To reinforce the Ministries of Health and Social Affairs through upgrading its role and function to Coordinate Ministries which involve human welfare policies, and creating a Division which is in charge of PHC in the Ministry.

농산촌의 지역 활성화 활동의 실태분석 - 충청북도 영동군 학산면 모리를 사례로 - (Analysis of Localization in Rural area: A Case of Mori village)

  • 인구감소와 고령화가 진행되고 있는 농산촌 지역의 '내발적 발전'에 의한 지역 활성화를 알아보기 위해서, 지역 활성화를 추진하고 있는 학산면 모리를 사례로 이러한 활동을 내발적 측면에서 검토하고, 이후의 과제를 지적하는 것을 목적으로 한다. 모리마을은 특산물인 포도의 유통 구조 복잡성과 수입 포도의 증가로 농외소득을 증대시키기 위해서 도농교류를 도입하였으며, 이로 인해 농외소득이 증가하고 있다. 도농교류 도입에 의한 운영 위원회가 조직되고 이장을 포함한 지역 리더가 여러 업무를 겸임하면서 마을업무가 일부 리더에게 집중되어 있다. 일부 리더 중심의 업무형태와 주민의 역할이 없는 마을 활성화사업은 지속성의 문제가 발생할 수 있다. 모리마을의 주민과 리더간의 문제점을 해결하기 위해서는 마을지도자, 참가 주민, 미참가 주민, 민박 등에 대한 세부적인 교육을 통해 최대한 많은 주민에게 적합한 역할분담이 필요한 것으로 보인다.

Characteristics of Community Life in Foreign Intentional Communities Focus on the Differences between Ecovillage and Cohousing

  • This study investigates the different characteristics (mainly of community life) in representative intentional communities, between the ecovillage and cohousing, since the different purpose of the establishment of the community might result different characteristics. The study method is data analysis: the analysis material is Community Directory, A Comprehensive Guide to Intentional Communities and Cooperative Living (Rutledge, 2005). Of 750 listed communities, 397 (211 ecovillages and 186 cohousings) communities were analyzed. The findings of the study reveal that there are clear differences of community life between ecovillages and cohousings even though two communities are regarded as similar intentional communities. The similarities between the two communities are as follows: 1) Those mostly distributed in the USA, and established before 2000. 2) Dominant size of intentional communities is less than 20 residents and 20 houses. 3) They make decisions in consensus. 4) They eat together very frequently; at least once a week or more. 5) Shared work is required. The differences between the two communities are as follows: 1) They have different aims of establishment. For instance, ecovillage focus more on eco-living, while cohousing focuses more on the cohousing idea. 2) There are more female residents in cohousings than in ecovillages. 3) There are more cohousings in urban areas with a smaller area of land, contrary to that there are more ecovillages in rural areas with larger areas of land. 4) There are less identified leaders or leadership core groups in cohousing than in ecovillages. 5) Income sharing is more common in ecovillages than in cohousings. According to there findings, it is evident that a different purpose of establishment result in different characteristics of community life even though those belong to the similar category of the intentional community. 우리나라 의용소방대의 효율적인 운영에 관한 개선방안 연구 (Study of a Improvement Plans about Efficient Operation of Korean Volunteer Fire Departments)

  • 본 연구는 2012년부터 2016년까지 5년간의 (구)국민안전처 내부 소방행정자료와 통계연보, (구)소방방재청 통계와 통계청 자료 등을 활용, 우리나라 의용소방대의 소방 활동과 각종 대민봉사 지원활동 전반에 대한 통계분석을 통해 현실적 문제점을 도출하여 개선방안을 모색하였다. 연구결과는 첫째, 농촌지역 특성을 고려한 의용소방대 정원관리제도 보완 둘째, 의용소방대 내부적 갈등요인 해소를 위한 교양교육제도 강화 셋째, 의용소방대장 등 관리계층 대원들의 조직운영 리더십 역량강화 넷째, 지역여건에 맞는 의용소방대 교육 훈련제도 확립 다섯째, 의용소방대 대형재난현장 활동 보상제도 개선이다. 본 연구결과는 향후, 우리나라 의용소방대 발전의 기초자료로 활용되기를 기대한다.

농촌여성노인의 배우자 사별 적응과정 (Elderly Women's Adaptation Process on Separation by Death in Rural Areas)

  • 본 연구에서는 근거 이론적 접근을 통하여 농촌지역에 살고 있는 여성 노인의 사별적응을 살펴보고 확인하여 그에 대한 실체이론을 개발하고자 하였다. 연구의 참여자는 농촌노인의 배우자를 사별한 여성으로 배우자 상실 후 단독거주자로서 홀로 살고 있으며 배우자를 사별한지 12개월 미만이 되는 14명이었다. 수집기간은 2010년 1월부터 8개월간의 기간이 소요되었고, 인터뷰는 1회기 당 40분-90분까지 소요되었으며 현장메모를 동시에 기록하였고 녹음된 내용은 본 연구자가 직접 필사하였다. 연구 자료는 심층면담과 참여관찰 및 참여자를 돌보는 지역사회 담당간호사의 도움을 받아 수집하였다. 수집된 자료는 Strauss & Corbin(1998)의 근거이론방법을 적용하여 분석하였다. 연구결과 개방코딩 과정에서 80개의 개념과 28개의 하위범주, 12개의 범주가 도출되었으며, 배우자 사별 적응과정은 '울타리가 무너져 내림'의 인과적 조건과 '살아생전부부의 금실정도', '살아생전 부부의 주도권'의 맥락적 조건에 영향을 받아 나타나는 '홀로 여생을 감당해 나감'의 중심현상에 대한 '지원체계', '건강상태가 달라짐', '경제상황 정도'의 중재적 조건에 영향을 받으면서 '상황 끌어안기', '생활의 변화를 시도함'의 전략을 사용하여 '홀로 살아갈 길을 찾음'의 과정인 것으로 나타났다. 시간의 흐름에 따른 적응과정은 충격과 감정분출 단계, 그리움과 원망단계, 체념과 수용단계, 삶의 재구성단계의 4단계로 나타났다. 이상의 결과는 농촌여성의 배우자를 사별하고 살아가야하는 참여자들이 여러 맥락요인들의 영향을 조절하면서 중재전략을 적정하게 사용하여 삶에 적응할 수 있도록 하는 '홀로 살아갈 길을 찾음'의 과정 및 유형에 노인복지 중재의 방향을 제시하고 실질적인 실천적 복지중재를 개발하고 적응하는데 기초 자료를 제공하였다.

한국의 지역개발과 댐건설 (Regional Development And Dam Construction in Korea)

  • Because of differences in thoughts and ideology, our country, Korea has been deprived of national unity for some thirty years of time and tide. To achieve peaceful unification, the cultivation of national strength is of paramount importance. This national strength is also essential if Korea is to take rightful place in the international societies and to have the confidence of these societies. However, national strength can never be achieved in a short time. The fundamental elements in economic development that are directly conducive to the cultivation of national strength can be said to lie in -a stable political system, -exertion of powerful leadership, -cultivation of a spirit of diligence, self-help and cooperation, -modernization of human brain power, and -establishment of a scientific and well planned economic policy and strong enforcement of this policy. Our country, Korea, has attained brilliant economic development in the past 15 years under the strong leadership of president Park Chung Hee. However, there are still many problems to be solved. A few of them are: -housing and home problems, -increasing demand for employment, -increasing demand for staple food and -the need to improve international balance of payment. Solution of the above mentioned problems requires step by step scientific development of each sector and region of our contry. As a spearhead project in regional development, the Saemaul Campaign or new village movement can be cited. The campaign is now spreading throughout the country like a grass fire. However, such campaigns need considerable encouragement and support and the means for the desired development must be provided if the regional and sectoral development program is to sucdceed. The construction of large multipurpose dams in major river basin plays significant role in all aspects of national, regional and sectoral development. It ensures that the water resource, for which there is no substitute, is retained and utilized for irrigation of agricultural areas, production of power for industry, provision of water for domestic and industrial uses and control of river water. Water is the very essence of life and we must conserve and utilize what we have for the betterment of our peoples and their heir. The regional and social impact of construction of a large dam is enormous. It is intended to, and does, dras tically improve the "without-project" socio-economic conditions. A good example of this is the Soyanggang multipurpose dam. This project will significantly contribute to our national strength by utilizing the stored water for the benefit of human life and relief of flood and drought damages. Annual average precipitation in Korea is 1160mm, a comparatively abundant amount. The catchment areas of the Han River, Keum River, and Youngsan River are $62,755\textrm{km}^2$, accounting for 64% of the national total. Approximately 62% of the national population inhabits in this area, and 67% of the national gross product comes from the area. The annual population growth rate of the country is currently estimated at 1.7%, and every year the population growth in urban area increases at a rising rate. The population of Seoul, Pusan, and Taegu, the three major cities in Korea, is equal to one third of our national total. According to the census conducted on October 1, 1975, the population in the urban areas has increased by 384,000, whereas that in rural areas has decreased by 59,000,000 in the past five years. The composition of population between urban and rural areas varied from 41%~59% in 1959 to 48%~52% in 1975. To mitigate this treand towards concentration of population in urban areas, employment opportunities must be provided in regional and rural areas. However, heavy and chemical industries, which mitigate production and employment problems at the same time, must have abundant water and energy. Also increase in staple food production cannot be attained without water. At this point in time, when water demand is rapidly growing, it is essential for the country to provide as much a reservoir capacity as possible to capture the monsoon rainfall, which concentarated in the rainy seaon from June to Septesmber, and conserve the water for year round use. The floods, which at one time we called "the devil" have now become a source of immense benefit to Korea. Let me explain the topographic condition in Korea. In northern and eastern areas we have high mountains and rugged country. Our rivers originate in these mountains and flow in a general southerly or westerly direction throught ancient plains. These plains were formed by progressive deposition of sediments from the mountains and provide our country with large areas of fertile land, emminently suited to settlement and irrigated agricultural development. It is, therefore, quite natural that these areas should become the polar point for our regional development program. Hower, we are fortunate in that we have an additional area or areas, which can be used for agricultural production and settlement of our peoples, particularly those peoples who may be displaced by the formation of our reservoirs. I am speaking of the tidelands along the western and southern coasts. The other day the Ministry of Agriculture and Fishery informed the public of a tideland reclamation of which 400,000 hectares will be used for growing rice as part of our national food self-sufficiency programme. Now, again, we arrive at the need for water, as without it we cannot realize this ambitious programme. And again we need those dams to provide it. As I mentioned before, dams not only provide us with essential water for agriculture, domestic and industrial use, but provide us with electrical energy, as it is generally extremely economical to use the water being release for the former purposes to drive turbines and generators. At the present time we have 13 hydro-electric power plants with an installed capacity of 711,000 kilowatts equal to 16% of our national total. There are about 110 potential dams ites in the country, which could yield about 2,300,000 kilowatts of hydro-electric power. There are about 54 sites suitable for pumped storage which could produce a further 38,600,000 kilowatts of power. All available if we carefully develop our water resources. To summarize, water resource development is essential to the regional development program and the welfare of our people, it must proceed hand-in-hand with other aspects of regional development such as land impovement, high way extension, development of our forests, erosion control, and develop ment of heavy and chemical industries. Through the successful implementation of such an integrated regional development program, we can look forward to a period of national strength, and due recognition of our country by the worlds societies.

Directions towards sustainable agricultural systems in Korea

  • The question of how to establish sustainable agricultural systems has become as prominent as questions related to water, energy and climate change. High input/high output agriculture has brought with it many adverse effects; the massive deterioration of soil and water in both quantity and quality, increased greenhouse gas emissions and an increased prevalence of unsafe foods. Additionally, urbanization and climate change has worsened the shortage of farmland and reduced the supply of agricultural water. Given these challenges, maintaining, conserving and efficiently using agri-environmental resources, through fostering of sustainable agriculture, have emerged as key tasks in solving these problems. What is needed therefore is research, based on systematic and comprehensive empirical analyses, that can propose plans and methods for establishing an appropriate sustainable agricultural system. The empirical analysis of sustainable agricultural system is approached separately from economic, environmental and social aspects. An analysis of environment effect reveals that the available phosphate level is 1.3~2.1 times greater than the optimal amount in rice paddies, upland fields and orchards. Further examination has revealed that the excess nutrient is polluting both ground water and surface water. Analytical results for economic feasibility show that factors of production have been invested heavily in the rice crop. Under these conditions, sustainable agriculture, including low-input agriculture, appears to be a possible alternative that will facilitate simultaneous improvements in both economic feasibility and environment effects. Analysis results for sociality reveal that social factors include the value of producer, association and interior networks. Social conditions are comprised of leadership, consumers' awareness, education and conflict solutions. In addition, analysis as to the degree investments contribute to improving agricultural value added has revealed that the direct payment program is the most effective instrument. Experts confirm that economic feasibility can be improved by scientific and well-reasoned nutrient management on the basis of soil testing. Farmers pointed to 'economic factors' as being the largest obstacle to switching to the practice of sustainable agriculture. They also indicate 'uncertainty with regards to sustainable agriculture technology' as an impediment to practicing sustainable agriculture. Even so, farmers who believe environmental and regional issues to be the most pressing problems have expanded their practice of sustainable agriculture. The keys to establishing sustainable agriculture system are classified into the following four aspects. Firstly, from an economic aspect, the research indicates that agricultural policy needs to be integrated with environmental policy and that the function of market making based on the value chain needs to be revitalized. Secondly, from an environmental aspect, there is a need for an optimal resource management system to be established in the agricultural sector. In addition, sustainable agriculture practice will need to be extended with attendant environmentally-friendly and sustainable intensive technology also requiring further development. Thirdly, from a social aspect, green agriculture management needs to be fostered, technology and education extended, and social conflict mediated. Lastly, from a governance aspect, it will be necessary to strengthen good governance, assign and share suitable roles and responsibilities, build a cooperation system and utilize community supported agriculture.

수산고등학교(水産高等學校) 학생(學生)들의 직업결정형태(職業決定形態)에 관한 연구(硏究) (A Study on the Career Decision-Making Patterns of Fisheries High School Students)

  • 1. Purpose of the study: This study was to investigate and analyse the career decision making patterns of students, which would enhance vocational guidance activities for the students. The specific purposes of the study are as follows. 1) To find how much the fisheries high school students are satisfied with the school. 2) To find out the factors which would influence the fisheries high school students in their career decision making. 3) To find out the person who plays the most important role in the career decision making of the students 4) To find out the patterns of behavior taken by the fisheries high school students in their career decision making. 2. Hypotheses: The following hypotheses were tested for this study. 1) There would be significant differences in the extent of school-satisfaction, depending on the class level and major. 2) There would be significant differences in the value criterion with which the fisheries high school students make decisions on their careers, depending on the grades, majors, and the levels of school-satisfaction. 3) There would be significant differences in the human factors which affect their decision-making on their career, depending on the class levels, majors, and the levels of school satisfaction. 4) There would be significant differences in the patterns of behavior they take when they make decisions on their careers depending on the grades, majors and the levels of school satisfaction. 3. Methods of the study: For the verification of the above hypotheses, a questionaire was developed by the researcher, and the questionaire was answered by the total 440 students from three fisheries high schools, located in the rural and urban areas, out of 8 fisheries high schools in Korea. The questionaire was composed of two major parts: school-satisfaction (10 items) and career decision making patterns (39 items). The career decision-making patterns include 16 value criterion items, 10 human category items, and 13 behavior category items. 4. Results of the study: 1) School satisfaction; There was no significant difference in school satisfaction depending on the class level and major. 2) Value criteria; a) Almost of the fisheries high school students think that the potential for advancement, job security, and salary are important factors for their job. b) The seafarer-students rated the salary, prestige of the occupation and leadership to be important than the nonseafarer-students. The nonseafarer-students rated the stabilization of their livelihood and opportunity to use their creative ideas than the seafarer-students. c) The students unsatisfied with their school emphasize the working environment, variety of work duties and leisure more than the satisfied ones. 3) Human factors: a) The fisheries high school students are affected most by their homeroom teachers, major teachers and their parents, but they are less influenced by their counselor. b) The seniors are more affected by their friends or classmates than the freshmen, and especially seafarer-students are more affected by major teachers. c) The persons, who are working in the occupation they are interested in, exert more influence on unsatisfied students than class-teachers do. 4) Behavior patterns; a) Most of them want test their abilities. b) The nonseafarer-students and seniors tend to depend on their own intuitions. c) The seafarer-students, the freshmen, and the satisfied with their school tend to discuss with other persons, and the unsatisfied tend to be influenced by the information that they collect for themselves.
