  • The colony education policy of Japanese Empire was, as a su n.0, ppression on national salvation education of Korean, on the one hand it was liquidation of Korean national spirit and other hand, it has the object to Japanizing Koreans through cramming Japanese language and its culture. During the Japanse occupation of Korea, the libraries had two roles, one was to press Korean and its culture and the other was to civilize Koreans for Japanizing. The purpose of this study is to examine the role of rural-mini libraries whether the former or the latter. From 1932 to The Chosun Governor- General Department (Chosun Chongdokboo) actively spread 'The Movement of Rural Development in Korea. At the same time there were many rural -mini libraries in Korean rural and fishing community. Under the colony of Japanese Empire, colony policy was itself very tough that Japanese Empire did their utmost ideas to win Korean culture over and Japanzing Korean with every possible pressures. Since rural-mini libraries were planned by the chosun Governor-General Department, however, were established by Korean themselves with the property of local education center( Hyanggyo). Therefore, rural-mini libraries were as facilities to promote rural economic development for providing Japanese with some materials which need to conduct a war, and to introduce local people to participate in civilizing activity themselves and farmers and fishermen were forced to group to be educated in Japanese language and its reading. Rural-mini libraries were, as it were, not as facilities for enlightening Korean peoples but as facilities for civilizing Koreans.

  • As people get aged, we need to pay more attention to the elderly living condition with respect to welfare policy. The present study focuses on housing condition of elderly people living in rural area, and analyzes its determinants, periodical difference, and regional disparities, incorporating an index of minimum housing standard. This study applies multi-level logit model that has a strong statistical advantage that can take random aspects of household and regional context into account. We found that married couple household, presence of economically-active family members, higher education, specialized profession, migration and higher level of land price tend to lower the probability of residing in substandard housings. We also found that housing conditions for elderly people prove to be different by regions and it is particularly noticeable in mountainous rural areas in Gyeongsangnam-do and Gyeongsangbuk-do with the poorest elderly housing conditions. Results also implies that housing welfare policies should be implemented differently considering the target groups based on regional differences. We conclude with some additional policy implications for the elderly living in rural areas.

  • Recently, Korean agriculture and rural areas face a huge crisis due to the change in the market environment of agricultural products under WTO and FTA. Thus, rural policy needs to break from the agriculture-centered sectoral perspective and to develop the various potentials in rural areas. The transformation of rural policy is also required from the aspect of increasing regional differentiation in rural areas. In this context, the paper aims to classify the regional types of rural areas and analyse their features in geographical location, population, farming, public finance and so an. The result of analysis shows that rural areas can be classified into 5, 9 or 15 regional types by stages. This implies that there is significant regional differentiation ill rural areas. However, there is regional polarization as much as differentiation in rural areas. In this point, rural policy should catch up regional polarization as well as diversity in rural areas.

To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.

In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. • There are rural development policy for creating liveable rural. The support structure of the capacity phase of the Master Plan of Comprehensive Rural Village Development Project would that one. The support structure of the capacity phase has implied the assumption that the accumulated capacity of the village to the previous step will have a significant impact on the business to the next level. Rural development should be understood that simple: rather than for business applications, processes community is going to build capacity through continuous learning and practice. Its accumulated capacity should be possible to predict and then steps must be developed continuously for a long time, looking at the previous phase. Thus, according to the support structure of the capacity phase, it should be applied a causal relationship between the front and rear phase.
