Economic Evaluation of Investigation Method Using Cost-Benefit Analysis (비용편익분석을 이용한 사면조사기법의 경제성 평가)

  • Recent heavy rains and typhoons broke down road slopes, which caused a hazard to safety. As a result, interests in the effective investment for disaster prevention is increasing. Measures of investigation method for slope have been taken, but the financial costs have never been analysed. This study applied the cost-benefit analysis theory used in public economics to the evaluation of the financial reasonability of management for slope. By applying cost-benefit analysis to road slope investigation method, the reduction of safety costs and resulting financial benefits can be seen and it also clarifies the reasonability and investment effects of slope management.

Progress in Seismic Design Concept in Moderate Seismicity Regions (중약진 지역에서의 내진설계 개념의 발전동향)

  • Seismic design in low to moderate seismic regions has to be based on the characteristics of seismic risk, ground motion and structural response in that region. The characteristics of seismic hazard in low to moderate seismic regions are reviewed briefly. The recent findings on the dynamic behavior subjected to the moderate intensity level of ground motion are summarized. The seismic design considerations in Eastern America, China, Australia, Thailand and Hong Kong will be introduced. The effort to adopt the limited ductility design in low to moderate seismicity regions will be reported. Finally research works that are required for the implementation of the limited design concept will be proposed.

Development of Hazard-Level Forecasting Model using Combined Method of Genetic Algorithm and Artificial Neural Network at Signalized Intersections (유전자 알고리즘과 신경망 이론의 결합에 의한 신호교차로 위험도 예측모형 개발에 관한 연구)

  • In 2010, the number of registered vehicles reached almost at 17.48 millions in Korea. This dramatic increase of vehicles influenced to increase the number of traffic accidents which is one of the serious social problems and also to soar the personal and economic losses in Korea. Through this research, an enhanced intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network will be developed in order to obtain the important data for developing the countermeasures of traffic accidents and eventually to reduce the traffic accidents in Korea. Firstly, this research has investigated the influencing factors of road geometric features on the traffic volume of each approaching for the intersections where traffic accidents and congestions frequently take place and, a linear regression model of traffic accidents and traffic conflicts were developed by examining the relationship between traffic accidents and traffic conflicts through the statistical significance tests. Secondly, this research also developed an intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network through applying the intersection traffic volume, the road geometric features and the specific variables of traffic conflicts. Lastly, this research found out that the developed model is better than the existed forecasting models in terms of the reliability and accuracy by comparing the actual number of traffic accidents and the predicted number of accidents from the developed model. In conclusion, it is expect that the cost/effectiveness of any traffic safety improvement projects can be maximized if this developed intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network use practically at field in the future.

  • The type, the length, and the install space of the grate inlets in main street were designed with the consideration of discharge calculated with street surface rainfall. However, the discharge that was not intercepted at transverse grate inlets in steep local roads increases inundation areas around main street Therefore, it is necessary to analyze the flow characteristics and interception capacity at transverse grate inlets in steep local roads. Hydraulic experimental apparatus which can be changed the longitudinal slopes($2{\sim}10%$) of street, the size ($20{\sim}50cm$) and the types(TYPE I, II) of grate inlet was installed for this study. The range of the experimental discharges were from $2{\ell}/sec$ to $24{\ell}/sec$. The interception discharges of transverse grate inlets per unit width changing the longitudinal slope of steep local road were calculated by the hydraulic experimental results. The design method of transverse grate inlets was developed by the interception discharges per unit width. This design method was applied to decide the space and size of transverse grate inlets.

  • In this study, tank truck incidents of road transport of hazardous materials to experimental investigated the potential fire hazard. Real scale fire was to perform experiments for on this qualitative and quantitative data collection and analysis. Particularly affected by radiant heat from the flames caused and damage estimates range investigated accordingly. Flame temperature, internal temperature of tank and emitted radiation from the flames was investigated. The flame of light oil spill caused a fire at a temperature of about $300^{\circ}C$ high in comparison with the methanol by combustion of diesel and methanol, according to the difference, the flame duration changes varies depending on the Burning rate, amount of radiant heat flux from light oil fire was 4 times increases compared with fire of methanol. Depending on spill locations(kinds of road surfaces, absorbing rate) and the longer the duration of the flame important factors for the internal temperature of tank truck rise was found. Dirt roads than paved road accident in a fire caused by leakage of hazardous was could the higher the damaged. Therefor, Fire suppression activities should be required in particular to be around.

  • In addition the typhoon 'Lusa' of year 2002 has resulted 5,400 billion won of property damage and the damages for roads and railroads were approximated to be 2,860 billion won at 12,377 locations holding 53% damage of total. It was reported that the property damage due to the 2003 typhoon, 'Maemi' was 4,200 billion won. The recent typhoon, 'Aewinia', caused the 1,400 billion-won property damage including sweeping and flooding of 127 roads and 65 rivers, respectively.   • Adverse weather (e.g. strong winds, snow and ice) will probably appear as a more serious and frequent threat to road traffic than in clear climate. Another consequence of climate change with a natural disastrous on road traffic is respond to traffic accident more the large and high-rise bridge zone, tunnel zone, inclined plane zone and de-icing zone than any other zone, which in turn calls for continuous adaption of monitoring procedures. Accident mitigating measures against this accident category may consist of intense winter maintenance, the use of road weather information systems for data collection and early warnings, road surveillance and traffic control. While hazard from reduced road friction due to snow and ice may be eliminated by snow removal and de-icing measures, the effect of strong winds on road traffic are not easily avoided. The purpose of the study described here, was to design of amber information the relationship between traffic safety, weather, user information on road weather and driving conditions in local-scale Geographic. The most applications are the optimization of the amber information definition, improvements to road surveillance, road weather monitoring and improved accuracy of user information delivery. Also, statistics on wind gust, surface condition, vehicle category and other relevant parameters for wind induced accidents provide basis for traffic control, early warning policies and driver education for improved road safety at bad weather-exposed locations.

  • Hundreds of rock slopes are constructed along the road, highway and railroad in mountainous Kangwon province and managed by each authorities concerned. It is practically not possible to carry out detailed rock slope investigation owing to the tremendous number of slopes and budgetary limit. Therefore, it is reasonable to perform a step-by-step investigation consisted of basic and detailed survey program and practical rock slope hazard assesment method for person in charge is strongly required. Through the development and application of KSMR (Korean Slope Mass Rating), it was found that KSMR could be practically used as an alternative of SMR though the number of inputs were reduced. In addition, the difference of hazard assessment between KSMR and experts decreased in case of considering the height of slope.

Optimal Design of Drainage Pipe Considering a Distance of Storm Water Grate Inlet in Road (도로의 빗물받이 간격을 고려한 우수관거 최적설계)

  • This study presented a design model optimizing a distance of inlet with drainage pipe laid under the gutter in road. When the distance of inlet changed, a basin for the gutter divided by the distance of inlet and the inflow coming into the gutter would be changed. In this case, the change of inlet distance causes the change of a diameter of drainage pipe and slope because of the change of capacity. Therefore, the optimization is needed to design the combination of them for the distance of inlet. Genetic Algorithm is used to determine the optimal combination of them. The conditions of road and the precipitation were assumed like a real and the range of inlet distance adopted $10{\sim}30\;m$ which has been introduced in domestic. This model presented the optimal distance of inlet and the combination of pipe and slope through the minimum cost. The result of the study is that the optimal distance of inlet is different from each slope of road and it can reduce about 20% of total cost for the distance of inlet.

Traffic Vulnerability Analysis of Rural Area using Road Accessibility and Functionality in Cheongju City (도로 접근성과 기능성을 이용한 통합청주시 농촌지역의 교통 취약성 분석)

  • This study carried out evaluation of vulnerability in accessability and functionality using road network that was extracted from Intelligent Transportation System(ITS) and digital map. It was built in order to figure out accessability that locational data which include community center, public facilities, medical facilities and highway IC. The method for grasping functionality are Digital Elevation Model(DEM) and land slide hazard map provided by Korea Forest Service. The evaluation criteria for figure out accessability was set to related comparison of average time in urban area. Functionality value was calculated by the possibility of backing the vehicle possibility of snowfall and landslides. At last, this research computed weighting value through Analytic Hierarchy Process (AHP), calculated a vulnerable score. As the result, the accessability of rural village came out that would spend more time by 1.4 to 3.2 times in comparison with urban area. Even though, vulnerability of the road by a snowfall was estimated that more than 50% satisfies the first class, however, it show up that the road were still vulnerable due snowing because over the 14% of the road being evaluated the fifth class. The functionality has been satisfied most of the road, however, It was vulnerable around Lake Daechung and Piban-ryung, Yumti-jae, Suriti-jae where on the way Boeun. Also, the fifth class road are about 35 km away from the city hall on distance, take an hour to an hour and a half. The fourth class road are about 25 km away from the city hall on distance, take 25 min to an hour. The other class of the road take in 30 min from the city hall or aren't affected of weather and have been analyzed that a density of road is high. In A result that compare between distribution and a housing density came out different the southern and the eastern area, so this result could be suggested quantitative data for possibility of development.
