Suggestion of Zoning Criteria Based on the Assessment System for River Environment (하천환경 평가체계의 구축에 따른 지구 지정 기준의 검토 및 제안)

  • This study was carried out to review as criteria for zoning at management plan for river restoration, in case of naturalness of river environment and suitability of water friendly activity suggested at assessment system of river environment in Korea. As a result of reviewing law and guidelines concerned, historic & cultural resources used as criteria for preservation zone, it was judged that the historical and cultural value as the preservation zone needs to be examined in connection with waterfriendly activity zone. In this study, we propose a sequential evaluation method to distinguish the waterfriendly activity zone by applying suitability of waterfriendly activity reflecting land use social characteristics, followed division of preservation and restoration zone at the first stage by the naturalness of river environment reflecting the natural environmental characteristics as a result of application to the test bed, Gap and Yudeung streams. In particular, it was concluded that the results of the present study provided more clear criteria for the problem that the last criteria for zoning did not reflect the difference between the left and the right side of stream, or the designation of the excessive water friendly zone. On the other hand, the criteria for designation in this study reflect the characteristics of various river environments as well as the setting of assessment unit based on the physical characteristics of rivers, and other legal regulations and local situations should be adjusted and supplemented in administrative procedures.

Water Management Plan for the Nakdong River Using TOC and COD (총유기탄소와 화학적산소요구량을 이용한 낙동강 물관리 방안)

  • The Nakdong river is both a natural resource crucial to underwater ecosystems and a water source for its basin's residents. Industrial wastewater and domestic sewage must meet the relevant standards for discharged water before they can flow into the river. The correlation between old and new measures of organic matter was examined using water quality data from 50 monitoring locations in the main stream of the Nakdong river. The coefficient of determination (R2) for total organic carbon (TOC), the new measure of organic matter, and chemical oxygen demand (COD), the old measure of organic matter, in the main stream of the Nakdong river was 0.6134, indicating high correlation. Water quality at each location assessed using TOC and COD showed disparities that cannot be ignored: quality appeared higher when evaluating the main stream of the Nakdong river using TOC instead of COD. Therefore, there remains a need to review water quality ratings based on TOC; continuous monitoring of COD is also required. In addition, the cause of the difference should be clearly identified to help assess artificial sources of pollution and natural factors affecting organic matter. Water management of the Nakdong river will then be possible using the water quality rating.

A Qualitative Understanding of the Critical Opinion and Environmental Values of College Students meeting the Young-Wall Dam Issue (영월댐 건설 문제를 둘러 싼 환경교육과 학생들의 비판적 견해와 환경가치에 대한 정성적 이해)

  • An environmentally hot issue has arisen from the plan of Young-Wall Dam Construction at Tong river in Korea lately. The point at issue is which value is bigger between the water conservation for human use in future and the ecosystem protection for the intrinsic value of nature including animals and plants there. The purpose of this study is in the qualitative understanding of college students' critical thinking ability and opinion and the environmental values of them through the analysis of their writings. Various environmental values written in the 7th revised national curriculum of Korea are used as a criteria to investigate students' environmental values in their written opinions. Various environmental values are shown up to be handled such as the anthropocentrism, ecocentrism, pro-technology etc. Students of Dept. of Environment Teaching in the Kongju National University are the subject of this study. It shows that they have a deep understanding of the Young-Wall Dam issue and assert their opinions objectively and critically. Most of them(89.5%, n=17) are against the constructional plan of the Young-Wall Dam. Students who are for the plan are proved to have pro-technology value only and the others who are against to have various values including deer ecology.

  • This thesis is to analyze characteristic of sustainable development in the Nak-dong River. The results are summarized in the followings. 1) The principles which did not consider the equilibrium between development and environment, ecosystem, security. precautionary measure, equity could devise a plan, changes of economic land area, sand & gravel extractions from the riverbed, the river contamination cleanup, dam build 2) The rules which disregard polluter pay and opening participation in public affairs could input of too much province budget and manpower, project team. The measures to solve these problems could be proposed expansion of environmental infrastructure, sustainable sand & gravel extractions from the riverbed, fortifying the assistance of the residents who live in Dam construction site and the peripheral area of Dam, lower local fund rates in national projects, and the creation of management organization.

The design of 111m high steel towers with 220kv double circuits crossing 12 km wide Bangladesh River (230KV 2회선승 111M 높이 철탑설계 (I) (강폭 12km인 Bangladesh Jamana강 횡단용))

  • East Parts of Bangladesh have been benifited by low cost energy generated by domestic natural gas but West parts where energy generated by imported fuel. Bangladesh Government authority has very much concerned to transmit the low cost electricity to the West from the East for past several years. To solve such concerns, cross-country 230kv double circuits Power transmission line was proposed, however there was a big obstacle for the realization of this line to cross the Jamuna river which has 12 km long width with a deep muddy river bed. A consultant engineering firm named Merz-Mclellan anyway finalized this plan and a world-wide bid was announced on June 31, 1979. Due to the expected difficulty to construct the towers on sea like area, only three construction groups have participated. including a Korean joint venture organization of Samsung-Korean Developement corporation-Kolon Electric Machinery company. After 3 months bid evaluation, contract was awarded to Korean Consosium and KEM Co was in charge of designing steel towers with anchor bolts and base plates beside to electrical engineering field. Then KEM Co have faced and over-comed many unenpected technical difficulties such as forced eccentricity joint on base plate, distorsion issue of 60mm thick plates welding, threading anchor bolts, tad heat treatment of some anchor bolts, disagreement from Consultant Engineer on multiplying factor of leg stresses for 45$^{\circ}$ wind and on reducing O.L.F for wind loads on cables for such 1220km long spans. After spending two years long period for designing and engineering towers, base plates, and anchor bolts, first shipment of tower was finally realized on Nov. 8, 1981 and on the other hand KDD has proceeded concrete caisson work on schedule at Jamuna river site and expected to complete tower erection and stringing of cables within this year of 1982 which was original completion target.

Improvement of National Risk Alarm 4-Stage Criteria for Flood Disaster (홍수재난 대응을 위한 국가위기경보 4단계 설정기준 개선)

  • EAP, which is operated on the frame of Risk Alarm 4-stage of National Risk Management Guideline, is a critical method in order to promptly respond to disasters. Korea Flood Control Office issues major and moderate flood alarm at each river station by respectively 50% and 70% of design flood discharge in terms of watermark or sea level, however, the criteria deciding major and moderate floods are vague for field managers to control the disaster situations. On the other hand, Japan and USA use river water level as a main criterion in order to classify the stage of flood disaster, which is higher design flood level than Korea. Thus, the authors analyzed domestic and oversea EAP guidelines and suggested improved criteria showing easy display method and raising the criteria of flood level for reflecting more effective action plans through testing a simulation training on the test-bed.

A Study on the Reduction of Total Phosphate of the Concerned Pollution Area in the Main Stream of Mangyeong River (만경강 본류 중 오염우심지역의 TP 저감방안 연구)

  • This study aimed to investigate the causes of the increasing Total Phosphate(TP) in the mainstream of Mangyeong river over the past 10 years, and suggested a reduction plan of about 3 points. First, the high TP concentration was continuously released in the discharge outlet of the Haepo bridge stormwater pipeline. The average TP concentration was 5.066 mg/L and values as high as 29.470 mg/L were measured. The highest pollution contribution rate to the Mangyeong river was more than 70 %. The cause of the pollution was expected to take place somewhere in Wanju Industrial Complex. Second, the average TP concentration of wastewater-treated effluent in the H factory was 0.405 mg/L. If a TP reduction facility is additionally installed in the H factory, it will help reduce TP uptake by Lake Saemangeum. Third, the TP concentration of untreated non-point source point flowing into the Samrae stream was very high with an average of 2.828 mg/L. Also, the pollution contribution rate of Samraecheon 2 to Mangyeong river was 21.8 % on average and up to 58 %. The pollution contribution rate was also high during the agricultural season and the winter, during which the flow rate is decreased. Investigation of these three points may be continuously needed, and analysis results and policy proposals presented to Jeollabukdo and Wanjugun to manage pollution sources.

A Method for Selecting a Structural Optimal Flood Mitigation Plan Using Analytic Hierarchy Process (계층화분석기법을 통한 구조물적 홍수방어 최적대안 선정 방안 연구)

  • Various dimensions of watershed structural/non-structural planning can be applied in comprehensive flood mitigation plan in a river basin. Especially structural counterplans have very broad and diverse nature as flood control facilities. It is not easy to find the optimum alternative to maximize the ability of a basin to reduce flood risk using a combination of structural counterplans. In addition, there is no standard for evaluating the performance of structural counterplans and for selecting optimal combination of them. This study focused on how to select the best alternative of a comprehensive watershed structural plan from various flood defense alternative candidates. By introducing an analytic hierarchy process, we would like to show how we decide the best alternative using standard worksheets developed in this study for economics and policy evaluation, and Expert Choice 11.5, which calculates weights for evaluation items. Based on the results from this study, we would like to suggest the best practice of a standardized watershed plan for flood protection.

  • Most damages of civil infrastructures under natural disasters are frequently occurred at surrounding areas of the river or the road. Every year, Recovery for these disaster damages are performed by the government. Recently, the government decide to change current recovery plan system because current recovery plan which doesn't consider future disaster impacts at a site has been proved to be ineffective. Accordingly, new permanency recovery plan system is needed and its corresponding ideas are presented in this research considering more detailed disaster damage classifications and cause assessments. The proposed permanency recovery plan would also provide more systematic and diverse recovery response strategies including both two concepts, for example Preparedness considered by risk assessment and management, and Mitigation investigated by hazard impact analyses.

The Development and Application of Landscape Ecological Planning Model based on Biotop Mapping - A Case study of Large Residential Land Development Area - (비오톱 지도를 토대로 한 경관생태계획 모형개발과 적용 - 대규모 택지개발 예정지를 대상으로 -)

  • Reckless development policy, which has continued during the past several decades, caused landscape damage. In order to solve this problem, it is very urgent to conserve the habitat and to establish systematic database. Recently, various researches related to landscape damage have been conducted actively and the necessity of landscape ecological planning based on the biotop mapping has been issued as one of the solutions. Therefore, the purpose of this study is to select the study area, which is located in Guji-meon, Dalseong-gun, Daegu and will be formed into Daegu Science Park, and then to develop and apply the landscape ecological planning model based on biotop mapping in district unit. The results are as follows. Fist of all, according to the results of biotop classification with field survey and literature review, total 13 biotop and total 63 biotop types were classified. According to the first evaluation with B-VAT, total 19 biotop types were classified I grade including natural river with abundant plants(BA) and so on. While V grade, which has lowest value, was classified 16 biotop types including vegetable garden adjacent to river(BC). Also the second evaluation, we analyzed total 30 areas such as 1a, 1b grades, which had special meaning for the conservation of species and biotop. Next, 2a, 2b, 2c grades were analyzed total 82 areas. Secondly, in the compliance with Ecological landscape planning, we divided landscape planning model into two parts such as setting of improvement goal and detailed implement plan. For instance, setting of improvement goal, we classified 9 parts such as conservation region and parts of detailed implement plan, we classified total 28 planning indicators with 4 view such as the region which should be special protected from nature and landscape. Lastly, with the developed landscape model we applied to research areas, made maps, and differentiate proposals in each region. Specially, the final master plan was made to help understand the contents of detailed landscape planning. This study will be a useful data, which can solve the landscape damage problem systematically and control it landscape-friendly with biotop classification, evaluation, landscape ecological planning model, and application method which we developed.
