Technology-Based Effluent Limitations (TBELs) is a permit limits for a pollutant that is based on the capability of a treatment technology to reduce the pollutant to a certain concentration. Widely practiced for regulations of industrial wastewater in US, TBELs has been accepted as an effective means that can achieve balanced goals between complete elimination of pollutants discharge and economic feasibility for industries. The review of TBELs application in US and the applicability of TBELs to the domestic industry categories was given in three papers. In the first paper, the development and practices of TBELs in US were reviewed including case studies. The developments of TBELs in US in the four major categories, the metal products & machinery, the petroleum refining, the porcelain enameling and the meat & poultry products were reviewed. The applicability of TBELs to the domestic industrial categories was also assessed. In the second paper, the pollution loads analysis for domestic industrial wastewater was conducted based on risk assessment indicator using Toxic Weighting Factors (TWFs). This is an essential part to determine the priority of TBELs application for the domestic industrial categories. In the last paper, the application of TBELs to the domestic industries was demonstrated through a case-study for the pulp/paper/paperboard category. Direct application of TBELs of US into the Korean regulation system may not be desirable because the specific goals and the environment for the regulations for the two countries may not be identical. For example, unlike US, Korea does not adopt the individual permit system for pollution sources. However, among the unproductive and exhaustive controversies over the uniform regulations regardless of the industrial categories in Korea, the introduction of the principles of TBELs are inevitable and more extensive study for applications of TBELs optimized for Korean regulation system will be necessary.
As part of measures to reduce fine dust, the government is promoting a project to convert the fuel of Yard Tractors(YT, tractors operated at ports), from diesel to LNG (Liquefied Natural Gas). While a port having a small number of yard tractors, it is not proper to construct a stationary LNG fueling station and supply LNG to YT due to a problem of BOG (Boil off gas) generation. Therefore, it is necessary to make a regulation and a standard on mobile LNG YT refueling station installation and inspection as an alternative. In this study, we have investigated domestic and foreign mobile LNG refueling cases and refueling standards, including the USA and Europe. In addition, we have suggested the risk reduction method according to the cause after investigation of the cause of LNG accidents. And last, based on the proposed risk reduction measures, we have proposed an amendment to the Regulation of the Urban Gas Business Law in Korea. The proposed mobile LNG YT refueling amendment of the Regulation includes ; maintenance of the safety distance from the protection facility, installation of an interlock device to prevent refueling in places other than the authorized place, installation of the identification system through biometrics, separation of the tank lorry and tow vehicle before refueling, checking the wheel fixed status of tank lorry before refueling, construction of the impounding area, safety measures before, during and after refueling, etc. The safety standards proposed in this study could be used as a reference in establishing standards for mobile LNG vehicle refueling in the near future.
Regulation of Escape and fire-prevention of Building of South Korea were enacted as a part of building codes in 1962. Since it was enacted, the law has gone through many changes. In this study, evaluated the fire safety of the law about the case of a hotel that the fire risk are expected to be higher whenever it was changed. As a result, the current law has gotten better in tire safety since it was enacted. However, especially it could be confirmed that the evacuation safety is insufficient in the lower level of hotel building. In the case of accommodation, because the occupants become aware of fire lately, they have not enough time to escape. Therefore, this study suggests that it is needed to come up with an effective counterplan about the interior finish materials, fire door and fire compartments that the smoke layer descending time is longer.
The esophageal squamous cell carcinoma (ESCC) is an aggressive tumor with a poor prognosis. Understanding molecular changes in ESCC should improve identification of risk factors with different molecular subtypes and provide potential targets for early detection and therapy. Our study aimed to obtain a molecular signature of ESCC through the regulation network based on differentially expressed genes (DEGs). We used the GSE23400 series to identify potential genes related to ESCC. Based on bioinformatics we constructed a regulation network. From the results, we could establish that many transcription factors and pathways closely related with ESCC were linked by our method. STAT1 also arose as a hub node in our transcriptome network, along with some transcription factors like CCNB1, TAP1, RARG and IFITM1 proven to be related with ESCC by previous studies. In conclusion, our regulation network provided information on important genes which might be useful in investigating the complex interacting mechanisms underlying the disease.
The purpose of this study was to investigate the mediating pathways of emotional regulators in relation to self-conscious negative emotions, including non-suicidal self-harm, guilt, shame, shyness, and internal hostility, further examining the gender difference in the mechanisms. The study subjects of were 652 college students from three universities in J district. Self-report questionnaires on self-harm, self-conscious negative emotions, and emotional control were administered to them. An analysis performed using model 4 of the process macro indicated that self-conscious negative emotions had a significant correlation with self-harming behavior and that this correlation was mediated by the emotional regulation of brooding. These results suggest that negative self-conscious emotions have a significant influence on self-harming behaviors, and brooding reinforces negative emotions then the risk of self-harming behaviors is amplified.

Objective : In order to understand the changes in domestic approval regulations applicable to traditional Korean medical device companies, this article will explain the major amendments 「Regulation on Medical Device Approval Report Review, etc.」 from 2005 to the present on a year-by-year basis, and provide a counter plan to the recent changes in approval regulations. Methods : We analysed the changes in approval regulatory amendments related to the traditional Korean medical devices from 2005 to the present. Results : The Ministry of Food and Drug Safety is continuously improving medical device approval regulations to ensure the global competitiveness of domestic medical devices and contribute to the improvement of public health. Recent major approval regulatory amendments include the establishment of a review system for software medical devices and digital therapeutics, the recognition of real world evidence materials, the introduction of a biological evaluation of medical devices within a risk management process and a medical device approval licence renewal system. Conclusions : It is expected that the range of medical devices available to Korean medicine doctors will continue to expand in the future through the provision of non-face-to-face medical services and the development of advanced and new medical devices, as well as wearable medical devices and digital therapeutics. In order to increase the market entry potential of traditional Korean medical devices that incorporate advanced technologies such as digital technology and AI-based diagnosis and prediction technology, it is urgent that the government provide significant support to traditional Korean medical device companies to improve approval regulatory compliance.

Human activities have resulted in soil pollution problems to us. Human and ecological risk assessment have been suggested as an efficient environmental management strategy for protecting human and ecosystems from soil pollution. However, Korean environmental policy is currently focused on human protection, and fundamental researches for ecology protection are required for institutional frameworks. In this study, we developed a schematic frame of Korean soil ecological risk assessment, and suggested the basic information for its application. This study suggested a soil ecological risk assessment scheme consisting of 4 steps for derivation of Predicted-No-Effect-Concentration (PNEC): 1) ecotoxicity data collection and reliability determination, 2) data standardization, 3) evaluation of data completeness for PNEC calculation, and 4) determination of ecological-risk. The reliability determination of ecotoxicity data was performed using Reliability Index (RI), and the classification of domestic species, acute/chronic, toxicity endpoint, and soil properties was used for data cataloging. The PNEC calculation methodology was determined as low-reliability, middle-reliability, and high-reliability according to their quantitative and qualitative levels of ecotoxicity data. This study would be the introductory plan research for establishment of Korean soil ecological risk assessment, and it can be a fundamental framework to further develop guidelines of Korean environmental regulation.

Background: A quantitative structure-activity relationship (QSAR) model was adopted in the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH, EU) regulations as well as the Act on Registration, Evaluation, etc. of Chemicals (AREC, Republic of Korea). It has been previously used in the registration of chemicals. Objectives: In this study, we investigated the correlation between the predicted data provided by three prediction programs using a QSAR model and actual experimental results (acute fish, daphnia magna toxicity). Through this approach, we aimed to effectively conjecture on the performance and determine the most applicable programs when designating toxic substances through the AREC. Methods: Chemicals that had been registered and evaluated in the Toxic Chemicals Control Act (TCCA, Republic of Korea) were selected for this study. Two prediction programs developed and operated by the U.S. EPA - the Ecological Structure-Activity Relationship (ECOSAR) and Toxicity Estimation Software Tool (T.E.S.T.) models - were utilized along with the TOPKAT (Toxicity Prediction by Komputer Assisted Technology) commercial program. The applicability of these three programs was evaluated according to three parameters: accuracy, sensitivity, and specificity. Results: The prediction analysis on fish and daphnia magna in the three programs showed that the TOPKAT program had better sensitivity than the others. Conclusions: Although the predictive performance of the TOPKAT program when using a single predictive program was found to perform well in toxic substance designation, using a single program involves many restrictions. It is necessary to validate the reliability of predictions by utilizing multiple methods when applying the prediction program to the regulation of chemicals.
One of the major causes of morbidity and mortality in breast cancer patients is delay in seeking help. Leventhal's self-regulation model provides an appropriate framework to assess delay in seeking help. The aim of this study was to investigate the relationship between "illness perception" and "help seeking delay" in breast cancer patients based on Leventhal's self-regulation model. In this correlational descriptive study with convenience sampling conducted in 2013, participants were 120 women with breast cancer who were diagnosed in the last year and referred to chemotherapy and radiotherapy centers in Rasht, Iran. Data collection scales included demographic data, Revised Illness Perception Questionnaire (IPQ-R)and a researcher made questionnaire to measure the delay in seeking help. Pre-hospital delay (help seeking delay) was evaluated in 3 phases (assessment, disease, behavior). The data were analyzed using SPSS-19. The mean (SD) age calculated for the patients was $47.3{\pm}10.2$. Some 43% of the patients had a high school or higher education level and 82% were married. The "pre-hospital delay" was reported ${\geq}3months$. Logistic regression analysis showed that none of the illness perception components were correlated with appraisal and behavioral delay phases. In the illness delay phase, "time line" (p-value =0.04) and "risk factors"(p-value=0.03) had significant effects on reducing and "psychological attributions" had significant effects on increasing the delay (p-value =0.01). "Illness coherence" was correlated with decreased pre-hospital patient delay (p-value<0.01). Women's perceptions of breast cancer influences delay in seeking help. In addition to verifying the validity of Leventhal's self-regulation model in explaining delay in seeking help, the results signify the importance of the "illness delay phase" (decision to seek help) and educational interventions-counseling for women in the community.
Securing fire safety using only fire-fighting facilities is difficult because causes of modern fire vary, such as architectural structures and building use patterns. In order for fire safety to be guaranteed by enacting and revising fire regulations reflecting the fire hazard characteristics and user's characteristics, the introduction of fire influence evaluation (fire risk assessment) system needs to be considered in a timely manner to be adopted but unfortunately two attempts before have failed. In this study, a fire case of urban lifestyle housing was surveyed to introduce a fire influence evaluation system and a field survey on the actual condition of the 414 urban lifestyle housing buildings and fire & evacuation simulation results of one representative building in Suyoung-gu and Nam-gu District of Busan Metropolitan City were analyzed. The necessity, procedures and implementation method of fire influence evaluation system were questioned and tested by the professional fire experts, fire officers and firefighters and architects. On the basis of these facts, introduction of (fire influence evaluation system) should be absolutely adopted and the fire department and fire regulation are eligible to implement the system. Therefore, fire regulation needs to be enacted or revised in accordance with the new fire environment and fire safety system that needs to be built up. Accordingly, aggressive promotion through public hearings on the necessity of fire impact assessments, consensus among departments and fostering experts to carry out fire influence evaluation system will be the core.
