Development of Management Information System of Rural Environmental Resources (농촌환경자원의 정보관리시스템 구축)

  • The first theme of this study is to preserve and manage rural multi-functionality resource Information. This study is to suggest the method that can irradiate rural multi-functionality resource Information efficiently and constructively. GIS uses PDA and Tablet PC as an investigation tool and verifies the outcome of the development in the investigation system. This study enhanced the mobility function of PDA by installing recording system and camera to the PDA. Also, Using GPS has been ensured scientific precision and realism to the investigation. Direct input on spot can save time, cost and minimize human error by simplifying the investigation process. Database is composed of characters like scale, form, location, distance, resident's opinion and image of 37 resources. The survey system was applied in 170 villages and got a total of 12,270 resources data. Management system should be easy to input and output the surveyed information and to get reports in any kind of form ( i.e. final result can be produced as a map). By utilizing of the Rural Resource information system, the study made a simulation to compare the target areas before and after. Also, digitalized investigation system, minimized re-input and reprocessing of data and enabled to simplify and standardize the process than memorandum investigation. Data collected through digital system could offer people useful information by Web-GIS. It was need to specify practical way in decision-making and a way to measure the value of resources to align with the regional plan. Also, need to keep on developing statistical data and application program that can connect us to present the best solution to support regional planning. Therefore, quality of data is very important. Finally, it is very important to develop various programs to analyze space md rural resource by monitoring rural environment.

Suggestion of Quantitative Assessment of Groundwater Resilience (지하수 리질리언스의 정량적 평가 방안)

  • The concept of resilience seems applicable for sustainable groundwater management. The resilience is broadly defined as the ability of a system to resist changes by external forces (EFs), and has been used for disaster management and climate change adaptation, including the groundwater resilience to climate change in countries where groundwater is a major water resource, whereas not yet in the geological society of South Korea. The resilience is qualitatively assessed using the absorptive, adaptive, and restorative capacity representing the internal robustness, self-organization, and external recovery resources, respectively, while quantitatively using the system impact (SI) and recovery effort (RE). When the groundwater is considered a complicated system where physicochemical, biological, and geological components interact, the groundwater resilience can be defined as the ability of groundwater to maintain the targeted quality and quantity at any EFs. For the quantitative assessment, however, the resilience should be specified to an EF and measurable parameters should be available for SI and RE. This study focused on groundwater resilience to two EFs in urban areas, i.e., pollution due to land use change and groundwater withdrawal for underground structures. The resilience to each EF was assessed using qualitative components, while measurements for SI and RE were discussed.

A Study on the Influence of the Integration Capability of Product Development and Quality Management upon the Success of the Localization of Weapon System (제품개발과 품질경영 통합 역량이 무기체계 국산화 성공에 미치는 영향에 관한 연구)

  • This study is designed to explore whether the integration of product development and quality management have influence on the success of localization of weapon system. To that end, empirical analysis has been conducted on a total of 110 systematic major defense contractors, their subcontractors and small-and-medium sized defense contractors. The result shows that success of the localization of weapons system, as well as the price of localization, manufacturing time, and quality turn out to have significantly influenced by factors of quality management capabilities including human resources development capability, organizational capability and process capability and R&D development factors including human resources capabilities, capability to accumulate technology and internal/external collaborative capabilities. To sum up, this study suggests that integration of quality management and product development continuously provides a competitive strength in developing new product by a non-defense company as well as localization of core parts of weapon system.

Legislative and policy issues related to the advancement of the maintenance system of water resource facilities (수자원시설물의 유지관리 체계 선진화를 위한 입법 및 정책과제)

  • In this study, legislative and policy issues related to advancing the maintenance system of water resource facilities were presented by investigating and analyzing the degree of aging and management status of water resource facilities. Data from the comprehensive Facility Management System (FMS) operated by the Korea Infrastructure Safety Corporation were collected and used to analyze the aging of water resource facilities. Using safety grade data categorized by facility, type, local area, and grade, the ratio of dangerous facilities and the aging rate were calculated to analyze the status of water resource facilities and guidelines and manuals related to water resource facilities were investigated. Through this, four required actions to address legislative and policy issues were presented: 1) Readjusting the scope of water resource facilities and supplementing guidelines and manuals, 2) Establishing a maintenance system considering changes in disaster conditions, 3) Improving the FMS and activating standard linkage services, and 4) Establishing a facility asset management system.

  • An integrated water resources management is highly required to use efficient water and preserve water quality due to the limits of water resources development and water pollution. K-WEAP was developed, which supports the water resources planning and evaluation within a fully integrated interactive system. In this study, we present three applications of K-WEAP. First, we examined the usefulness of K-WEAP as a water resources planning tool through its application to the National Water Resources Plan. Second, the conjunctive use of surface water and groundwater in the Geum river basin with K-WEAP was evaluated, and its results show how to support to set up a sustainable groundwater management plan. Finally, we confirmed the function of the integrated water quantity and quality management in K-WEAP, which conducted by comparing the simulated results of water quality in both QUAL2E and K-WEAP.

  • In Japan, where ISO14001 certifications have passed the 10,000 mark, the need for environmental management has taken firm root among companies. However, in the small-and medium-enterprise sector, and among tiny businesses, there are firms not obtaining ISO certification due to their concern about human resources and increased work load. On the other hand, among businesses that have already succeeded in gaining ISO certification. one does not sense any growth with regard to the continual improvement. Voices from certain quarters indicate there is a lack of incentive to keep on improving. With this background, we herewith present a new system to evaluate the level of environmental management in a company by means of a 5-step system.

  • An SADT-based methodology is presented for systematically analyzing the container working process in container terminal, as well as an object-oriented design method for an integrated information system for container terminal resource planning and management. Our design architecture is composed of four levels, activity interface, activity PDCA control, human resource management, and facility resource management. Especially, the consideration of the human resource management level makes it possible to support cooperative tasks, to make the authority and responsibility on a task clear, and to extremely promote the balance between human and facility resources. Finally, The system architecture is suggested for Virtual Container Terminal, in which a planned container working process is simulated for previous feasibility check, work orders are transferred to control real devices, and to manage the entire process and related data.

  • Along with the changing pattern that the construction project is getting complicated, large-scaled and up-to-dated, necessity of efficient management of manpower and resources of the construction site is being increased. In particular, considering that the construction site requires a lot of labor force and in terms of the construction cost, labor cost shares 30-40%, labor management has become a very important factor. In this study, in order to support a stable and successful construction project implementation and supplement the existing system being utilized at the current site, construction site access management automation system based on hand vascular pattern, a biometrics system, is intended to be developed. Relevant theory for the system development and the problem of existing RFID system were evaluated and based on this findings, a system design and DB composition chart were envisaged. In addition, by applying this developed system to a number of sites, its result was analyzed

  • New renewable energy information becomes one of the greatest issues all over the world because of serious environment problems and limited fossil resources. The new renewable energy source information system is treated seriously for efficient management and distribution as dealing with these energy problems. However, it is difficult to manage and utilize new renewable energy information because gathering and surveying information is progressed individually in each research field. Therefore this paper will establish ISP(Information strategy Planning) and propose the basic management system based-on GIS to analyze new renewable energy such as solar energy, wind power, small hydro, biomass, geothermal etc. and build the integration management system. The proposed integration management system can provide spatial analysis using thematic map, data search, data import/export and interpolation about users quenes.

  • In recent years, Internet/Intranet represents the next generation of computing environment. Therefore, it is necessary to integrate WWW((World Wide Web) over internet/intranet and DBMS(Database Management System) in proportion to the increase of various users' request and an amount of data variety. Also, also full variety of service over WWW need to accomplish rapidly modification of bug and make a betterment of system according to a feature of rapid change of information and an importance of interaction with users. The typical CGI method commonly used to connect with database has a disadvantage in time and resources in system due to frequent connection with database. Therefore, this paper provides the conceptual structure and implementation of information management system over WWW with applying a recent information technology called ASP(Active Server Pages) that controls and arranges client logic dynamically in server-side and introducing a concept of working group and folder to database design.
