  • In rural areas, in spite of the development projects of town and houses has been performed after the New Community Movement, due to rapid industrialization and urbanization, which lasted until the 2000s from the 1980s, out-migration to the cities, changes in the industrial structure, rapid aging was carried. As a result, the gap of housing environment between urban and rural areas became more serious. The meantime, the housing problem is recognized only to the problems of the big cities, mostly urban public housing policy oriented. However, when you check the indicator of the housing environment, such as the percentage of aging housing, rural environment has become a relatively poor compared to the city. In addition, due to a decrease in income and aging of the population living in rural areas of existing infrastructure to improve the living environment is weakened. And inside of the rural areas, changes in the housing environment and polarization phenomenon is becoming increasingly serious. Therefore, in this study, there is a purpose to be presented the improvement direction for efficient implementation of house remodeling support program for underprivileged group in rural areas and requires immediate attention improvement of housing environment. Previously, House remodeling support project in rural areas was carried out at the initiative of local governments and government mainly. For this reason, it is difficult due to limited institutional, to reflect the necessary parts directly to the real life of the residents. And, the demand for improvement of housing environment need modifications to solve the inconvenience of life of residents directly in many cases. It is considered that community-based house remodeling support project is to be carried out through the participation of local residents.

To survey university students, residents, administrators and experts involved in such projects on important considerations in this regard, SWOT analysis was employed to identify important factors, followed by analytic hierarchy process (AHP) to evaluate their relative importance, identify problems and suggest implications for improvement. The results are summarized as follows: the relative importance of the SWOT group was in the order of opportunity, strength, threat, and weakness. For each SWOT factor, the relative importance of strengths was in the order of students' aspiration and passion, availability of creative ideas and designs, and improved attachment to their community. The relative importance of weaknesses was in the order of the lack of spontaneous participation of residents, short preparation periods and insufficient budgets, and the lack of experience in similar projects. The relative importance of opportunities was in the order of young students' activity itself being a boost factor to the community, students' endeavors arising a consensus among residents, and students feeling a sense of duty as representatives of their school. The relative importance of threats was in the order of projects being one-shot, temporary events, immaturity, and differences in preferences between older and younger generations. To draw an overall ranking of the sub-factors evaluated, the overall relative importance of the decision-making factors was evaluated. Among the sub-factors for each SWOT group, young students' activity itself being a boost factor to the community as an opportunity factor was shown to be the most important, while the lack of experience in similar projects was shown to be the least important as administrators and experts made appropriate interventions in each stage.

  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

  • Now, a management plan is being prepared to conserve the landscape and eco-system of Hallasan National Park. A major concern of park managers and residents is the visual impact that activities have of the Mt. Hala landscape. One of the most important aspects of making management decisions is assessing the visual impact of proposed actions accurately enough to judge whether or not those actions are acceptable. Park managers and residents need methods they can use to assess the visual impact of various management actions. The impact of proposed management activities was portrayed by CCG Photomontage techniques and viewers rated sets of color photomontages on a 7 point SD scale. The findings were as follows : the CCG Photomontage is quite practical, vegetation restoration is necessary, and the proposed management actions are feasible. The visual simulation technique and assessment method in this research helps residents visualize and respond to management activities, making residents' participation in the planning process more effective.

The questionnaires used in this study cover a series of categories including site environment, unit plan, neighborhood, economy, and management. The 342 respondents are from the 3-year old apartments at Cheongju. The key findings are as follows. 1) As the average indices including number of family, life cycle, and income under the survey are different in terms of the rental unit sizes between 20 and 30 pyeongs. 2) In general, residents present comparatively high level of satisfaction in terms of residential environments. Their evaluation on the site environment unit plan, and neighborhood is around the average. In contrast, the economic and management efficiency categories are under the average. This study suggests residential guidelines should be derived from tenant differentiation policies dealing with diverse socio-demographic characteristics and satisfaction level. 3) In terms of improvement priority, residents present, higher preference on the management system and site environment. This study advises to establish an appropriate alternative to guarantee effective tenant participation.
