  • The central issue in this particular research is the seemingly inadequate achievement of optimum performance in the construction process, either with respect to value for money for the client and the entire construction supply chain or value in terms of the utility derived from built assets in spite of efforts by government and governmental bodies such as the Construction Industry Development Board (cidb) to increase industry performance. Therefore, based upon an extensive review of related literature, the paper reports on effects and causes of non-value adding activities in the construction industry in general, and South African construction in particular. The research findings indicate that activities that can be referred to as non-value activities are not only prevalent, but they can also be held responsible for performance related issues in terms of cost, time, quality and health and safety (H&S) in construction; and the exploration of pluralism in the research methodology may result in a robust model based upon the system dynamics approach.

  • Earned value management(EVM) based progress management was designed to systematically manage large or huge projects with budget based criteria. For this reason, existed methods of EVM based progress management have a practical difficulty to apply to small and medium enterprises(SMEs) not possessing enough human resource, time, and cost. In other words, SMEs have performed simultaneously many small-sized projects emphasizing more project delivery than project budget. This study focuses on the area of project management applying to many small-sized projects simultaneously conducted by SMEs. Thus, the method proposed in this study is to manage only the progress of projects after removing cost factor in order to reduce man powers required for allocating the budget of projects to their all activities in detail in the stage of project planning. This study reveals that SMEs are able to manage progress of many projects easily and intuitively using the proposed method.

There are three main important subjects to be done in this research project. The initial issue is to devise a comprehensive and systematic plan of Korean medicine information according to the Korean Medicine Rearing Raw('03. 8). Furthermore, it is necessary to reinforce the integrated informational ability of Organizations concerning to the Korean Medicine. Finally, with the above works accomplished, the overall standard of Korean Medicine Information should be settled. Initially, we compose an advisory committee of the Korean Medicine Information in the first year. The members of the committee include the informational coordinates of related government agencies, the experts in Korean Medicine Information, and specialists in the domains of computer science and information. In the next phase, we derive the promotional strategy for 'Center for Korean Medicine Information'. In other words, by means of analyzing the current issues and outstanding problems of on-going research projects and environments, the ultimate directions of the whole activities are established. Also, we build the medium and long-range road map of Korean Medicine Information Research by setting strategy for the policy projects related to the area. With the various research activities in this project, we can achieve the following practical strategic benefits. Firstly, we can lay a foundation for the Korean Medicine Information by establishing the fundamental plan for 'Korean Medicine Information Center'. Secondly, information strategic projects about 'Korean Medicine Information Center'. Secondly information strategic projects about 'Korean Medicine Information Development' can be performed in more systematic fashion and promoted by stages. Finally, by confirming the contents of the Korean Medicine of KMS system, we invent an opportunity of new project in the field of the Korean Medicine Information by means of practicing and managing the 'korean Medicine Information Custom Service'.

  • By joining the Giant Magellan Telescope (GMT) project, Korean astronomers will get 10% of the GMT time, starting in the late 2010s. To prepare the GMT era, it is important to evaluate the current observational research activities. We surveyed the research programs performed by domestic astronomers during 2007A - 2010A period, using optical/near - IR telescopes with a medium to large aperture mirror (larger than 4 m). We describe the method and criteria of the survey, and present the results of the analysis based on the collected data.

  • An active policy role is suggested for collaboration that will enhance national level Science and Technology (S&T) capabilities. In contrast, some studies see a limited role of policy support for collaborative S&T research at the individual level (including research groups or institutional levels) due to their self-organizing nature. Two views on S&T collaboration look at different levels but existing research largely ignores the context of developing countries. This paper shows how S&T collaborations between Brazil and Korea have developed over the past two decades. The paper indicates the gaps between initiation and the actual establishment of collaborative research at national and individual levels, differences in the focus areas of research, differences in resources and project planning, and the nature of collaborations. Collaborative research activities at the national level were initiated before the individual level but activated later than the individual level; in addition, the focus areas of research were laid down earlier at the national level with individual collaborations focused on different areas. Project types remained different at each level (i.e. top-down and bottom-up) or with a slightly changing mix. This study suggests appropriate policy measures (such as the timely and effective information collection of activities at different levels and proactive coordination) that could reduce the gaps in the timing and alignment of research areas. This paper also alludes to an evolutionary model to develop S&T collaboration among developing countries.

  • Fast delivery of construction projects provides more value to project owners. Batch production, which is production not in single pieces, but in batches, is a common approach in repetitive construction projects such as multi-unit residential building construction projects. In batch production, the use of a small batch size allows the early start of subsequent activities, and thus can lead to early completion of projects. In addition to batch size, balance between productivities in construction activities can affect project duration. However, the impact of the balance between productivities with regard to their order on project duration has not been studied. The main goal of this study is to test a hypothesis, which is that the order of construction activities' unbalanced productivities affects the amount of time reduction that can be achieved by using a small batch size. A computer-based simulation model was developed, and five different cases were simulated to test the hypothesis. The conclusion of the simulation result is that the order of productivities does not affect the time reduction achieved by using a small batch size. It is expected that the findings of this study can help general contractors make decisions in terms of batch size.

  • The purpose of the research is to propose an integrated project planning process and its implementation method. Although there is increasing interest in the application of the Earned Value Management(EVM) method in the project management area, the progress and maturity of the technical performance have not been included in assessing the Earned Value. The main concept of the planning process is to use cost, schedule, as well as the technical performance in the assessment of the Earned Value Management for Military R&D project management practices. The resulting process can enhance the efficiency of the project work by eliminating the currently duplicated activities between traditional project planning process and the newly implemented Earned Value Management process and by shortening the early planning process duration of projects adopting EVM practices.
