The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

An Exploration and Consideration for New Consumer Sovereignty Era in the 21th Century -Focused on the Consumers' Information Gap- (21세기 신소비자주권시대를 위한 탐색과 고찰: 소비자정보격차의 실태)

  • The concept of "new consumer sovereignty" is playing a significant role in having the initiative of production and consumption of technology and culture trend. Today the 'new consumers' positively use digital and information technology in purchasing. To understand these consumers' new purchase tendency, the study examined the actual conditions 1) of consumers' use of digital and information technology, 2) of digital devide between consumers, and 3) the consumer's attitude to changes of their lifestyle which digital convergence could result in. The subjects were thousand male and female adults. The data were collected from a survey conducted by Embrain, a research firm in Seoul, in the period of June 1st, 2007 ${\sim}$ June 10th, 2007. The results show: 1. Most subjects have computers, their Internet use is their general life, and they have lots of exposure opportunities to digital information. They positively and actively use information technology. 2. Between male and female subjects, and between old and young generation there is a significant digital gap. But the gap between regional areas is statistically not significant. 3. The subject's attitude to digital convergence society shows both positive expectation and negative concerns. Concludingly, to embody a desirable digital convergence society, it is necessary to be searched the ways which can decrease the digital gap and policy to share benefit that information technology can give to consumers.

The Effects of Mobile Application Quality on Satisfaction and Intention to Pay Mobile Application (모바일 애플리케이션의 품질이 사용자 만족과 애플리케이션 지불의도에 미치는 영향)

  • The increase in the number of smartphone users has recently been steep, which started to offer companies and individuals more opportunities to enter into a new business field. Furthermore, the smartphone applications have become one of the hottest topics inside and outside the mobile industry. Still the market is in its infancy and intention to pay of charged application of most smartphone users is relatively low. However, rate of charged application in appstore is expected to be increase steadily for some years to come. In this perspective, it is important to consider the smartphone mobile application. Research on smartphone application is still in its early stage. Thus, the purpose of this study is to find what are the effective factors on user satisfaction and intention to pay of mobile application. Based on information system success model, we proposed system quality(stability, usability, security), information quality(timeliness, accuracy, enjoyment) and service quality(reactivity, reliability, empathy) as factors to effect on user satisfaction in mobile application. The results showed that stability, usability, timeliness, accuracy, enjoyment, reactivity and empathy affected significantly user satisfaction. The relationship among satisfaction and intention to pay of mobile application was significantly supported. The implications of the findings is that firms and individual developers of mobile application should focus on customer retention through enhancing satisfaction and quality.

Qualitative Study on Clinical Nurses' Intention to Stay in Hospital (병원 간호사의 조직 잔류의도에 대한 질적 연구)

  • Purpose: The purpose of this study was to evaluate the experience of hospital nurses regarding their intention to stay at hospital. Methods: Experiential data were collected from 10 experienced nurses through in-depth interviews. The main question was "Could you describe your experience and your work during your years at the hospital?" Qualitative data from the field and transcribed notes were analyzed using Strauss and Corbin's grounded theory methodology. Results: The core category of experience regarding hospital nurses' intention to stay was 'following a stable rather than a challenging path'. Participants used three interactional strategies: 'being encouraged via rapport with peers', 'accept reality', and 'find vitality in academic pursuits'. Conclusion: The retention of experienced nurses is critical to human resource management in nursing departments. This study found that experienced nurses have a vague uncertainty about their future in the hospital. Therefore, nursing managers should support experienced nurses by providing them with the opportunities needed to develop their careers, by managing conflicts in nursing units, and by implementing new programs to increase confidence.

SPaRe: Efficient SQLite Recovery Using Database Schema Patterns

  • In recent times, the Internet of Things (IoT) has rapidly emerged as one of the most influential information and communication technologies (ICT). The various constituents of the IoT together offer novel technological opportunities by facilitating the so-called "hyper-connected world." The fundamental tasks that need to be performed to provide such a function involve the transceiving, storing, and analyzing of digital data. However, it is challenging to handle voluminous data with IoT devices because such devices generally lack sufficient computational capability. In this study, we examine the IoT from the perspective of security and digital forensics. SQLite is a light-weight database management system (DBMS) used in many IoT applications that stores private information. This information can be used in digital forensics as evidence. However, it is difficult to obtain critical evidence from IoT devices because the digital data stored in these devices is frequently deleted or updated. To address this issue, we propose Schema Pattern-based Recovery (SPaRe), an SQLite recovery scheme that leverages the pattern of a database schema. In particular, SPaRe exhaustively explores an SQLite database file and identifies all schematic patterns of a database record. We implemented SPaRe on an iPhone 6 running iOS 7 in order to test its performance. The results confirmed that SPaRe recovers an SQLite record at a high recovery rate.

  • Organizational growth is achieved through the process of finding opportunities in the environment and establishing a business model with internal and external resources. Bestian Hospital, which primarily focuses on saving the lives of patients with severe burns, has enlarged its business domain through deep understanding of burn patients' problems, including pain and complications during treatments, long-term treatments, skin reconstruction, and so on. Now Bestian is accelerating research for development of antipyretics and cosmetics for burn patients. The success of Bestian has been due to utilization of human and material resources that are essential to performance in the medical field. Also, Bestian properly used a management service organization(MSO) model and constructed an information technology(IT) system for supporting its businesses. However, previous successes do not guarantee continued success. Bestian is entering a new domain with different challenges than it has experienced so far, and how it deals with these challenges will decide its future.

The effect of job satisfaction and self leadership of members of small and middle-sized hospital on organizational commitment (중소병원 구성원의 직무만족과 셀프리더십이 조직몰입에 미치는 영향)

  • The study was a descriptive research to investigate the effect of job satisfaction and self-leadership of members of small and middle-sized hospital on organizational commitment. Collection of data was conducted throughout members of small and middle-sized hospitals with explanation of purpose from 2011, Oct, 1st to 10th. Collected data was analyzed by T-test, ANOVA, Scheffe test and hierarchical regression analysis with utilizing SPSS Win 16.0. As a result of the expected effect, a degree of effect on organizational commitment has explanation 65.1%(F=183.804) on job satisfaction and self leadership. Also, it was job satisfaction that was found to be more effective, where explanation for it was ${\beta}$=.755 and self-leadership ${\beta}$=.264. With considering these facts, both factors are effective for organizational commitment. Therefore, to improve organizational commitment, it pays systemized strategies and ever more proactive efforts. To strengthen the self leadership, it needs changes in cultural aspects of hospitals to enlarge accessibility to information and opportunities for education and to expand freedom in their responsibility. Great effort on changing in cultural aspects of hospital would, based on effective interrelationship with members, improve efficacies of organization and efficiency of management.

An Investigation into "Science-Technology-Society" Curricula (과학-기술-사회 교육과정에 관한 연구)

  • Science-Technology-Society curricula have been developed in several countries for the last 20 years. Those curricula were focused on social aspects of science, i.e., value-laden knowledge and scientific enterprise, and society-related scientific and technological issues, i.e., energy, pollution, natural resources. The major teaching models employed in those curricula were problem solving and decision making, which required the following teaching techniques: teacher as a manager, small group discussion, controversy as a motivational force for substantive learning, and sufficient factual information into the discussion. Further researches are to be made to ascertain whether or not the expectations of the curricula might be realized in practice. It was shown that most Korean biology teachers considered the STS-related goal of science education as more important than the other goals. Based upon the findings, some recommendations for development of Korean STS curriculum were made as follows: 1. The contents of the STS curricula are to be organized with the integrated mode; 2. The major teaching models throughout the contents are to be problem solving and decision making. These are considered to provide students with the opportunities to involve in debates on practical issues and to draw consensus from them; 3. Some degree of flexibility should be provided on teachers' implementation of the curriculum in terms of contents, teaching techniques etc.; 4. To increase the practicality of the curriculum, teachers should be involved in the development of the curriculum and the relevant research; and 5. Contents to be included in STS curriculum were suggested by some science educators, but the more systematic study is required in this respect.

  • Digital Music Industry of Korea has had its dominance over existing Record-based Music Industry since the year 2000 influencing the entire music industry. This implies the perspective for this emerging field by defining various factors based on environmental analysis. SWOT analysis, mostly used for setting up the marketing strategy is very useful analytic tool for this manner. The potentials and possibilities were saught for this emerging Digital Music Industry to have connectivity with other Media and Entertainment Industry, focusing on its strength, weakness, opportunities and threats, four variables of SWOT analysis.

Development and Effect Analysis of the Program for Business Competency Enhancement of Farms (농업경영비즈니스과정 효과분석 및 발전방안)

  • The purposes of this study were (1) to highlight the importance of farm management (2) to develop a profitable farm management system through the combination of agricultural techniques and business competencies (3) to shift management attitudes and habits of the program participants from being passive and dependent toward being proactive and self-disciplined (4) to help cultivate one's own life through self-consciousness participation in educational activities and lectures of celebrities. This research was conducted involving 30 farms that participated in the business program. The program imparted knowledge on vision, marketing, business skills, and management strategies such as cross strengths, weaknesses, opportunities, threats (swot) analysis, product life cycle (plc), the 4p(product, price, place, promotion) of marketing, etc. The study recommends: (1) to encourage farms to enhance their business competencies; (2) to find out solutions for urgent management problems (3) to construct a system for leading farms (www.lfcenter.com) and on-line communities and (4) to implement a profitable business model for leading farms. It was noted that the farms were eager to participate in such business programs. In the future, this kind of program should be promoted in other areas so that more farms could enhance their business competencies.
