Alternative Evaluation Model in the Development of Environment-friendly Residential Land (택지개발사업의 환경친화적 대안평가모형 구축)

  • Residential land development projects are tending upwards recently. However, an indiscreet residential land development has tended to damage environment by destroying existing green lands and trees of target lands and generating many cut slopes with transformation of its topography. There are Prior Environmental Review(PER) for district designation and Environmental Impact Assessment(EIA) before approval on development plans. PER is implemented after developing a residential land development plan and EIA is implemented after completing a detail design. As the result, many of residential land development projects are passive to reduce potential environmental problems on the designated sites. Object of this study is to construct an evaluation system on alternatives in the early step of site designation for implementing residential land development projects with environment-friendly and sustainable way. For this, alternative evaluation model is constructed by using Fuzzy Inference and Analytic Hierarchy Process(AHP) method based on Environmental Evaluation Factors of residential land development project, which are proposed in the precedent research. If a decision maker evaluates environment damage by ten-point method, the point is transformed Environmental Performance(EP) by Fuzzy Inference, and then, applying weight that is already calculated by AHP method, Total Environmental Performance(TEP) is calculated. After all, an alternative with the highest TEP is selected as the best one. Using this evaluation system, more than two alternatives of residential land development project site, which can hold location appropriateness in the early under undecided land use plan, can be evaluated quantitatively. As environmental damages, which can be generated by implementing a residential land development project, can be detected in the early step, environmental damages can be removed or reduced at the source.

  • The Korean government established 'the Act on Performance Evaluation and Management for National Research & Development (R&D) Programs' in 2005, and one year later constructed a master plan, 'A Basic Plan for the Management and Utilization of R&D performance' that focused on better diffusing the public R&D outcomes. In this study we propose a model of performance monitoring, evaluation, and management system for national R&D, which is based on a systematic approach and the logic model that has been prevalently used in planning and evaluating the public programs, to meet the purpose of the law and the master plan as well as to facilitate the diffusion of national R&D outcomes focused mainly on the industrial application technology. Furthermore, in order to use the model for the several applications, the model's specific measures which includes the quantitative methodologies such as analytic hierarchy process (AHP) and data envelopment analysis (DEA) are suggested in accordance with the existing system of the evaluation institution in Korea.

  • This study analyze the relationship between S&T policy and the R&D performance plans of GRIs which lack relevant research through quantitative information analysis. KISTI which is focused on the case is an ICT-based GRI that is sensitive to changes in the internal and external environment, and the impact of government S&T policy changes on KISTI's R&D performance plans was analyzed in depth.

  • The present article briefly overviews the plan for a new project on joint technology for HTS wires/cables and describes the development plan for the world's highest field NMR magnet, which is a major development item in the project. For full-fledged social implementation of superconducting devices, high temperature superconducting (HTS) wire is a key technology since they can be cooled by liquid nitrogen and they can generate a super-high magnetic field of >>24 T at liquid helium temperatures. However, one of the major drawbacks of the HTS wires is their availability only in short lengths of a single piece of wire. This necessitates a number of joints being installed in superconducting devices, resulting in a difficult manufacturing process and a large joint resistance. In Japan, a large-scale project has commenced, including two technical demonstration items: (i) Development of superconducting joints between HTS wires, which are used in the world's highest field 1.3 GHz (30.5 T) NMR magnet in persistent current mode; the joints performance is evaluated based on NMR spectra for proteins. (ii) Development of ultra-low resistive joints between DC superconducting feeder cables for railway systems. The project starts a new initiative of next generation super-high field NMR development as well as that of realization of better superconducting power cables.

  • According to the State Safety Program (SSP) of the International Civil Aviation Organization (ICAO), it is essential to establish and manage Safety Performance Indicators (SPIs) which are used for monitoring the safety performance to achieve the national aviation safety goal. There have been enormous efforts to develop the framework of SPIs by considering the current status for each country. In case of Republic of Korea, however, there has been limited research and policy projects related to the framework for SPIs. Furthermore, Korea has used identical SPIs since the SSP was legislated in 2008. With this background, this research is, as part of strategy for the state level of SPI development, the study cases of advanced aviation countries for SPI development plans, such as the European Aviation Safety Agency (EASA) of the EU, the Civil Aviation Authority (CAA) of the UK, the Finish Transport Safety Agency (FTSA) of the Finland and the Federal Aviation Administration (FAA) of the U.S. The comparison between the foreign and domestic policies for SPI development strategies are provided in the conclusion of this study. The results and analyses of the case studies performed in this research will be helpful to provide some valuable development strategies for further SPI research in Korea.

A Study on Improvement Measures for Increasing Cancellation Rates at Ulleung Airport (울릉공항 결항률 증가조건에 따른 개선방안 연구)

  • Improving transportation accessibility on islands is closely related to regional development. Currently, the government is constructing Ulleung Airport as part of the 6th Airport Mid- to Long-term Development Plan. Similar to the case of Jeju Airport in 2016, severe congestion occurs at passenger terminals upon flight resumption after cancellations at airports on islands. Therefore, considering the cancellation rate at island airports is important. This study investigates the conditions leading to increased cancellation rates at Ulleung Airport, with the research results predicting frequent cancellations during the winter season. The research methodology involved examining airport construction plans, aircraft performance, airport de-icing capabilities, and also included consideration of weather conditions. Ulleung Island is a representative snowfall area, and sufficient snow removal capacity must be secured. However, the current plan's snow removal capacity is insufficient, leading to anticipated high cancellation rates. Therefore, measures to mitigate passenger inconvenience caused by increased cancellations and methods to reduce the cancellation rate are explored. With Ulleung Airport scheduled to open in 2027, there is ample time to implement supplementary measures to reduce the cancellation rate and minimize passenger inconvenience.

The Effects of Service Quality on Emotions, Behavior Intention and Local Development Performance in the Ulsan Night Market (울산 야시장 서비스 품질이 감정, 행동의도 및 지역발전성과에 미치는 영향)

  • This study identified the important service quality of the emerging night market as an alternative for the revitalization of the traditional market. This study also was to analyze the effects of service quality on customers' emotions, behavior intention and local performance in night market, and to provide an effective operation plan. The collected data were analyzed by frequency analysis, factor analysis, reliability analysis and multiple regression analysis using SPSS 16.0 Version, a statistical package program, and various results were discovered. First, all the service quality factors (convenience, food, event program, physical environment) had a positive (+) effect on positive emotion, and the service quality factors except event program had a negative (-) effect on negative emotions. Second, the service quality factors had a partially positive (+) effect on behavior intention and local performance. Third, the positive and negative emotions had a effect on behavior intention, however, the positive emotions had a positive (+) effect on local performance. Consequently, the present study confirmed that service quality in the night market is important factors for emotions, behavior intention, and local performance. Therefore, the findings of this study is capable of being the basic data for revitalizing the traditional market in the future.

  • The purpose of this research is to accomplish the goal of science education based in the seventh science course of study by suggesting the plan for development of executable method in the learning process of Earth Science education and establishing a practical model to evaluate its achievement. Furthermore, the idea of this research is to recognize a way of using and consideration at practical use of the model. Since the purpose of the educational evaluation is to maximize the efficiency of school studying, there are some negative aspects in our current method of evaluation to achieve the purpose. New system has been introduced into the educational evaluation to resolve such a critical issue. Despite some positive aspects in the system, it could not be escaped from the multiple choice and pens examination. This could be caused by in various limitations, especially the insufficiency of teachers' awareness and the data about the Performance assessment. This research is to develop and use the practical model for the Performance assessment in consideration of current educational circumstances of Junior and High school. The model of the Performance assessment in this research is to sufficiently evaluate student's ability and skill in the learning process of Earth Science education. Hence, it is dedicated to the education for human being and improve quality in the learning process of the Earth Science education among the modern society, which is characterized globalization and information. Furthermore, it may promote the growth of various character of students and increase creativity and skill for the problem solving.

  • In this paper the development directions of the next generation launch vehicle program following KSLV-II has been discussed, which are to be executed after year 2020 according to the Medium and Long Term Plan for National Space Development. Also, several areas of technology advancement have been identified for the successful development of the LVs. The next generation LV must aim for not only the high performance but also for low cost as well as high reliability in order to compete against global commercial launch service providers. To this end, the next generation LVs program shall capitalize on many anticipated accomplishments of the KSLV-II program such as the 75 ton class LOX/kerosene rocket engine.
