A Study on the Creation and Activation Program of Cultural Rural Village - Focused on the Case in Dae -San Village, Kimje-si, Chonbuk Province - (농촌문화마을 조성 및 활성화 방안연구(1) - 김제시 대산마을(현황분석 및 기본구상)을 중심으로 -)

  • Now in order to overcome the weakest points of the rural areas of the city of Kimje and, transform them into rural cultural villages which have local governing systems suitable to new localization age and activate this plan, we selected Daesan Village as a model village which had shown a lot of potentials in the basic research and studied it dividing it into the former part and the latter part. We studied Daesan village in the former part focusing on state analysis and basic ideas and in the latter part focusing on master plan and detail planning. We can summarize the conclusion like the followings. 1. Daesan Village located 8 kilometer away from the downtown Kimje and the city of Iksan respectably has comparatively good environment of good sunny place as an open field whose surrounding configuration of the ground consists of farming lands and low hills in front and rear. It has 38 farming households in all. 2. Human environment(인문환경); the village road whose width is about 4 meters is forming a flow system forking off into three. There is a route bus which operates three times a day even into the inside of the village. The main sources of revenue are vegetables in facilities, fruits and floriculture. Their average revenue is about 10.5 million won. 3. Here in DaeSan Village a legend dealing with Teasan literally meaning a big mountain consist of th village's tradition and you can see the tombs of a very faithful son and Anwi an army general in the age of the Japanese Invasion of Korea of 1592 to 1598 inside the village. 4. 85 out of the eitire population 141 whose age are over 20 showed very positive attitudes in a questionnaire about, making the village a cultural one and its development. 5. The basic of planned ideas is to increase the revenue of the farming household by making the village a professional farming one which has a state-of the-art production facility and agricultural technique. It is to make the village the one where people can enjoy the sense of the rural life and the farmer can enjoy their lives through consumptive and consistant leisure and resting activities. 6. We are planning to make entrance space, life space, rest and sport space, and cultural space considering the characteristics of the village and the demand of the resident. We are also planning to make tile entire city of Kimje an information transmitting base in short and long term perspectives. 7. DaeSan Village was planned as a place where tradition and the future exist together. On the basis of this concept we planned future programs for Daesan Village and in the latter part of the study master plans and detail plans will be continued.the regional agricultural condition. The development permissions were only during the period of restricted to use ($1979.12{\sim}1993.11$). We propose that the authority of development permission should be given to the local autonomy government, because the local government has the knowledge of its individual agricultural conditions.

The Present of Convention on Biological Diversity Maritime Agenda (해양관련 생물다양성협약 의제 소개)

  • In June 1992, Convention on Biological Diversity (CBD) was concluded by 158 countries in Rio de Janeiro. And now, 194 member nations are participating in discussions for their own profit. Recently, Nagoya Protocol regarding Access to genetic resources and Benefit-Sharing (ABS) was approved and took effect from October $12^{th}$, 2014. Thus, it is important to understand the impact of CBD and ABS functioning on researchers studying marine biodiversity. Until now, in the previous Conference of the parties to the Convention on Biological Diversity, the interest towards researching marine and marine living resources was relatively low, and accordingly, the discussions regarding marine and marine living resources were delayed. However, in the $12^{th}$ Pyeongchang Conference of the Parties to the Convention on Biological Diversity, the arguments concerning Ecologically or Biologically Significant marine Areas (EBSA) and the other marine related issues were discussed. Although, South Korea has not yet officially joined Nagoya Protocol, however the consultations in regard to Prior and Informed Consent (PIC), Mutually Agreed Terms (MAT) and Global Multilateral Benefit-Sharing Mechanism (GMBSM) were discussed. We belive that as a possessing nation of biological resources, South Korean government authorities should revise their management systems protocol and regulations concerning domestic biological resources, in order to strengthen the information system and help academia and industry to utilize the biological resources abroad easily and effectively.

  • An 'Introduction to Creative Engineering Design' course at College of Engineering at Chungnam National University is required for all freshmen. The objective of this course is to educate the freshmen with basic engineering design concepts and experiences in creative problem-solving approaches. It provides the students learning opportunities in solving engineering design problems through team efforts and creative approaches. Thus, this course emphasizes creative ideas and thinking, engineering design experiences to students over the course. This study presents the syllabus, the examples of PBL (problem based learning)-related activities as a team, and the results of the course evaluation and outcomes. Based on the results of this study, we can conclude that overall this course using PBL method had significant positive effects on the course outcomes and the creativity of the engineering freshmen in the department of environmental engineering at Chungnam National University. However, there are still efforts to be needed to improve the PBL-related activities in the course, including students' workload, financial supports, and team work.

Optimal Transmission Method in Cooperative Relay Communication Systems with Hierarchical Modulation (계층변조를 적용한 협력 중계 통신시스템의 최적 전송기법)

  • In this paper, we analyze the performance of the cooperative relay communication system which uses orthogonal frequency division multiplexing(OFDM) with hierarchical subcarrier modulation. In the cooperative relay communication system, data transmission is accomplished in two time slots. In the first time slot, the source broadcasts the signal to the relay and to the destination. The relay demodulates the received signal, remodulates and forwards it to the destination in the second time slot. The source uses hierarchical modulation for subcarriers to deal with the signal-to-noise power ratio (SNR) difference in the source-relay and source-destination links. The bit error rate (BER) of the relay transmission system with hierarchical modulation depends on the hierarchical modulation parameter. First, we derive the relationship between BER and the parameter, and find the optimal parameter giving the minimum BER through computer simulations. Then, we analyze the performance of the proposed cooperative relay communication system according to the relay location. From this results, we find optimal relay location to maximize the BER performance.

Bactericidal Efficacy of a Disinfectant Spray Containing a Grapefruit-seed Extract, Citric acid, Malic acid and Benzalkonium Chloride against Salmonella Typhimurium and Brucella ovis

  • Salmonella spp. and Brucella spp. can cause considerable diseases on both humans and animals. In addition, these microorganisms cause the economic loss in animal farming and food industry. In this study, the disinfection efficacy of a disinfectant spray, composed to grapefruit seed extract, citric acid, malic acid and benzalkonium chloride, was evaluated against S. Typhimurium and B. ovis. A bactericidal efficacy test by broth dilution method was used to determine the lowest effective dilution of the disinfectant following exposure to test bacteria for 30 min at $4^{\circ}C$. The disinfectant and test bacteria were diluted with hard water (HW) or organic matter suspension (OM) according to treatment condition. On HW condition, the bactericidal activity of the disinfectant spray against S. Typhimurium and B. ovis was 5 and 4 fold dilutions, respectively. On OM condition, the bactericidal activity of the disinfectant spray was 2 and 1 fold dilutions against S. Typhimurium and B. ovis, respectively. As the disinfectant spray possesses bactericidal efficacy against foodborne pathogens such as S. Typhimurium and B. ovis, the disinfectant spray can be used to control the spread of bacterial diseases.

XSNP: An Extended SaC Network Protocol for High Performance SoC Bus Architecture (XSNP: 고성능 SoC 버스를 위한 확장된 SoC 네트워크 프로토콜)

  • In recent years, as SoC design research is actively conducted, a large number of IPs are included in a system. Various bus protocols and bus architectures are designed to increase IP reusability. Among them, the AMBA AHB became a de facto standard although it is somewhat inadequate for a large scale SoC. We proposed SNP and SNA, high performance on-chip-bus protocol and architecture, respectively, to solve the problem of the conventional shared buses. However, it seems to be imperative that the new on-chip-bus system support AMBA-compatible IPs for a while since there are a lot of IPs with AMBA interface. In this paper, we propose an extended SNP specification and a corresponding SNA component to support ABMA-compatible IPs used in SNA - based system. We extend the phase of the SNP by 1 bit to add new 8 phases to support communication based on AMBA protocol without penalty of elongated cycle latency. The ARB-to -XSNP converter translates the protocol between AHB and SNP to attach AMBA -compatible IPs to SNA based system. We show that AMBA IPs can communicate through SNP without any degradation of performance using the extended SNP and AHB - to- XSNP converter.

Concept and Policy Developments on Eco-welfare of National Parks based on Ecosystem Service (생태계서비스 기반 국립공원 생태복지 개념정립 및 정책방향 설정)

  • The concept of Eco-welfare emerged in the process of discovering the relationship between a healthy ecosystem and human wellbeing. The objective of this study is to offer basic data for eco-welfare policy realization by conceptualizing the 'National Park Eco-welfare' since national parks are appropriate places for eco-welfare to be optimally implemented. A pre-workshop and two rounds of Delphi surveys were conducted to determine the concept of the 'National Park Eco-welfare ' and the main elements to be included in ecosystem service. Through this study, the concept of 'National Park Eco-welfare' was defined as efforts to conserve the biodiversity and sustainability of the ecosystem and create harmony between 'National Park Ecosystem Welfare' and 'National Park Human Welfare'. To establish the direction of the National Park Eco-welfare policy, we identified the main elements of ecosystem services which are appropriate for the National Park. These are comprised of 3 elements (food, fresh water and genetic resources) from supply service, all elements from regulating service and supporting/habitat service and 4 elements (aesthetic information, recreation-based ecotourism, healing, and knowledge systems with educational values) from culture service. In this study, the concept of National Park Eco-welfare was established, and its policy objectives and scope were suggested. However, further studies are necessary to develop action plans areand thereby realize the policy.

Analysis of Enterococcus faecalis Attachment to Granular Activated Carbon with a Column Experiment (칼럼실험에 의한 입상활성탄에서 Enterococcus faecalis의 부착 연구)

  • The aim of this study was to investigate the influence of ionic strength and iron impregnation on the attachment of Enterococcus faecalis to granular activated carbon (GAC). Column experiments were performed to examine bacterial adhesion to coconutbased GAC (c-GAC), iron-impregnated c-GAC (fc-GAC), acid-washed c-GAC (a-GAC) and iron-impregnated a-GAC (fa-GAC) under two different solution (NaCl 1, 10 mM) conditions. Results showed that bacterial mass recovery in c-GAC decreased from 77.3 to 61.6% while in a-GAC it decreased from 71.6 to 32.3% with increasing ionic strength from 1 to 10 mM. This indicates that bacterial attachment to GAC can be enhanced with increasing ionic strength. Results also showed that the mass recoveries in fc-GAC were 62.6% (1 mM) and 53.3% (10 mM) while they were 50.8% (1 mM) and 16.9%(10 mM) in fa-GAC, which were lower than those in c-GAC and a-GAC. This demonstrates that bacterial adhesion to GAC can be enhanced through iron impregnation. This study provides information regarding the effects of ionic strength and iron impregnation on bacterial attachment to GAC. Furthermore, this study will advance our knowledge of bacterial removal in surface-modified granular media.

Stakeholder Oriented Economical Efficiency Analysis on the Scenario to Implement Smart Transportation Services (지능형 운송 서비스 구축 시나리오에 대한 이해관계자 중심 경제성 분석)

  • This research proposed a new method to evaluate the objective validity to launch smart transportation services that various stakeholders are complicatedly inter-connected. First of all, we have designed the fundamental business model to form the smart transportation services and defined the stakeholders taking part in the services. Also, the criteria to evaluate the economical validity has been proposed based on the relationship among stakeholders. Especially, in the case EV drivers and charging service providers, the economical validity depends on the scale of spreading. Therefore, we have compared the two extreme scenarios, the poor and stable level of EV spreading. According to the result, it may be said that EV drivers and charging service providers cannot be guaranteed the economical validity due to the burden of initial investment. On the contrary to this, suppliers of EV and charging gears may secure more than a certain level of profit. In addition, the government may have great profit due to reducing the CO2 emission and cost for importing energy sources. Therefore, it is needed to enhance the level of supporting EV drivers and charging service providers at the first stage. Also, the impact of the ratio of EV and charging service stations on the economical validity of smart transportation should be further investigated.

Competency Modeling Using AHP Methodology and Improvement of National Technical Qualification System (다면 AHP 방법론을 활용한 역량 모델링과 국가기술자격제도 개선 방안 도출)

  • The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer's comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers' information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.
