Analysis of the Public Rental Housing Default in Korea (공공건설 임대주택의 부도 실태에 관한 연구)

  • The Korean Government has provided public rental housing to stabilize civilian dwelling. However, unreliable management of public rental housing threatens the stability of residency. This study analyzes the default of public rental housing and the cause of default through a case study, which was intended for the residents in apartment complexes in danger of default. It also suggests countermeasures to cope with the problem of public rental housing. The results are listed as follows. First, rental housing apartments contribute a lot to the housing stability policy. On the other hand, the default of housing development, which is derived from the bankruptcy of housing management companies and the negligent control of government, brings about a serious problem for housing stability. Second, although the government has made a steady effort to solve this default problem, 9000 residents from 8 apartment complexes in Korea have experienced extreme unstable residency. Third, there are many causes for the default of public rental housing such as unqualified management companies and cursory monitoring by the government. The fundamental solution is to prevent public rental housing management companies from managing, or to build a new management system of public rental housing. To solve this problem, it's recommendable to delete the application term in the special law on the default of public rental housing so that it can be applied to all default apartments. If it is not possible to perform the policy for financial reasons, a new supply of civil housing provided by private companies needs to be re-examined completely or banned.

Asset Management Characteristics of Rental Housing REITs in Japan and Its Implications (일본의 임대주택 리츠의 자산관리 특성과 시사점)

  • The purpose of this study is to elucidate the implications for the effective use of rental housing REITs in Korea by analyzing the characteristics of rental housing REITs in Japan, focusing on the operation and asset management of rental housing REITs. The main results of the study are as follows. In the case of Japan, rental housing REITs are invested and operated by profit-based private companies, and are activated with small rental housing in the city center as a niche market. In particular, it has secured the reliability, expertise and permanence of REITs by utilizing the sponsored REITs structure. This is possible because Japan has infrastructure for the supply and operation of corporate rental housing. Based on these analyses, ways to revitalize private investment, and ways to utilize sponsored REITs to enhance REITs' credibility were derived. for the effective use of domestic rental housing REITs.

An Evaluation of Determinants to User Acceptance of Blockchain Technology for the Implementation of Public Rental Housing Management System: Approached by the Unified Theory of Acceptance and Use of Technology (공공임대주택 관리시스템 구축을 위한 블록체인 기술 수용의도의 선행요인 평가: 통합기술수용모형을 기반으로)

  • Currently, various discussions are underway to establish a more advanced management system for public rental housing. Also, it calls for improvement methods for problems arising in management of the current rental housing system. In this regard, this study aims to evaluate determinants that affect user acceptance intention of blockchain technology to implement a new system that complements drawbacks of the current public rental housing system. The study uses the Unified Theory of Acceptance and Use of Technology (UTAUT) as a theoretical model; the study model utilizes three UTAUT variables -performance expectancy, social influence, and Facilitating conditions-, applies security, availability, and reliability that are perceived from blockchain technology as external parameters to facilitate understanding of user acceptance intention of blockchain technology, and evaluates whether innovativeness can regulate the influence of performance expectancy, social influence, and Facilitating conditions on user acceptance intention of blockchain technology. Based on the significant survey result where 274 IT technicians participated, the study applies structural equation modeling to explore structure of user acceptance intention in the blockchain-based management system for public rental housing. As a result, security-reliability and availability are found to factors as determinants for user acceptance intention, affecting implementation of the public rental housing management system, while innovativeness shows no significant statistical results related to regulation effect. This study has implications in that it understands characteristics of blockchain and empirically analyzes the relationship between the characteristics and acceptance intention to enable blockchain's contribution to activate the public rental housing management system in the future.

How to Increase the Supply of Rental Housing through Urban Regeneration Program in Korea

  • The authors derived rental housing policy measures that are appropriate for the current conditions of Korean housing supply and demand based on the confirmation of the issues of Korean rental housing system and reviewing implications from review of cases of foreign countries and these measures can be categorized into linkage with the urban regeneration and multi-functional development, acquisition of financial resources, operational management, policy and institutional aspects. For the expansion of supply of rental housing, it is essential to link the rental housing policy with urban regeneration. To pursue regeneration of underdeveloped areas and expansion of supply of rental housing in line with urban regeneration, more development sites should be added. Further, the rental home policy must be integrated into a new paradigm that includes securing commercial viability and providing various residential conveniences through multi-functional development. In addition, diversification of developers of real estates turning away from the existing framework of policy that has been focused only on the state-led housing supply so that local governments and private sector players can take part in. Next, new options for funding the supply of rental housing must be sought. First, raising financial resources sequentially through cyclical development approach could be considered. Or, various funding schemes including utilizing Tax-increment financing (TIF) based on the local tax revenues that will be accrued after the development projects and supply of rental housing. Or there should be various schemes to raise funds including utilization of TIFs that are based on the revenues that will be realized after the development projects and supply of rental housing, or utilizing REITs where funds can be provided through private sector investments. Also, getting out from the planning practice that focused only on physical expansion of supply of rental housing, continual operational management must be performed even after the development. These activities must be supported through establishment of control tower at the national level and continuous attention must be paid even after the development by developing specialized operational management companies that are led by private sector players. Finally, in addition to the hardware support that is focused on the public rental housing only, software support such as conditional provision of housing voucher or tax exemption for low-income classes should be provided, too. In other words, a shift from policies that are supplier-centric to ones that are customer-centric must take place.

  • In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent public rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent public rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent public rental housing, this study examined the role and function of management office and the residents' perception. Two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. The result showed that both of residents and management office staffs recognized the need for the participation of residents in management process.

Housing Environmental Conditions and Usages of Community Welfare Services among Residents in 'Da-Ka-Gu' Rental Housing and Permanent Rental Apartments (다가구매입임대주택과 영구임대주택 거주자의 주거환경 및 지역사회복지서비스 이용 실태)

  • The purpose of this study was to gather baseline data to be used for improving housing environments and developing welfare policies for low-income groups by identifying the similarities and differences in housing environmental conditions and in the usages of community welfare services between the dwellers of Da-Ka-Gu rental housing and those of permanent rental apartment. This multifaceted diagnosis currently being undertaken can be utilized through the lowincome housing planning and welfare policies as the basis for future policy formulation. Self-administered questionnaires and interviews were carried out by 212 dwellers in Da-Ka-Gu rental housing (104) and permanent rental apartments (108) in the city of Gwangju from July to October of 2010. The main findings are as follows: 1. The dwellers living in both Da-Ka-Gu rental housing and permanent rental apartments are satisfied with their housing environment. Specifically, a higher satisfaction with transportation and a lower satisfaction with neighbor's inter-relationships were evident. The dwellers of Da-Ka-Gu rental housing appear to be more satisfied with community spaces and housing management than those of the permanent rental apartments, whereas the latter appear to be less satisfied with the noise of the housing complex than the former. 2. Of the community welfare service programs, a higher usage is shown for meals service, free health screenings, home repair, and after-school learning programs among all residents in the two housing types. In particular, for the residents of Da-Ka-Gu rental housing, the children's education and parent education programs are more popular, whereas for those of the permanent rental apartments, the housekeeping services and health services utilization are highest.

  • The study attempts to explore housing values focusing on rental housing. It will be helped to supply rental housing, to clarify the prediction and th research in household moving. Major findings are the followings: 1. Housing values of rental housing in Ulsan showed $\ulcorner$Environment & Geography$\lrcorner$, $\ulcorner$Dwelling$\lrcorner$, $\ulcorner$Economy & management$\lrcorner$, $\ulcorner$Sociality$\lrcorner$, and $\ulcorner$Safety$\lrcorner$ in order. 2. The level of housing values in Ulsan was middling. 3. The types of housing values of rental housing showed $\ulcorner$Self-pursuit$\lrcorner$, $\ulcorner$Utility$\lrcorner$, $\ulcorner$Sociality$\lrcorner$, $\ulcorner$Rental housing$\lrcorner$, and $\ulcorner$Owner-housing$\lrcorner$ in order. 4. The type of housing values differed according to sex, pre-type of dwelling, and pre-area.

  • This study aimed to suggest the implications to improve the management system of permanent public rental housing. For this purpose, qualitative data were collected by using the in-depth interview with 13 staffs of community welfare center and management office in permanent public rental housing complexes and 2 times of advisory committee meetings. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Based on the results, some implications including institutional support and social complementary cooperation were suggested in terms of short and long term period.

Analysis on the Rental Housing Service Preferences according to Social Relationship (사회적 관계 유형별 임대주택 서비스 선호특성 분석)

  • The purpose of this study is to analyze characteristics of rental housing management and service preference according to social relationship types. The data for the analysis was collected through questionnaire survey method from 12th, April to 4th, May, 2016 and 565 data were finally used. Data were statistically analyzed using SPSS WIN 18.0. The findings of this study are as follows: 1) the six factors on social relations of subjects are made up as 'interpersonal stress of the relationship', 'new relationship', 'neighbor relations', 'online relationship', 'family relations', and 'friendship'. 2) Along with this result, cluster analysis was carried out, and four social relation types are classified and named as the 'extroverted relationship type', 'passive relationship type', 'active relationship type' and 'introverted relationship type'. 3) Rental housing management and service was examined separately as 'housing management system', 'housing services', and 'community facilities'. Differences in preference were identified by type of social relationship. Housing services and community facilities showed a significant difference in almost all items. In the housing management system, most of the items did not show any significant difference according to social relationship types.

  • This paper examines whether there exists discrimination of the information usage pattern between tenants of permanent and temporary public rental housing in Korea. Moreover, we focus to examine on that matters between two groups, $7{\sim}12$ pyeongs and $11{\sim}24$ pyeongs that indicate permanent and temporary public rental housing respectively. The results derived in this paper can be summarized as follows: there exists statistical significance in using computer, internet, communication and broadcasting, on the other hand, insignificance in using satellite communication and telephone between them. The implication of this results shows that as widen income gap, also widen gaps in using computer and internet between them. Thus government public rental housing policy should focus to make narrow income gap to diminish information gap between those groups.
