  • 본 논문은 신재생에너지 보급 확대를 위해 2002년도부터 국내에서 시행되고 있는 발전차액지원제도의 시행성과의 평가기준으로서의 성과지표를 개발하였다. 제안한 성과지표는 평가자의 주관이 개입될 수 있는 지의 여부에 따라 정량(계량)지표와 정성(비계량)지표로 구분하고, 사업시행절차에 따른 투입, 과정, 산출, 그리고 결과지표로 구분하여 성과지표를 구성하였으며, 유관기관별 성과지표의 정보공유체계를 제안하였다.

  • Our fossil fuels will be exhausted and replaced with renewable energies over tile next few decades. And rapidly increasing consumption of primary makes every country recognize the potential significance of climate change and necessity of greenhouse gas reduction. A critical part of the solution is to ratify the Kyoto Protocol and the UNFCC, and to develop and utilize the wind energy. One of the renewable energies, wind energy is increasing competitive in liberalised energy markets and shows annual growth rate of $20\~30\% in past five years. Thus, the purpose of this paper is to describe the necessity and characteristics of wind energy industries, to compare the international development policies of wind energy industries, and to suggest and discuss the alternative development policies of wind energies in Korea

  • In order to reduce greenhouse gas by 30% compared to BAU in 2020, research and development of zero-energy building construction technology for reducing greenhouse gas emissions in the construction industry is being conducted. With the recent implementation of the policy as mandatory through the establishment and commercialization of the zero energy building base, the government should devise measures to support and expand technology through the identification of the current status of the zero-energy building incentive system and the erasure of the erasure. In order to implement zero-energy buildings, excessive construction costs are presented as a major issue in revitalizing the supply of new and renewable energy to enhance Passive (energy efficiency grade of 1++) and achieve self sufficiency of energy (20% or higher). In this paper, the major problems and solutions for zero-energy building identification were presented in order to activate the dissemination of zero-energy buildings, and the recent policy changes resulting from the mandatory use of zero-energy buildings were analyzed.

Joint Crediting Mechanism under the Paris Agreement and Its Implication to the Climate Policy in Korea

  • Before the Conference of Parties (COP) 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, most parties of UNFCCC had submitted their intended nationally determined contributions (INDCs) and to achieve their voluntary targets, some parties consider using international market mechanisms. As one of such mechanisms, Japan promoted its own bilateral mechanism called Joint Crediting Mechanism (JCM). In this study, feasibility studies and projects under JCM have been analyzed by project type, sector, country and region, which could provide some implications in designing Korea's future climate policy to achieve Korea's targets of 11.7% using international market mechanism in INDC. Since 2010, JCM has promoted 542 projects and feasibility studies in 44 countries according to the Institute for Global Environmental Strategies (IGES) database. Among 542 projects, about 80% were feasibility studies implying that JCM was more focused on project identification. However, current trends of JCM show that more projects will be soon implemented based on these feasibility studies. For sectoral categorization, projects were categorized into seven sectors-energy technology, energy efficiency, renewable energy, waste management, city, strategic planning and projects related to the country's efforts to reduce emissions from deforestation and forest degradation (REDD+). JCM projects were mitigation focused with more than 70% of projects were related to energy efficiency, renewable energy and energy technology. At the regional and country level, JCM is highly focused on Asia and especially, more than 100 projects were developed in Indonesia. Based on the analysis of JCM, in order to develop bilateral international mechanism for Korea, it is worthwhile to emphasize that Korea considers Asian countries as her partner. In addition, Korea may consider the collaboration with Multilateral Development Banks (MDBs) to implement projects identified by Korea and Asian partner countries. Furthermore, strategically, it is recommendable to develop jointly with Japan who has already capacity and networks with other Asian countries to mitigate GHG emissions. Such financial resources from MDBs and Japan may contribute to meet the 11.3% of GHG reduction target from abroad according to INDC of Korea.

Assessment of performance for Output Power Control of Wind Turbine using Energy Storage System (에너지저장장치를 이용한 풍력발전 출력 제어 성능 평가)

  • In this paper, we describe construction of a wind stabilization demo-site and effects of output power control of wind turbines for suppression of ramp rate using ESS (Energy Storage System). It is difficult to control the output power of distributed generator such as wind turbine which of variation is very large. If the large capacity wind farm be interconnected into power system may cause blackout due to Power Quality. For these reasons, the international standards such as Grid-Code is limited to less than 10 [%/min] of renewable energy ramp rate. The case of Korea, government actively conducts propagating large-scale renewable energy for green growth policy, to interconnecting more renewable energy into power system is necessary for stabilization technology. For these reasons, the POSCO consortium has constructed a wind stabilization demo-site that is configured as 500 [kWh] battery energy storage systems can output up to 3 [C-Rate] and two wind turbines rated 750 [kW]. In POSCO consortium, which implements various methods stabilizing output power of wind turbine such as smoothing, section firming and ramp control, we derive the results of long-term demonstration that can be controlled to satisfy to the international standard about ramp rate [%/kW] of wind turbine output power.

Study on the Recognition Analysis of Zero Energy House and Associated Policy Suggestion (에너지제로하우스 인식분석 및 정책 추진방향 제안에 관한 연구)

  • The consultation with building energy experts working at domestic government-funded research institutes and enterprises on performance set, element technology, and policy for the realization of low-energy and the survey with construction workers on the relevance of climate change in building construction, government support policy, and methodologies for the construction of low-energy house were carried in the study. In addition the public element preference survey on the low-energy house and awareness research on the low-carbonization of building were carried and presented for the development of affordable low-energy house. There was a big difference in the recognition of building energy performance setting and setting for the construction cost to realize it between experts and ordinary citizens in the study. To fill this gap education and promotion of zero energy house and securing economic feasibility through the commercialization of element technology will be needed. The satisfaction in government's zero energy house policy was normally low. To improve this low satisfaction administrative and technical support are considered to be expanded. Common high cost of construction was the top priority to resolve the problem, and enhancing renewable energy grants, tax relief, and substantial cost support could be as detailed solutions.

  • The recent concerns over the threat of global climate change and the requirements of national reduction of $CO_2$ emission have led to the diversification of energy resources and a large scale integration of renewable resources. In these circumstances, the policy decision currently made by the government sector includes several programs to promote the equipment of large scale generating assets to use wind energy. However, the power systems and wind farms need such innovative operation scheme schemes that maintain an adequate level of system security for continuing growth of renewable resources. This paper presents a method for determining optimal operating points for wind farms by making use of a nonlinear interior point method.

  • Green building technology has the potential a competitiveness. Reflecting this situation, the renewable energy market is growing rapidly. And, this field became value-added field in construction industry. In this study perform to prioritize the value improvements of green building technologies. To do this, first, we will extract potential development field through literature and case studies. Next, we will built a hierarchy structure based on the economic efficiency, technical skill, and policy. Third, we decide to prioritize between the items by performing AHP analysis.

  • Many domestic organizations are pushing ahead with small hydropower business to develop a renewable energy. In addition each organization gradually spreads small hydropower business with searching the best site for it. And KOWACO(Korea Waters Resources Corporation) answers a purpose of the government policy to spread the wide use of a renewable energy. This study explains the researching programs for the best development sites for small hydropower generation with using water pipes managed and controled by KOWACO.

  • The first RDF production plant in Korea is going to start commercial operation at Won-Ju city in October this year, where municipal solid waste is treated and converted to RBF. Korean government is preparing the quality standard of RDF and starting a new waste policy of RDF promotion instead of general waste treatment technologies such as incineration or landfill. In Europe the EU member states have decided the united quality standard of RDF to increase the amount of new & renewable energy through the promotion of RDF utilization. New quality standard of RDF and trade market of RDF in Europe is introduced in this paper.
