A Research on PV-connected ESS dissemination strategy considering the effects of GHG reduction (온실가스감축효과를 고려한 태양광 연계형 에너지저장장치(ESS) 보급전략에 대한 연구)

  • ESS(Energy Storage System) is an important source that keeps power supply stable and utilizes electricity efficiently. For example, ESS contributes to resolve power supply imbalance, stabilize new renewable energy output and regulate frequency. ESS is predicted to be expanded to 55.9GWh of installed capacity by 2023, which is 30 times more than that of 2014. To raise competitiveness of domestic ESS industry in this increasing world market, we have disseminated load-shift ESS for continuous power supply imbalance with FR ESS, and also necessity to secure domestic track record is required. However in case of FR ESS, utility of installing thermal power plant is generally generated within 5% range of rated capacity, so that scalability of domestic market is low without dramatic increase of thermal power plant. Necessity of load-shift ESS dissemination is also decreasing effected by surplus backup power securement policy, raising demand for new dissemination model. New dissemination model is promising for $CO_2$ reduction effect in spite of intermittent output. By stabilizing new renewable energy output in connection with new renewable energy, and regulating system input timing of new renewable energy generation rate, it is prospected model for 'post-2020' regime and energy industry. This research presents a policy alternatives of REC multiplier calculation method to induce investment after outlining PV-connected ESS charge/discharge mode to reduce GHG emission, This alternative is projected to utilize GHG emission reduction methodology for 'Post-2020' regime, big issue of new energy policy.

An Analysis of the Economic Effects of the New and Renewable Energy Transformation of Thermal Power Generation (화력발전의 신재생에너지 전환에 따른 경제적 파급효과 분석)

  • This study is trying to analyze the economic effect of replacing thermal power generation, one of the government's carbon-neutral policies, with new and renewable energy. For this analysis, scenario A is set to replace 100% of thermal power generation with new and renewable energy, and scenario B is set to replace 60% of thermal power generation with new and renewable energy. In addition, costs are incurred when replacing thermal power generation with new and renewable energy, and scenario 1 is the same cost as the current cost, and scenario 2 is120% higher than the current cost. Therefore, when converting thermal power generation to new and renewable energy, the scenarios are largely organized into four cases. In the case of replacing thermal power generation with new and renewable energy, the production inducement coefficient of thermal power generation decreased from the current level regardless of the scenario. However, the value-added inducement coefficient and the greenhouse gas emission inducement coefficient are lower than the current level when thermal power is converted to renewable energy by 100%, while the value-added inducement coefficient and greenhouse gas emission inducement coefficient are higher than the current level. In addition, the greenhouse gas emission induction coefficient of most industries was found to decrease, while the production induction coefficient and the value-added induction coefficient increased. Scenario A seems appropriate because the purpose of the government's policy is to reduce greenhouse gas emissions by converting thermal power into new and renewable energy. However, as a result of this, the production inducement coefficient and value-added inducement coefficient of some industries decrease, so the government's support policy is needed to solve this problem

  • Biofuls are considered as an option to reduce greenhouse gases emission, increase energy supply diversity and security of supply, as well as an opportunity for job creation and rural development. First of all, biofuls technologies have been promoted as a means for reducing the carbon intensity of the transport sector. Hence, in the last decade biofuels production has been driven by governmental policies. The key instruments widely adopted to foster production and increase consumption have been mandatory blending targets, tax exemptions and sibsidies. As one of the most powerful instruments, biofuel mandates require fuel producers to produce a pre-defined amount (or share) of biofuels and blend them with petroleum fuel. National biofuels mandates are in place 35 countries and partially in place in 6 countries. In this study, we reviewed status of global biofuels policies to reduce greenhouse gases in the European Union, United States and other countires worldwide. Especially, we discussed representative biofuels mandates policies same as Renewable Fuel Standard (RFS, US), Renewable Transport Fules Obligation (RTFO, UK) in transport sector.

Profitability Analysis of ESS with PV Generation (PV연계형 ESS의 설치 규모에 따른 수익영향)

  • The investment in solar and wind generation is rapidly increasing with government's renewable expansion policy and Renewable Portfolio Standard (RPS). Since the large penetration of solar and wind generation increases the variability and uncertainty of supply and demand balance in power system, the government is pursuing the policy of supplying energy storage system (ESS) linked to renewable energy. ESS contributes to the ease of transmission and distribution grid by shifting PV generation from daytime to evening hours. Recently, the declining market price of REC as ESS incentive, policies to cut down incentives and limited ESS storage due to fire events lead to the aggravation of long-term profitability, thus working as a barrier of ESS spreading. In this study, the factors affecting the profit of ESS are analyzed and brief indicators are derived. Based on the indicators, the profit changes are analyzed considering the variation of REC market price and REC incentive weights. Based on the profit change with respect to the increase of ESS capacity, economical ESS installation capacity is suggested.

  • As a result of the Fukushima disaster and climate change due to excessive greenhouse gases, international energy affairs are currently focused on establishing safe and environment-friendly policies. To achieve this, Republic of Korea has established a plan for environment-friendly energy supplies. It is expected that policy enforcement will be accompanied by an increase in energy supply costs. An analysis of energy supply costs is necessary before the establishment of any national energy policy. This paper analyzes and compares the energy supply costs accompanying environmental and nuclear energy policies, based on the Korean National Energy Master Plan and the Basic Plan for Long-Term Electricity Supply and Demand, in order to understand the implications of these national energy policies.

  • In order to manage the gradual increase of electricity demand, the United States, Japan, and Europe are seeking to achieve overall change of electric power system by introducing solutions such as smart grid. Among these solutions, there are various research projects regarding the Electricity Storage System (ESS), which aims to promote the efficient usage of electricity and grid system of new and renewable energy system. Korean government revised the law by including ESS in new and renewable energy facilities to accelerate ESS deployment. Following the same direction of the government policy, this study suggests methodologies of setting REC weighted value that guarantees investment financial feasibility when new and renewable power producers install ESS.

  • For the greenhouse 9as emissions' reduction of fossil fuel, the energy policy on the promotion of alternative energy should be implemented. Accordingly, national policies on the development and promotion of alternative energy were made, and related laws and regulations are being made, and comprehensive plans should be followed. The policies and strategies for promoting the renewable energy have been insufficient in comparison with those of the developed countries. This paper suggests the spread extension plan of renewable generation through generation development and priority purchase.

  • Currently, the RPS(Renewable Portfolio Standard) is the policy which supplies new and renewable energy. Power generation companies with large capacity should produce renewable energy or secure through the purchase of REC (Renewable Energy Certificates) as mandatory. The government has revised the REC weight several times, which weights each energy source by evaluating the economic and social value of renewable energy sources, and revised the mandatory supply ratio to gradually increase. This study helps to find the impact of policies on related industries. In this study, time-series analysis and regression analysis on the capacity of PV(Photovoltaics) facilities as a dependent variable were performed to analyze the effect of the revision of the REC weight for photovoltaic power generation and the amount of mandatory supply for renewable energy. As a result, it was statistically assessed that the revision of the REC weight and the increase in the mandatory supply has a significant effect on the increase in the amount of PV facilities.

  • In compare with a major developed countries, Korea consumes much energy, but also eliminates much carbon dioxide. Agricultural sector eliminate much carbon dioxide than industrial sector. In Kyoto protocol, Korea needs to reduce carbon dioxide. One way to reduce carbon dioxide is utilization of biomass in rural area. This paper focus on utilization of biomass in rural area. If use 20% potential amount of biomass, it obtain 50% of TPES on agricultural sector. The condition of utilization biomass is connected with agricultural policy, environmental policy, and energy policy. And environmental restriction keep pace with economical incentive.

  • A wide range of projects for ocean renewable energy are currently in development around the world and ocean energy industries continue to receive significant support from their governments. Surrounded by sea on three sides, Korea has potentially abundant renewable ocean energy resources, which include tidal current, tidal range, offshore wind power, osmotic pressure and ocean thermal energy. Numerous ocean renewable energy projects has been developed in Korea. Nevertheless, there are some concerns that those developments often select an environmentally unsuitable location and/or there are very few existing information on those environmental effects. The purpose of this study is to improve supporting policies and regulation systems of ocean renewable energy development in Korea by reviewing and compiling government policies and environmental assessment systems related to ocean renewable energy development around the world. The study suggests several policy implications for its environmental-friendly development in Korea, including requirements of strategic environmental assessment for proactive and environmentally suitable site selection of ocean renewable energy development and continuous post-development environmental monitoring, and so on.
