Pooling shrinkage estimator of reliability for exponential failure model using the sampling plan (n, C, T)

  • One of the most important problems in the estimation of the parameter of the failure model, is the cost of experimental sampling units, which can be reduced by using any prior information available about ${\theta}$, and devising a two-stage pooling shrunken estimation procedure. We have proposed an estimator of the reliability function (R(t)) of the exponential model using two-stage time censored data when a prior value about the unknown parameter (${\theta}$) is available from the past. To compare the performance of the proposed estimator with the classical estimator, computer intensive calculations for bias, mean squared error, relative efficiency, expected sample size and percentage of the overall sample size saved expressions, were done for varying the constants involved in the proposed estimator (${\tilde{R}}$(t)).

  • Recently, the affiliates of the Ministry of Information and Communication have been conducting a performance evaluation study on IT policy projects, based on the performance evaluation model of the U.S. Office of Management and Budgets, with regard to investment in computerization. The performance evaluation model for the policy project could provide the objective information required for the planning, development, and operation of the policy project. However, the performance of the most policy project is likely to be evaluated using the subjective evaluation criteria of evaluators. Therefore, this case study evaluates the relative efficiency using DEA (Data Envelopment Analysis) in order to improve the performance evaluation method of the digital pioneer' project implemented by the Korea IT Industry Promotion Agency. The improvement value of inefficient Decision Making Units (DMUs) was measured by a static efficiency analysis. The measured value will suggest a objective viewpoint of the performance between DMUs to evaluators. In doing so, it will show an appropriate direction for the policy project to be evaluated successfully.

Correlation Analysis between Forest Community Structure and Environment Factor in Mt. Guryong, Gyeongsangbuk-Do Province (구룡산의 산림군집구조와 환경요인의 상관관계)

  • The study was carried out to classify forest vegetation structure of Mt. Guryong which is located in Bonghwa-gun, Gyeongsangbuk-do province. 72 plots(quadrat) were investigated from July to August in 2010 using phytosociological analysis methodology of Z-M schools. The forest vegetation of the study area was classified as Quercus mongolica community group that was further divided into 5 communities; Pinus densiflora for. erecta community, Acer mono community, Quercus mongolica typical community, Larix leptolepis community and Pinus koraiensis community. Pinus densiflora for. erecta community was subdivided into Quercus variabilis group and Pinus densiflora for. erecta typical group. Acer mono community was also subdivided into Prunus maackii group and Deutzia glabrata group. The vegetation of the study areas could be described as 1 community group, 5 communities and 4 groups and 7 units in total. Classified vegetation units were highly correlated with altitude and topography. It was considered that forest tending operations for maintaining need to be continuously practiced for Quercus spp. with highly relative dominance value in the Pinus densiflora for. erecta community (vegetation units 1, 2).

Investigation of the Time Required for General Radiography (일반 방사선검사의 소요 시간 실태조사)

  • In this study, by analyzing the examination time for each procedure, the appropriate workload of radiologic technologist is analyzed based on the actual examination time in the current clinical setting by comparing with the examination time in the radiology field setting of the health insurance review and assessment service. In addition, this result is introduced into the calculation of relate value units; it was attempted to provide accurate and objective evidence in the field of radiology. From May 2020 to December 2021, the study retrospectively investigated the examination times recorded in the electronic medical record and picture archiving and communication system at 5 tertiary general hospitals and 1 general hospital. The total of 16 examination parts are applied in this study, including the head, sinuses, chest, ribs, abdomen, pelvis, cervical, thoracic, lumbar, shoulder, elbow, wrist, hip, femur, knee, and ankle. The minimum number of images that could be obtained per radiation generator was 3.6 images for one hour, and the maximum was 6.4 images. When 50% median of procedure time is calculated, the minimum number of images that could be obtained was 16.7 images and maximum was 35.3 images; in addition, minimum examination time is 1.7 minutes, and maximum time is 3.6 minutes. In conclusion, it is judged that there will be insufficient explanation time for basic infection instructions such as hand hygiene during the examinations in current clinical practice. It is believed that radiologic technologists will contribute to providing higher-quality of radiation examination services to the public by complying with guidelines for work and setting appropriate workload on their own.

Imaging diagnosis of hepatic lipidosis in a cat

  • A 5-year-old intact female Persian cat was referred with anorexia and vomiting. Physical examination revealed icterus in the pinna, oral mucosa, and sclera. Ultrasonography revealed several findings including uniformly hyperechoic hepatic parenchyma compared to adjacent falciform fat, increased attenuation of the ultrasound beam, and poor visualization of intrahepatic vessel borders. Computed tomography revealed hypoattenuation of the hepatic parenchyma with a radiodensity value of -60 Hounsfield units. The adjacent intrahepatic vessels appeared hyperattenuated relative to the hepatic parenchyma as if the vessels were contrast-enhanced. Based on ultrasonography and computed tomography results, the cat was tentatively diagnosed as feline hepatic lipidosis.

Problems and Solutions for Korean Medical Fee Contract System (건강보험 요양급여비용 계약의 문제점과 개선방안 연구)

  • Korean medical fee contract system between the insurer and healthproviders was introduced in 2000. However, a continuous discord among contracting parties concerned and an irrational operation of an arbitration committee of Ministry for Health, Welfare and Family Affairs (MIHWAF) have made it difficult for them to reach to an agreement over last 8 years. The purpose of this study is to observe the current problems of contract system from the view of health insurance law and actual examples. Furthermore, I examined the of breakdown of negotiation by analyzing the eligibility of contracting parties, rationality of Resource Based Relative Value System (RBRVS) and contracting method and fairness of arbitration method in case of negotiation rupture. The results were as follows: First, since the introduction of medical fee contract system, there has been a problem in that both the president of National Health Insurance Corporation (NHIC) and health care provider association have not held strong negotiation power. Second, the frequent changes and notifications of Relative Value Units (RVUs) without any mutual consent between the insurer and provider association negatively have influenced the conversion factors and finally hindered the agreement of contract. Third, a current process that the conversion factors are mediated and determined at the arbitration committee of MIHWAF in the case of contract breakdown between contracting parties has some flaw in that the irrational composition of committee provoked the lack of fairness and objectivity of mediation. Fourth, we can not prospect a satisfactory outcome of arbitration committee because the mediation always has failed to proceed smoothly due to boycott of both committee members from insurer and providers over last 8 years. As a result, we have to make an every effort to resolve problems mentioned above and then dream of an advanced national health insurance system.

PM10 β-ray attenuation samplers (β-ray absorption method) equivalence evaluation and comparatively observed study (PM10 연속자동측정기(β-ray) 등가성평가 및 비교관측 연구)

  • The Asian dust observation network operates β-ray attenuation samplers to measure PM10 concentrations. In addition, equivalence evaluation and accuracy inspection(Precision Tests) are conducted every year for the reliability of data. β-ray attenuation samplers(16 units) were comparatively observed from May to June 2020 and from July to December 2021. During the observation period, the average daily temperature was the lowest at 6.4℃ in December and the highest at 27.3℃ in August. The average daily humidity ranged from 60% to 100%, but the average daily humidity was over 75% from July to September. The minimum value of the PM10 Gravimetric method was 5.0 ㎍/m3, the maximum value was 53.4 ㎍/m3, and the average value was 17.8 ㎍/m3. The equivalence evaluation results of the PM10 Gravimetric method and β-ray attenuation samplers satisfied the criteria (slope: 1±0.1, intercept: 0±0.5). A relative error analysis between the PM10 Gravimetric method and β-ray attenuation samplers equipment showed that the relative error increased when the concentration was low and the temperature and humidity were high. In addition, in the β-ray attenuation samplers 5-minute interval observation data in May 2020, a relatively large Standard devication was shown as an average maximum ±23.4 ㎍/m3 and a minimum ±15.2 ㎍/m3. At standard deviations of 10% and 90%, equipment with high variability (deviation) was measured at 6 ㎍/m3and 61 ㎍/m3, and equipment with low variability was measured at 12 ㎍/m3 and 47 ㎍/m3. It was confirmed that concentration differences occurred due to differences in variability for each equipment.

A Test of Relative Removal Properties of Various Offensive Odors by Zeolite

  • The adsorptive removal properties of synthetic A4 zeolite were investigated against a total of 16 offensive odors consisting of reduced sulfur compounds (RSCs), nitrogenous compounds (NCs), volatile fatty acids (VFAs), and phenols/indoles (PnI). Removal of these odors was measured using a laboratory-scale impinger-based adsorption setup containing 25 g of the zeolite bed (flow rate of $100mL\;min^{-1}$). The high est and lowest breakthrough (%) values were shown for PnIs and RSCs, respectively, and the maximum and minimum adsorption capacity (${\mu}g\;g^{-1}$) of the zeolite was observed for the RSCs (range of 0.77-3.4) and PnIs (0.06-0.104), respectively. As a result of sorptive removal by zeolite, a reduction in odor strength, measured as odor intensity (OI), was recorded from the minimum of approximately 0.7 OI units (indole [from 2.4 to 1.6]), skatole [2.2 to 1.4], and p-cresol [5.1 to 4.4]) to the maximum of approximately 4 OI units (methanethiol [11.4 to 7.5], n-valeric acid [10.4 to 6.5], i-butyric acid [7.9 to 4.4], and propionic acid [7.2 to 3.7]). Likewise, when removal was examined in terms of odor activity value (OAV), the extent of reduction was significant (i.e., 1000-fold) in the increasing order of amy acetate, i-butyric acid, phenol, propionic acid, and ammonia.

Performance of Air Fresher System for the Removal of Various Odorants Released from Foodstuffs

  • The effectiveness of four air fresher (AF) systems was evaluated with respect to their removal efficiencies against offensive odorants. For this purpose, malodorous species were generated by exposing freshly cooked foods emitting odorants with levels moderately above their respective threshold values in a confined room. The deodorization efficiency of the four AF systems was then tested for a period of 30 min by estimating the extent of reduction in odorant levels after the operation of each AF. The removal efficiency of the four AF units against each odorant was evaluated as follows: (1) between AF products from different manufacturers, (2) between odorants and ultrafine particulate matter ($PM_{2.5}$), and (3) between operation and natural degassing. The average sorptive removal of odorants was generally <80% and considered less effective or non-effective relative to $PM_{2.5}$. Further examination of odor reduction, if evaluated in terms of odor indices like odor intensity (OI) and odor activity value (OAV), recorded a mean of 33% and 87%, respectively. The overall results of this study confirmed that all tested AF units were not effective to resolve odor problems created under our testing conditions.

Construction of a Bioluminescent Labelling Plasmid Vector for Bifidobacteria

  • Bifidobacterium is recognized as one of the most beneficial microorganisms in our gut. Many researches on bifidobacteria have been done to understand their roles in the gut. The objective of the present study was to develop a bioluminescent labelling plasmid vector for bifidobacteria to facilitate their visualization in vitro, in situ, and in vivo. A plasmid replicon (2.0 kb) of plasmid pFI2576 previously identified from B. longum FI10564 was amplified by PCR and cloned into pUC19 plasmid vector (2.68 kb). The cloned replicon was subcloned into pTG262 ($luc^+$) recombinant plasmid vector (7.4 kb) where a luciferase gene ($luc^+$) from pLuc2 (8.5 kb), an Escherichia coli and lactobacilli shuttle vector, was inserted into pTG262 plasmid vector. The final recombinant DNA, pTG262::pFI2576 rep ($luc^+$), was transferred into a B. catenulatum strain. This recombinant strain showed 3,024 relative luminescence units at $OD_{600}$ value of 0.352. Thus, this recombinant plasmid construct can be broadly used for labelling bifidobacteria.
