One of the features of record management during the Gabo Reform is that the documents office controled producing and distribution of records. The records completed the operations were sent the record office and classified and arranged. previous researches understood this record management system during Gabo Reform were introduced from Japan. This article clarifies that new record management system settled through Meiji Restoration were introduced from German(Prussian) registry system at the time. However, German registry system managed current records and this system was based on modern record management system which open the records to the public with archives. Japan accepted only registry system, current record management system of German, and didn't established archives at Meiji regime. It is same with Joseon Dynasty during the Gabo Reform regime. Therefore, the record related regulation at the Gabo Reform regime could not be judged to be a modern system. The regulations on records at Gabo Reform regime had no terms about people's right or open the records to the public which decides modern record regulations. The meaning of record system during Gabo Reform regime is that the value of records and name of organizations coincides with record life cycle. The documents office managed current records and record office classified and filed closed records. Concept of "current record=document=documents office, non-current record=record= record office" didn't succeed to today. The term 'record' is used as current record or non-current record without difference.
The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sublaws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.
This study aims to explore practicable and sustainable strategies for locality documentation through networking, linking, and recontextualization of records in digital environments. It applies the 'spanDoc(SPAace-based Networked Documentation) Model to document Donghae-Nambu Railway areas placed in Busan Metropolitan City tentatively. Considering that mobility and openness are the main characteristics of Busan, railway areas and their stations can be proper places for representing such localities of the city. Moreover, there can be much experiences and memories of residents surrounding those areas, because Donghae-Nambu Railway has been used as short distance transportation facilities across the inner city of Busan since 1930's. This study tries to implement the documentation strategy for the selected space, following the procedures of the spanDoc Model. Firstly, this study develops the structure of the subjects through investigating the related information sources and archives from various collecting institutions. Secondly, it carries out records surveys to identify the essential records types for documenting the Donghae-Nambu Railway areas. Thirdly, it describes the subjects and sub-subjects, and the entries of places, people and subjects for adding to the dictionaries. Finally, it links many entities such as subjects, records, and dictionary, and builds the databases regarding the inter-links and systematic accumulation of the outputs of each step.

The purpose of this study is to explore elementary teachers' difficulties on teaching science by analyzing questions that have been posted for a long time in an autonomous online teacher community named Indischool. For this purpose, 409 question postings(the 2007 and 2009 revised curriculum, third to sixth grade) were analyzed using the framework for analyzing questions about elementary teachers' science teaching(modified from Alake-Tuenter et al., 2013). The study revealed that there were more science-SMK questions than science-PCK questions, and most of the questions were 'about lenses' and 'in 2014 and 2015, when the curriculum was changing from the 2007 to the 2009 revised curriculum'. The long-standing difficulties in science-SMK were 'an application of facts and concepts in lenses' and 'an unexpected experimental error in electricity'. In particular, there are the principle of transparent cup-shaped objects acting as lenses, the process of image formation by convex lenses, experimental errors of 'compass movement due to current flow change' and experimental errors 'serial connection of bulbs'. The long-standing difficulties in science-PCK were 'understanding and response to context' and 'understanding and response to aims mentioned in standard document' and these are not related to physical units but to others. In particular, there are request class materials, activity ideas at the end of the semester and understanding the national curriculum guidelines. These teachers' difficulties should be reflected in the science teaching support system like a teacher's guide compilation, teacher's training curriculum development, etc.
The environmental impact assessment(EIA) project in Korea has undergone changes and revisions in various evaluation items for about 30 years after the introduction of the Environmental Conservation Act (1997). However, despite the importance of land use evaluation items under the current EIA Act, there are insufficient studies to consider. Therefore, this study focused on the land-use evaluation items based on the EIA guidelines, reviewed 90 of the evaluation documents and consultation documents, and tried to suggest implications and supplementary points forthe domestic EIA land-use evaluation items. As a result, the paradigm was changing from land efficiency centered on development in the past to land efficiency centered on the natural environment and resource conservation. However, in spite of the manual for fitting the paradigm change, opinions on the conservation of the natural environment are still being drawn in the consultation document, so it needs improvement. Two improvements in the impact assessment process suggested in this study are the establishment of standardized spatial data and a quantitative impact and reduction method evaluation tool based on it. In particular, there is a need for a plan evaluation tool for land use arrangement and distribution that can solve the needs of minimizing damage to the natural environment and securing green space and a green network.

RDF is the base ontology model which is used in Semantic Web defined by W3C. OWL expands the RDF base model by providing various vocabularies for defining much more ontology relationships. Recently Jain and Farkas have suggested an RDF access control model based on RDF triple. Their research point is to introduce an authorization conflict problem by RDF inference which must be considered in RDF ontology data. Due to the problem, we cannot adopt XML access control model for RDF, although RDF is represented by XML. However, Jain and Farkas did not define the authorization propagation over the RDF upper/lower ontology concepts when an RDF authorization is specified. The reason why the authorization specification should be defined clearly is that finally, the authorizatin conflict is the problem between the authorization propagation in specifying an authorization and the authorization propagation in inferencing authorizations. In this article, first we define an RDF access authorization specification based on RDF triple in detail. Next, based on the definition, we analyze the authoriztion conflict problem by RDF inference in detail. Next, we briefly introduce a method which can quickly find an authorization conflict by using graph labeling techniques. This method is especially related with the subsumption relationship based inference. Finally, we present a comparison analysis with Jain and Farkas' study, and some experimental results showing the efficiency of the suggested conflict detection method.
This study explores differential value implications of R&D expenditure across firms, especially in terms of growth potential of small businesses. Analyzing Korean listed firms for the period from 1982 to 2014, we document the followings. First, large firms, defined as the top quintile group based on market capitalization, have spent higher R&D expenditure compared to small (bottom quintile group) and medium (middle quintile groups) firms and the difference between groups has enlarged over time. Relatedly, the persistence of R&D spending, measured by the association between current R&D expenditure and cumulative future R&D expenditure over the next five years, is lowest in small firms. Second, R&D of large (small) firms are more (less) likely to generate operating profits over the next five years. Additional analyses suggest that the relation between R&D and gross margin is strongest in large firms, suggesting that R&D underlies their competitiveness in the product market. Third, small firms have borne the highest uncertainty related to R&D investment proxied by the association between current R&D and volatility of future earnings. As a result, the likelihood of R&D leading to future patents is also lowest in small firms. Fourth, the probability of moving up to the next size group within the next five years is significantly lower in small firms than others. Finally, we find that the divergence in R&D expenditure between large and small firms is positively associated with product market concentration. Overall, our findings confirm the small business growth trap in relation to R&D investment.

The purpose of this research is to document the current state of 'One Book, One City' community reading campaign (Hereafter called 'One Book' reading campaign), launched in 2003 in Korea, and the characteristics of the selected books. For this research, the homepages, news and reports of a total of 1,170 public libraries and their local government, and several major institutions and organizations related to reading and culture were analyzed with the research method of content analysis and literature review. Also, online catalogs of the National Library of Korea and the National Library for Children and Young Adults were examined to identify the characteristics of 729 titles and 1,179 volumes of books selected in 57 'One Book' programs, as of 2021. The analysis of 57 'One Book' programs and those selected books shows the selection of more than one books in different age groups in more and more 'One Book' programs, lack of consistency in themes of those selected books, and preference for young adult books, new publications and bestselling novels. This trend has weakened individual 'One Book' programs' concentration on one book or one subject, but helped invite a diverse group of people with various interests. More in-depth analysis and explanation of the process of book selection and its appropriateness with the stated goals of 'One Book' programs are needed.

This study aims to propose a scaffolding strategy that can be applied to the information search process by using Kuhlthau's ISP model, which presented a design and implementation strategy for the mediation role in the learning process. To this end, the relevant literature was reviewed to categorize scaffolding strategies, and impressions were collected from the students surveys after providing 150 middle school students in the Daejeon area with the project class to which the scaffolding strategy based on the ISP model was applied. The collected data were processed into a form suitable for analysis through data preprocessing for word frequencies to be extracted, and topic analysis was performed using STM (Structural Topic Modeling). First, after determining the optimal number of topics and extracting topics for each stage of the ISP model, the extracted topics were classified into three types: cognitive domain-macro perspective, cognitive domain-micro perspective, and emotional domain perspective. In this process, we focused on cognitive verbs and emotional verbs among words extracted through text mining, and presented a scaffolding strategy model related to each topic by reviewing representative document cases. Based on the results of this study, if an appropriate scaffolding strategy is provided at the ISP model stage, a positive effect on learners' self-directed task solving can be expected.

Since risk assessment is conducted formally to prepare a safety and health ledger, it is necessary to derive risk factors to prevent safety accidents for the actual construction. It is expected that the level of safety activities can be improved if it is improved by reflecting the size and characteristics of public institutions.
