A Study on the Utilization of Emergency Arbitrator for Effective Dispute Resolution in Shipbuilding and Shipping Industries (조선·해운산업의 효과적 분쟁해결을 위한 긴급중재인 제도 활용방안에 관한 연구)

  • Arbitration has grown a unique resolving method for international commercial disputes. However, it has considered a similar court process, such as interim relief, during arbitration proceedings. Further, it would be asked for urgent measures before the arbitrators are constituted in the proceedings. In this case, the disputing party has to apply in the court. This is an unattractive factor in international arbitration; therefore, some institutions are trying to reform such an inconvenient system by adopting the emergency arbitrator. The purpose of this study is to look into ways of utilizing the emergency arbitrator for effective dispute resolution in shipbuilding and shipping industries. The emergency arbitrator needs to solve problems such as making a decision on leaving cargos in the ship, matters involving a ship arrest, or issues regarding vessels under construction. In order to utilize the emergency arbitrator system, it needs to make a close partnership with related institutions, prepare Korean-style standard shipbuilding and shipping contracts, and provide training programs for new emergency arbitrators and staff of institutions. Next, the arbitration institution has to have a great working relationship with a court. Finally, it should try to implement a new system, such as on-line service, for the procedures of the emergency arbitrator.

A Study on the Characteristics of Military Educational Institutions Libraries in Korea (한국군 교육기관 도서관의 특징에 관한 연구)

  • This paper examines the characteristics of 23 libraries affiliated with educational institutions of the Korean miltary. Materials and data used in this analysis were obtained from a variety of statute books, Korean Library Association publications, past works in military-related research, questionnaires and interviews with library staff. For each military educational institutions, the background to its foundation and Its current operations are briefly reviewed. Library characteristics subjected to analysis pertain to the following 8 areas: location and architecture, stack arrangement, furniture and furnishings, personnel, service elements, budget, book stock, and extent of computerization. The affiliated library (consisting of reading rooms and/or stack rooms) is then classified as belonging to one of the following three levels: graduate-school level (total of 4 libraries), university level (5 libraries), and technical-school level (14 libraries). When necessary. particular libraries are examined in detail. This research reveals that while most graduate-school and university level libraries are being operated on a relatively sound basis, there are significant disparities among university level libraries. As for technical-school level libraries, the lack of professional staff and service elements for users is seriously impairing their operations. In order to address these problems and support military education and research in the age of segyehwa and information, it is suggested that the Korean military formulate comprehensive measures to modernize library facilities and improve their operations.

Education of Medical humanities and Social Medicine in Schools of Korean Medicine in Korea (전국 한의과대학 및 한의학전문대학원의 인문사회의학교육 현황)

  • Objective : To set up the concept and the category of the medical humanities in Korean medicine education through researching and analysing the curriculum of 12 colleges and school of Korean medicine (KM) in Korea. Methods : We collected self-evaluation reports from 12 KM institutions, and analyzed subjects regarding medical humanities and social medicine. The subjects' relevance with medical humanities was verified using the learning objectives of KOMEEI(Korea Oriental Medicine Education and Evaluation Institute). The number of relevant subjects, the credits and educational hours, and the time of opening, etc. were analysed. Results : 12 KM institutions provide 44 subjects as medical humanities and social medicine related subjects. Among them, 17 subjects were corresponded to the actual learning objective of medical humanities. These subjects account for an average of 7% in total curriculum. Most of the subjects are required courses for premedical students and the fourth year students of medical school. Conclusions : This paper suggests the public discussion on the learning objective and the categories of the medical humanities education in KM institutions. Further studies on developing the educational contents and evaluation tools are also needed to produce good doctors with ability and personality.

Development of Evaluation Indicators for Integrated Home Care (통합가정방문급여 평가지표 개발)

  • Purpose: The purpose of this study was to develop integrated evaluation indicators of home care services in the hope that the increasing group of long-term home care patients could receive quality care services. Methods: The development involves a methodological study on a development phase and a verification phase. The main survey at a verification stage was conducted by the staffs at 146 institutions who agreed to participate on this study. Results: The evaluation index for the integrated home visit care consisted of five categories and 57 indicators including Managing Institution (12), Environment and Safety (3), Right and Responsibility (7), Process of Care (31) and Results of Care (4). The criterion-related validity was verified in regard to the participation in the 2010 evaluation of long-term home-care institutions by the National Health Insurance Corporation. Conclusion: The evaluation index of the integrated home visiting care developed in this study is considered suitable to utilize as evaluating indicators in managing and evaluating the way of how institutions integrate and provide home visit care services as well as home nursing care services.

  • It is the personal information protection law is prepared, in the government, to develop a personal information protection basic plan has been implemented. However, year after year, complaints caused by infringement of personal information in public institutions has increased. In this paper, the recognition level of analysis related to the protection of personal information of local governments, public institutions through a questionnaire survey, raised the need for improvement.

Factors Affecting the Healthcare Utilization of Spinal and Joint Surgery in Elderly Patients (65세 이상 노인의 척추·관절 수술별 의료이용에 미치는 영향요인 분석)

  • Background: The purpose of this study is to analyze the current status and factors of elderly patients' hospitalization for hip replacement, knee replacement, and general spine surgery. Methods: National health insurance data in 2018 was provided by the National Health Insurance Service. We used multiple regression to analyze factors associated with the medical utilization of hip replacement, knee replacement, and general spine surgery in elderly patients over 65 years old. The dependent variables are the length of stay and total health expenditure. The independent variables are the demographic-social factors (sex, age, region, insurance type, income level) and surgery-related factors (institution type, location of the hospital, surgery classification). Results: The most common factor affecting surgery was the location of medical institutions. Compared with the medical institutions located in metropolitan, the length of stay in rural medical institutions was higher and total health expenditure was lower. The lower quartile of income, the higher the length of stay and total health expenditure. In addition, the variables of age, type of health insurance, and type of medical institution were statistically significant. Conclusion: In this study, we confirmed the effect of sociodemographic factors and medical institution factors on the Healthcare Utilization of spinal and joint surgery.

Violence Victimization of Visiting Nurses and Prevention Strategies Adopted by Public Institutions in Korea (방문간호사가 경험하는 폭력의 특성과 예방대책)

  • Purpose: This study aims to reveal violence victimization of visiting nurses and investigate the coping and prevention strategies adopted by public institutions. Method: The data were collected over three weeks in 2017 using self-report questionnaires from 237 visiting nurses. Data were collected between August 23 and September 15, 2017. Result: Among the respondents, 74.7% had experienced some types of work-related violence during the past year. Verbal abuse (65.4%) was most common, followed by physical threat (46.8%), sexual abuse (43.9%), and physical violence (5.5%). The nurses perceived the most common cause of violation as socio-economic frustration of the offenders vented out on the nurses. Besides, most reported offenders had mental health problems. The two most effective measures to prevent violence faced by the nurses are terminating visiting services for the offenders and implementing the buddy system, which has rarely been used in practice. Conclusion: These findings show that visiting nurses are exposed to a risk of serious abuse in everyday work life, and the nurses themselves or institutions have failed to handle the violence, showing shaky responses at best. Therefore, it is necessary to establish internal regulations and systems at the institutional level that can help prevent violence against visiting nurses.

A Study on Education Curriculum for Human Resource of Offshore Plant (해양플랜트인력양성을 위한 교육과정개발에 대한 연구)

  • Offshore plants is an intensive industry where real value is able to be created when EPCIC(Engineering, Procurement, Construction, Installation, Commissioning) is combined. Many universities and educational institutions have established major fields and graduate schools related in offshore construction and engineering as well as safety training and occupational courses. Most of the personnel who have graduated and passed those educational institutions have been working in domestic shipbuilding companies and marine equipment manufacturers. Therefore, customized education and training should be developed according to the educational demands required and then skilled personnel are needed to be supplied at proper times. This study, therefore, has found personnel demands inside and outside the country and occupational sections of offshore plants. Consequently, this study suggests making up a council comprised of shipbuilding companies, marine equipment manufacturers and educational institutions with government organization, and also researches the necessity of getting a job of personnel trained by the customized education. These results are expected to contribute to the development of education curriculum of domestic offshore plant as well as ODC(Offshore Development Center).

An Improvement Plan on Fire Safety Management of Public Institutions: Focusing on the Case of Elementary and Secondary Schools (공공기관 소방안전관리 실태조사를 통한 개선방안에 관한 연구 : 초·중등학교를 중심으로)

  • The aim of this study is to identify ways to improve fire safety management of elementary and junior high schools, which can prevent potentially dangerous situations and establish a rapid response system for fire-related emergencies by analyzing existing fire safety management public institutions. We investigated the expertise, prevention ability, preparation ability, and operation form of fire safety managers working in elementary and secondary schools in Kangwon Province. A questionnaire composed of 26 items was completed by 238 fire safety managers. Results shows that the perception of fire safety management is considerably high, while the ability of the fire safety manager to prepare for and cope with an accident still needs improvement.

Determinants of Caregivers' Conflict Experience in Elderly Care Institutions (요양기관 간병인의 갈등 경험에 영향을 미치는 요인)

  • The purpose of this study is to investigate the determinants of caregiver's conflict experience in elderly care institutions. This study focused on the three key independent variable groups(e.g., socio-demographic, job-related, and individual personality). The sample used in this study are 311 caregivers who are randomly selected from 21 elderly care institutions in Korea. Data were collected with a structured questionnaire by mail from Oct. 15 to Nov. 30 in 2007. The collected data were analyzed using logistic regression. The major findings of the study are as follows: 1) Nearly 40% percent of the respondents reported that they had experienced conflicts with elderly patients. The conflict with other caregivers ranked as second(20.6%), followed by patients' families(18.6%) and hospital employees(15.1%). 2) The personality, especially uniqueness caused conflict with patients or other caregivers. The professional identity reduced conflict with patients. The negative work experiences caused conflict with patients or family. The service attitude reduced conflict with family. The service-centered culture reduced conflict with hospital employees. Those who lived with the elderly showed lower level of conflict with family or hospital employees.
