생태계서비스지불제계약의 활동 유형 발굴 (Identifying the Types of Activities of Payment Contract for Ecosystem Services)

  • 생태계서비스의 체계적인 보전 및 증진을 위하여 토지 소유자·점유자 또는 관리인과 생태계서비스지불제계약을 체결할 수 있도록 관련 법이 개정됨에 따라, 사업의 본격 추진을 위한 세부사항을 규정할 필요가 있다. 본 연구는 생태계서비스지불제계약의 다양한 활동 유형을 발굴하여 생태계서비스지불제계약의 원활한 사업 추진의 기초자료를 제공하고자 수행하였다. 연구결과, 지지서비스로 휴경, 친환경 작물 경작, 벼 미수확, 쉼터 조성 관리, 볏짚 존치, 보리 재배, 숲(지역 자생수종) 조성·관리, 습지 조성·관리, 생태 웅덩이 조성·관리, 관목 덤불 조성·관리, 초지 조성·관리, 멸종위기종 서식지 조성·관리 등의 세부 활동 유형을 도출하였으며, 환경조절서비스로 하천 환경 정화, 수변식생대 조성·관리, 기후변화대응숲 조성·관리, 저류지 조성·관리, 나대지 녹화·관리 등의 세부 활동 유형을 도출하였다. 문화서비스로 경관숲 조성·관리, 생태탐방로 조성·관리, 자연경관 전망대 조성·관리, 생태계 교란종 제거, 생태계 보전 관리 활동 등의 세부 활동유형을 도출하였다. 향후 생태계서비스지불제계약 사업의 구체적인 활동유형별 내용(신청 가능 대상지, 사업 내용), 활동 검증 방법, 각 활동유형별 비용(보상) 단가 산정, 모니터링 및 평가 방안, 생태계서비스지불제계약 사업 추진을 위한 가이드라인(추진 절차, 사업 추진협의회 구성 방안 등) 등의 후속 연구가 필요하다.

차광처리에 따른 수리취의 광합성 관련 특성 변화 (Changes of Characteristics Related to Photosynthesis in Synurus deltoides under Different Shading Treatments)

  • This study was conducted to investigate the changes of chlorophyll contents, chlorophyll fluorescence, photosynthetic parameters, and leaf growth of Synurus deltoides under different shading treatments. S. deltoides was grown under non-treated (full sunlight) and three different shading conditions (Shaded 88~93%, 65~75%, and 45%~55%). Light compensation point ($L_{comp}$), dark respiration ($D_{resp}$), maximum photosynthesis rate ($Pn_{max}$), photo respiration rate ($P_{resp}$), carboxylation efficiency ($\Phi_{carb}$), and photochemical efficiency were decreased with increasing shading level; However, $CO_2$ compensation point ($CO_{2\;comp}$), total chlorophyll content, and specific leaf area (SLA) were shown the opposite trend. S. deltoides under 88~93% treatment showed the lowest photosynthetic activity such as maximum photosynthetic rate ($Pn_{max}$), photochemical efficiency, and $CO_2$ compensation point ($CO_{2\;comp}$). Therefore, photosynthetic activity will be sharply decreased with a long period of 8~12% of full sunlight. With the shading level decreased, carotenoid content and non-photochemical fluorescence quenching (NPQ) increased to prevent excessive light damage. This result suggested that growth and physiology of S. deltoides adapted to high light intensity through regulating its internal mechanism.

수질오염총량을 이용한 생태계 수질조절 서비스 가치 평가 (Valuation of Ecosystem Water Quality Regulation Service Using TMDL)

  • 본 연구에서는 생태계서비스 중 수질조절 서비스 가치 평가를 수행하기 위해 생태계서비스 수질조절 서비스의 물리량을 정량적으로 평가하였고 이를 이용하여 경제적 가치를 평가하는 방안을 마련하였다. 과거에 비해 수질이 개선되고, 어류 등 수생생물의 종과 수가 늘었더라도, 그 요인은 생태계의 수질조절 서비스와 수질개선를 위한 환경기초시설의 확충, 수질환경규제 등 복합적인 요인에 기인된다. 그 중 생태계 조절서비스 가치에 대해 정량적으로 산정할 수 있는 방법을 모색하는 것을 연구의 목적으로 설정하였다. 본 연구에서 생태계의 수질조절 서비스를 정량적 가치를 규명하기 위해 수질오염총량을 활용하는 방법에 대해 제안하였다. 이와 함께 생태계의 수질조절 서비스의 산정된 물리적 수질조절량에 처리단가를 곱함으로써 경제적 가치 평가 방안을 제시하였다. 마지막으로 개발된 평가기법을 이용하여 낙동강 수계에 BOD, T-P 항목에 대해서 생태계 수질가치를 평가하였다.

불완전 정보하에서 접속료의 최적규제에 관한 연구 (An Incentive Regulation of Access Charges under Incomplete Information)

  • 이 논문은 통신서비스의 소매가격과 접속료에 대한 유인적 규제제도를 제안한다. 이러한 유인적 규제제도는 병목설비를 가지고 있는 독점적 사업자로 하여금 자발적으로 사회적으로 최적인 접속과 소매서비스를 제공하게 한다. 중간투입 설비를 가진 상류기업은 이부제 요금을 통해, 전체 통합이윤을 실현할 수 있다는 것은 잘 알려진 사실이다. 이 논문은 첫째, 규제기업의 수지보전(budget balancing)과 관련하여 접속료와 소매요금 등을 규제하는 규제프레임워크를 제시한다. 둘째, 접속(상류)과 소매서비스(하류) 모두에서 이부제 요금제도가 어떻게 적용될 수 있는가를 소개하고, 비용함수에 대해 규제자가 불완전한 정보를 가지고 있는 경우, 유인적 규제제도의 적용가능성과 그 효과를 분석하고 있다. 셋째, 자기선택 제도를 사용하여, 접속과 소매부문에서 어떻게 사회적 최적인 상태가 도달되는지를 보여준다.

UAV 영상과 SfM 기술을 이용한 가로수의 탄소저장량 추정 (Estimation Carbon Storage of Urban Street trees Using UAV Imagery and SfM Technique)

  • Carbon storage is one of the regulating ecosystem services provided by urban street trees. It is important that evaluating the economic value of ecosystem services accurately. The carbon storage of street trees was calculated by measuring the morphological parameter on the field. As the method is labor-intensive and time-consuming for the macro-scale research, remote sensing has been more widely used. The airborne Light Detection And Ranging (LiDAR) is used in obtaining the point clouds data of a densely planted area and extracting individual trees for the carbon storage estimation. However, the LiDAR has limitations such as high cost and complicated operations. In addition, trees change over time they need to be frequently. Therefore, Structure from Motion (SfM) photogrammetry with unmanned Aerial Vehicle (UAV) is a more suitable method for obtaining point clouds data. In this paper, a UAV loaded with a digital camera was employed to take oblique aerial images for generating point cloud of street trees. We extracted the diameter of breast height (DBH) from generated point cloud data to calculate the carbon storage. We compared DBH calculated from UAV data and measured data from the field in the selected area. The calculated DBH was used to estimate the carbon storage of street trees in the study area using a regression model. The results demonstrate the feasibility and effectiveness of applying UAV imagery and SfM technique to the carbon storage estimation of street trees. The technique can contribute to efficiently building inventories of the carbon storage of street trees in urban areas.

차량용 블랙박스와 운전자의 사생활 보호 : 미국에서의 사고기록장치(Event Data Recorder : EDR) 규제를 중심으로 (Car Black Box and the Protection of Drivers' Privacy : In Light of the Regulation on EDR(Event Data Recorder) in U.S.A.)

  • Frequently faced with dangerous situations, for evidentiary purpose in case of civil and criminal liability challenges, car drivers in Korea have been armed with so-called 'black boxes'; however, which are just video recorders in vehicles rather than real 'black boxes' that are equipped in the airplanes. In the United States, they are called EDRs(Event Data Recorders), more technically, which means that they record data of events happened while driving, such as velocity changes, airbags deployment, seatbelt wearing etc. just like in the airplanes. EDR technology is quickly becoming more advanced, more widely available, and less expensive; however, new concerns are emerging : the privacy of drivers. In U. S., vehicle manufacturers and insurance companies and the governmental agencies including the courts and legislatures are the main parties in terms of the EDR concerns. In order to determine the best way to regulate EDR, it is necessary to balance all the merits, such as safety, privacy, truth, justice and efficiency, to support a legal framework regulating the EDR concerns. This article, in light of the regulation of EDR and experience therof in the United States, examines EDR technology itself, particularly with respect to the automobile industry, describing its history, its current state, and trends that may change it in the future; and explains how the National Highway Transportation Safety Agency (NHTSA), legislatures, courts have approached EDR data. At the early stage of regulation on EDRs in Korea, examining U. S. legal framework and usages would help for successful establishment of legislation and regulation.

A study on legal improvement on Online P2P financial loan

  • Along with the recent growth of Fintech industry and low interest rate basis, one of the alternative investment technique for expecting higher investment profit, P2P loan using P2P financial system is greatly increasing. P2P loan can be referred to as a type of Crowdfunding that the law of Crowdfunding (adopted to revised Capital Market Act) enacted on January 25th 2016 only allows investment type Crowdfunding so that it can be used as a tool of raising fund for startup and venture companies. Also, it is true that Korean government could not make any legislative foundation related to P2P loan. At this moment, those online platform companies mediating P2P loan are not included as financial companies, expected to cause various legal arguments. Financial Services Commission has released a guideline in February of this year saying that limit of P2P loan is 10 million Korean Won per arbitrating company and 5 million Korean Won per borrower. However, what is more important is to make a law supporting this institutional system. If legislation on P2P loan is implemented without care, it may disturb growth of the field but it may result in the damage of investors if not clearly defined by law. As this is the case, first, "revision of execution regulations for loan business" should take place as soon as possible to intensify inspection of loan companies by registering them to Financial Services Commission. Second, saving customer fund separately in the their organization. Third, making law on protecting investors such as regulating exaggerative advertisement. Fourth, to have transparent and fair public announcement system, standardized agreement and guideline describing clear understanding on autonomous public information publication of P2P loan online platform business and information on the borrower.

국제복합운송계약에서 로테르담 규칙의 적용상 문제점에 관한 연구 (A Study on Problems Arising from Application of the Retterdam Rules under International Multimodal Transport Contracts)

  • The continuing advance of multimodal transport with the importance for efficient and effective logistics management emphasizes the need for uniform legal approach to international multimodal transport. However, the current fragmented instrument regulating such transport is being an obstacle to development of multimodal transport as it aggravates confusion and uncertainty. The Rotterdam rules, which was adopted in December 2008 by UNCITRAL, expands its scope of application to door-to-door transport. However, the new rules has some problems in its application to multimodal transport operation as it has been conceived not to regulate general multimodal carriage but to regulate contract of carriage by sea that extends its services to the transport by other modes. This article examines conflict of conventions in the Rotterdam Rules. The applicability of the Rotterdam Rules in international multimodal transport contract and possibility of potential conflict with other transport conventions are analyzed with some hypothetical cases. Furthermore, problems arising from application of the Rotterdam Rules under international multimodal transport Contracts are indicated in the chapter IV.

A Hybrid Active Queue Management for Stability and Fast Adaptation

  • The domination of the Internet by TCP-based services has spawned many efforts to provide high network utilization with low loss and delay in a simple and scalable manner. Active queue management (AQM) algorithms attempt to achieve these goals by regulating queues at bottleneck links to provide useful feedback to TCP sources. While many AQM algorithms have been proposed, most suffer from instability, require careful configuration of nonintuitive control parameters, or are not practical because of slow response to dynamic traffic changes. In this paper, we propose a new AQM algorithm, hybrid random early detection (HRED), that combines the more effective elements of recent algorithms with a random early detection (RED) core. HRED maps instantaneous queue length to a drop probability, automatically adjusting the slope and intercept of the mapping function to account for changes in traffic load and to keep queue length within the desired operating range. We demonstrate that straightforward selection of HRED parameters results in stable operation under steady load and rapid adaptation to changes in load. Simulation and implementation tests confirm this stability, and indicate that overall performances of HRED are substantially better than those of earlier AQM algorithms. Finally, HRED control parameters provide several intuitive approaches to trading between required memory, queue stability, and response time.

Consequently, depending on orderer's self-regulating judgement the meanwhile, Electricity Technique Administration Law in 1995 owes at the public opinion to need the plan of a law system device about the electricity design and supervision and is born. This various issue problem, the combined ordering with Constructing, Electricity, fire-fighting, Information & Communication and so on, field problem, low cost services, the problem about the selection procedure of the design and supervision businessman, the business range between general and specialized, which the system appears as are carried out have been risen. Therefore basic solution plan about this have been desired. We consider a domestic current situation about an electricity design supervision system in this paper, and try to present the plan for healthy upbringing development of the electricity industry through this.
