A Critical Review of the EU Smart Specialization and US Manufacturing Renaissance Policies and New Directions for Regional Industrial Policy in Korea (EU의 스마트 전문화 및 미국의 제조업 르네상스 정책에 대한 비판적 검토와 한국 지역산업정책 방향)

  • This paper discusses the European Union's smart specialization strategy and US manufacturing renaissance policy and then proposes new directions for regional industrial policy in Korea. The smart specialization strategy is summarized as the entrepreneurial self-discovery and strategic coordination; the manufacturing renaissance policy as the construction of industrial commons based on ecosystem; and Korea's regional industrial policy as the build-up of regional innovation system based upon industrial clusters. The policy cases of the EU and the United States demonstrate the fact that regional industrial policy should be geographically embedded. Also, they show the relevance of policy mix by linking industrial policy with innovation policy for cross-fertilization between different industry and technology. In addition, the state plays a role as a coordinator and mediator by embedding the democratic discipline into industrial ecosystems. Considering these points, regional industrial policy should be transformed into a platform system that can facilitate linkage between industry and technology.

The Coastal Geomorphic System of Sagye, Jeju (제주 사계해안의 지형시스템)

  • In Sagye coast of Andeok-myeon, southwestern Jeju, shore platform of noncohesive Hamori Formation, marine terrace deposit of round gravels, coastal dune composed of shell sand and volcanic sand, and back lake are linked closely with each other. In this paper, the formation process of Sagye coastal geomorphic system analysed by using OSL dating method is as follows: Firstly, Hamori Formation is a horizontal stratum filed up of tuff reworked by submarine volcanic eruption during 3$\sim$7.6 ka BP. Hollow at the boundary between Hamori Formation' flat and Kwangheak Basalt's gentle slope become a back lake when block is appeared over the sea level by uplift. Secondly, while Hamori Formation was laid below sea level, gravels which had been broken and abraded at southwestern rocky coast composed of Kwangheak basalt or been transported through the small stream from adjacent hillslope were deposited in rapid flow environment. Thirdly, deposition of round gravels was ceased by earth uplift, and shore platform was constructed by abrasion process of energy of swash moving forward. As altitude of shore platform is equal to high tidal level of spring tide, compared it with present high tidal level of study area, earth is uplifted about 105m since shore platform was formed. Fourthly, much sandy sediments transported from offshore bottom covered shore platforms and marine terrace deposits. Lighter sediments among sandy sediments was blown to back, formed secondary sand dune since about 500 year.

A Study on the Development of Sharing Taxi Service Platform and Economic Value Estimation (공유택시 서비스 플랫폼 개발과 경제적 가치추정에 관한 연구)

  • The purpose of this study is two things. First, it is to develop and demonstrate a sharong taxi platform. To this end, the implications for platform development were derived by analyzing consumers' perceptions of existing taxi services using IPA. As a result, abnormal business activities and safe services in the maintenance area were found to be safe rides and easy rides in the key improvement area. Safety such as usage fee level and driver information provision were derived in the areas subject to improvement, and friendly response and internal and external cleanliness were derived in the areas of excessive investment. The second purpose of this study is to estimate the value given to users for sharing taxi service platforms using the CVM. As a result of estimating the value of the demonstration service of the shared taxi platform developed through this study, the WTP was 3,621 won/per household/per year when expanding throughout Gimhae-si, and 2,515 won/per household/per year. Compared to the willingness to pay for empirical services, only 69.5% of the willingness to pay for the spread project in Gimhae-si. This is the result of a combination of service spread to an unspecified number of people and concerns about service quality due to spatial expansion. This suggests that it is necessary to build data through continuous demonstration and to carefully build a roadmap for spread by upgrading services based on this.

  • The current media and content situation is increasingly more competitive and under the radical environment changes, the social & financial position of regional broadcasting companies has been threatened. The internet & mobile based platforms and smart media, however, bring a new opportunity of content distribution. This study analyzes the current status of MBCNET which is the superstation of regional MBC stations and specialists interviews to develop the content distribution strategies of regional broadcasting companies. According to the following: finance, ratings, and new media distribution analysis, the MBCNET outcome is deemed successful based on the content library and regional power. MBCNET utilized opportunity to develop strong content resources and distribution power. In order to maintain its competitive edge, MBCNET needs to adopt the following strategies: content and platform marketing power, research & development of competitive content based on user behavior analysis, and reorganization that is able to counteract N-screen circumstances.

Depositional processes and environmental changes during initial flooding of an epeiric platform: Liguan Formation (Cambrian Series 2), Shandong Province, China

  • This paper focuses on the depositional processes and environmental changes during initial marine flooding recorded in the lower Cambrian succession of the North China Platform in Shandong Province, China. In order to understand imbalance of accommodation and sediment supply in the initial stage of basin-fill, a detailed analysis of sedimentary facies was made for the lowermost siliciclastic deposits of the Liguan Formation. It reveals ten siliciclastic lithofacies in three large-scale outcrops (Jinhe, Anqianzhuang, and Zhangjiapo sections). These facies are grouped into four facies associations, representing siliciclastic foreshoreshoreface (S1), siliciclastic offshore (S2), distributary mouth bars (S3), and coastal plain (S4). The siliciclastic components occur in a linear belt, emanating from a major drainage system in the northeastern part of the platform. Deposition of siliciclastic sediments was largely controlled by regional topography of the unconformable surface and shoreline configuration as well as strong effect of waves and currents. With ensued rise in sea level and decrease in siliciclastic sediment supply, carbonate sediments prevailed, filling the accommodation created by epeirogenic subsidence and sediment loading.

大学生在线学习效果的多维度比较研究

  • Online and offline mixed teaching mode has become an important way to promote the connotative development of higher education. Under the background that offline teaching has become mature, in order to further promote the development of online education, and promote the implementation of the mixed teaching mode, to mix and to provide basis for the construction of the mixed teaching mode, this study takes the online learning effect as the evaluation basis, adopts the online questionnaire survey to conduct statistical analysis of the online learning behavior of 2213 college students, and discusses the differentiation phenomenon of online learning groups from the micro, meso and macro perspectives. It is found that there are significant differences in the online learning effect of college students in terms of the type of learning platform, whether the school implements the online offline mixed teaching mode, education background, grade (bachelor's degree), and region. Colleges and universities should strengthen the promotion of online and offline mixed teaching mode; The online learning platform should improve the platform function and strengthen the functional differentiation design of learning resources for students. Education departments pay attention to the learning effect of online learners in different regions, and bridge the gap in regional education.

Used Textbook Trading Platform to Recommend University Textbooks (대학 교재 추천 기능을 지원하는 중고 전공서적 거래 플랫폼)

  • According to the textbook utilization survey, university students buy 6.4 books and spend 94,000 won per semester. However, nearly half of books are left unused. Therefore many students buy used textbooks instead of buying new books at a fixed price. The existing used textbook trading platforms support basic functions, but don't support textbook recommendation function and reference book recommendation function. In this paper, we developed a used textbook trading platform BookCue that provides textbook recommendation function, reference book recommendation function, and consignment trading function reflecting the regional characteristics. It is expected that will contribute to reduce university students' burden that buying textbook by forming textbooks trading environment and preserve environment. In the near future our platform will need to expand to a platform that deals with a variety of goods, as well as used textbooks in the region.

A Design and Implementation of the Mobile Communication Simulator with Urban Traffic Characteristics (도시 교통량 특성을 반영한 이동통신 시뮬레이터의 설계 및 구현)

  • Traditionally, Mobile Teletraffic model consists of two sub-models, i.e. the network traffic model and the traffic source model. In this paper, we present the traffic source model by developing MobCall (Mobile Call Simulator) which analyses various mobile wireless environments based on regional characteristics that the base stations are located. User mobility is presented by regional average vehicle speeds and the transportation share rate. Moreover, the user mobility on subway, which is increasing in urban area, is considered in MobCall. And also, user's movements on highway are considered in MobCall. The object-oriented simulation platform, C++SIM, is used to implement MobCall. Using MobCall, the accumulated number of calls in residential and commercial regions, the handoff rate with respect to traffic sources of Seoul, the handoff rate on highway, and the handoff rate according to the call duration are presented. MobCall enables the simulation of dynamic handoff buffering and functional entity control of one base station according to the changes in user's calling pattern at the design phase. Also, when a new town is under construction by a detailed plan, MobCall is used to design the mobile network with regional characteristics and user mobility considered.

Possible framework for East Asia Observatory (EAO) and Subaru partnership

  • Recently, there have been discussions among national observatories in East Asia about the possibility of EAO and the Subaru observatory forming a partnership. The official EAO-Subaru partnership can make the powerful wide-field observation capabilities of Subaru available to Korean astronomers through EAO, and also can serve as an excellent platform to gather astronomers in East Asia together for flourishing regional collaboration activities. A working group has been formed to outline the framework of the EAO-Subaru partnership, and the working group report has been prepared. In this talk, I will explain the proposed partnership framework in the working group report. Inputs are very welcome from KAS members about the proposed framework.

Analysis of Demands on the International Development Cooperation Project of Regional Governments (지속가능한 지자체 국제협력사업 수요 분석)

  • The purpose of this study is to analyze the demand for the science park development as a regional innovation hub to strengthen the internationalization capacity of local governments and to promote international exchange and cooperation based on public - private partnerships. For this, i)the main areas of interest and expectation for international exchange and cooperation, ii)preference for major projects, and iii)demand for development cooperation projects were identified, and it was figured out iv)what the core program is for cities of developing countries through network analysis using the UCINET program. Through these analysis, it was found that cities in developing countries wanted exchange and cooperation projects for the development of industrial and economic sectors. Especially, they wanted to develop industrial infrastructures and transfer advanced systems to foster regional strategic industries. In addition, the demand for the development of science park as a development cooperation project was found to be significant. Therefore it could be inferred that cities in developing countries want to develop a science park as a platform for regional development and industrial development, and to acquire development experience of advanced cities through continuous exchange and cooperation.
