A study on the service quality and customer loyalty in regional cultural festival (지역문화 축제의 서비스 품질과 고객충성도에 관한 연구)

  • This paper is to analyze the relationships among the service quality of regional festival, revisiting the festival, which is a customer loyalty, and orally transmitted effect in Jeonju International Film Festival (JIFF), which is a regional festival. It is significant in that the satisfaction of service quality effects on the overall satisfaction in the film festival Major factors for film festival service quality such as facility convienence, souvuior, program, PR, information and accessbility is significant in the statistics. It is estimated that overall satisfaction for service quality and royality affect each other positively.

A Regional Certificate Revocation List Distribution Method based on the Local Vehicle Location Registration for Vehicular Communications

  • A certificate revocation list(CRL) should be distributed quickly to all the vehicles in the network to protect them from malicious users and malfunctioning equipments as well as to increase the overall security and safety of vehicular networks. However, a major challenge is how to distribute CRLs efficiently. In this paper, we propose a novel Regional CRL distribution method based on the vehicle location registration locally to manage vehicle mobility. The method makes Regional CRLs based on the vehicles' location and distributes them, which can reduce CRL size and distribution time efficiently. According to the simulation results, the proposed method's signaling performance of vehicle's registration is enhanced from 22% to 37% compared to the existing Regional CRL distribution method. It's CRL distribution time is also decreased from 37% to 67% compared to the existing Full CRL distribution method.

  • The growth of radidly improving computer and information technology has a profound impact upon economical, social and cultural sectors. With the progress of information technology, information-telecommunication services are produced. This service is used in sending the information to order service-users, and search the need information. This case study considers information-telecommunication service as a consumer-innovation. Information telecommunication services are provided by firms involved in collection. HiTEL(High-Telecommunication) service represents a subset of this group in that the collection, processing and transmission is primarily in an electronic from. The purpose of this paper is concerned with examining the spatial diffusion process, the issues, and behavior to used in HiTEL service one of the information-telecommunication services in Kwangju. HiTEL service is one of the typical information-telecommunication services, and is begun in Seoul and Kwangju area from October 1991, and diffusing several cities and regions now. Diffusion process of HiTEL services in Kwangju showed the irregular pattern in major residential areas, particularly Daewei-dong, Dongun-dong present higher adoption rate than other area, and where functioned as a diffusion center, the social and economic characteristics of residential area have a critical effect on diffusion process. The major adoption areas are recently built residential area, apartment districts, and diffusion direction shows two directions according to development of residental area; one is to south, another is from northeast to southwest. In order to understand the use-behavior of HiTEL service, questionary survey was carried out. Most adopters have a concern to actual life, as HiTEL, information of telephonenumber, and Daewoo Dial-Van compared with other information service. But the actual use-frequency of service is very low. In use of Kwangju regional information service, the use-frequency of operator is very low because of the lack of advertisement, the lack of providing information, and the low-concerns for regional information. But most of adopters need the providing of various regional information as regional news, education, medical and cultural events, housing, city-transportation, and job market. Thus, in order to increase and diffuse the HiTEL service, the establishment of diffusion strategies and the scheme for solution of related issues are very important. The direct diffusion strategies are the diffusion of information-mind, establishment of diffusion and education center, providing of regional information. The scheme for solution of related issues revealed in operating process are reduction of rental fee, development of the related technology and services.

  • GIS is essential to regional development and management in informatization age. But utilization of GIS in Korea remains still elementary area of automated mapping or facility management. In this paper, we suggest executable principles that are able to enhance and improve the efficiency of regional development affairs using GIS DB. In order to accomplish the role of planning support tool, GIS DB have to be plentiful geographic contents. Metadata DB, user-friendly application interface and compatibility of data between the public and the private must be constructed in GIS DB. And geographic information should be shared between the public and the private.

Efficient Methods for the Distributed Disaster Prevention Resources (효과적인 분산 방재자원 관리 방안)

  • Disaster prevention resources consist of persons, equipments, goods, and facilities. Specially, equipments and goods are internally managed in the regional office, and may be leased to the inter-offices. National Disaster Management System(NDMS) managed the resources in the separated system. That is, one system is managed by regional disaster prevention system, the other is managed by the central disaster prevention system which receives the data from the regional disaster prevention system. Because the regional disaster prevention system updates the resource information quarterly, it is difficult to confirm the exact information. In this study, we propose the model which makes to supply in timely the resource to the disaster using the managed resource with RFID technology. Firstly, we classified the resources based on the resource types for the easily search. After then, we defined ID and attributes information of the resources. From the information, we described the management model for the real time resource.

  • The dissemination process of agricultural research and development (R&D) results has somewhat different characteristics from that of typical R&D results. However, these characteristics are not adequately considered on the basis of an examination of the current performance system, the resulting management plans, and strategies for the application and dissemination of the results of agricultural R&D in Korea. The performance evaluation indicator exposed the problem of the inadequate consideration of the characteristics of each of these areas, particularly the lack of unified R&D-related institutions and the inadequacy of the system to monitor outcomes. To address these shortcomings in the agricultural R&D programs in Korea, the policies pertaining to agricultural R&D performance, results management, and dissemination in the U.S. and Japan were examined. Based on these investigations, we proposed strategies to improve the agricultural R&D policies in Korea.

  • The purpose of this study is to analyze the political and functional requirements of the regional library portal and to evaluate such requirements. A literature review was carried out to discuss library portal, and introduce the best practices of the regional library portal. After analyzing the political and functional requirements of the regional library portal, AHP was applied to evaluate requirements. In the political requirements, standards, digital collection development, operation and evaluation were ranked according to importance, and copyright & licence management which belongs to digital collection development was underrated. There were differences in the importance among the functional requirements of the regional library portal, integrated search, integrated interface, information service, separated digital collection management and access management were ranked according to importance.

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

  • An examination is made of container movements, air cargo/passengers and telecommunications traffic in Northeast Asia during 1995. A drawback to studying flows between major cities is that information on telecommunications traffic is only available between countries. Also container traffic data are restricted to individual ports. Consequently, most attention is paid to movements of passenger aircraft between major cities derived from analysing timetables, particularly as they can be related to regional development concepts applied in Europe such as the 'blue banana' and 'bunches of grapes' concepts. A 'peas in a pod' may be a more appropriate movements are examined again in 1998 to gauge the impact of the Asian crisis.

Regional Economic Impacts Induced by u-City Construction in Wha-sung and Dong-tan City (u-City 구축사업의 지역경제적 파급효과에 관한 연구)

  • In recent year, the u-City construction projects which integrate IT technology into urban infrastructures are being pushed forward by many local governments. These projects contain various purposes in an aspect of regional economy : to reinforce a competitiveness of region by increasing efficiency of urban managements and to revitalize regional economy by stimulating the regional high-tech industries that related to u-City construction. In this context, regional economic impact assessment of u-City construction projects is particularly important because, it give us information about effectiveness of u-City construction policy as a stimulus of regional high-tech industries and the policy feasibility of u-City construction projects that can be a base of public projects. However, it is challenging to assess the impact of u-City projects on regional economy properly due to a lack of understanding about industrial classification, and specific industrial inputs related to u-City construction. In this study, we suggest u-City industrial classifications, and specific-industrial inputs induced by u-City construction projects based on associated legislations, business report for a u-City construction, and results from previous studies. Using these classification and industrial input, we also investigate the regional economic impacts of a u-City construction project in Wha-sung and Dong-tan cities employing Input-output analysis. The empirical results suggests that u-City industries have relatively high in production inducement, and value added inducement compared to input of other industrial sectors. These results indicate that regional economic impact of a Wha-sung and Dong-tan u-City construction project are relatively high, but economic impacts of u-City construction projects vary according to the regional industrial structure, and the specific expense accounts of u-City construction projects.
