This study aims to apply the logic model in order to evaluate outcomes of revitalization projects of rural centers as a part of the regional capacity strengthening in Yeongwol-gun. According to the study results, first of all, it was unclear to answer for questions what, how and why to lead the project, when examining logical associations among program inputs, activities, outputs and outcomes. As an alternative method, the logic model has been applied, and this in turn led to clarify the goals, inputs, contents, outputs, outcomes as well as overall outcome goals and purpose of the current projects. Second of all, the initial, intermediate and long term outcome goals of the current project were indistinctly specified, and moreover, their evaluation methods were also unclear. By applying the logic model to the current regional capacity strengthening project, it was able to figure the distinction between program outputs and outcomes, and specify initial, intermediate and long term target goals as well as their evaluation tools. It is therefore to conclude that the logic model has a possibility to apply to a project evaluation, especially in the sense that this method considers efficiency, effectiveness and accountability of each project.

2018년 정부의 산업위기대응특별지역 지원책은 문화 관광 관련 지원책들을 포함하고 있다. 여기에는 정부가 문화 관광산업을 제조업의 대안으로 인식하고 있다는 의미가 내포되어 있다. 스페인 빌바오는 구겐하임 미술관을 유치하여 문화 관광산업을 중심으로 지역발전을 추진하였고, 빌바오의 성공 사례는 "빌바오 효과" 또는 "구겐하임 효과"라는 용어를 탄생시켰다. 이 연구의 목적은 스페인 빌바오의 지역발전 재생과정에서 나타나는 장소적 특수성과 지역발전 재생 전략을 구조적 맥락에서 분석해 우리나라 산업위기지역의 대응책에 대한 시사점을 모색하는 데 있다. 연구 결과는 다음과 같다. 첫째, 빌바오는 유럽 내 초국가적 무역 네트워크의 중요 결절지라는 지리적 이점을 바탕으로 바스크 지방정부에게 정치적, 재정적 자율권을 보장하였다. 바스크 지방정부는 자율성을 적극적으로 활용해 지역발전 재생사업을 수행할 수 있었다. 둘째, 빌바오는 지역발전 재생 프로젝트를 수행하는 과정에서 민관협력체계를 원활하게 가동해 오랜 시간 동안 꾸준한 실천력을 확보할 수 있었다. 셋째, 빌바오의 지역발전 재생사업은 대형프로젝트와 장소마케팅의 효과로 주목 받았지만, 그 이면에는 문화 관광산업이 창출하는 일자리의 불안과 서비스업 내의 양극화 문제가 도사리고 있다. 빌바오가 추진한 탈산업화는 문화 관광산업과 더불어 지식기반서비스와 금융서비스 등 서비스산업이 다양하게 특화되었기 때문에 성과를 얻을 수 있었다.

As China enters the 21st century, China is strengthening its position as a world power in an international position. However, there are still problems with Three Agricultural(Agricultural, Rural, Farmer) and unbalanced urban and rural villages. China, as one of the largest and most populous nations, values the development of three farms. Strategies such as "The Construction Of New Socialist Countryside" were a policy to solve rural problems, But they were not enough to achieve breakthrough results. In order to achieve more effective results, the Central Committee of THE STATE COUNCIL proposed The Document No.1 of "Opinion on the Implementation of The Rural Revitalization Strategy" in February 4, 2018 and published "The Rural Revitalization Strategy (2018-2022 )". The Yanbian region, which is the subject of this study, is the home of Korean-Chinese tribes and the Korean autonomous region. As a minority of Chinese ethnic minorities, the Korean-Chinese has their own unique culture, and Yanbian has distinct regional characteristics. As The Rural Revitalization Strategy was raised, Villages is showing positive change in accordance with policy implementation in Yanbian. This study analyzed the current status of policy implementation of The Rural Revitalization Strategy in Yanbian area and analyzed the policy contents and performances based on the of Yanbian Daily News. Based on the results of the analysis, I would like to help in suggesting a more rational development direction and building the villages.

I have analyzed four methods for revitalizing the Ibi district, a local community in Minami Awaji City in Hyogo Prefecture, using Awaji tile, a traditional product. The first analysis is of a workshop to think about the revitalization of the community using Awaji tile. The second is an evaluation of using Awaji tile in the construction of green spaces and the renewal of existing buildings. The third analysis is on the distribution of terracotta for plants to all the residents of this district and the construction of art objects using Awaji tile at the seashore and by the entrance area of a highway interchange. The fourth analysis is of the results of information sharing by a newsletter and a website. Finally, I gave questionnaires to workshop participants. As a result, visible, completed products of these efforts were evaluated positively, but more effort is required related to the newsletter and website. Overall, I could verify the compounded possibilities for revitalization of the community using Awaji tile as promoting regional industry, activating the community, and improving the landscape.

This paper aims to illuminate the role of serial context among industry, academia and government, taking much care of the role of society and community in the sustainable regional planning and practice. This paper is composed of five chapters, each of them dealing with different aspects. In In chapter 1, we give the little long introduction of the time of mutation and significance of locus that explains the conceptual background and framework of this paper. In chapter 2, we elaborate on the mutation and metamorphosis of structural, social, and natural changes in the world and especially Japan. In chapter 3 and chapter 4, the main chapters of this paper, we describe the evolution of academic town in megalopolis, the revitalization of technopolis, and the creative local culture of the World Heritage for the regional renaissance in Japan. In chaper 5, we conclude this paper. As for this illumination, we should pay more due regards to the locus, orbit and iconography of region to develop better hosting environment and habitat for global innovation of industry-academia-government collaboration's serial contexts through sustainable tourism and tourism sustainability. Especially, at the time of natural and social mutation, we could not look over the heavy and sudden natural unexpected changes, the deep structural social and community changes in Japan, and war and terrorism in Asia on the global scene for sustainable rejuvenation.

지역문화를 활용하여 지역 경제를 활성화하기 위해서는 무엇보다도 문화자원에 대한 이해가 중요하다. 문화자원에 대한 이해를 바탕으로 지역경제의 발전과 국가의 지속성장에 기여할 수 있는 콘텐츠 개발이 가능하기 때문이다. 최근에 국가는 문화산업의 발전을 위해서 막대한 예산과 지원을 하고 있다. 우리나라의 각 지방은 재정자립도가 낮지만 풍부한 문화자원, 자연자원이 있어서 활용가능성이 높다. 그러나 숨겨진 문화자원을 발굴하여 산업화 한다면 지역경제와 국가경제에 활력을 불어 넣을 수 있다. 또한 국가적 과제로 떠오른 일자리창출, 융합산업 기반 구축, 초고령 사회문제, 농촌지역 활성화 문제 등을 해결할 수 있을 것이다. 따라서 지역경제를 활성화시키고 구조개선을 통해서 지역발전을 이루기 위해서는 문화자원의 발굴과 문화산업의 진흥이 매우 중요하다. 필요하다. 따라서 본 연구는 지역의 문화자원의 가치를 제고하고 문화자원의 활용방안을 제시함으로써 지역활성화에 방안을 제시하고자 하였다. 이를 기반으로 문화가치의 확산과 지역 활성화의 도구로 문화자원의 활용을 위한 프로그램의 개발되기를 기대한다. 결론적으로 지역 문화자원의 중요성과 문화자원을 활용한 다양한 정책이 가지는 의미를 재고하고 지역의 자랑스러운 자원을 활용할 수 있는 방안에 대한 지속적인 연구가 필요하다.

랜드마크는 지역을 대표하는 이미지로서, 그 곳을 방문하는 관광객에게 지역의 특징을 인식시키기 때문에, 각 지방자치단체에서는 상징적인 랜드마크 개발이 필요하다. 본 연구는 지역 활성화를 위한 랜드마크 개발에 대한 사례를 연구함으로써, 향후 랜드마크를 개발하고 이를 통해 새로운 관광 상품 및 관광 진흥 정책을 개발을 위한 기본지침으로 활용되기를 기대한다. 본 연구를 위해서 현지조사지로서 일본 아오모리 현을 대상하였고, 현지조사와 문헌조사가 병용되었다. 일본은 오래전부터 다양한 관광정책의 수립을 통하여 지방의 국제화 및 활성화를 모색해 왔다. 특히, 아오모리 현은 개발이 늦어진 농촌지역의 관광산업을 발전시키기 위하여 랜드마크를 중심으로 관광 상품과 문화 공간 개발을 통한 지역 활성화를 꾀하였다. 아오모리 현의 사례를 바탕으로, 성공적인 랜드마크 개발을 위한 조건을 정리하면 다음과 같다. 첫째, 랜드마크의 상징성이나 디자인을 결정함에 있어서 해당 지역에 대한 충분한 이해와 조사가 실행되어야 하며, 시간과 비용을 투자해야 한다. 둘째, 랜드마크로의 접근성을 고려해야 하며, 주변 환경이 랜드마크와 더불어 관광요소로 작용될 수 있어야 한다. 셋째, 랜드마크의 방문가치를 높이기 위해서 편의시설 및 다양한 프로그램의 지속적인 운영 및 관리를 통해 랜드마크 내 외부에서 다양한 즐길거리, 볼거리를 제공하는 것이 중요하다.

우리나라 중소기업 CEO의 연령은 평균 58.8세로 기업승계 지원과 관련된 논의가 활발하게 진행되고 있다. 본 연구는 기업승계가 국가경제 및 지역경제활성화 정도에 미치는 영향을 살펴보았다. 자료의 신뢰성 확보를 위해 중소기업 통계 DB가 가장 많이 구축되어있는 중소기업지원사업통합관리시스템과 한국기업데이터 DB를 활용하였는데, 이 부분이 기존 연구와의 가장 차별화된 부분이다. 업력별 경영성과를 보면, 장수기업이 신생기업보다 매출액은 2배 이상, 종업원 수는 3배, 자산은 2배, 영업이익은 2배 이상의 높은 성과를 보여주고 있어 국가경제 전반에 미치는 기여도가 상당함을 알 수 있다. 2008년부터 2020년까지 중소기업을 대상으로 SAS의 Stepwise 옵션을 활용하여 매출액과 종업원 수, 영업이익 등 변수 간 회귀분석을 통해 분석한 결과 비수도권이 수도권보다 종업원 수, 자산, 차입금, 임차료 등에서 좋은 성과를 보여주고 있다. 이는 장수기업이 지역경제활성화에 크게 기여있다는 정책적 함의도 나타나 장수기업의 기업승계 지원정책 마련이 필요하다.

The Institute of Contemporary Art has gathered, arranged and exchanged historical data and a variety of information of art. It also aims at Helping revitalize artistic activities and develop diverse areas of art among regions. This scheme for revitalization of art includes holding seminars, international exhibitions or regional exchange exhibitions, publishing papers, and enhancing art education. This paper provides a view of what the Institute of Contemporary Art at Kunsan University has done so far, pursues better ways for revitalization of artistic activities, and suggests a future-oriented approach for making the institute a place for regional exchange of modem art and design.

Among Japan's agriculture, forestry, fisheries and regional revitalization plans established in June 2018, the key matters related to aquaculture include ① a new perspective on the sponge use system for the development of aquaculture and coastal fisheries, ② a comprehensive strategy for growth and industrialization of aquaculture, and ③ expansion of suitable aquaculture areas. There are four countermeasures including ④ research and development trends. In accordance with these key points, the Japanese government established a comprehensive strategy for aquaculture growth and industrialization by strategically setting aquaculture items in consideration of domestic and international demand, establishing a comprehensive strategy from production to sales and export, and then working in earnest to promote the aquaculture industry. This study analyzes environmental changes surrounding aquaculture in Japan and trends in fish farming and marine products, and summarizes the key points of the June 2018 Agriculture, Forestry, Fisheries and Regional Revitalization Plan to suggest measures that can be utilized in Korea's aquaculture policy.
